property at 4825 Blanding Blvd. was bought for use by Amazon.com. “It will be closing this Sunday,” he said. Plans filed with the city show Amazon intends to use the site for parking for a new delivery station. Separately, a new lease agreement was approved last week in U.S. Bankruptcy Court for the Middle District of Florida, Jacksonville Division, that calls for Adventure Landing to vacate the property at 1944 Beach Blvd. in Jacksonville Beach by Oct. 31. Woodburn said that park will

Since 1995, colorful slides and zipping go-karts have greeted drivers entering Jacksonville Beach along Beach Boulevard. That could change with plans that would likely turn the Adventure Landing park property into a multifamily development, altering the 22-acre property at the Beach Boulevard gateway into Jacksonville Beach. An industry specialist, Luke McCann, senior associate of multifamily investment sales for Jacksonville-based NAI Hallmark, said the property presents “a unique opportunity” for largescale multifamily development. “It is very difficult to find infill multifamily sites in Jacksonville right now, especially in prime submarkets like the Beaches,” he said. “When you look at where the cost of housing has gone out there, you see people will pay a premium to be on that side of the water. New multifamily developments like these will help balance out supply and demand and give more affordable options to its residents.” Trevato Development Group, managed by investor Len Allen, purchased the property Feb. 24 through the JB Fair Park MF LLC. MF indicates multifamily. The Jacksonville Beach City Council is scheduled to receive a public briefing on the project June 28, Mayor Chris Hoffman said June 22. Hoffman said by email that she heard informally the developer plans multifamily construction.

InMotion moves HQ to Las Vegas

The airport electronics seller, founded in Jacksonville 24 years ago, relocated after a merger. It appears Jacksonville has lost a corporate headquarters. After a merger with a sister division, InMotion Entertainment Group LLC, which sells electronics and accessories in airports, moved its headquarters to Las Vegas. Its previous space at 4801 Executive Park Court, Suite 100, in Center Point Business Park along Philips Highway north of Butler Boulevard, is for lease and the InMotion signage has been removed. Landlord Plymouth Industrial REIT says 29,600 square feet of industrial and flexible space is available where inMotion vacated. InMotion Entertainment Group LLC registered with the state in April that its headquarters address is in Las Vegas. Its previous annual filings showed Jacksonville as the base. InMotionStores.com lists the headquarters as 3755 W. Sunset Road in Las Vegas. The move stems from a buyout almost three years ago. London-based WH Smith PLC completed a deal Nov. 30, 2018, to buy Jacksonville-based InMotion for $198 million, according to then InMotion President and CEO Jeremy Smith. When the agreement was announced Oct. 30, 2018, Smith said InMotion would operate as a subsidiary, retaining its almost 800 employees systemwide and its 55 or so in Jacksonville. AirportXNews.com reported in June 2020 that WH Smith merged its InMotion Entertainment and Marshall Retail Group divisions and said they will be headquartered at MRG’s Las Vegas offices.

An InMotion Entertainment Group LLC’s store at the LAX Los Angeles Airport, Terminal 2.

It reported that InMotion is the leading portable electronics retailer in U.S. airports with more than 120 locations, while MRG has “award-winning and unique concepts in more than 190 retail stores in airports, hotels and tourist locations across the US and Canada.” Marshall Retail Group says on MarshallRetailGroup.com that it is a retailer in the airport and casino-resort marketplace. MRG says that for 65 years, it has provided clients with a collection of brands in more than 300 stand-alone stores, with more than half operating in 46 airports nationwide. Those numbers reflect the InMotion count. MRG says that it and InMotion, which it calls the largest electronics-based retailer in the nation, are wholly owned subsidiaries of WH Smith, the leading global retailer in news, books and convenience for the world’s traveling customer. “Now based in Las Vegas, their combined expertise and operational excellence puts them in a great position to collaborate on shared best practices,” said Marshall Retail Group in a statement June 23. According to a 2015 Daily Record profile, two brothers and a cousin started InMotion in 1997 in Jacksonville and opened its first store in 1999 renting DVD players and movies to airline travelers as InMotion

Pictures. Gate Petroleum Co. invested in the company in 2000 and brought Smith, a senior Gate executive, onto the board. The business evolved into an airport electronics retailer and Gate became majority owner in 2006, and Smith became president. Private equity firms invested into the company in 2013 and incorporated InMotion Entertainment Group LLC. MRG said Smith has retired.

Strayer University to open in Brooklyn Strayer University is coming to Brooklyn. The private university, which focuses on business, IT, health care and career-related degrees, signed a lease for 4,560 square feet of space at the former HobNob restaurant at 220 Riverside. The five-story, 294-unit 220 Riverside apartments have firstfloor commercial space. Strayer is leasing one of three first-floor tenant spaces. Anejo Cocina Mexicana is leasing 3,714 square feet that previously was Brixx Wood Fired Pizza. The 6,667 square feet that housed the Sbraga & Co. restaurant is available. Franklin Street Senior Associate Ricky Ostrofsky said Strayer intends to open by September. “It will serve as their recruitment hub, learning center, and

administrative office,” he said. The city approved a permit for Auld & White Constructors LLC to build-out space for Strayer at a cost of $300,000. Strayer’s primary Jacksonville location is at 8375 Dix Ellis Trail, Suite 200, in the Prominence office park in Baymeadows. Ostrofsky said 220 Riverside landlord Mid-America Apartments gutted the Sbraga space and does not intend to lease it to a restaurant. “We will be focusing on office uses,” he said. Mid-America Apartments LP paid $3.3 million for the fourunit, 17,053 square feet of retail space in August 2019. Franklin Street represents the space.

Florida Blue completing its Deerwood upgrade Florida Blue, a GuideWell company, is renovating the five-story Building 900 at its Deerwood Park campus at a cost of $4.6 million. It is the last of the insurer’s seven campus office structures to be upgraded at a total cost of at least $45 million. Danis Builders LLC is the contractor for the project, which the city permitted June 18 at the 4800 Deerwood Campus Parkway. “Building 900 concludes our campus renovations,” said

spokesperson Toni Woods on June 21. Plans show Florida Blue will upgrade mechanical, electrical and plumbing systems as well as drywall, paint, carpet, flooring, casework and restrooms. The insurer has been renovating the buildings at its 100acre Deerwood Park campus. Woods, North Florida senior regional communications lead, said Building 900 will not house any GuideWell employees when they return to the office because the structure is for lease. She said the company is talking with potential tenants for the 400,000 square feet of space it has available for lease at its 1.3 million-square-foot Deerwood Campus complex. Woods said previously the renovations are part of the ongoing upgrade of the company’s campus buildings, with the oldest 25 years old. She said typically about 6,000 employees are at the campus, but most worked remotely during the coronavirus pandemic. The Colliers International commercial real estate company said in its third-quarter 2020 market report that Florida Blue put 750,000 square feet of office space available for lease at its Downtown and Deerwood Park campuses. Woods said Oct. 12 that the onset of COVID-19 meant that ensuring the health and safety of its employees became a top priority Of the seven office buildings on the Deerwood campus, three opened in 1996, two in 1998 and two more plus a conference center and four-story parking garage in 2008. Woods said previously Florida Blue has completed renovations on Buildings 100, 200, 300, 400 and 600 and then would renovate the remaining two - Buildings 800 and 900, both built in 2008. That work was delayed by COVID-19. In September, the city permitted renovations for Florida Blue’s six-story Building 800 at a cost of $6.6 million. There are no buildings 500 and 700 because of the campus configuration. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

THE BASCH REPORT

Analyst: Washington Prime considered mall sales

MARK BASCH CONTRIBUTING WRITER

As the company works through bankruptcy reorganization, it will continue to operate its properties. Before filing a petition for Chapter 11 bankruptcy reorganization last week, Washington Prime Group Inc. was considering selling its smaller malls, according to one analyst. The Orange Park Mall is a core asset in the company’s portfolio of 101 properties, but the Westland Park Plaza on the Westside is one of a group of smaller strip malls that have been considered for sale, said Compass Point analyst Floris van Dijkum. “We understand from debt investors that WPG is marketing its strip assets, likely to test appetite and provide the bulk of capital required to reduce its $2 billion of unsecured bonds and credit facility,” van Dijkum said in a May 28 research note. Instead of reaching an agree-

ment to raise cash by selling properties, Washington Prime filed a prearranged Chapter 11 bankruptcy petition June 13 in U.S. Bankruptcy Court for the Southern District of Texas. The company said it expects to continue operations of its malls as normal as it restructures with the support of its major creditors. But it could sell some or all of its properties to settle its debts. The restructuring support agreement with its creditors “outlines a path to allow WPG to substantially deleverage its balance sheet either through a conversion of its unsecured notes to equity or an alternative value-maximizing transaction that would repay the Company’s corporate level debt in cash,” Truist Securities analyst Ki Bin Kim said in a research note after the Chapter 11 filing. In its first-quarter report, Washington Prime listed the 952,725-square-foot Orange Park Mall as one of 36 “tier 1” enclosed malls in its portfolio. It also classified nine enclosed malls as “tier 2” and nine others as “non-core.” Westland Park is one of 47 smaller open-air malls that the company was considering for sale, according to van Dijkum’s report. He estimated its value at $30.9 million. The 163,259-square-foot mall, with stores including Burlington and Guitar Center, is at 6000 Lake Gray Blvd., northwest of the intersection of Interstate 295 and Blanding

Boulevard. “We would expect several REITs to look closely at WPG’s open air portfolio given the scale and market exposures to Austin, Chicago, and Washington DC,” van Dijkum wrote. However, “proceeds of the open air portfolio sale, even at full value, would not be sufficient to pay down WPG’s outstanding $1.4 billion of unsecured bonds and $647 million credit facility,” he said. Now that the company is in bankruptcy, Washington Prime

existing stockholders could receive about 79 cents per existing share in cash. Washington Prime was created as a spinoff of mall operator Simon Property Group Inc. in 2014, with Simon’s strip malls and smaller enclosed malls put into the new company. Simon’s portfolio of larger properties includes part ownership of The Avenues mall and the St. Johns Town Center in Jacksonville. Washington Prime’s stock

could pay off its debt by issuing stock to its creditors. “A full equitization of the Company’s unsecured notes will likely result in a cancelation of existing common and preferred WPG equity,” Kim said. “Common and preferred shareholders will obtain a right to receive either a certain portion of cash or equity in the reorganized Company,” he said. If the debt is converted to equity in the Chapter 11 process, Kim speculated that

had been falling steadily since 2016 and it enacted a reverse one-for-nine split in December 2020 to raise the trading price. Washington Prime’s stock was trading near $5 before the bankruptcy filing and it lost half of its value last week after the filing, closing June 18 at $2.51. Although Washington Prime had an agreement with creditors before it filed for Chapter 11, no documents have been filed in court indicating what its plan might be. “During the financial restructuring, we will continue to work toward maximizing the value of our assets and our operating infrastructure,” CEO Lou Conforti said in a news release.

Acquired Sales expands business Jacksonville-based cannabinoid products company Acquired Sales Corp. announced two deals that would significantly expand its business. Acquired Sales announced an agreement June 16 to buy a California-based THC product company that said it has generated $13 million in revenue so far this year. It also announced a deal June 21 with a West Palm Beach company to distribute products that it said could generate nearly $20 million in revenue over three years. Acquired Sales reported revenue of $3.35 million in the first quarter this year. Acquired Sales moved its headquarters in January from Lake Forest, Illinois, to a home office space in Jacksonville provided by CEO Gerard Jacobs. Its main business is a Kenosha,

Wisconsin, company called Lifted Made, which makes hempderived cannabinoid products. Acquired Sales bought Lifted Made in early 2020 and has said it will change its corporate name to LFTD Partners Inc. to reflect its main operating business. The company said June 16 it agreed to buy Irvine, Californiabased Savage Enterprises for $15.84 million in cash and about 8.7 million shares of Acquired Sales stock, making the total value of the deal $44 million. “We are laser-focused on identifying the best entrepreneurs with fast-growing and profitable cannabis and related companies who are enthusiastic about partnering with us,” said President Jake Jacobs, son of the CEO, in a news release. The company hopes its distribution agreement with West Palm Beach-based Nepa Wholesale Inc. will help it complete the deal with Savage. Under that agreement, Nepa will become the exclusive Florida distributor for some Lifted Made products. “This enormous distribution agreement with Nepa Wholesale should significantly assist Acquired Sales Corp. in completing its upcoming capital raise to finance the cash portion of our exciting planned merger with Savage Enterprises that was announced last week,” Jake Jacobs said in the June 21 release. The company said it needs to raise $30 million in capital before it can close the Savage deal.

Fuse Science moves to Jacksonville Acquired Sales is not the only public company to move its

headquarters because its top executive lives in Jacksonville. Fuse Science Inc. said in a Securities and Exchange Commission filing it appointed David Delke as president and it officially moved to Jacksonville after the appointment. The company made two SEC filings this month related to Delke’s appointment but those were its first filings since 2016. Its last filing in 2016 listed its headquarters in Massapequa, New York. The latest filings say Delke runs a customer relationship management software platform that will be part of Fuse Science, and the company intends to change its name to reflect the new business. The software platform recently changed its name from jumbbble to kustomeroo, according to the filings.

PS27 registers Rhea Fund Jacksonville-based PS27 Ventures filed an SEC registration statement June 16 for its PS27 Rhea Fund, which was formed to invest in early-stage technology companies. The company, which has been assisting entrepreneurs since it was formed eight years ago, announced the $20 million fund June 2. The SEC filing said it has so far sold $8 million of the $20 million and is accepting investments in the fund at a minimum price of $1 million. MBASCH@ JAXDAILYRECORD.COM

Dun & Bradstreet CEO Anthony Jabbour announces the company’s headquarters move to Jacksonville at a May 20 news conference.

Council approves Dun & Bradstreet HQ incentives The financial services company intends to create 500 jobs in Jacksonville. BY MIKE MENDENHALL STAFF WRITER

The Jacksonville City Council signed off on a $21 million local cash incentives package to bring financial services and data management firm Dun & Bradstreet Corp.’s headquarters to Jacksonville. Council voted 18-0 on June 22 to approve grants as the international company considers a $67 million commercial real estate purchase cited in the legislation’s project summary. Ordinance 2021-0346 heads to Mayor Lenny Curry for his signature. Details in the city’s negotiations with Dun & Bradstreet include a: • $12 million Headquarters Retention Grant paid in $600,000 increments over 20 years. • $6 million Relocation Grant paid over three years. • $3 million Target Industry Grant at $6,000 per job paid in $1,500 increments over four years. The state is committing a $4 million High Impact Performance Incentive Grant, making Dun & Bradstreet’s complete assistance package $25 million. On May 20, Dun & Bradstreet CEO Anthony Jabbour announced the company’s desire to relocate its headquarters from Short Hills, New Jersey, and create 500 full-time jobs in Jacksonville. The city released its proposed incentives package the following day. As of June 23, Dun & Bradstreet has not announced where in Jacksonville it will relocate, but the Town Center Two office building in South Jacksonville near St. Johns Town Center has the space and value that fit the firm’s needs. The building sold for $64.52 million in

2020, near the $67 million price referenced by Dun & Bradstreet. City Office of Economic Development Executive Director Kirk Wendland would not say June 15 if the firm is considering Town Center Two. “To my knowledge, they have not actually closed on any purchases, so I assume they’re still evaluating their options,” he said. Florida and Jacksonville taxpayers are covering about one-third of Dun & Bradstreet’s estimated $75 million capital investment in the project, comprising the purchase price and $8 million in IT, furniture, fixtures and improvements. The bill requires 100 of the 500 jobs created to be filled by Duval County residents. A bill amendment by Council member Brenda Priestly Jackson and approved June 22 requires those local employees to have lived in Duval County for at least two years. Those hires include college students residing in the county. Wendland said Dun & Bradstreet’s leadership agreed to the stipulation. Priestly Jackson said June 22 that she hopes all future job creation incentives from the city can have the a 20% Duval County residency goal. According to a May 20 memo from Wendland, the company was considering other U.S. cities for the project and the incentives were a factor in Dun & Bradstreet’s decision. Council member Randy DeFoor abstained from the Finance Committee vote June 15 and the final Council vote because her employer, Fidelity National Financial Inc., shares board members with Black Knight Inc., a company with investment ties to Dun & Bradstreet. LRC Properties of Rye Brook, New York, bought an almost 480,000-square-foot warehouse at 600 Whittaker Road in Imeson International Industrial Park for $29.6 million. Real Estate Weekly reported it was LRC’s first industrial property acquisition in Jacksonville. REW-online.com reported that LRC partnered on the deal with Machine Investment Group. LRC, which bought the property through LRP Prop I LLC 5, intends to make cosmetic upgrades and improve

signage to the North Jacksonville warehouse. Invesco Real Estate of Dallas sold the property, built in 1995, through 600 Whittaker Industrial LLC. It paid $32 million for it in February 2019. “600 Whittaker Road presented the right opportunity for us to jump into the industrial Jacksonville market with a property that fits perfectly into our firm’s industrial growth strategy,” said Karie Nero, principal and chief financial officer, in the REW report. She said the location near Interstates 95, 295 and 10, two ports and rail access make the site “ideal as a distribution hub.”

“probably (close), but we’re not sure yet.” He is looking at options to move the park to another location. Adventure Landing leases the properties for its parks but does not own them. The operator of the Adventure Landing parks, NRP Lease Holdings LLC, filed for Chapter 11 reorganization in December 2019. Woodburn and his wife, Susan, own NRP, according to bankruptcy court filings. The company also operates an Adventure Landing park on Florida 16 near the St. Augustine Premium Outlets mall. Woodburn said there are no plans to close the St. Augustine facility. “It’s doing fine,” he said. The Jacksonville Beach park was the first Adventure Landing to open, in 1995. The Blanding park has been open since at least 1997. NRP operates 13 parks in Florida, North Carolina, New York, Kansas, Ohio, Texas and Missouri. All of them are open and other than the Westside park, Woodburn said he expects to continue operating all of them. Orlando-based National Retail Properties Inc. owned the properties for the parks, but it sold the Jacksonville Beach property in February for $7.87 million to JB Fair Park MF LLC, a real estate company run by investor Len Allen. JB Fair reached a new lease agreement for the park with Adventure Landing but the lease gave the property owner the right to terminate the lease with 60 days’ notice. Court documents say JB Fair wants to develop the property but give no details. U.S. Bankruptcy Judge Jerry Funk approved an agreement last week that allows Adventure Landing to continue operating the Jacksonville Beach site until Oct. 31 and remove personal property from the site by Feb. 28, 2022.

“Adventure Landing, for its part, desires to operate the Beach Boulevard Property for as long as possible to generate revenues and accumulate the funds necessary to remove the waterslides, roller coasters, batting cages and other movable amenities from the premises for subsequent relocation or sale,” the court filing said. While Woodburn said he is looking at options for other sites, he said it is not a certainty the Jacksonville Beach park will close. The Duval County Property Appraiser assesses the almost 22.2-acre site at almost $10.1 million. Meanwhile, Amazon has filed plans to develop off-site parking at a 6.8-acre site combining the Westside park property with land at 4818 and 4824 Wesconnett Blvd. The developer will spend $3 million to develop the site to serve the Amazon DJX2 delivery station that operates at a nearby former Kmart at 4645 Blanding Blvd. The parking plans indicate 340 delivery van spaces. A building permit application shows Wilkinson Construction of Lake City as the contractor for the project to demolish the existing buildings and parking lot at 4825 Blanding Blvd. and a duplex at 4818 and 4824 Wesconnett Blvd. BYT LLC, a subsidiary of LOTE Group LLC of Gainesville, is listed as the developer. BYT paid $645,000 on June 1 for the almost 2.3-acre duplex and vacant commercial property along Wesconnett Boulevard. The sale of the Adventure Landing site to BYT has not been recorded yet. The Shopping Center Group Senior Vice President Stephanie McCullough and Vice President Kelly Pulignano are marketing the three Northeast Florida Adventure Park properties but declined to comment. “I’ll be sorry to see Adventure Landing close because it has been a source of family entertainment at the beaches since the mid-nineties,” she wrote. “The location is along the key corridor into Jacksonville Beach and it’s important to me that it fits the character of the beach while also minimizing the impact on traffic and the nearby natural areas.” JB Fair Park MF LLC shares an address with Trevato Development Group in Jacksonville Beach. Allen signed as the landlord of the Beach Boulevard property on the lease agreement with Adventure Landing, which was included in a filing with the U.S. Bankruptcy Court for the Middle District of Florida. Trevato purchased the property through JB Fair Park MF LLC. Its name now is JB Fair Park LLC. Allen and Trevato could not be reached for comment. Trevato’s website says it is a privately held real estate investment and development company, with a

goal to “produce high quality projects, importing features from successful comparables in larger upand-coming Cities.” Projects include: “A class A multifamily beaches area site redevelopment/repurpose designed to attract tenants with the highest disposable incomes market wide.” No address was included. Property records and Trevato’s website show it owns 40 acres on San Pablo Road, where it plans a multifamily and mixed-use development. Jacksonville Daily Record news partner WJXT TV-4 reported in 2019 that the developer was planning to convert structures it owns through Park FH LLC at 339 and 301 Park St. in Brooklyn into a food hall. Records show it owns nearly a block in Jacksonville Beach, where its website says it is developing the mixed-use The Gallery at First Street and Fourth Avenue North. Cronk Duch Architecture worked with Trevato on the The Gallery and the Brooklyn food hall. Firm partners said June 22 they did not have information on plans at the Adventure Landing property. The second public hearing is being held pursuant to Chapters 190 and 197, Florida Statutes, to consider the imposition of operations and maintenance special assessments (“O&M Assessments”) upon the lands located within the District, to fund the Proposed Budget for Fiscal Year 2021/2022; to consider the adoption of an assessment roll; and, to provide for the levy, collection, and enforcement of assessments. At the conclusion of the hearings, the Board will, by resolution, adopt a budget and levy O&M Assessments as finally approved by the Board. A Board meeting of the District will also be held where the Board may consider any other District business. Description of Assessments The District imposes O&M Assessments on benefitted property within the District for the purpose of funding the District’s general administrative, operations, and maintenance budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments is identified in the map attached hereto. The table below shows the schedule of the proposed O&M Assessments, which are subject to change at the hearing: Land Use

The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2021/2022. For Fiscal Year 2021/2022, the District intends to have the County tax collector collect the assessments imposed on certain developed property. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title, or for direct billed assessments, may result in a foreclosure action, which also may result in a loss of title. The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later electing to collect those or other assessments in a different manner at a future time. Additional Provisions The public hearings and meeting are open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the Proposed Budget, proposed assessment roll, and the agenda for the hearings and meeting may be obtained at the offices of the District Manager, located at Governmental Management Services, LLC, 475 West Town Place, Suite 114, St. Augustine, Florida 32092, Phone: (904) 940-5850 (“District Manager’s Office”), during normal business hours. The public hearings and meeting may be continued to a date, time, and place to be specified on the record at the hearings or meeting. There may be occasions when staff or board members may participate by speaker telephone. Any person requiring special accommodations at this meeting because of a disability or physical impairment should contact the District Manager’s Office at least forty-eight (48) hours prior to the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service by dialing 7-1-1, or 1-800-955-8771 (TTY) / 1-800-955-8770 (Voice), for aid in contacting the District Manager’s Office. Please note that all affected property owners have the right to appear at the public hearings and meeting, and may also file written objections with the District Manager’s Office within twenty days of publication of this notice. Each person who decides to appeal any decision made by the Board with respect to any matter considered at the public hearings or meeting is advised that person will need a record of proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which such appeal is to be based.
