Barbers, stylists return to serve 298 customers in five days Pete Helow closed his high-end Roosters Men’s Grooming Center in San Marco on March 23 and reopened May 12, with all five stylists and barbers returning and a sixth joining the team next week. While he remains closed temporarily on Sundays and Mondays, the first week of reopening ended with 298 customers over five days. That was a cut above previous traffic. Before the pandemic, Helow said “a

typical good week” was 270-290 customers over seven days. But it wasn’t a good look for the bottom line. “We had zero sales for six weeks,” he said. Helow received a city and VyStar Credit Union COVID-19 Community Relief Loan on April 28 and a federal Paycheck Protection Program loan May 7. “This pandemic is a wake-up call for government,” Helow said. “Every entity was ill-prepared for a

total shutdown of our economy. From Florida’s broken unemployment system to the SBA’s inability to handle the volume of loan requests, the excessive delays caused numerous hardships,.” Helow said his business will survive because he had sufficient capital set aside to weather the mandatory shutdown. “Unfortunately, many others did not.” KAREN BRUNE MATHIS

COVID-19 has delayed deals at Durbin Park East, the second phase to The Pavilion at Durbin Park in northern St. Johns County where Bass Pro Shops intends to open. “We are on a complete hold until we can get back to normal so that we can resume negotiations,” said developer Frank Gatlin, CEO of Gatlin Development Co., on May 19. Gatlin is developing the project with landowner Gate Petroleum Co. Both companies are based in Jacksonville. “Bass Pro was ready to go, but now they’ve got stores they have to reopen and they are not ready to focus on and complete our deal until they have all of their stores open,” Gatlin said. “Everyone needs time now to get through this pandemic and proceed from there,” he said. Durbin Park is 1,600 acres primarily between Florida 9B and Interstate 95 and south of Race Track Road. SEE MATHIS, PAGE 3

village of medical providers, services and wellness offerings. St. Augustine-based Flagler Health+ announced June 24 that it entered into an agreement with Gate Lands, the real estate subsidiary of Gate Petroleum Co., to buy 40 acres in Durbin Park between I-95 and Florida 9B. It intends to develop in three phases. The St. Johns County Board of County Commissioners approved use of the land as a campus for Flagler Health+ on May 19. The leasing package describes Durbin Park East as an upscale mixed-use project encompassing 2 million square feet of commercial space including office and retail uses; 2,000 residential units; and 350 hotel rooms. There also are bike trails, lakes, entertainment venues and green space. The county approved the larger Durbin Park area for almost 4 million square feet of retail and office uses; 2,265 multifamily units; and 350 hotel rooms. A Durbin Park East site map shows 782,811 square feet of retail development anchored by Bass Pro Shops. It also shows a prospective 97,711-square-foot BJ’s Wholesale Club nearby. The map shows 224,500 square feet of junior anchors,

75,300 square feet of entertainment and 166,300 square feet of shops and restaurants. There also are 17 outparcels, from 1.06 to 1.41 acres, to total 119,000 square feet of commercial development. The map shows a central park area lined with restaurants and entertainment venues. The park area includes a show fountain, amphitheater, holiday skating rink, event lawn and play area. It shows 4,016 parking spaces. Gatlin said those plans are a work product that changes. Stephanie McCullough and Kelly Pulignano of The Shopping Center Group are the leasing representatives for The Pavilion at Durbin Park and Durbin Park East. Gate Petroleum and Gatlin Development unveiled plans in June 2016 for Durbin Park, to be built in phases. As announced in 2016, the second and part of the third phases of Durbin Park will be a lifestyle center, retailers, restaurants, commercial space, a hotel and multifamily development. The rest of the third phase and the fourth will be an office park. KMATHIS@ JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

The Pavilion at Durbin Park is the first phase. It comprises 80 useable acres and 700,000 square feet of retail and commercial space west along Florida 9B. It features Walmart, The Home Depot, Cinemark, Burlington, Ross Dress for Less and other stores and services. Durbin Park East, the second phase, is between Florida 9B and I-95, with a mile of frontage along I-95. It is east of The Pavilion at Durbin Park. There are subsequent phases proposed. “We still remain committed to phase two but we don’t know how much of a delay,” Gatlin said. Prospective tenants first are reopening the stores they closed for the pandemic. A Durbin Park East leasing brochure created Jan. 31 and a flyer created March 3 that have been available on Gatlin’s website indicated several more name-brand tenants might be coming to Durbin Park East, but Gatlin said those plans are outdated. Gatlin removed the documents from the site to minimize confusion. He called a site plan in the leasing package “just one of many we generate on a weekly basis. It’s just a wish list.” The flyer indicated that in addition to Bass Pro Shops, Gatlin Development was interested in courting BJ’s Wholesale Club, Sprouts Farmers Market, Apple, Anthropologie and Ashley Furniture to Durbin Park East. “The only thing that is real is Bass Pro Shops,” Gatlin said. “They Gatlin remain committed.” Bass Pro Shops is shown as a 100,000-square-foot store facing Florida 9B that will anchor Durbin Park East. The retailer announced in 2012 it would open a Bass Pro Shops Outdoor World by mid-2014, but that was delayed. Gatlin said Gate and Gatlin remain committed to Durbin Park East, but they don’t know the tenant timing. “We are in a wait-and-see position,” Gatlin said. “We don’t know how long it is going to take.” Durbin Park East also will include the 40-acre site for Flagler Health+, a 150-bed hospital that will be part of a larger health

CORONAVIRUS PANDEMIC

Back to work, but safely

From entertainment venues to offices, how Northeast Florida businesses are reopening. AUTOBAHN INDOOR SPEEDWAY

COVID-19 TIMELINE

For racing and ax throwing, walk-in customers now OK Indoor racing and ax throwing reopened to walk-in customers in Jacksonville on May 18. Autobahn Indoor Speedway, at 6601 Executive Park Court N. in South Jacksonville, was the first of nine locations in five states to reopen to walk-in customers. David Larson, managing partner at Autobahn, said May 18 that opening to walk-in is “going to be the big change this week.” Autobahn reopened May 6 by reservation with guidance from the Florida government after closing facilities March 17. Larson said the company laid off more than 90% of staff in March and is gradually bringing them back as business picks up. Reopening by reservation allowed the company to bring back 15% of staff. Autobahn notifed the state March 26 that it laid off 62 staff members in Jacksonville effective March 27. “We are continuing to call staff and have them on standby so as business picks up we can get them back on the job,” Larson said. Larson said his goal is for Autobahn “to be the safest place in Jacksonville to have fun.” Autobahn posted a video online at Autobahnspeed.com and on YouTube describing health safety procedures at the facility. “At this point we are limiting capacity to 25%” of customers for racing, ax throwing, arcade games and the restaurant. The restaurant offers a limited food menu that will grow as business picks up,” he said.

SCOTT SAILER

BAILEY’S HEALTH & FITNESS

Around-the-clock sanitation and lines on reopening day The wait is over at Bailey’s Health & Fitness clubs in the Jacksonville area. Stan Furlong, Bailey’s regional manager and director of sales, said clubs had lines of 15-20 members waiting to enter Bailey’s clubs at 8 a.m. May 18 after almost two months of pandemic shutdown. Lines are not the norm for the 13 Northeast Florida Bailey’s locations. Nick Denker, club manager at the 2485 Monument Road location, said they are back open 24/7, but without the children’s play areas and live fitness classses. Members have access to virtual fitness classes. All but about 25 of the almost 400 area employees were furloughed during the closing. Bailey’s expects to be fully staffed again by June 1, Furlong said. Staff performs around-the-clock sanitation, and club members are encouraged to follow social distancing, use provided hand sanitizer and wipes, and wash their hands frequently. “All clubs have cleaning staff onboard and we have reprioritized some people for additional sanitation teams,” Furlong said. The club pro shops, which sell sports nutrition products, apparel and accessories, are closed every three to four hours for additional sanitation. Furlong said the 50% occupancy limitation is not a factor given the large size of its facilities. At the start of the shutdown, members had to wait to enter when they were limited to 50 people in facilities. “We were able to do some maintenance things that we were unable to do while actually open,” he said. “We took advantage and did enhancements to the facilities.”

The Bearded Pig BBQ in San Marco reopened for dining in May 7, The restaurant at 1224 Kings Ave. closed for six weeks because of the COVID-19 pandemic.

THE BEARDED PIG

‘Decent’ business, focus on outdoor seating Athough he would have been allowed to as of May 18, The Bearded Pig BBQ owner Chad Munsey said he won’t be increasing capacity in his San Marco restaurant to 50% just yet. With a large patio and a smaller, narrow indoor seating area, it made sense for the restaurant to use the inside for ordering and keep customers dining outside. Customers come inside to order, then wait at a table outside for their food, with the exception of several bar stools left at the indoor bar. “If I put one or two more tables in there, people would line up to order and be standing right over top of them, so we don’t want to have that,” Munsey said. “We’ll continue to focus on our outdoor seating as long as the weather continues to agree with us.” He reopened the restaurant for diningin May 7 after closing March 19. He hired his 43 employees back two weeks before

reopening. Munsey said he chose to close the restaurant completely for six weeks, while still paying employees some of their salary. He did not see takeout working well for his style of restaurant, and chose to close to conserve funds instead. He said the restaurant received a Paycheck Protection Program loan. Munsey So far, business has been “decent,” he said. But each day, he notices fewer to-go orders and more people dining in. “I look forward to getting back to full steam,” Munsey said. “Hopefully in the next few weeks we see more openings and less restrictions, and that will hopefully build confidence of the public.”

STEIN MART

CITY GOVERNMENT

New rules for the office: Face masks, temperature checks

Health and safety protocols prepared for June 1 reopening

With the work-from-home order lifted, Stein Mart will reopen its corporate office on the Southbank Downtown on May 26, the day after the Memorial Day holiday. “The health and safety of our associates and customers is our top priority, and by working together we can open safely and operate effectively,” said Hunt Hawkins, Stein Mart CEO, in an email. About half of the 340-member corporate staff will return to the office May 26. The remainder will be working some days in the office and some days at home, said Linda Tasseff, Stein Mart director of external communications and investor relations. The seating configuration will maintain social distancing of at least 6 feet, as well as in conference rooms and elevators. Employees and on-site consultants will be required to complete a daily selfscreening questionnaire, perform temperature checks before coming to work and wear a face mask. Employees at high risk, as defined by the Centers for Disease Control and Prevention; who live with a first responder; are a caregiver for high-risk individuals; or whose workstation does not meet social distancing or other situations will be permitted to continue to work from home. KATIE GARWOOD

City officials are finalizing COVID19-related health and safety protocols so they can reopen most Jacksonville government offices by June 1, according to Mayor Lenny Curry. City officials will require temperature checks for visitors to city buildings and might reduce density at entry points to maintain social distancing. City Council President Scott Wilson said he might continue holding full Council and committee meetings via videoconferencing beyond June 1 until a policy for public access and social distancing in Council chambers can be developed. Duval County Tax Collector Jim Overton plans to reopen the Roosevelt branch office at 6331 Roosevelt Blvd. on May 21 and the Gateway branch office at 910 W. 44th St. on May 28, both for appointment-only service. On May 13, the Tax Collector’s Office began serving customers by appointment only at its 7120 Hogan Road office in South Jacksonville. Jacksonville Public Library locations are considering curbside pickup and return options beginning May 27 and reopening some locations, to be determined, at 50% capacity by June 1, Curry said.

Low demand for gas fuels Patriot loss

As a company that transports petroleum products around the Southeastern U.S., Patriot Transportation Holding Inc. is considered an essential business that needs to keep operating during the COVID-19 pandemic. But while everyone needs gasoline, people are using much less of it during pandemic-related shutdowns. That lower demand resulted in a loss of $401,000, or 12 cents a share, for the Jacksonville-based trucking company in its second quarter ended March 31. Revenue fell 13% in the quarter to $23.5 million. In a conference call with investors last week, CEO Robert Sandlin said the company’s outlook was positive before the pandemic. “While our business has not produced the Sandlin returns we prefer in the last couple of years, we believe the changes we’ve made to our business were beginning to have a positive impact in March,” he said. “Unfortunately, we experienced a rapid decline in business volume in the middle of March due to COVID-19.” Patriot said data from the Energy Information Administration showed gasoline demand dropped 48% in the week ending April 3, compared with the same period a year ago. The drop in demand continued through April, with petroleum miles driven by Patriot’s trucks falling about

35%, Sandlin said. “We have seen a recent uptick in volume in May versus April but at this point it’s anyone’s guess where we land,” he said. Sandlin said Patriot is in good shape to withstand the downturn with $11 million in cash and no debt on its balance sheet. However, Patriot, which announced its first quarterly dividend payment of 15 cents a share in December, is suspending further dividends for the time being, he said.

Duos Technologies revenue falls Duos Technologies Group Inc. was anticipating 2020 to be a year of continued growth. However, the pandemic has changed the outlook for the Jacksonville-based provider of intelligent security analytical technology. Duos last week reported a net loss of $2.1 million, or 80 cents a share, in the first quarter with revenue dropping 77% to $991,000. The company which focuses on technology for railroad companies said the pandemic is causing delays in anticipated contract awards. “Like many businesses, we were not immune to the effects of the ongoing global pandemic, which caused business disruptions for most of our key customers and consequently impacted our operations,” CEO Gianni Arcaini said in a conference call, according to a transcript posted by the company. Duos had been projecting revenue to grow from $13.6 million in 2019 to $20 million this year. However, it now

says the COVID-19 pandemic makes it uncertain it can reach its revenue target. “We still expect to grow this year,” Arcaini said. “However, the timeline for growth has been extended and remains a bit uncertain.”

GEE Group reports loss as clients close Jacksonville-based staffing company GEE Group Inc. lost business in the second quarter ended March 31 as clients closed their offices and furloughed employees, reducing the need for GEE Group contract workers. GEE Group reported a net loss of $5.4 million, or 38 cents a share, with revenue falling 4% to $34.7 million. The company continued to be impacted in April and the first half of May by the weak labor market but said it hopes demand for workers will pick up with businesses starting to reopen. CEO Derek Dewan said in a news release the company could benefit from post-pandemic trends. “We are encouraged about the ‘new world order’ and the changes in the way people work, which we believe will result in the increased use of contingent labor and a further acceptance of remote-working in the gig economy,” Dewan said.

After moving its headquarters out of Jacksonville, mCig Inc. changed its name to BOTS Inc. The cannabis products company said in an SEC filing two weeks ago that it moved its corporate headquarters to San Juan, Puerto Rico, and converted its incorporation from Nevada to Puerto Rico. The company said in a May 18 news release it changed its name to reflect a commitment to technology. The name BOTS “allows us to emphasize our wide-ranging business objective around changing the way automation is delivered between service providers and businesses, with the goal of increasing access, lowering costs and improving quality,” CEO Paul Rosenberg said in the release. Rosenberg explained the company’s new focus in a letter to shareholders last week. “The international advancement towards medical and recreational legalization has dragged marijuana into the mainstream. The whole industry saw a spike in innovation as a result,” it said. “Visionaries in the cannabis industry are experimenting with using blockchain technology to explore how products can be safer and processes more efficient.” The company’s most recent financial report showed revenue of $908,871 and a net loss of $71,816 for the nine months ended Jan. 31.

The COVID-19 pandemic is putting pharmaceutical research companies in the spotlight as researchers search for a vaccine and treatments for the disease. However, the pandemic may slow the research of Marker Therapeutics Inc., which is working on therapies to treat cancers. In its first-quarter report last week, CEO Peter Hoang said the company is “eager” to begin the second phase of trials of a treatment for acute myeloid leukemia. “We anticipate that the initiation of our trial will be delayed by the impacts the COVID-19 pandemic has had on our clinical trial partners and throughout our supply chain,” Hoang said in a news release. “We are moving expediently in the interim to secure clinical trial sites and are monitoring the situation closely to prioritize the health and wellness of our employees and the patients we serve,” he said. Marker, which has no products on the market, reported a net loss of $6.5 million, or 14 cents a share, in the first quarter. The company formerly known as TapImmune Inc. moved its headquarters from Jacksonville to Houston last year.

THE MARBUT REPORT

Eviction suspensions to expire soon COVID-19-RELATED EVICTION RULES • To legally evict a tenant, a landlord must first send all required notices, then file an eviction lawsuit and get a court order signed by a judge authorizing eviction, and then request a sheriff’s eviction if the tenant doesn’t voluntarily vacate. • Gov. Ron DeSantis temporarily suspended evictions for nonpayment related to loss of income caused by COVID-19 until June 2. The order doesn’t eliminate or waive rent. A tenant still will have to pay rent to avoid a future eviction.

In Duval, no eviction lawsuit can be filed until June 2. With the record level of unemployment, and thousands of people working with reduced salary or hours because of the COVID-19 business shutdown, paying basic monthly expenses like rent and utilities may be challenging. Tenants who can’t pay their rent are subject to being evicted, but with COVID-19’s universal impact on the economy, the federal government and local authorities have implemented temporary suspension of evictions. Those suspensions soon expire. “We are expecting a large volume of tenants who will need assistance,” said Mary DeVries, managing attorney at Clay County Legal Aid, a branch of Jacksonville Area Legal Aid. When suspension of eviction expires, landlords may take legal action to remove tenants who haven’t paid their rent. DeVries said, like many other legal issues, getting ahead of the problem can head off consequences. While the temporary eviction suspensions don’t waive the responsibility to pay rent, she advises that if tenants can’t pay rent because they’ve lost income due to the shutdown, they should communicate with their land-

LOCAL COURT ACTION Duval County: No rent nonpayment eviction lawsuits may be filed until June 2. For pending eviction cases where the court has issued a judgment for eviction, unless authorized by the presiding judge, evictions are stayed through May 29. Clay County: For pending eviction cases where the court has already issued an order for eviction, unless authorized by the presiding judge, evictions are stayed through June 1. Nassau County: No eviction cases may proceed until further order of the court. St. Johns County: Court orders for

eviction are stayed through May 31. FEDERAL ACTION • The federal Coronavirus Aid, Relief and Economic Security Act, effective March 27, and in force through July 25, prohibits some landlords from filing new eviction cases for failure to pay rent. It also prohibits some landlords from charging fees or penalties for late payment. The CARES Act applies to landlords who participate in federal programs, including: Public Housing, Section 8 Housing Choice Voucher Program, HUD-subsidized family or senior housing (Section 8, 202, 811, 236, 221(d)(3)), USDAsubsidized rural housing and the Low Income Housing Tax Credit. • It also applies to private housing where the landlord has a federally backed mortgage: HUD (including FHA) mortgages, USDA mortgages, VA mortgages, and Fannie Mae or Freddie Mac mortgages. • Landlords that receive forbearances of federally backed multifamily mortgage loans must respect identical renter protections for the duration of the forbearance. These droplets may land on objects and surfaces. Other people may contract COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. Therefore, merely cleaning facilities, while extremely important and vital in this crisis, may not be enough to stop the spread of this virus. Those with weakened immune systems may want to avoid the District’s meeting in

order to avoid a potential exposure to the virus. While it is necessary to hold the above referenced meeting of the District’s Board of Supervisors despite the current public health emergency, the District fully encourages public participation in a safe and efficient manner. Toward that end, anyone wishing to listen and participate in the meeting can do so telephonically at 1-866-642-1665 and entering passcode 897577 when prompted.
