Assistant Chief Paul Restivo says businesses Downtown shouldn’t have to close. BY MIKE MENDENHALL STAFF WRITER

Jacksonville Sheriff’s Office Assistant Chief Paul Restivo said July 8 law enforcement is not encouraging Downtown businesses to shut down during the Aug. 24-27 Republican National Convention. Restivo told the Southside Business Men’s Club that security in the two or three blocks surrounding convention venue VyStar Veterans Memorial Arena would not likely prevent businesses from operating. “I would imagine that they’d still be allowed to be down there and run their business,” Restivo said. “I have not heard anything discouraging business owners to make a living during this thing.” He confirmed security around the arena, where President Donald Trump is expected to give his nomination acceptance speech, will be layered. The security zone will have an inner perimeter around the arena protected by federal and state law enforcement and a less restrictive outer perimeter secured by JSO. Restivo said he did not think the zone would impact the Downtown Southbank. “Each (perimeter) has their own certain protocols based on who is supposed to be in there, the tightness of security,” he said. Restivo said JSO plans to establish monitored protest zones away from the arena. He said “thousands” of security personnel, including the Florida National Guard, will be on hand.

s the COVID-19 infection rates continue to rise in Duval County, restaurant owners are taking proactive steps to sanitize their businesses. Jonathan Insetta, owner of Restaurant Orsay, Black Sheep Restaurant and Bellwether, sees it as a responsible business practice. “We’ve had estimates of between $200 and $1,000 per (restaurant). I’m sure there are services that are more expensive. But there is a bigger cost to being closed,” Insetta said. He started testing employees three weeks ago proactively for the safety of staff and guests. On June 27, an employee at Black Sheep

Restaurant tested positive and was found to be asymptomatic, he said. Insetta closed his restaurants while his staff of 130 to 140 are tested for the virus. Insetta Over half have been tested and no employee is allowed back without a negative test. Just the one employee has tested positive. He expects to reopen this week. Upon reopening, guests will be asked to wear masks. If they do not have one, one will be given to them. Since the middle of June, he has closed the three restaurants two days a week. The first day was to allow the rooms to “rest” and the following day to be cleaned by staff. He will SEE CLEANING, PAGE 6

UPS seeks permit to install $32M in conveyors THE MATHIS REPORT

DEVELOPMENT NOTES Becknell in Westlake: Becknell Industrial submitted the 10-set construction engineering plans to the city for its proposed 477,362-square-foot building on 60.2 acres, called Lot 21 first phase, along Pritchard Road in Westlake Industrial Park. Plans show a future adjacent expansion of 561,371 square feet on 68.46 acres on Lot 21B, creating a building exceeding 1 million square feet. City plans show Becknell is allocated for up to 1,536,800 square feet of space on the 171.08 acres it owns. Plans show three proposed buildings comprising the 1.04 million-squarefoot building and two more – No. 2 at 140,130 and No. 3 at 194,400 square feet. Becknell, based in Lyons, Illinois, is an active landlord in the market.

KAREN BRUNE MATHIS EDITOR

The shipping company is expanding at Westside Industrial Park and is seeking $6.8 million in incentives to add at least 240 jobs. United Parcel Service Inc. applied to the city for a permit to install more conveyors at its Westside Industrial Park parcel shipping ground hub at 4420 Imeson Road. Material Handling Systems Inc. of Kentucky is the contractor for the $32 million project. Storage Rack Engineering Inc. of Santa Margarita, California, is the engineer. Atlanta-based UPS is expanding the hub and is evaluating Jacksonville for a further expansion for an additional $138 million investment and 240 jobs that would add to the logistics, warehouse and distribution base. The city proposes a Recaptured Enhanced Value Grant of $6.8 million, based on 50% of

Westside Industrial Park expansion: Pattillo Industrial Real Estate wants to expand the 120,007-square-foot Westside #11 building at 8215 Westside Industrial Drive by 113,757 square feet. Pattillo Vice President Peter Anderson said the speculative expansion is planned to attract a second tenant. He said Soler & Palau Ventilation Group is a tenant in the existing building. “There are one or two potential tenants out there,” Anderson said.

the increase in real and personal property taxes generated at the project site for five years, capped at $6.8 million. To receive the grant, UPS must make a private capital investment of at least $300 million and create at least 240 jobs by the end of 2024. A UPS summary from the city says that the city approved a REV grant for UPS in 2017 for the expansion. That grant was related to UPS’s projected $196 million investment. By the end of 2019, UPS had invested about $173 million and it continues to seek permits for work. On top of the $196 million, UPS proposes a $138 million expansion, creating a total investment of $334 million

over four years. UPS said it is evaluating several states for the project, according to the summary. The city proposes to revise the REV grant agreement to reflect the $334 million investment, while the five-year term remains the same. The 240 jobs would pay an annual average $50,000 plus benefits. The $334 million investment would comprise the $173 million invested through last year and an additional $161 million in machinery, equipment, furniture and fixtures.

Church of Eleven22 garage: The Church of Eleven22 is preparing to build a three-level, open-air parking garage with up to 400 parking spaces at 14286 Beach Blvd. at its main San Pablo campus. The garage is proposed south of the church building. The St. Johns River Water Management District is reviewing the project. Abbey Civil Engineers Inc. is the civil engineer. The church plans to build the structure over a portion of a wet detention pond and adjust the facility. Tru by Hilton to Northwest Jacksonville: The city is reviewing final engineering plans for a four-story, 82-room Tru by Hilton hotel at Perimeter Industrial Parkway West at northeast Interstate 295 and Pritchard Road in Northwest Jacksonville. The 38,575-square-foot building is planned on 1.8 acres. Alliant Engineering Inc. is the civil engineer. Pritchard Hospitality LLC of Yulee paid $910,000 for the property in March. Amit Patel, who operates the Holiday Inn Express Hotel & Suites in Yulee, is the buyer’s registered agent and a manager of the LLC.

THE BASCH REPORT

Marker Therapeutics adding Houston plant

MARK BASCH CONTRIBUTING WRITER

Pharmaceutical research firm reaches new phase in development. When Marker Therapeutics Inc., then known as TapImmune, was headquartered in Jacksonville, it had a minimal presence. The company relocated from Seattle in 2015 because it was beginning a clinical trial of a breast cancer treatment at Mayo Clinic. It opened a Downtown Jacksonville office with a handful of employees. Marker, which moved its headquarters to Houston last year, now is expanding its operations as its therapies to treat several forms of cancer reach a new phase. The company said last week it is leasing a 48,500-squarefoot manufacturing facility in Houston that is expected to be ready next year. Marker said the facility will be used for further development of its therapies and potential commercialization of its products.

In a news release, Marker said it is seeking to advance its multi-antigen targeted platform, which it describes as a “non-genetically modified cell therapy approach that selectively expands tumor-specific T cells from a patient’s blood capable of recognizing a broad range of tumor antigens.” Marker had 11 employees at the end of 2018 when it was headquartered in Jacksonville, but its last annual report said it had 28 at the end of 2019. The report said the company still has a Downtown office at 5 W. Forsyth St. that is leased through June 2022.

Regency price target increased Morgan Stanley analyst Richard Hill last week raised his price target for Jacksonville-based Regency Centers Corp. But he still thinks the stock has been trading higher than its value. With the stock trading at $46.17, Hill raised his price target from $32.50 to $38 and maintained an “equal-weight” rating on the shopping center developer. “We think the market pays a premium for strong balance sheet, well positioned portfolio and a maintained dividend,” he said in his report. Regency operates mainly strip shopping centers anchored by supermarkets. Like other analysts, Hill

thinks those centers have a stronger outlook than big malls. He also favors Regency over its peers. “Bottom line, we think Regency has the best positioned portfolio given higher Hill quality tenants and better markets,” he said. Also last week, Citigroup analysts raised their price target for Regency from $38 to $46 while maintaining a “neutral” rating on the stock. Citigroup generally does not provide its research reports to the media.

Few Jacksonville stocks beat market Regency’s stock jumped 19% in the second quarter, as the overall market rebounded from the COVID-19 sell-off in February and March. Regency’s gain only put it in line with the rest of the market. The Dow Jones Industrial Average rose 18% in the quarter, its best since 1987, and the S&P 500 index rose 20%. Only three Jacksonvillebased companies beat the market in the second quarter, aside from stocks that were trading near or below $1 at the end of the first quarter. Black Knight Inc. led the way with a 25% gain, followed by

GEE Group Inc. last week completed a restructuring of its balance sheet that improved its financial position. The Jacksonville-based staffing company said it eliminated $47.4 million in subordinated debt and preferred stock financing in exchange for cash and the issuance of about 1.8 million restricted shares of GEE Group stock. The transaction increased stockholders’ equity by more than $40 million before taxes and left the company with about $16.4 million in cash on its balance sheet as of June 30. “Now that these transactions have been completed on very favorable terms, we are most excited about the company’s growth prospects and its ability to maximize shareholder value,” CEO Derek Dewan said in a news release.

COST OF THE DEEP CLEAN

Area restaurants are employing professional services to perform deep cleaning to ward against COVID-19. They say the added expense, at a time when these businesses are limited to 50% occupancy, is purchasing peace of mind for customers, employees and owners. The services extend beyond spraying antiseptic cleaners on tables and other surfaces. Professional cleaners are employing misters to sanitize hard-toreach spaces. Cleaning costs range from 30 cents to $3 per square foot depending on the size and services provided. Professional crews come in before

Sedgwick Repair Solutions has 13 Jacksonville locations and more than 200 in Florida. It specializes in cleaning businesses after storm or fire damage. COVID-19 related business is slowly picking up, said Brad Ervin, vice president of business development. “We are finding that we are being called in after there has been a confirmed case.” Locally, Sedgwick Repair Solutions has done about a dozen restaurant cleanings, he said. The work is documented and performed to Centers for Disease Control and Prevention best practices. System4 of Northeast Florida has been doing more preemptive restaurant clean-

The company uses a two-step clean. Moss said surfaces are sprayed with a germ-killing product called MicroShield 360 that is EPA-registered and FDAapproved. After that an antimicrobial spray is applied that Moss said will keep surfaces germ-free for up to a year. However, normal cleaning and sanitary practices must be performed by restaurant staff. “Removing all of the bacteria and germs is effective until someone coughs or sneezes on that surface,” Moss said. Insetta plans to have his three restaurants deep-cleaned once a week. “If you don’t slow this thing down, it is going to creep in. We’d rather be proactive rather than reactive to it.”

continue this practice for the foreseeable future. During business hours, staff members clean the tables and chairs before and after every customer. Insetta said customers have been requesting outside seating, especially the rooftop dining at Black Sheep in Five Points. “When we built the rooftop, we hadn’t any plans for a pandemic. We have always offered full dinner service on the rooftop,” Insetta said. Insetta hired Enviro-Master Services. Mudville Grille in St. Nicholas hired Stanley Steemer for a deep clean including the kitchen, main dining room, conference room and Mudville Music Room. The extra cleaning costs close to $2,000, owner Louis Joseph said. The expense comes as he is bringing in only a quarter of his usual business. “We are hitting Facebook hard and showing appreciation for our customers. We are making sure people know we are doing our best to make sure everyone is staying safe,” he said.

My view: Should Winn-Dixie change name?

JACKSONVILLE UNIVERSITY PROFESSOR OF MANAGEMENT

Jacksonville University management professor says its time for the grocery to take a stand. I was born and raised in Jacksonville and I take great pride in this community and am thankful for an outstanding family and teachers that have raised and supported me throughout my life. I was groomed to understand that I have a responsibility to evaluate and analyze both sides of situations through a nonbiased, unemotional lens, though some who are close to me know that I can be passionate at times. So when I initially read the article where the parent company of Winn-Dixie was considering a name change, I was puzzled. OK. Actually, I laughed. This was the grocery store where my family shopped for as long as I can remember. To be transparent, as a child

Special to the Daily Record

The name Winn-Dixie originated when the Davis family adopted the Winn and Lovett name in the 1930s and then acquired Dixie Home Stores in the 1950s.

growing up in the 1970s, I occasionally was confronted with derogatory words related to race. I was even taught there were certain places that I could not go. But believe me, I have never heard of any racial undertones as it relates to this grocer’s name. My parents always taught me, “When in doubt, look at the history.” Winn-Dixie Stores has a legitimate reason for its name. It was acquired when the Davis family adopted the Winn and Lovett name from a chain of stores it purchased in the 1930s, then acquired Dixie Home Stores in the 1950s. Historically, Winn-Dixie stores serviced and created jobs for a great deal of minority neighborhoods in Jacksonville. The parent organization,

Southeastern Grocers Inc., also owns the Harveys Supermarket banner to provide groceries to income-sensitive portions of the community. To be frank, Winn-Dixie was one of the only large grocery chains that serviced both economically challenged African American and Caucasian communities and has strategically matriculated to more affluent areas of our city as well. STANDING STRONG

I have the privilege of serving as a professor and department chair in the Jacksonville University Davis College of Business, which is supported by the Davis family. My comments are my personal opinion. It’s times like these when calm, educated heads must prevail.

What is the value of rebranding an organization to its customers, community, and its legacy when there is no clear, consistent history of wrongdoing and there are no significant complaints? At what point will we filter out the noise and come to the realization that not all organizations or groups need to succumb to the pressures of the current climate? One perspective to consider is to visualize how some customers might feel if you do not choose to stay true to who you are. There are several litmus tests for effective organizations. One of them is knowing when to take a stand. This alone could create a sense of brand loyalty among many consumers. Are there some organizations

that need to rebrand because of an offensive past? Absolutely, yes. They are currently being identified and held accountable by society. If they refuse to change, then history will judge them accordingly. Other organizations have self-identified, implemented new best practices, and are taking the initiative to evolve independently. However, society must be mindful to avoid painting all organizations with a broad brush. As a native son of Jacksonville. I ask Winn-Dixie, don’t change. Stand by your name and be proud of it.
