About 60 shoppers lined up April 29 for the opening of Sprouts Farmers Market at 12675 Beach Blvd. in Tamaya Market.
Just as her 5-month-old vegan restaurant and bakery, Grenville Kitchen, was picking up momentum, owner Jenielle Frith said stay-athome orders and a lack of customers Downtown forced her to temporarily close her restaurant. “We would make things, like the cakes and cookies and stuff, and we would end up having to toss them because we didn’t have the volume we were used to walking through the door. We didn’t have that at all,” Frith said. Grenville Kitchen is at 311 W. Ashley St. in Downtown. Frith said the restaurant made its first appearance at Veg Fest in early March. The vegan festival that takes place three times a year in the city. She said Grenville Kitchen saw a lot more new customers because of it. When so many employees began working from home because of COVID-19, the restaurant “would go hours without an order.” Frith’s mother, a nurse, also encouraged her to close for safety. Frith has asthma, and her mother worried about what could happen if she contracted the coronavirus. She temporarily closed almost a month ago, but has plans to reopen for takeout and delivery May 4, after finding a way to operate more safely. She laid off her seven employees while the restaurant was closed, but will bring them back for the reopening. SEE FIRTH, PAGE 2

Grenville Kitchen owner Jenielle Frith said she hopes more people adopt plant-based eating as a way to boost their immune systems and stay healthy during the pandemic.
KEEPING CLOSE – FROM A DISTANCE Since March 13, city event venues, stores, restaurants, malls, entertainment centers, churches and businesses shut down and laid off workers or sent them home to telecommute to prevent the spread of COVID-19. The Daily Record will report how local small business owners are dealing with the imposed social isolation.
The opening of Jacksonville’s second Sprouts Farmers Market was not the celebratory event most grocery stores throw on their first day in business. COVID-19 meant social distancing and other measures. A line of about 60 people gathered in front of the store just before 7 a.m. April 29 in Tamaya Market. They were six feet apart from each other, with the line wrapping around the shopping center. There were no free samples or giveaways, like the grocer had for the opening of its The Markets at Town Center location in July. An employee greeted customers at the door, also counting them so that the store did not exceed its 90-shopper capacity. Another counted customers as they left to keep an updated tally of how many people were inside at a time. One employee gave out carts at the entry and another sanitized SEE SPROUTS, PAGE 2

Rowe’s IGA to open Commonwealth Shopping Center supermarket May 12 BY KAREN BRUNE MATHIS EDITOR
Jacksonville grocery chain owner Rob Rowe said April 29 he intends to open a Rowe’s IGA Supermarkets store at noon May 12 at the Commonwealth Shopping Center in Northwest Jacksonville. He said operating hours will be 8 a.m. to 8:30 p.m. until the coronavirus pandemic eases and government-mandated restrictions are lifted. The store is at 1012 Edgewood Ave. N. No grand opening is planned. “At some point we will do an event. Right now we want to get open to serve our new customers,” Rowe said by email. “What we will be doing is opening a beautiful new store and offering the best offerings we have for the current times

them at the exit. Despite the restrictions as Sprouts opened its 15th store in the state, Sprouts Regional Director John Hornyak said he was pleased with the turnout. As of 10:30 a.m., the store reached its 90-person cap at least once. Customers came in steadily after the 7 a.m. opening. The 30,000-square-foot store is at 12675 Beach Blvd. Hornyak said it eventually would have a grand-opening ceremony when it is safe to do so. He wants to wait for other tenants to fill the new shopping center so they can take part. “We do want to present the store to the community here,” he said. Like other grocers, Hornyak said the store had some trouble finding certain items to stock, such as toilet paper. He was able to find other sought-after products, so there was enough stock for the opening. Rice, beans, pasta and other staples have been selling quickly since people have been stocking up on “easy pantry items,” he said. “We were challenged with items and

Frith applied for the federal Paycheck Protection Program, but has not received funds yet. PPP loan forgiveness is based on an employer keeping or quickly rehiring employees while maintaining salary levels, according to the Small Business Administration. The money must be used for payroll, mortgages, rent and utility payments. During the closure, Frith continued to bake the restaurant’s vegan cakes for occasions, including birthdays and virtual weddings. “People are still having birthdays even though they’re staying at home,” she said. “People will always eat cake.” Frith will roll out new menu items, including sweet and sour edamame
and we will do our best to serve the area,” he said. Like other Rowe’s Supermarkets, the store will offer groceries including deli, bakery, seafood and meat departments. There will not be a pharmacy. Rowe also is renovating a former Winn-Dixie store at 9866 Baymeadows Road next to the Deerwood Marketplace shopping area. Rowe called it a work in progress and said it should be completed in the next month. “Then we will decide when we will open,” he said. Rowe’s IGA Supermarkets operates five stores in west, northwest, north and south Jacksonville and in Orange Park. KMATHIS@JAXDAILYRECORD.COM (904) 356-2466
availability, but we also utilized the other stores in the area, one in Jacksonville and one in Tampa, to get product here so we can give a great guest experience,” Hornyak said. The store provided bagged bulk items because customers weren’t allowed to fill them. Sprouts hired 110 people to staff the store. Employees are required to wear gloves and masks and sanitize hightouch areas every 30 minutes. Hornyak is not sure how long that will need to continue, but the store will follow Centers for Disease Control and Prevention guidelines. The store also provided vitamin C packets and other wellness items in the break room for employees. “We’re trying to do everything to make sure our team members are healthy and safe, as are our guests,” he said. “That’s important to us.” Hornyak said he does not expect to open a third Jacksonville area store this year, but there will be one in the future. He said he does not know the location. Sprouts is opening a store in Estero in the coming month. KGARWOOD@JAXDAILYRECORD.COM (904) 356-2466

Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@ sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5) (b)4. And 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573,F.S. may be available and choosing mediation does not affect your right to an administrative hearing. ness hours. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://floridawater.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
