The malls are open, but the crowds are light. Florida Gov. Ron DeSantis’s statewide plan to gradually lift COVID-19 restrictions on retailers and restaurants launched May 4, but early in the day, response was tentative. The plan allows restaurant dining areas and retail stores to reopen at 25% capacity. The reopenings must follow Centers for Disease Control and Prevention guidelines for social distancing. Restaurants opening indoor and outdoor seating will be required to have 6 feet of space between tables. DeSantis said Floridians should continue to avoid groups of more than 10 people and face masks are recommended. Gyms, movie theaters and personal services businesses, like hair salons and barbers, will remain closed. “I have no problem going to a restaurant and dining,” Jacksonville Mayor Lenny Curry said May 3. “I’m sure we won’t tonight because we have a refrigerator full of food, and my wife asked me this morning what I wanted for dinner tonight. But, I’m perfectly comfortable with going and I’m sure we will be going in short order.” Here a look at how the reopening went around Northeast Florida:

length of the center. By 10:30 a.m. at the south end of the center, they hadn’t figured out their lunch plans. “Coffee first,” Alley said. They scored coffee later when Alley ordered it online from Panera Bread for takeout because Starbucks and Barnes & Noble were closed. At 12:40 p.m., Lawless and Alley sat talking and laughing outside Maggiano’s Little Italy, one of the few restaurants open for dining in. They figured they would probably eat there. St. Johns Town Center, the area’s major regional shopping area at Interstate 295 and Butler Boulevard, opened at 11 a.m., but relatively few stores

Some retailers kept doors locked to allow customers in only when capacity allowed. Shoppers arrived, but plenty of parking remained at noon, both in the lots and along the main street. Publix to renovate stores on Hodges, Dunn Avenue Publix Super Markets Inc. will renovate two more Jacksonville grocery stores at a job cost of almost $1.74 million. The city issued permits April 29 for Elkins Construction LLC to remodel the stores. Both are 37,487 square feet. Elkins will renovate the Publix at 4765 Hodges Blvd. in Windsor Commons Shopping Center at a cost of $989,000. It was built in 2000. A Publix-related company bought the South Jacksonville center in 2019. Elkins will renovate the store at 1100 Dunn Ave. in the Highland Square center in North Jacksonville at a cost of $749,000. American Commercial Realty Corp. owns Highland Square.

The Capital Grille planned to open for dinner. True Food Kitchen will open May 8 for curbside pickup and delivery, like many restaurants already offer. Department store anchors Nordstrom and Dillard’s remained closed, while Dick’s Sporting Goods had been open as had other sporting goods stores around town. The Disney store was closed, which meant 5½-year-old Jared Wood who visited with his mother, Scarlett Wood, couldn’t score the Star Wars key they came for to celebrate Star Wars Day. Five Points, Avondale crowds are light Crowds were light in Five Points and the Shoppes of Avondale, with some retailers and restaurants open. Hoptinger at 1037 Park St. in Five Points reopened at 11 a.m. after a deep cleaning of the restaurant. Robert Tilka, vice president of strategy at ServStar Group, the company that owns the two Jacksonville Hoptinger’s locations, said the ground floor and rooftop are open. “We definitely want to get back open, No. 1 for our employees to get back to work, and No. 2 for the community,” Tilka said. In Avondale, Biscottis manager Lauren Bush said it would take more time until the restaurant reopens its dining room. The restaurant at 3556 St. Johns Ave. is open for takeout. “Having people in here for takeout, plus you have people in here trying to dine, it just seems a little too risky at this point,” she said. While some retailers remained closed, others had signs posted outside limiting customers inside the store. Willie’s, a children’s clothing store at 3567 St. Johns Ave., was allowing one customer in at a time.

Downtown, ‘it feels like the first day we opened’

Jumpin’ Jax House of Food reopened its 20 W. Adams St. Downtown Jacksonville restaurant dining area. Restaurant co-owner Howland “Howdy” Russell said staff and customers are following the rules for social distancing, but “we have no idea how this is going to work out.” Russell said they rearranged tables to follow the rules and are relying on people to distance or police themselves. Downtown restaurant hours are 9 a.m.-3 p.m. Monday-Thursday and 9 a.m.-7 p.m. Friday.

At Gili’s Kitchen Catering and Bakery, co-owner Ricki Ben Simon said “it feels like the first day when we opened.” She and her husband, Yehuda, opened the restaurant’s dining room at 126 W. Adams St. They first opened April 13, 2019, serving all kosher food and a mix of international and American cuisine. They are limiting customers to “12 at a time and seating 6 feet apart even if they come in together, thats the law,” she said. The restaurant has been open during the pandemic for takeout and catering. Hemming Plaza Jewelers at 231 N. Hogan St. reopened to customers with limited access. Customers must sit in chairs set up for social distancing. Co-owners Juan Gonzalez and his brother, Kirk Gonzalez, have been working during the pandemic, but have not allowed customers into the store. Juan Gonzalez said they had been dealing with customers at their cars curbside, running back and forth. The year started as the best year of business in 12 years until everything turned off in mid-March, he said. In the past two weeks his phone has been going off “like crazy, with business inquiries, he said.

‘Wait-and-see approach’ for Mandarin Ramada Fred Pozin, general manager of the Ramada by Wyndham Jacksonville Hotel & Conference Center in Mandarin, is taking a wait-and-see approach to the reopening that was approved beginning May 4. He has four business units under one roof: The hotel, GiGi’s Restaurant, a banquet and catering operation, and The Comedy Zone nightclub. “All we’re opening at this point is rooms,” Pozin said May 4. The restaurant might start taking reservations in about two weeks, he said, after the effects on the pandemic of the public is more clear. As for the nightclub, “I’m in the planning stages for what will be the near future,” Pozin said.
