Ryan Hoback said the COVID-19 pandemic has transformed his business, Hoby’s Honey & General Store, in sustainable ways. Hoby’s, started in 2011, sells honey, sauces, relishes, jams, jellies, candy, teas, spices, crafts and more. The Mandarin business has been at its current location since April 2018 and nearby for several years prior. It started as a produce stand in the Mandarin South shopping center. Sales dropped by half – wholesale sales to hotels and restaurants completely – when the pandemic shutdowns started in mid-March but have since leveled off. From the start, foot traffic stumbled at his location in the Gates of Olde Mandarin shopping center at 11362 San Jose Blvd. SEE HOBACK, PAGE 2

KEEPING CLOSE – FROM A DISTANCE On May 4, the state began a phased reopening of some businesses shut down to slow the spread of the COVID-19 virus. The Daily Record is reporting on small businesses as they confront the challenges of social distancing and financial hardships brought on by the pandemic and its aftermath.

Ryan Hoback said sales recovered by 60-70% from the pandemic at his Hoby’s Honey & General Store in Mandarin.

As Republican Party of Duval County Chair Dean Black waited June 11 to hear if local party officials efforts to secure the Aug. 24-27 Republican National Convention for Jacksonville were successful, he knew the announcement would come from “higher command.” Black expected the word to come from President Donald Trump himself or Republican National Committee Chair Ronna McDaniel. Hosting the 2020 presidential nominating Black convention is an idea local Republicans officials have been pushing for weeks. Black said Mayor Lenny Curry and administration officials made “direct contact” with national party leaders in their bid to bring the RNC to Jacksonville, while the Duval GOP focused on drawing attention to what Black called “enthusiastic support” of local Republicans to make the case for hosting the RNC. Black said when it became apparent that the original host, Charlotte, North Carolina, was not likely to be the RNC’s 2020 venue, the Duval GOP created the social media #rnctojax campaign. Curry tweeted his support for the idea May 26, offering Downtown’s VyStar Veterans Memorial Arena as a site. Curry and Florida SEE GOP, PAGE 2

Vote on courthouse plaza art is pushed back The Cultural Council of Greater Jacksonville’s Art in Public Places Committee chose June 10 not to decide how to proceed with the plaza art project at the Duval County Courthouse until its next meeting, scheduled July 8. Committee members were unanimous in concerns about restrictions placed on the project by city agencies, including the Jacksonville Sheriff’s Office, Public Works Department and the Downtown Investment Authority. The possible restoration of Monroe Street is another issue raising concerns. “This needs to be addressed by the city before we vote on this,” committee Chair Cory Driscoll said.

Gov. Ron DeSantis have been voicing their support to bring the convention to Florida. “We believed, and believe now, that Jacksonville is the single best city in the entire country to host the RNC convention,” Black said. “We began making that case so that everybody understood why Jacksonville is so important and so well suited to this.” Jacksonville and other U.S. cities including Phoenix, Nashville, Tennessee, and Savannah, Georgia, started vying to be an alternative site for the convention after Trump publicly expressed disapproval with North Carolina Gov. Roy Cooper, a Democrat. Cooper said the Republican National Committee would need to scale back the presidential nominating convention to allow for social distancing because of COVID-19. Part of the Duval GOP’s pitch to the national committee is Northeast Florida’s low rate of coronavirus transmission, Black said. The city reports 2.8% of COVID-19 tests in Duval County returned positive as of June 8. With 65,029 tests administered, the city has one of the lowest positive test rates in Florida. As of 11 a.m. June 11, Duval County had a cumulative 1,848 confirmed cases of COVID-19 and 55 deaths related to the virus with 24 new cases from the previous day, according to the Johns Hopkins University School of Medicine tracker. That compares with 69,069 cases statewide. “We have a very low COVID-19 trans-

mission rate, and a demonstrated record of being able to handle it well,” Black said. The local GOP chair acknowledged, if selected, local party leaders will have about 75 days to help the national committee plan an event that typically takes two years to organize. Black lauded the city’s handling of recent public protests and “a history of being able to deal with major events on short notice,” citing Jacksonville’s emergency response to hurricanes Irma and Michael as an example. He also called the city’s majority Republican-led government “unified,” which the local party saw as a possible draw for the RNC. A Duval GOP spokesperson said June 10 that the business portion of the convention, including the party delegates’ official vote on Trump’s nomination, will remain in Charlotte. The spokesperson said Jacksonville would host Trump’s acceptance speech and likely Vice President Mike Pence’s speech the night before. Black said June 11 that it “would be customary” for more party attendees to hear from multiple speakers during the portion of the convention that would come to Jacksonville. “The grand public spectacle, what most of America perceives as the convention, would be held in the city that it is moved to,” Black said. “As for the exact agenda, that is a question for the committee on arrangements. “But, absolutely, there would be more than one speaker.” MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

Hoback CONTINUED FROM PAGE 1

That’s because Hoby’s and one other store were the only tenants operating in the center after city and state restrictions on retail and restaurant operations to stop the spread of the coronavirus. Many have reopened, but not all. “We were fortunate to be open throughout the crisis because we fall into the grocery category, even though we are a specialty store,” Hoback said. The decline in walk-in sales for eight to 10 weeks forced a new path for Hoback. Hoby’s had a website for almost two years, but customers weren’t using it to the extent they developed since mid-March. “We really ramped up online marketing. We ended up investing more into social media,” Hoback said. “It made me focus on that.” His customer base grew with new shoppers thanks to his online presence at hobysgeneral.com. He also sees more orders from local customers to pick up in the afternoon on their way home. The online sales helped bridge the gap and “there is a small boost in new customers I hadn’t seen before,” he said. Hoback said the website grew to comprise 10% of sales. Of the remaining 90%, 75% is retail and 15% is wholesale, comprising hotels and local independent restaurants. Hoby’s also saw a shift in product categories for eight weeks. From the end of March through April, Hoback saw customer tastes change from barbecue sauces, jams and jellies to local honey and elderberry syrup “to keep themselves healthy.” “Most sales were from those two main products for eight weeks,” he said, and they generated new walk-in customers. Hoback’s store is an efficient 1,200 square feet and stocked primarily with Florida and Georgia-produced food and other products. He doesn’t need to reduce his rustic store’s physical presence because Hoby’s needs to display its items. With the lifting of restrictions, wholesale orders are returning. “I am happy to see orders are coming in and to see that our buddies and our local independent friends are back operating,”

Hoback said. He said sales have resumed for the bulk of the items and overall, “we are 60-70% of the way back.” Hoback said about half of his dozen area vendors operated throughout the pandemic. He said he had no problem with his honey supply because beekeeping is sustainable, or from the elderberry syrup source from a Mennonite town in Georgia. Most of the foods branded with his name are made in Montezuma, Georgia. Hoby’s continued carrying fresh tomatoes, although prices rose. “Oddly enough, we sold a lot of candles because people were home and burning them more,” he said. Hoback, 42, is the owner, operator and sole employee of Hoby’s Honey & General store. He will use the $3,000 he received from the federal Paycheck Protection Program for rent. “We didn’t have to defer our rent or ask for rent forgiveness. We paid all our rent on time,” he said. Hours fluctuated, but he extended them during the pandemic. His primary hours are posted on the website. Hoby’s is open six days a week, usually closed Mondays. It typically opens at 9 a.m. daily, closing at 5 p.m. TuesdaySaturday and 3 p.m. Sunday. Hoback believes the pandemic transformed the Northeast Florida economy. “There are some trying and challenging times that people have gone through the last two to three months, but I think our region is probably going to emerge from this better than other places,” Hoback said. He said the area’s geographic spread allows more distancing than do more congested areas of the state and the country. “I truly believe our area is going to see an uptick in people moving into the area. I think our businesses will thrive, and we have a good entrepreneurial spirit in this city.” Hoback is encouraged by what he calls the ingenuity and creativity he sees among area small businesses. “That bodes well for the resiliency of our community.” KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

ESSENTIAL ELEMENTS OF A PUBLIC NOTICE Federal and state public notice statutes generally establish four fundamental criteria for a public notice. Each of these elements are critical aspects of the checks and balances that public notice was designed to foster.

1. Accessible Every citizen in the jurisdiction affected by the notice must have a realistic opportunity to read it

2. Archivable Notices must be capable of being archived in a secure and publicly available format for the use of the judicial system, researchers and historians

3. Independent Notices must be published by organizations independent of the government body or corporation whose plans or actions are the subject of the notice

4. Verifiable There must be a way to verify that each notice was an original, unaltered notice and actually published in accordance with the law
