As the Republican National Convention approaches and as COVID-19 cases continue to increase, health professionals are hoping the RNC puts the proper precautions in place as they prepare facilities, especially at the VyStar Veterans Memorial Arena, for the Aug. 24-27 event. So far, local GOP officials and Mayor Lenny Curry have said temperature checks will be taken at all arena points of entry, but have not said what other precautions will be used. Curry said during a June 22 virtual news conference those protocols, including whether face masks will be mandatory inside the arena, will be put in place based on the COVID-19 conditions locally at the time of the convention. Area health leaders want stricter guidelines to prevent a surge in COVID-19 cases. In the event that happens, they say they will be prepared. The developer owned the Downtown shopping center for 15 years before turning it over to the city in a settlement. If and when the city issues a request for proposals for the Jacksonville Landing site Downtown, developer Toney Sleiman will take hard look at it. Sleiman owned the Landing for 15 years while the city owned the land beneath it. After years of contention and lawsuits, the city took control of the Landing in February 2019 after a $15 million settlement with Sleiman Enterprises Inc. The deal included the city paying Sleiman subsidiary Jacksonville Landing Investments LLC $15 million to buy out a 2003 lease agreement that was scheduled to run through 2056. The city also agreed to

pay $1.5 million for terminating tenant leases and $1.5 million for demolition to prepare for future development. “If it comes out, we probably will look at rebidding it, and we’ll see where that goes,” Sleiman told the Southside Business Men’s Club on June 17 and repeated in an interview afterward about a request for proposals. “I would seriously look at it depending on what … the restrictions were and everything. And I have an idea for it. It depends on what they want there,” said the JacksonvilleSleiman based developer and owner of shopping centers. Sleiman reminded the business group that he provided music and entertainment at the riverfront site. “The part that I loved about owning the Landing was all the events we did. And we did them for free,” he said. “Anybody that wanted to use the Landing, we always did it for free. And we never charged them. And I know the city’s missing that now.” Sleiman said after the meeting that he understands a request for proposals “is in the works.”

RETAIL NOTES Gate at Town Center: Gate Petroleum Co. filed an application for a building permit to renovate the interior of its convenience store at 4123 Town Center Parkway at a cost estimated at $450,000. The store is at Town Center Parkway and St. Johns Bluff Road. Publix in North Jacksonville: JEA determined service availability for Northpoint Village Shopping Center at northeast New Berlin and Yellow Bluff roads to be anchored by Publix Super Markets Inc. and outparcels. The first phase of 16.86 acres will comprise

A lawn surrounded by a fence covers the former site of The Jacksonville Landing in Downtown Jacksonville.

“I’m going to look at it seriously and maybe bid on it. I haven’t 100% said that I am,” he said. “It depends what they want there.” The former Jacksonville Landing riverfront marketplace occupied the site at 2 Independent Drive for 32 years before it was closed and demolished. Site work began in August. The contractor removed the buildings and the site was sodded this spring. Downtown Investment Authority CEO Lori Boyer said June 19 the DIA would first focus on the public space on the 8-acre Northbank site and probably start with a request for qualifications. She hopes to have that request in July to the city procurement division, which oversees the bidding and pur-

Publix and 16,600 square feet of adjacent store space. The second phase is entitled for up to 64,000 square feet of retail, medical and office space. International Management Co. chase process for all that the city buys, leases or rents. “We want to focus on the public space and what will be a really iconic signature space for Downtown,” Boyer said. DIA is working on defining where the marketable pads would be for the private development. “Ultimately we would really like to see a competitive design effort,” she said, although “I don’t see a full-blown design or architectural competition. A lot of work has been done.” The 8 acres includes the Main Street Bridge ramp that will be removed. Boyer said the state Department of Transportation is working toward that. The sodded site is fenced but has not been programmed. “The green space is an asset as it is right now,” Boyer said. “It does provide an oppor-

RESTAURANT NOTES Burger King to Durbin Creek Crossing: The St. Johns River Water Management District and St. Johns County are reviewing an application for Burger King at Durbin Creek Crossing. tunity for some pop-ups and special events.” The private development would be mixed uses, such as hotel, multifamily and office, with the expectation that the ground-level space facing Laura Street and the public area would be “activated.” That typically means retail, restaurants and bars. It could include museum or experiential space, she said. Boyer said the public space would be developed more quickly than the private pads. “Even if you are moving as fast as you can, you will not see completed buildings in two years,” she said. “That does not mean they are not in process.” KMATHIS@ JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

Dunkin’ in Arlington, Oakleaf: The city approved permits for Dunkin’ to renovate at 116 Oakleaf Village Parkway at a cost of $95,000 and at 6999 Merrill Road at a cost of $65,000. The company is rebranding from Dunkin’ Donuts to Dunkin’ as it rolls out a new store design

THE BASCH REPORT

Deutsche Bank official: U.S. cuts complete

MARK BASCH CONTRIBUTING WRITER

The company hasn’t said how the cuts impacted its offices in Jacksonville.

File image

The Deutsche Bank offices along Gate Parkway. The company said last year it employed about 2,000 people in Jacksonville.

Deutsche Bank, which is eliminating thousands of jobs globally as part of a restructuring, has completed making cuts in the U.S., according to its top official in the Americas. However, the company hasn’t said how the cuts affected its offices in Jacksonville, which has the secondlargest U.S. operation outside of New York for the Germanybased bank. In an interview with the Financial Times, Christiana Riley, CEO of the Americas for Deutsche Bank, said job cuts in the U.S. were completed ahead of target. Riley also told the newspaper Deutsche Riley Bank remains committed to keeping operations in the U.S. despite pressures from some shareholders to pull out of the country. The company said a year ago it planned to cut about 18,000 jobs in its restructuring, bringing its total global employment down to 74,000 by 2022. At the time, Deutsche Bank said it employed about 2,000 in Jacksonville, where it opened its operations center in 2008 in Southside. The company’s first-quarter report said it had 86,667 employees worldwide at the end of the quarter. During Deutsche Bank’s virtual annual meeting last month, CEO Christian Sewing said the reorganization plan remains on track. “Not only is it working but it’s working better than we originally expected,” he

said, according to a transcript posted by the company. Sewing also said job cuts will continue companywide, but not during the COVID-19 pandemic. “Since March 26, in the light of the coronavirus crisis, we have refrained from contacting individual employees whose jobs are to become redundant,” he said. A Deutsche Bank spokeswoman said by email the bank declined to comment on job cuts in Jacksonville.

Pandemic doesn’t impede JinkoSolar Another international company with a major operation in Jacksonville said last week its business has not been impeded by the pandemic. Solar-panel manufacturer JinkoSolar Holding Co. Ltd. operates seven plants. Its only facility outside of Asia opened last year at AllianceFlorida at Cecil Commerce Center in West Jacksonville. As the Shanghai-based company reported first-quarter earnings, CEO Kangping Chen said the company implemented new safety measures in its Malaysia plant that brought production back to normal in April. “We replicated these health and safety measures for our employees in the U.S., and were able to keep production running smoothly throughout the pandemic,” Chen said through a translator during JinkoSolar’s conference call with analysts. “With the global demand falling significantly and the price of raw materials declining as a result of the pandemic, we focused our attention

on coordinating production logistics and sales to ensure we could fulfill new orders while carefully controlling inventory levels,” he said. Chen said he expects global solar installations to drop by about 25% this year because of the pandemic. But he sees growth opportunities for JinkoSolar as the market consolidates. JinkoSolar reported adjusted first-quarter revenue of $1.03 billion, 25.1% higher than the first quarter of 2019 but 23.5% lower than the fourth quarter. The company said the decrease from the fourth quarter reflects a delay in shipments caused by the pandemic. The company’s earnings per American Depositary Share of 38 cents were 64 cents lower than the first quarter of 2019.

Black Knight stock sale raises $484M Black Knight Inc. sold 7.13 million additional shares of stock last week at $70.25 each, taking in net proceeds of $484.2 million. The Jacksonville-based mortgage technology company said it will use the proceeds to pay off debt and for other purposes that could include acquisitions and investments. Black Knight was spun off from Fidelity National Financial Inc. and like other companies tied to the Jacksonvillebased title insurance company, it has become active in dealmaking. Black Knight was part of an investment group that bought business data firm Dun & Bradstreet Holdings Inc. last year. Black Knight owns 18.1% of Dun & Bradstreet and CEO

After hosting an investor conference session with CSX Corp. Chief Executive Jim Foote, Deutsche Bank analyst Amit Mehrotra lowered his second-quarter earnings estimate last week. However, he raised his price target for the Jacksonvillebased railroad company’s stock. Mehrotra expects secondquarter earnings of 65 cents a share, 5 cents lower than his previous estimate, because of a drop in freight traffic. However, Mehrotra said in his report last week he is “neutral to positive” on the stock and raised his price target from $71 to $80. CSX was trading close to $70 for most of last week. Mehrotra has a positive outlook for the transportation industry as the economy rebounds from the pandemic. “At a high-level, the outlook for transportation equities remains favorable. Demand for freight capacity bottomed in late April and is on a slowand-steady recovery path,” he said.

Rayonier AM gets two-notch upgrade Rayonier Advanced Materials Inc. got a rare two-notch upgrade last week from Bank of America analyst John Babcock. He upgraded the Jacksonville-based maker of cellulose specialties products from

International Baler reports loss International Baler Corp. reported a net loss of $63,590, or 1 cent a share, for its second quarter ended April 30, according to its quarterly report filed with the Securities and Exchange Commission. Sales for the Jacksonvillebased maker of balers used for waste disposal and recycling fell 31% to $2.01 million. International Baler’s report said the pandemic “has not materially adversely impacted our capital and financial resources” so far. However, the “economic uncertainty” of the pandemic leaves it unable to predict any future impact on the business, it said.

Analyst says ‘sell’ Kraft Heinz Sales of Maxwell House coffee made in Jacksonville surged during the COVID-19 lockdown as more consumers ate at home, but one analyst thinks sales gains at parent company Kraft Heinz Co. are likely to be fleeting. “We downgrade shares of Kraft Heinz to Sell, from Neutral, as we expect the company to suffer outsized sales and earnings declines over the next year as recent sales gains recede, private label share pressure resumes and commodities (which had screened favorable two months ago) pressure margins,” Goldman Sachs analyst Jason English said in a June 22 report. English expects the “robust” sales growth for Kraft Heinz brands in the first half of this year will moderate in the second half before declining next year. MBASCH@ JAXDAILYRECORD.COM

Bank of America generally doesn’t provide analyst reports to the media but investment website Seeking Alpha said Babcock’s upgrade was tied to a new credit agreement in which lenders relaxed financial covenants for Rayonier AM through 2020. Rayonier AM’s stock rose 42 cents to $2.87 on June 19 after the upgrade, a 17.1% gain.

Anthony Jabbour took on the additional role of CEO of Dun & Bradstreet after the buyout. Dun & Bradstreet two weeks ago filed for an initial public offering. Meanwhile, a blank check holding company with ties to Fidelity completed its IPO last week. Trebia Acquisition Corp. sold 51.75 million units, consisting of one share of stock and a warrant to buy additional stock, for $10 each. Trebia was formed by Fidelity and Black Knight Chairman Bill Foley and Frank Martire, former CEO of Fidelity National Information Services Inc., another company spun off from Fidelity National Financial. five years to prepare. The RNC host committee, now with 33 members, has 59 days. “There are a lot of similarities,” Weinstein said. “The challenge is they don’t have the planning time so they have to really hustle and they may have people that are coming for different reasons and have to deal with those different reasons,” he said. “The NFL and the Super Bowl, it was really more of a party atmosphere and not anything else.” Weinstein, now interim executive director of the Kids Hope Alliance, is a former city of Jacksonville chief financial officer. Because of the COVID-19 pandemic, he doesn’t think bringing in cruise ships to supplement the region’s existing hotel capacity will be an option for the RNC host committee like organizers did for the Super Bowl. The Super Bowl was held Feb. 6, 2005, but with days of activities leading up to it. It took nearly a year to negotiate contracts with cruise lines, which brought 3,600 rooms, food and entertainment space into the Downtown area for the game. Weinstein said RNC organizers don’t have that time. The Republican Party of Duval County expects 12,000 to 15,000 people inside VyStar Veterans Memorial Arena. According to the convention’s official website, organizers anticipated 50,000 visitors when the full RNC was planned for Charlotte, North Carolina. The Politico news site reported in July 2016 that organizers for the last GOP convention in Cleveland planned for nearly 50,000 people coming to the city. Weinstein said the NFL’s guests took 18,000 rooms, more than the available hotel capacity in Jacksonville at the time. The host committee’s June 11 announcement said city officials worked with Visit Jacksonville to secure more than 10,000 hotel rooms for the RNC. They worked with the city’s facility manager, ASM Global, to secure the host venues, including the arena, where President Donald Trump is expected to give his nomination acceptance speech Aug. 27. Weinstein anticipates guests for the RNC will spread beyond Duval, Clay, Nassau and St. Johns counties as far south as Ormond Beach and Daytona. Weinstein said Jacksonville had to show the NFL it could provide the transportation infrastructure to move players, fans and guests

from accommodations in St. Johns and Nassau counties to the Downtown stadium. The committee had commitments from limousine services, the Jacksonville Transportation Authority and taxi companies from outside Northeast Florida at the time the Super Bowl application was submitted, Weinstein said. Jacksonville Mayor Lenny Curry, who is co-chair of the RNC host committee, said during a June 22 news conference the event was in the early planning stage. That committee plans to announce RNC working groups on transportation, local economic opportunity, hospitality and health and community wellness in the coming days. PLANNING SECURITY

Like the RNC, Weinstein’s staff had to work with the U.S. Secret Service to establish a security zone and perimeter Downtown. Security protocols for the 2005 Super Bowl were drafted through the lens of the 2001 terrorist attacks in New York City and Washington, D.C. Weinstein said security measures for Super Bowls planned before 9/11 were not as tight, and his focus was on protecting the event space as a potential terrorist target. “So you had to restrict access to a very large area and anyone gaining access already had to have a ticket and be screened for possessions long before they reached the stadium itself,” Weinstein said. “I think that’s going to be similar to what happens (with the RNC).” The RNC host committee has not released information on the size of the security zone. Unlike the Super Bowl, the RNC committee also will likely plan for potential protesters and could establish free speech zones. Politico reported in 2016 that 10,867 people had registered to protest up to two weeks before the RNC in Cleveland. “You’ll have the same level of security, but it really seems to be for a different purpose,” Weinstein said.

MEDIA ATTENTION

The amount of national and international media attention generated by a Super Bowl or political convention will add to the committee’s security and hospitality challenges, Weinstein said. Andrew Johnson, Duval County GOP executive director, said June 16 as many as 17,000 members of the news media could come to Northeast Florida to cover the convention. Weinstein said media covering the Super Bowl in 2005

filled the 966-room Downtown Adam’s Mark Jacksonville Hotel, rebranded as the Hyatt Regency Jacksonville Riverfront in April 2005. Weinstein said coordinating news broadcast sets, security for press credentials and ensuring adequate Downtown internet bandwidth will all be “manageable” challenges. “I would think that we’re going to get a national and international press here, so they need the technology setups and they need the space setups for them to do their job,” Weinstein said. “And you throw in a lack of timing and the pandemic issues, this is a real challenge. And I’m sure we’re up to it, but it’s going to take a lot of work.” ‘RESOURCES WILL COME’

The Jacksonville Super Bowl committee had five years to raise $20 million to host the event, and Weinstein said it would cost $70 million to $80 million to host a Super Bowl in 2020. The nonprofit 501(c)(3) RNC host committee has not released a fundraising target, but Charlotte organizers planned to raise $70 million for the convention before the “celebration” elements of the RNC were moved to Jacksonville, reported The Charlotte Observer. Weinstein said the money raised by the Super Bowl committee was weighed against the economic impact. About 100 to 125 vendors, companies and small businesses, many local, rented short-term

space Downtown for one to two weeks leading up to the Super Bowl, Weinstein said, selling food and “knickknacks” and providing services. Weinstein predicts the economic return from the RNC will bring direct spending at a time when the region’s businesses need to recoup losses from the COVID-19 shutdowns. The host committee has stated it anticipates $100 million in benefit from the four-day convention. Unlike the Super Bowl, Weinstein said it’s less likely the RNC will create the opportunity for long-term investment or corporate recruiting in Northeast Florida. “I don’t see the same level of high-situated executives wanting to come here for this with the same sort of state of mind as they

came for the Super Bowl,” Weinstein said. “The Super Bowl is a big party, and you get to rub shoulders with a lot of people that you normally don’t get to see. This is a political event that has a direct goal in mind, processing a nomination with many speeches. It’s different.” Weinstein said the Super Bowl allowed the host committee to target specific business leaders and industries to make connections. “But for sure, there’ll be a huge jolt in funding and dollars running through Northeast Florida that wouldn’t have happened without it,” Weinstein said. 2020 Host Committee who will be issuing health and safety protocol recommendations for the RNC, but left the committee June 23. Haley still intends to provide health and safety protocol guidance for the event, according to UF Health Jacksonville Media Relations Manager Daniel Leveton. Haley said during a June 22 interview that Curry asked him to be part of the committee. As of June 22, the host committee structure still was being built and members had not had a formal meeting to discuss convention health and safety concerns. Haley did not address direct health risks to Northeast Florida for hosting the RNC, but he agrees with Centers for Disease Control and Prevention guidelines that call large in-person gatherings the “highest risk” behavior related to COVID-19. “What we know right now about the virus and how it’s spread, yes, it is a risk,” Haley said. PREPARING FOR A SURGE

Haley said UF Health Jacksonville will prepare its facilities for any health needs that arise during the RNC. The hospital takes part in disaster drills annually to prepare for hurricanes or respond to an event like the 2018 mass shooting at The Jacksonville Landing, Haley said. The hospital, which often is asked to assist during major events in the city, is “well prepared to assist in planning for this unique event,” Leveton said in a follow-up email June 22. Leveton said because UF Health Jacksonville is the only Level I

UF Health Jacksonville CEO Dr. Leon Haley Jr. said the hospital will prepare its facilities for any health needs that arise during the Republican National Convention. “Our recommendations are always consistent with the CDC. We’re still strongly recommending masks and distancing. Those are core recommendations. Those haven’t changed,” Haley said.

trauma center in Northeast Florida, the hospital will be involved in planning for President Donald Trump’s visit. UF Health officials will meet with the U.S. Secret Service in the lead-up to the RNC and Trump’s Aug. 27 nomination acceptance speech at the arena, according to Leveton. Officials also are prepared for COVID-19 cases. Haley said the hospital has adequate ICU bed and ventilator capacity and the ability to expand, if necessary. “I still want to emphasize, as I always will, masking and distanc-

ing. I think those are the things that still work,” Haley said. “I think whatever we can do as an organization to make sure we’re ready and other health systems, hopefully, we’ll work closely with other hospitals in the area ... to be ready for a big event.” Baptist Health said it will be preparing just as it does for any large event that comes to the city. Elizabeth Ransom, Baptist Health executive vice president and chief physician executive, said it has the bed and ICU capacity to handle a surge, as well as the ability to expand its capacity. She said Baptist is working with

law enforcement, city officials and other health systems. “We want to make sure we’re prepared and we have a coordinated response, should we need that,” she said. PRECAUTIONS AND RISKS

Haley said it was too early in convention planning to know his recommendations for health and safety protocols inside VyStar Veterans Memorial Arena, where 11,000 to 15,000 people are expected to attend Trump’s acceptance speech. “Our recommendations are always consistent with the CDC.

We’re still strongly recommending masks and distancing. Those are core recommendations. Those haven’t changed,” Haley said. The CDC recommends that to practice social or physical distancing, people should stay at least 6 feet from other people. Doreen Perez, interim d i re c to r o f Student Health Ransom Services at UNF, said the risk of spreading the virus could be even greater as attendees come to the city from across the country. “Folks coming from all points of the nation will be coming with their own high risks,” Perez said. “And how could we even possibly know what they are?” Perez said the top concern “is people coming into the city with these types of risks.” Ransom said she recommends bringing hand sanitizer, wearing gloves and “everyone needs to be wearing a mask.” “If there are a lot of people gathered closely together, not wearing masks, then that’s a perfect scenario for the virus to spread,” she said. “Close quarters, without masks, not practicing hand hygiene, not practicing social distancing, is definitely worrisome. We hope that won’t be the situation.” KGARWOOD@ JAXDAILYRECORD.COM (904) 356-2466 MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

Alessandro Apolito, a partner with Lippes Mathias Wexler Friedman, received the Lynn Futch Most Productive Young Lawyer Award. It’s presented to a young lawyer who is not a member

The law firm Orr | Cook was recognized with the Michael K. Reese Quality of Life Award. The award is presented to a person or organization “that, through humanitarian respect, advances balance and fulfillment in lawyers’ lives by redefining current work habits and schedules to provide more flexibility and a more meaningful existence.” The law firm provides activities to enhance the work-life balance of its employees, including an annual family Christmas dinner, a spa day, maternity and paternity leave, stand-up desks, a firm retreat, remote work opportunities, no billable hour requirements and several events in May for Health and Wellness Month. All comments filed will be made available for public inspection. For additional information, contact the Permitting Authority at the above address or phone number. Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Agency Clerk in the Office of General Counsel, 3900 Commonwealth Boulevard, MS 35, Tallahassee, Florida 323993000, Agency_Clerk@dep.state. fl.us, before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address, any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief

sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@ dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation: Mediation is not available in this proceeding. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA at the following email addresses: R4TitleVFL@epa.gov. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/caapermitting/florida-proposed-titlev-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(2), any person may petition the Administrator of the EPA within 60 days of the expiration of the Administrator’s 45-day review period as established at 42 U.S.C. Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213, F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b)(2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460. Participants are strongly encouraged to submit questions and comments to the District Manager’s Office at 2806 N. Fifth Street, Suite 403, St. Augustine, Florida 32084, or by calling (904) 436-6270, by July 20, at 10:00 a.m. in advance of the meeting to facilitate the Board’s consideration of such questions and comments during the meeting. The first public hearing is being held pursuant to Chapter 190, Florida Statutes, to receive public comment and objections on the District’s proposed budget (“Proposed Budget”) for the fiscal year beginning October 1, 2020 and ending September 30, 2021 (“Fiscal Year 2020/2021”). The second public hearing is being held pursuant to Chapters 190 and 197, Florida Statutes, to consider the imposition of operations and maintenance special assessments (“O&M Assessments”) upon the lands located within the District, to fund the Proposed Budget for Fiscal Year 2020/2021; to consider the adoption of an assessment roll; and, to provide for the levy, collection, and enforcement of assessments. At the conclusion of the hearings, the Board will, by resolution, adopt a budget and levy O&M Assessments as finally approved by the Board. A Board meeting of the District will also be held where the Board may consider any other District business. Description of Assessments The District imposes O&M Assessments on benefitted property within the District for the purpose of funding the District’s general administrative, operations, and maintenance budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments is identified in the map attached hereto. The table below shows the schedule of the proposed O&M Assessments, which are subject to change at the hearing: Land Use

Single Family

Total # of Units / Acres 500

EAU Factor

1.0

Proposed Annual O&M Assessment (including collection costs / early payment discounts) $1,036.19

The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2020/2021. For Fiscal Year 2020/2021, the District intends to have the County tax collector collect the assessments imposed on certain developed property, and will directly collect the assessments imposed on the remaining benefitted property by sending out a bill prior to, or during, November 2020. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title, or for direct billed assessments, may result in a foreclosure action, which also may result in a loss of title. The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later electing to collect those or other assessments in a different manner at a future time. Additional Provisions The public hearings and meeting are open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the Proposed Budget, proposed assessment roll, and the agenda for the hearings and meeting may be obtained at the offices of the District Manager, located at 2806 N. Fifth Street, Suite 403, St. Augustine, Florida 32084, or by calling (904) 436-6270 (“District Manager’s Office”), during normal business hours. The public hearings and meeting may be continued to a date, time, and place to be specified on the record at the hearings or meeting. There may be occasions when staff or board members may participate by speaker telephone. Any person requiring special accommodations at this meeting because of a disability or physical impairment should contact the District Manager’s Office at least forty-eight (48) hours prior to the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service by dialing 7-1-1, or 1-800-955-8771 (TTY) / 1-800-9558770 (Voice), for aid in contacting the District Manager’s Office. Please note that all affected property owners have the right to appear at the public hearings and meeting, and may also file written objections with the District Manager’s Office within twenty days of publication of this notice. Each person who decides to appeal any decision made by the Board with respect to any matter considered at the public hearings or meeting is advised that person will need a record of proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which such appeal is to be based.
