at the convention center, where it is deteriorating. “It’s a giant paperweight in a parking lot,” Hughes said. The North Florida Chapter of the National Railway Historical Society Inc. has a contract to transfer the locomotive to Sugar Express LLC, a division of U.S. Sugar in Clewiston. After the cosmetic and mechanical restoration, U.S. Sugar will operate the locomotive as a tourist train to offer short-line passenger excursions on the company’s 230,000-acre property near Lake Okeechobee. The ordinance states that the society’s
The owner of the St. Augustine Outlets at northeast Interstate 95 and Florida 16 wants to redevelop the 31-acre property into a mixed-use development. According to a June 8 application to St. Johns County Growth Management requesting a major modification to the St. Augustine Centre Planned Unit Development, New York City-based mall owner Lightstone wants to close the mall and develop up to 350 multifamily units and up to 99,500 square feet of retail and commercial space. “The Applicant proposes to redevelop the site, or a portion thereof,” the application reads. Lightstone owns the property through LVP St. Augustine Outlets LLC. The development at 500 Outlet Mall Blvd. is called St. Augustine Centre on the application. Lightstone said it didn’t have a timeline for closing the mall. “As the retail industry evolves we are exploring re-imagining the St. Augustine Outlets site for the 21st century,” a Lightstone spokesperson said by email June 10. “The redevelopment of St. Augustine Outlets into a vibrant mix of residential, retail, dining and medical uses will revitalize this high-profile location at the doorstep of St. Augustine and spur economic development throughout St. Johns County.” A site plan shows 14 acres dedicated to multifamily development that according to the PUD could be up to three stories. It shows five outparcels of 1.4 to 4.5 acres each.

Locomotive ACL No. 1504 wll be leaving its home at at the Prime F. Osborn III Convention Center for Clewiston, where it will be restored and put back into limited service. The steam engine was built in 1919 and has been at the convention center parking lot since 1986.
U.S. Sugar Corp. in Clewiston will fully restore and then operate ACL No. 1504. BY MAX MARBUT ASSOCIATE EDITOR
City Council approved transferring the historic locomotive displayed at the Prime F. Osborn III Convention Center to U.S. Sugar Corp., which will transport the steam engine to Clewiston, restore it and put it back in limited service. The vote June 8 was 16-2, with Council members Matt Carlucci and Randy DeFoor voting against Ordinance 2021-0293. Carlucci said while he voted to approve
the bill in committee, he would like a couple of weeks to determine if someone in Jacksonville would like to see the train remain. “We might go ahead and think this one through,” Carlucci said. DeFoor said she objects to the locomotive having to leave Jacksonville to head off its gradual decline. “Shame on us for not taking care of it,” DeFoor said. City Chief Administrate Officer Brian Hughes said the plan to sell the steam engine was approved by the Planning Department and several Council committees, based on the fact that restoration and use hasn’t happened in the 35 years since the locomotive was placed outdoors
Publix assumes lease of Neptune Beach Lucky’s Publix Super Markets Inc. paid almost $2.3 million to assume the lease of the closed Lucky’s Market in Neptune Beach. Lucky’s Market Parent Company LLC, as a successor to Lucky’s Market Operating Company LLC, of Lafayette, Colorado, sold the assignment and assumption agreement for the store lease to Publix on May 21. Publix has filed plans to open a store at the Neptune Beach address, which is almost next door to one of its existing supermarkets. That means almost side-by-side Publix stores at 580 Atlantic Blvd., the former Lucky’s Market, and the larger existing store at 630 Atlantic Blvd.

chapter will use the proceeds of the sale or transfer of ACL No. 1504 to Sugar Express to fund the “NFC-NRHS/Sugar Express Railroad Educational Scholarship.” It will provide financial assistance to Duval County high school students who wish to attend the National Railway Historical Society Rail Camp and other activities of the society. After the locomotive is operational, Sugar Express has agreed that ticket sales from a fundraising excursion will be used by NFC-NRHS for rail preservation projects and further endowment of the scholarship fund, the ordinance states. While moving No. 1504, a Downtown landmark since 1960, is not the best-case scenario, it is the only option to save the locomotive, said John Holmgren, spokesman for the historical society. “Time and the Florida weather will do what it does,” Holmgren said. The locomotive first hit the tracks in 1919, pulling passengers on trains including the Miamian, the Florida Special, the Palmetto Limited, the Southland, the South Wind and the Dixie Flyer. After diesel locomotives went into service on the ACL after World War II, No. 1504 was used for freight service. It was retired and placed into storage in 1952. The locomotive’s first cosmetic and mechanical restoration was completed in 1960. It went on display outside the Atlantic Coast Line’s new corporate headquarters building Downtown along the Northbank, now the home of CSX. When the former Jacksonville Terminal Co. Depot was converted into the Prime Osborn in 1986, No. 1504 again was cosmetically restored, donated to the city by the railroad and placed on a
platform in the parking lot. The depot was built in 1919, the same year as the locomotive, and No. 1504 spent its early life pulling passenger trains in and out of the terminal on trains that ran between Jacksonville and Richmond, Virginia. The convention center is named after Osborn, a former CSX chairman and CEO who died in January 1986. The American Society of Mechanical Engineers designated the locomotive a National Historic Mechanical Engineering Landmark in 1990 because it is the only example among the 81 locomotives of its model that remains in essentially as-built condition. Parts that were not on No. 1504 the first day it pulled train cars include the headlight, tender trucks and pilot truck wheels, the society said. The most recent cosmetic restoration was in 2013 when Trains magazine awarded its annual Preservation Award and a $10,000 grant to the NFC-NHRS that was matched by CSX Corp. Allowing U.S. Sugar to restore and put the locomotive back into limited service in Clewiston is the best way to preserve it and keep it in the state of Florida, Holmgren said. “This is an opportunity for it to be maintained and operated. It’s about railroad preservation,” he said. The locomotive will join the Sugar Express, a similar steam locomotive (No. 148) that U.S. Sugar restored in 2019 to be used as a tourist attraction. “Restoring the #1504 will allow us to further these public education efforts centering around our own #148, as part of The Sugar Express, which will provide both excursion trips and occasionally assist in harvest operations,” said Judy Sanchez, U.S. Sugar spokeswoman, in an email. The application also said a theater of up to 10 screens as well as up to 400 hotel rooms could be part of the plan. Across Outlet Mall Boulevard, Baptist Health owns 8.5 acres, which the site plan shows is for “Baptist Medical Center.” Baptist Health Properties Inc. bought the property May 25 from Lightstone Value Plus REIT LP for $6.8 million. It is not clear what Baptist intends to build on the property but it was rezoned this year to allow for a 100,000-squarefoot medical center. Baptist bought 23 acres at I-95 and Florida 207 last year for $11.9 million. Baptist has not announced plans for that site. The application cited the reason to
redevelop the 332,000-square-foot mall is because it “has been struggling for some time.” It was built in 1999. Lightstone purchased it in 2006 for $42 million. According to the mall website, there are 35 active tenants and 75 in-line retail spaces total. It is anchored by Saks Off 5th and H&M. The application materials do not mention demolishing the structure, but site plans show development across the entire mall site. The Rogers Towers law firm is the representative. Plans show England, Thims & Miller Inc. as the civil engineer on a conceptual site plan dated June 1. St. Augustine Premium Outlets is less than a mile away on the west side of I-95.
