Vestcor to demolish bank for apartments
“It forced me to jump in,” Vicki Reich says.
BY KATIE GARWOOD STAFF WRITER
Ackerman Cancer Center COO Vicki Reich did not have a typical onboarding process her first day on the job March 9. She and the team at Ackerman Cancer Center were planning their response to COVID-19, figuring out how they could continue providing care to their patients safely. “Pretty much out of the gate,” Reich said. Before the end of her first week, Mayor Lenny Curry declared a state of emergency for Duval County and made more executive orders in the days that followed. “I’m disappointed it happened for any of us, I would have rathered it didn’t happen at all,” she said. “But it forced me to jump in. Not just start and get my toes wet, but dive in.” Reich came to Ackerman from Charlotte, North Carolina, where she served in leadership roles at Atrium Health. The majority of her time was spent working in radiation oncology. The facility put Centers for Disease Control and Prevention guidelines into place and checks everyone’s temperature and screens them at the door, while implementing extra cleaning and sanitation and allowing one visitor per patient at a time. It involved constant communication among the team, she said. Reich said she wanted to make sure all employees had their voices heard and could offer their ideas about how to keep patients safe.
The Lofts at Murray Hill will comprise 117 units, with 91% set aside for residents meeting income guidelines.

Ackerman Cancer Center COO Vicki Reich started her job March 9. On March 13, Mayor Lenny Curry declared a local state of emergency because of COVID-19.
KEEPING CLOSE – FROM A DISTANCE On May 4, the state began a phased reopening of some businesses shut down to slow the spread of the COVID-19 virus. The Daily Record is reporting on small businesses as they confront the challenges of social distancing and financial hardships brought on by the pandemic and its aftermath.

Jacksonville-based Vestcor Inc. intends to demolish the former Bank of America office in August on Edgewood Avenue and start construction of the Lofts at Murray Hill apartments. Ryan Hoover, president of Vestcor’s TVC Development Inc., said May 14 he expects construction to be completed at year-end 2021. He estimates a total investment of almost $25 million. “We are still a year from starting to lease units,” he said. The 117-unit Lofts at Murray Hill will be developed at 840 Edgewood Ave. S. It will provide 11,000 square feet of retail space on the ground floor. Hoover said it will include resident amenities that include a fitness center, game room, hospitality room, internet cafe and a four-row, 24-seat movie theater to show videos of residents’ choices at movie nights. The Lofts will comprise 17 studio, 58 one-bedroom and 42 two-bedroom units. SEE MATHIS, PAGE 2

A rendering of The Lofts at Murray Hill planned at Talbot Avenue and Kerle and College streets.

Hoover said the project is a mixedincome community with rents based on resident incomes at 30%, 60% and 70% of the area median income and also will have market-rate units. He said 15% of the units will be for renters with income up to $15,750; 30% will be for those up to $31,500; 46% for incomes up to $36,750; and 9% will be at market rate. While rates are tied to income levels, the average rents are $654 for studio units, $780 for one-bedrooms and $935 for two-bedroom units. Unit sizes vary, but will average 476 square feet for studios; 654 to 762 square feet for one-bedrooms; and 948 to 1,002 square feet for two-bedrooms. Murray Hill is a 114-year-old neighborhood west of Riverside and Avondale. Vestcor, an apartment developer with several projects Downtown and many in the area, paid $2.1 million in September for the 3.69-acre Edgewood Avenue site at Talbot Avenue and Kerle and College streets. The city is reviewing a permit for construction of the four-story, 127,322-square-foot building at an esti-
mated $14 million. Summit Contracting Group is the contractor. Group 4 Design Inc. is the architect. The Jacksonville Planning Commission approved a zoning exception Aug. 22 for the mixed-use development that includes apartments. Vestcor bought the land through VC Murray Hill LLC. TVC Development Inc. sought the exception to redevelop the former Bank of America property and parking lot. Plans call for the demolition of two existing bank buildings and construction of a four-story structure. A companion application sought an administrative deviation to reduce the required off-street parking from 248 to 196 spaces and to remove the requirement for loading spaces. Murray Hill has been undergoing renewal as property values rise and retailers, restaurants and taprooms move in. The proposed project’s construction would be partially funded by workforce housing tax credits for developers to build affordable units for workers who earn at or below 60% of the average median income. Reich CONTINUED FROM PAGE 1
Reich said she emphasized to the team to stay calm. She said throughout the years, she has dealt with crises and has been trained to handle them. “It’s not possible to overcommunicate during a crisis,” she said. Once protocols were set, Reich said she was able to “actually start doing my job.” She wanted to meet with all the employees individually to watch them work and learn what was going well and what was not. With all that has happened since she started, Reich said she still has not sat down with everyone, but responding to the virus helped her to meet and speak with everyone much sooner than she would have in normal circumstances. After spending nearly 18 years working for one of the largest public health sys-
tems in the country, Reich said she was ready for a change. Working at Ackerman Cancer Center, at 10881 San Jose Blvd., would be like having the benefits of working in a large medical institution, but with the feel of a smaller practice, she said. “Really large hospital systems have a lot of vertical hierarchy and a lot of bureaucracy, and that’s fine and it works, but I was ready for a change to a private practice model,” she said. “We can be so much more nimble and unencumbered by competition for resources across a huge system.” Despite the unusual circumstances, Reich said she settled into the job quicker than she expected. “In some ways, baptism by fire isn’t always a bad thing,” she said. “You just jump right in and roll your sleeves up.” KGARWOOD@JAXDAILYRECORD.COM (904) 356-2466

The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Petitions received
by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). FIRST INSERTION NOTICE OF AGENCY ACTION TAKEN BY THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT Notice is given that the following permit was issued on May 8, 2020: Centurion Boat & RV Storage Collins Rd LLC, 569 Edgewood Ave S, Jacksonville, FL 32205-5332 permit# 112738-3. The project is located in Duval County, Section 40, Township 3 South, Range 26 East. The permit authorizes a surface water management system on 11.305 acres for Centurion Boat & RV Storage Collins Rd LLC known as Collins Road Storage. The receiving water body is Ortega River Tributary 3. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjr wmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and Dis-
trict holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above. You can also request the Notice of Rights by contacting the Director of Business and Administrative Services, 4049 Reid St., Palatka, FL 32177-2529, tele. no. (386)329-4570. May 22 00 (20-03066D)
