Rowe’s IGA Supermarkets is taking the spot of a former Winn-Dixie grocery store at 9866 Baymeadows Road.

KAREN BRUNE MATHIS EDITOR

The Rowe’s IGA Supermarket opening June 18 will offer new services and extensive international choices. Rob Rowe intends to open his seventh Rowe’s IGA Supermarket at noon June 18, joining the busy grocery market in the Baymeadows Deerwood area in Southside. Rowe bought and renovated the former Winn-Dixie grocery store at 9866 Baymeadows Road at an estimated $10 million investment. The city issued a permit Feb. 3 for an almost $1.4 million renovation of the almost 59,000-square-foot store. Jacksonville-based Rowe’s IGA Supermarkets sell groceries, including deli, bakery, seafood, meat and produce departments.

There is no pharmacy. Hours will be 7 a.m. to 10 p.m., the same as his other stores that have resumed regular schedules. Rowe said he hired 100 to 110 people. The store is next to the Deerwood Marketplace shopping area, where Publix Super Markets Inc. operates a store. Indian marketplace chain Patel Brothers has a store nearby at 9551 Baymeadows Road. Publix and Winn-Dixie also have stores less than 3 miles east along Baymeadows Road at Interstate 295. Rowe is positioned for the competition. “Give the customers what they want when they want it at a price they are willing to pay and offer the best service and an excellent selection,” Rowe, an independent grocer, said June 15. Rowe stocks his stores to reflect neighborhood tastes and created several aisles of international foods and spices. He offers Asian, European, Central American, South American, Colombian, Peruvian, Caribbean and other foods. On June 15, contractors, vendors, suppliers and employees stocked shelves, attached décor to the walls and prepared food. The sign contractor was preparing to lift the letters for the facade.

Rowe’s IGA Supermarket owner Rob Rowe invested an estimated $10 million in the grocery. More photos at JaxDailyRecord.com The store will offer popcorn, caramel corn, cheese corn, cotton candy, candy apples and candies, creating “a little carnival” atmosphere.

A week after the social media announcement of the return of Folio magazine, Jacksonville lawyer John Phillips announced he is one of the new owners of the publication. Phillips told the Meninak Club of Jacksonville on June 15 he bought the publication and is hiring writers and staff. He hopes to have a print issue out in July. He said he is a partner in Boldland Press Inc., which bought Folio. He declined to name the other partners. Phillips said Phillips his wife helped him create the logo for Folio 2.0, which debuted in social media posts June 8. “Independently, locally owned journalism is back. No paywalls. Your stories. Bolder than ever,” the June 8 social media post read. Representatives from the publication declined to provide further information on its relaunch. Former Publisher Sam Taylor announced Folio’s closing May 5 during the pandemic, citing “the economic freefall of this outbreak.” “We want to restore and keep very vibrant the independent and local storytelling,” Phillips told the Meninak Club. “And focus on some positive stories … There’s some amazing people here to talk about.” He is the founding partner of the Phillips & Hunt law firm. Its main office is at 208 Laura St. in

FIS buys land for new headquarters Fidelity National Information Services Inc. paid $14 million for the riverfront site of its planned world headquarters in Downtown Jacksonville, according to a deed recorded June 12 with the Duval County Clerk of Courts. The global financial technology firm bought the 4½-acre Brooklyn site at 323 Riverside Ave. on June 10 from Blue Cross Blue Shield of Florida Inc. FIS submitted permit plans to the city April 15 for construction of its $145 million, 12-story, 376,414-square-foot office tower and eight-story, 552,693-square-foot parking garage.

The former Winn-Dixie was built in 1986 and closed in 2018 as part of the Jacksonville-based Southeastern Grocers Inc. bankruptcy restructuring. Winn-Dixie and Harveys Supermarket are Southeastern Grocers banners in the area. Through Rarre LLC, Rowe bought the closed property in February 2019 for $3.7 million. “We are doing a full remodel replacing everything inside the location, new front, new loading dock, new parking lot” and landscaping, he said previously. There will be seating for about 60 customers in a cafe area as well as among seating along the front window and at tables outside. There also will be services and products not offered at other Rowe’s locations. ■ Rowe said he is working as a partner with Jacksonville-based Kuhn Flowers for the floral department, which is just inside the front door. ■ A kiosk-type presentation near the floral department will make popcorn, caramel corn, cheese corn, cotton candy, candy apples and candies, creating “a little carnival” atmosphere. ■ The Rowe’s will offer a wider selection of “Rowe’s Originals” foods, such as bruschetta and dips. Rowe said the company has been making the products, just not marketing them as much as it will. ■ Rowe hired a pastry chef to make desserts, specialty cakes and direct “a full-on bakery.” ■ Rowe added a sushi chef and fresh sushi. ■ The store will feature an organic

foods section. The store will offer meal kits, meals to go, sandwiches, hot bar food and pizzas from scratch, daily specials at a cooking “event center,” nut-butter grinders and more. Like his other stores, the Deerwood location is vying for supplies that are hard to find during the pandemic, although the toilet tissue shelves appeared full. He and other stores find it tougher to find rice, pasta, soups and some cleaning and sanitation supplies because manufacturers aren’t producing all of the quantities and sizes in demand. Dzyneconcepts LLC of Jacksonville is the architect. Williams & Rowe Co. Inc. is the contractor. Rob Rowe is not related to Williams & Rowe. Rowe’s IGA Supermarkets operates six stores in west, northwest, north and south Jacksonville and in Orange Park. The IGA brand serves independent grocery chains. The stores are at 8595 Beach Blvd., 5435 Blanding Blvd., 6765 Dunn Ave., 8299 W. Beaver St., 1670 Wells Road in Orange Park and the newest, a renovated Harveys Supermarket at 1012 Edgewood Ave. N. that opened May 12 in Commonwealth Shopping Center. Rowe invested more than $3 million into that Northwest Jacksonville store, which he leases, and hired about 90 employees. The city approved incentives for him and the landlord to operate the store in an area underserved by fullservice supermarkets. Southeastern Grocers also closed that store in April 2018. Downtown Jacksonville. It has offices in Gainesville, Fort Pierce, Lakeland, Brunswick, Georgia, and Alabama. He said he is discussing decisions for the publication with the board. He did not name who was on the board. Taylor will assist in restarting the publication. Phillips will serve as interim publisher. “Every decision is being put before a group to help make it something that lasts,” he said. “The problem with print media and the problem Folio faced was money. It wasn’t run as a business, too.” Phillips said he would release information this week on how people can support the publication. His law firm is one of the sponsors and he hopes for more community sponsors to fund the publication. He said he and his son spent hours the past weekend organizing 33 years of past issues. Phillips said he intends to scan and create “an almanac” of archived Folio stories to be available online. “It’s important to learn the past and know the perspective,” he said. He and his board are working to hire writers, editors and others who want to contribute to the publication. He isn’t sure how many would be hired, and it depends on how much support the publication receives from community sponsors. Phillips said he is “in discussions with prior writers” from Folio to be part of the new publication, but wouldn’t disclose their names. “We’re hiring, looking for people to give the rich diversity of Folio Weekly and bring it back such that people can

Final Notice and Public Explanation of a Proposed Activity in a Wetland To: All interested Agencies, Groups and Individuals This is to give notice that the HUD under part 50 has conducted an evaluation as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Section 221(d)(4) of the National Housing Act. The proposed development is for the construction of ten (10) concrete slab on grade, apartment buildings which will house 234 multi-family residential dwelling units. Additional improvements to the proposed apartment complex is a singlestory administrative leasing office, an in-ground swimming pool, garage units, landscaped regions, surface parking and a stormwater retention pond. The apartment complex is to be constructed on two contiguous irregular-shaped parcels, totaling 9.37 acres and will be known as River City on Main. According to the Listed Wildlife Habitat Assessment/Wetland Delineation Report, produced by LG2 Environmental Solutions, Inc. (LG2) dated August 27, 2019, the proposed development will permanently impact approximately 0.64 acres of low quality Slash Pine Swamp Forest wetland area in the southeastern portion of the Subject Property. Slash Pine Swamp Forest is a domed swamp dominated by slash pine, sweetgum, sweet bay Magnolia (Magnolia virginiana) and red map. The understory of this swamp consists of juvenile canopy species and fetterbush (lyonia lucida). The groundcover consists of Virginia chainfern (Woodwardia virginica), netted chain fern (Woodwardia aereolata) and cinnamon fern (Osmunda cinnamoea). The quality of the slash pine wetland depression was evaluated by assessment of key wetland functions and values and how that wetland could be a benefit for the surrounding natural resources and water quality. The evaluation of the quality of this wetland, was based on typical key wetland functions which included: landscape position, water environment, contiguity and fragmentation, wildlife use and vegetative communities. The overall landscape position of a wetland is important for the realization of any wetland functions effect on natural resources and water quality. Additionally, a wetland’s juxtaposition to other wetlands, natural corridors and greenways is essential to transfer benefits of functions. The location of the on-site wetland would be considered to have a very low landscape position, as the property is surrounded by residential and commercial development and major roads. Furthermore, related to the landscape position, contiguity is important in translation of wetland functions and values to downstream habitats. Heavy ditching and residential development have affected the contiguity

of the on-site wetland. The on-site wetland is surrounded by urban development and does not connect to any off-site waterways. The amount and condition of water that support a wetland is important, as well as the water quality functions it provides that could benefit downstream habitats. The on-site wetland is considered to have below average hydro period and water treatment capabilities as it does not connect to any downstream habitats. Finally, wildlife use and vegetative community conditions are considered in evaluation of the values and function of a wetland. Given the developed nature of the surrounding properties, no listed or protected species were observed at the Subject Property and the wetland contains a mature canopy with a sparse understory and groundcover. The vegetative community is considered below average for a wetland of this type. The overall quality assessment of this wetland was considered to be well below average, given the assessment and evaluation of the above factors and the surrounding development and land use. The wetland was delineated using the Routine On-site Determination Method as described in the 1987 USACE Wetland Delineation Manual (USACE Manual) and the Final Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region. No non-jurisdictional wetlands were observed at the Subject Property. The wetlands were delineated by LG2 and confirmed by the Division of Regulatory, Engineering and Environmental Services, St. Johns River Water Management District. The permitting for the disturbance of the wetlands is currently in process and will be regulated by both the USACOE and the St. Johns River Water Management District. The proposed project(s) is located 13283 North Main Street in Jacksonville, Duval County. The following mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: A Mitigation Sales Agreement, dated January 3, 2020, for obtaining permits from the St. Johns River Management District (SJRWMD), application number 160310-1, and the U.S. Army Corps of Engineers (ACOE), application number SAJ-2019-04319 is in effect. It is anticipated that the SJRWMD and ACOE will impose a requirement as a condition granting the permits that contain mitigation credits to be purchased by the buyer (Chance Jax MS) to satisfy the conditions of the permits. Reinhold Corporation is the owner of the Greens Creek Mitigation Bank, a mitigation bank with freshwater UMAM mitigation credits under SJRWMD Permit Number 4-019-120012-1 and under ACOE Instrument Number 2008-4255. Longleaf Mitigation Development Co., LLC, owner of Longleaf Mitigation Bank has WRAP freshwater mitigation credits under ACOE Instrument Number SAJ-2003-640. Reinhold shall

direct Longleaf to provide the required number of WRAP credits as set forth in the agreement. The Buyer has determined that the credits available from Reinhold and Longleaf will meet their needs. The purchase of the mitigation credits will be completed after the close of the agreement. Additionally, three alternative project sites were evaluated as follows: Alternative Project #1 – Max Leggett Parkway and Owens Road, Jacksonville, FL - This project was marketed (currently under contract) for the development of 255 apartment units in a 4-story wood-frame structure. It is located in the same submarket as RCOM and will be able to attract a similar resident profile at rents consistent with the RCOM underwriting. However, this project has three significant impairments relative to RCOM: 1. Ownership Structure – The seller is requiring a long-term ground lease, instead of fee simple ownership. This has a significant negative impact on value and could impact the financeability and operations of the proposed development. 2. Entitlements – The seller has not completed the entitlements of the 255 unit multifamily project with the City of Jacksonville. While the site could be purchased once the entitlements are secured, this is not expected until late 2020 and would delay the construction start into 2021. 3. Pricing – The seller has valued the land at $23,000 per unit (almost double the cost per unit at RCOM). Alternative Project #3 – 14525 Duval Road, Jacksonville, FL This project is current on the market through Newmark Knight Frank for the development of up to 260 apartment units in a garden style, multiple 3 and 4-story wood-frame site plan. It is located in an inferior submarket as RCOM on the opposite side of I-95 and surrounded by industrial and low-end hospitality uses. Therefore, this project has three significant impairments relative to RCOM: 1. Location – While located in the same broad market (North Jacksonville, near the Jacksonville International Airport), this site is not walkable and has poor surrounding uses. In addition, there are no existing rental apartment projects on the west side of the I-95 interstate. 2. Entitlements – The seller has not completed the entitlements of the 260 unit multifamily project with the City of Jacksonville. While the site could be purchased once the entitlements are secured, this is not expected until late 2020 and would delay the construction start into 2021. 3. Wetlands – Approximately 3 acres of the 13 acres of Uplands are impacted with wetlands that would need to be mitigated. Alternative Project #3 – St Johns Bluff and Alden Road, Jacksonville, FL - This project is current on the market through Colliers International for the development of up to 300 apartment units in a garden style, mul-

tiple 3 and 4-story wood-frame site plan. It is located in a different submarket as RCOM, approximately 15 minutes south in the Atlantic Avenue submarket surrounded by industrial and lowend hospitality uses. Therefore, this project has three significant impairments relative to RCOM: 1. Location – While located in the different submarket, this site is not walkable and has poor surrounding uses. In addition, there are no existing rental apartment projects in the immediate submarket. 2. Entitlements – The seller has not completed the entitlements of the 300 unit multifamily project with the City of Jacksonville. While the site could be purchased once the entitlements are secured, this is not expected until late 2020 and would delay the construction start into 2021. 3. Wetlands – Approximately 6 acres of the 15 acres of total land are impacted with wetlands that would need to be mitigated. HUD has reevaluated the alternatives to building in the wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk. Written comments must be received by HUD at the following address on or before June 18, 2020: HUD, Multifamily Housing Division, 400 West Bay Street, Suite #1015, Jacksonville, Florida 32202 and 904-208-6054, Attention: Mr. Mark E. Malec, Technical Branch Chief, Production. The approving official for this federal action is LaDonna Mills, Division Director, Southeast Region Multifamily Production. A full description of the project may also be reviewed by contacting Krista Carter-Bowen at EBI Consulting via email at kcarterbowen@ebi consulting.com. Comments may also be submitted via email at mark.e.malec@hud.gov. Date: June 17, 2020 Jun. 17 00 (20-03495D)

Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.).
