Developer Regency Centers files plans with the city and St. Johns River Water Management District for the Publix-anchored retail center at Hendricks Avenue and Atlantic Boulevard.
San Marco East appears to be back on track. Developer Regency Centers Corp. and engineering firm England-Thims & Miller Inc. submitted plans to the city and St. Johns River Water Management District for the 3.25-acre project at southeast Hendricks Avenue and Atlantic Boulevard. They filed civil engineering plans with the city May 7 and the St. Johns River Water Management District on May 15. "Right now we're still moving forward with the city and our planning phase," said Eric Davidson, Regency Centers senior manager of communications, in an email May 18. He said there was a slowdown from the impact of COVID-19, "but everything is still progressing and we hope to file for permits later this year." Regency said last fall it expected to start construction on the retail center in
2020 and the other parcels within five years of that. Stores could be open for business by the end of 2021, it said then. "We're not sure on a specific timeline just yet, but we will have some specifics to share once we see how the reemergence effort lands," Davidson said. The project is among three parcels at 1532 Atlantic Blvd. The shopping center is planned on Parcel A at Hendricks Avenue, Atlantic Boulevard, Mango Place and Alford Place. Parking is on the other two parcels. Through East San Marco LLC, Jacksonville-based Regency Centers owns and is developing the project. Florida businesses are returning to work this week, with restrictions, but state Supreme Court Chief Justice Charles Canady says it’s too early to predict when the Florida courts will be fully operational. “I extended the prohibition on jury trial proceedings through early July. But I can’t tell you that in early July, we will go back to jury trials,” Canady said in a news release published by The Florida Bar. Addressing a videoconfer- Canady ence meeting of The Florida Bar board of governors May 15, he said that despite judges being able to conduct hearings and other proceedings remotely with Zoom and other technologies, the inability to hold jury trials is creating a case backlog that will have to be addressed. Canady said he expects additional recommendations from the Workgroup on the Continuity of Court Operations and Proceedings During and After COVID-19. Reopening likely will be temporary and regional. “It’s possible that, initially, we will go back to jury trials in some parts of the state but not in other parts of the state,” Canady said. “Additionally, I would expect that when we start back, it will be on a limited basis, because, as we’re feeling our way, we won’t be able to go back to 100%.” Canady said he wants to make sure that the courts are prepared for any resurgence of the pan-
