At a topping off ceremony June 7 at Fidelity National Information Services Inc.’s next world headquarters in Brooklyn, CEO Gary Norcross said the company hired 5,000 workers globally during the pandemic with 200 for its Jacksonville operation. Norcross said after the event that FIS’

global growth and the flexibility created by a hybrid office-remote work model will allow the company to “blow through” the company’s 2019 job creation estimates of 500 employees by 2029. Mayor Lenny Curry, Enterprise Florida Inc. CEO Jamal Sowell and other city officials joined Norcross at the event to celebrate the installation of the final steel beam at the highest point of the 12-story tower at 347 Riverside Ave. Norcross told the crowd the financial technology services company joined the Fortune 200 last week with about $14 billion in annual revenue and more than 60,000 employees in 100 countries. The Boeing Co. is seeking a $425,000 infrastructure grant from the city for its growing maintenance, repair and operations hangar at Cecil Airport. The Mayor’s Budget Review Committee voted 6-0 on June 7 to advance the grant to City Council. City CFO Joey Grieve was absent for the vote. City Economic Development Executive Director Kirk Wendland says the grant will offset part of the $3 million in infrastructure expenditures over the next three years that comprise the installation of stormwater drainage areas; fencing; a new sewer extension; irrigation; and electrical lines. Boeing reached a 25-year lease agreement Dec. 17 with the Jacksonville Aviation Authority to expand its 400,000-square-foot operation at Cecil in West Jacksonville. Under the agreement, JAA will build and lease the facilities to Boeing, which will have about 270,000 square feet of hangar space and more than 100,000 square feet of office and support shop space on 57 acres, according to city documents and a JAA news release in December. According to a June 2 memo from Wendland, Boeing representatives told the city the eight-bay hangar will create 334 jobs at an average annual salary of $65,000. The total project value is $116.5 million, according to the city. Documents show Boeing was considering sites in several states for the proposed expansion and the incentive is a “material factor” in its decision to grow its Cecil site. SEE BOEING, PAGE 2

Interior demolition OK’d at Independent Life building The city issued a permit May 26 for Ronin Contractors LLC to demolish the interior of the Downtown Independent Life Building in the North Core at a cost of $1 million. Interior demolition includes removing lead and asbestos, nonload-bearing walls and two elevators. The 19-story building is at 233 W. Duval St. Property records show it was built in 1955. Ronin Contractors is based in Green Cove Springs. On Jan. 26, the Jacksonville City Council approved a $3 million historic preservation grant for Augustine Development Group LLC’s proposed $30 million renovation.

He said FIS plans to bring more corporate leadership and executive positions to its Jacksonville headquarters. “We’ll continue to push our strategies to expand geographically but also bring the kind of world-class services that our customers and clients and prospects are looking for,” Norcross said. He said FIS is starting to reopen its offices around the world and some workers voluntarily are back in person. “The reality is, a lot of our jobs don’t require being in the office every day,” he said. “Given the current course and speed of the pandemic, we’ll see everything back open and fully operational by some time in late (third quarter 2021).” Norcross said FIS continues to integrate Worldpay Inc., which it acquired for $48 billion in 2019, into the company. He said FIS will consider more acquisitions but focus on organic growth. “For me, growing organically gives you permission to do large, transformative acquisitions,” Norcross said. “We’ll continue to evaluate acquisitions in the future but we have to be real clear this company needs to continue to grow and expand in the industry we’re in and continue to take share.” Curry said FIS’ presence is in part responsible for Northeast Florida’s reputation as a global financial technology center and a factor in the business and data analytics company Dun & Bradstreet’s decision to relocate its headquarters to Jacksonville. Dun & Bradstreet has not said where it will operate in Jacksonville, but Norcross said the company will not lease space inside the new FIS tower, which he said

The beam installed June 7 included names of FIS employees worldwide who donated to the Nature Conservancy Plant a Billion Trees global initiative, Norcross said. FIS employees and the company will donate $100,000 combined to the nonprofit program. The headquarters is an estimated $156 million, 386,000-square-foot project. It will have a 25,000-square-foot client innovation center, a free workout facility for employees, an on-site dining hall with a river view terrace and a coffee shop on every floor, he said. According to Norcross, it will be one of the most energy-efficient buildings in the Southeast U.S. with LEED Platinum certification and a WELL Healthy Safety rating. FOURTH JUDICIAL CIRCUIT COURT APPOINTED CIVIL TRAFFIC INFRACTION HEARING OFFICER The Civil Traffic Hearing Officer (CTHO) will perform the following part-time contractual services (as an independent contractor) for the benefit of the Circuit and at the pleasure of the Chief Judge: Hear and consider all civil traffic infraction proceedings (including parking tickets) over which a civil traffic hearing officer has jurisdiction pursuant to Florida law. This includes accepting pleas from defendants, hearing and ruling upon motions, deciding the guilt or innocence of any person, adult or juvenile, charged with any civil traffic infraction over which the CTHO has jurisdiction. Pursuant to Florida law, the CTHO is empowered to adjudicate or withhold adjudication in the same manner as a county court judge under the statutes, ordinances, rules, and procedures presently existing or as subsequently amended Provide services pursuant to the Florida Statutes, as may be amended from time to time, Rules of Court, the Code of Judicial Conduct and any other applicable county ordinances, administrative orders, and relevant case law. CTHO shall enter orders as required, both written and orally, and perform research as needed, on those matters that come before the CTHO both in court and outside of court upon written motion and/or correspondence. MINIMUM REQUIREMENTS The CTHO shall: • Be a member in good standing of the Florida Bar. • If an offer of position is extended o Complete all requirements in Florida Rule of Traffic 6.630(f). o Complete an approved 4 hour continuing education program for CTHOs on an annual basis. • Possess the skills and ability to competently perform the duties of a CTHO, as described above. • Not have any conviction for any felony, misdemeanor, or criminal traffic offense. • Not have any pending traffic or parking tickets which have not been timely paid. • Make true and complete representations, to the best of his/her belief, on the CTHO application. • Undergo a background check, which shall be provided by the Circuit and at the Circuit’s expense. COMPENSATION The Circuit will pay the CTHO $200.00 per session for presiding over civil traffic infraction hearings.

INDEPENDENT CONTRACTOR The CTHO is and will perform all obligations under this Agreement as an independent contractor. Nothing contained in this Agreement will be construed to imply or be interpreted to establish any relationship other than independent contractor. The CTHO will receive no salary or benefits from the Circuit, the State Courts System, or the State of Florida, but shall be compensated for the services rendered in accordance with the terms and conditions of this agreement. The CTHO will not be entitled to any rights or privileges of State employees and will not be considered in any manner to be a State of Florida employee, or an agent of the Circuit, the State Courts System or the State of Florida. The CTHO represents that he or she has not been an employee or OPS employee of the State of Florida nor has he or she received W-2 reportable wages from the State of Florida for a period of at least twelve calendar months immediately preceding the execution date of this Agreement. The CTHO will notify the Circuit’s Contract Manager immediately upon his or her acceptance of employment with any agency or entity of the State of Florida. The CTHO is responsible for reviewing and complying with all pertinent State and Federal laws, for all income taxes including, but not limited to FICA, FUTA, social security taxes and other unemployment taxes of a similar nature on all compensation received under this Agreement. A s an independent contractor, the CTHO is not entitled to worker’s compensation benefits under this Agreement. Should the CTHO desire worker’s compensation insurance coverage, the CTHO is solely responsible for securing his or her own worker’s compensation insurance coverage. Nothing in this Agreement precludes the CTHO from contracting with other clients during the term of this Agreement. The CTHO does acknowledge and agree, however, that CTHO will not accept or perform work that would conflict with the CTHO’s duties, responsibilities and obligations under this Agreement. The CTHO is liable for and will indemnify, defend, and hold harmless the Court, the State Court System, its officers, agents, and employees from all claims, suits, judgments, or damages, including attorneys’ fees and costs, and claims made by the Internal Revenue Service, the United States Department of Labor, or any person or entity providing services under this Contract, arising out of any misrepresentation by the CTHO as to the CTHO’s status as an independent contractor under this Section.
