Restaurant owner Blair Hensley said Wednesday he has the sign and intends to post it to remind San Marco residents of the past. “It brings good memories for them. The city-owned former Florida National Guard armory on the northeast edge of Downtown is for sale. The city published a request for proposals July 3 seeking bids from developers to buy the 2.02-acre site at 851 N.

Market St., with an option to redevelop an adjacent 2.97-acre property at 928 N. Liberty St. The building has been empty for nine years. According to the RFP, the city also might consider a long-term lease with a developer. The three-story, 80,826-squarefeet Gothic Revival-style armory was constructed in 1908. The building and land on North Market Street are valued at about $2.8 million, according to the Duval County Property Appraiser. The optional property on North Liberty Street comprises three stucco warehouses

Building permits issued for Brooklyn Residence Inn Residence Inn by Marriott is on the rise in Brooklyn. The city issued permits Wednesday for Pinkerton & Law Construction of Orlando Inc. to build the almost $10.2 million project at 357 Oak St. Permits show it is a 136-room, seven-story hotel on 1.8 acres. It comprises 120,185 square feet. Miami-based Baywood Hotels Inc., through Riverside Lodging LLC, paid $2.4 million for the property in September. It bought the site from Parkview Plaza Partners LLC, led by Hallmark Partners Inc. The Downtown Development Review Board approved the project design.

velopment ideas from nonprofit organizations. The Sons of Confederate Veterans, Kirby-Smith Camp No. 1209 approached the city with a plan to turn the armory into a museum. After legislation was filed in support of the plan, a group of four nonprofits came to council proposing a $9 million art education facility and gallery. The council could not come to agreement and the legislation was withdrawn,

ending both proposals. In 2012, the armory was one of seven sites the city considered as a day center for the homeless, but the location did not receive the support of then-Mayor Alvin Brown or the Emergency Services & Homeless Coalition of Northeast Florida. The Bread & Board owners Dwayne Beliakoff and Jonathan Cobbs consider the Town Center area to be accessible to the majority of their customers. That’s why they chose St. Johns Town Center North for the second location of the 2-year-old food concept they launched in the Five Points area of Riverside. “We covered north to south, east to west, and talked to many developers, gauging our next step,” Beliakoff said Thursday. Not only is the location closer to more of the suburbs, but it’s near the University of North Florida, which provides a younger demographic of foodies and a source of employees. Customers from Downtown and nearby would patronize the 1033 Oak St. restaurant in Five Points during the week, but wouldn’t make the trek from the suburbs on the weekends.

Patrons requested a Bread & Board in Nocatee, Fleming Island, Fernandina Beach and other locations, for example. Beliakoff and Cobb, working with broker Amanda Kinkade, owner of Kinkade Commercial Real Estate, settled on a 2,800-square-foot space at 4413 Town Center Parkway, No. 201, next to Publix. “The central location was key to us,” Beliakoff said. “This made good sense to us.” The 125-seat space, previously used by Seasons of Japan and other tenants, is in city review for renovations at a project cost of $61,500. The contractor is FLC Contracting LLC and the architect

is Zinn Architecture + Interiors. Cobbs and Beliakoff expect to open in September with an investment of up to $175,000 in the project, including build-out, training and inventory costs. They expect to employ up to 35 people there, a few more than the 28 in Five Points. The larger kitchen also will provide more space for catering jobs. The Bread & Board is a combination sandwich shop and fine dining kitchen that offers sandwiches and sandwich boards (the ingredients separated), entrees, salads, sides and other menu items that change regularly and as the owners want to try a new dish or taste.

Florida Cracker Kitchen is open 7 a.m.-2:30 p.m. Tuesday-Sunday serving breakfast and lunch, focusing on Southern comfort food. The new site made sense, Hensley said. “It’s San Marco. It’s a unique part of Jacksonville. We think our concept will do very well there,” Hensley said. It’s near employers Downtown and to the historic neighborhood, where apartments and other developments are taking shape. “That whole area is starting to thrive,” he said. Duval County records show CLDG Kings Commercial LLC, led by owners of Corner Lot Development Group, as the property owner. It bought the site in June for $1 million. “I think it will add a ton of value to the residents of San Marco and the 1,000 resident apartments Chance Partners is currently building,” said Corner Lot CEO Andy Allen, referring to the San Marco Crossing and San Marco Promenade complexes in development near the site. Allen said Corner Lot will lease the building to Florida Cracker. “When we purchased this property a little over a year ago, we thought, what will be an amenity for San Marco?” Allen said. That, he said, is a restaurant with parking. Hensley said there are 80 spaces. Allen said the building is in good shape from a previous tenant. The permit identifies the business owner as Works of Florida Cracker Unit Three LLC. That LLC is led by Robert Tilka, a Jacksonville investor in Florida Cracker Kitchen. The adaptive reuse of the structure mirrors what Florida Cracker Kitchen did at its first Jacksonville location in Pablo Station at 14329 Beach Blvd. Florida Cracker converted a former tire store into a 4,000-square-foot restaurant. Florida Cracker Kitchen, led by the Hensleys, is based in Brooksville. They are partners with ServStar Management Group of Jacksonville Beach in the Jacksonville-area Florida Cracker restaurants. They intend to launch some new sandwich concepts that will debut at the Town Center location and be added later at Five Points. Like the Five Points restaurant, it will be open for lunch, dinner and Sunday brunch and it will serve beer and wine. The décor will be similar to the Five Points location, which features collapsible windows and interior and exterior seating that includes a backyard lawn. That site previously was Richard’s Sandwich Shoppe. The Town Center location has a patio that isn’t a lawn but can be designed with shade and potted foliage, Beliakoff said. Beliakoff’s family moved to Jacksonville from the West Coast and he attended Orange Park High School and then Florida State University before moving to Portland, Oregon. tact for ServStar, which lists the Beach Boulevard and Keystone Heights Florida Kitchens as its investments. Hensley said the San Marco location will employ 30-40 people and seat 90-100 customers. The Beach Boulevard restaurant has a similar number of employees and seats about 110-120, he said. The San Marco building will comprise a kitchen and dining area, taproom, patio seating, and space for the sale of Florida Cracker Trading Co. merchandise. “Much like the Beach Boulevard location, there is a merchandise area, taproom and dining,” Allen said. Hensley said it also will have the Bloody Mary bar on Sundays at the front patio. Florida Cracker has locations in Keystone Heights, Brooksville and Jacksonville. A Florida Cracker, the menu explains, is a state pioneer, mainly a farmer or cattle rancher, who searched the swamps to round up cows with the aid of cattle dogs and with whips that cracked. Allen said the San Marco neighborhood will enjoy the restaurant. “We always welcome a good place to go eat,” Allen said. Hensley said it will have the same vibe as the Beach Boulevard location, “that same feel, that Southern hospitality.
