rea businesses report that in general, COVID-19 has taken a toll on their bottom lines and in many cases, a big one. Almost four of 10 area businesses – 38% – reported in a survey their monthly sales dropped by more than half in March and into April, when the city and state closed much of the economy to stem the spread of the coronavirus. At the same time, almost 60% said their expenses remained the same, showing the pandemic’s squeeze on how they are making ends meet. “My business is down 95%,” said one. “Will likely have to close if this goes on another 2 months,” warned another. Two code-named projects that would create a total of 600 jobs in Jacksonville are seeking city incentives. The Mayor’s Budget Review Committee voted 6-0 on April 28 to submit legislation for the projects. Project Academy is a manufacturing company that is negotiating a deal Downtown on a census tract in the Talleyrand and shipyards areas Downtown. Project Skateboard is an existing IT software company that wants to expand its Jacksonville presence. Each seeks a rebate from the city and state through the Qualified Target Industry Tax Refund Program and Academy also wants an unspecified Recapture Enhanced Value grant. The committee’s approval allows the city Office of Economic Development to introduce resolutions to City Council at its May 12 meeting to execute economic development agreements. The office and documents do not disclose the identify of the companies.
PROJECT ACADEMY
A project summary calls Project Academy a multinational manufacturer that wants to establish a facility in the Southeastern U.S. Project Academy could create up to 300 jobs by Dec. 31, 2024, according to the document filed with the April 28 MBRC agenda. The average annual wage of those jobs is $59,146 with benefits valued at 35% of the average wage. SEE PROJECTS, PAGE 6

Trips to Texas spark for Shipley Do-Nuts franchise
Doughnut shop at Tamaya Market plans to open in September.
Tracy and Robb Hamlett, left, own the Shipley Do-Nuts franchise in Jacksonville with Kristen and Eddie Jones. The franchise will sell iced and filled doughnuts at Tamaya Market at Beach and Kernan boulevards.
Franchisee Robb Hamlett hopes to open the first Shipley Do-Nuts shop and drive-thru in Jacksonville by Sept. 1 and employ 12-15 people at Tamaya Market at Beach and Kernan boulevards. He is the Jacksonville franchise owner for Houstonbased Shipley Do-Nuts with his wife, Tracy Hamlett, and his brother and sister-in-law, Eddie and Kristen Jones. Hamlett said April 23 they initially wanted to open in July but were delayed by the COVID-19 pandemic. “I know the drive-thru would be a blessing on its own,” he said. By Sept. 1, “we think a lot of this will start to normalize again.” Hamlett said Shipley DoNuts will operate 5 a.m.-6 p.m. daily at 12667 Beach Blvd., No. 101. It will occupy 1,800 square feet in an outparcel end unit. The chain sells iced and filled
doughnuts; cinnamon, ice nut, apple cinnamon, and cream cheese rolls; donut holes; and other pastries, such as apple fritters. It also sells kolaches, and drinks like coffee, milk and juices. Pastries are made fresh daily. Kolaches are warm soft bread filled with ham and cheese; sausage and cheese; sausage; sausage, cheese and jalapeno; and pulled pork, according to an online menu. Shipley Do-Nuts’ tagline is “make life delicious.” Hamlett’s wife is from Waco, Texas. “Going back for visits, we would stop at a Shipley franchise. Once I tried it, I thought it was fantastic, and I especially loved the kolaches,” he said. Started in 1936 by Lawrence Shipley Sr., Shipley Do-Nuts operates more than 300 stores in eight states – Texas, Ala-

bama, Arkansas, Colorado, Florida, Louisiana, Mississippi and Tennessee. The closest Shipley to Jacksonville is in Bradenton. “We would say how awesome it would be to have something like this in Jacksonville,” Hamlett said. “After a lot of talking, we decided to try it. We contacted the corporate headquarters and found out what was needed to be a franchise owner, and we just went for it,” he said. Their goal is to add more franchise stores but will start with one. The Hamletts moved to the Jacksonville area in 2000 from Charlottesville, Virginia, when Robb Hamlett was brought to town on a contract with the supermarket industry. Shipley Do-Nuts is known for its glazed yeast doughnuts, “and they have been a
hit wherever they have gone,” Hamlett said. “All of their stores have done well.” He said the pastries can be purchased separately, or by the half-dozen or dozen. Prices may vary, but in general, glazed doughtnuts are 99 cents each or $8.99 a dozen, while iced, filled and mixed are $1.39 each or $10.49 a dozen. Doughnut holes are $1.99 a dozen, and specialty pastries are $1.99 each or $20.49 a dozen. Beignets made-to-order are two for $2.49 and four for $3.99, and kolaches are $2.50 to $3.50, or a dozen for $24 to $34. Hamlett said his group has been working on the deal for about 2½ years, but declined to provide its investment in the franchise. Hamlett’s group worked with Stanton Hudmon, a partner in
the Pine Street/RPS LLC commercial real estate firm, with its lease negotiations. Hamlett said Colliers International Director Nancy Sumner represented Tamaya Market landlord Harbour Retail Partners of Wilmington, North Carolina. The location needed to be on the morning side of traffic in a busy area with a drive-thru. Tamaya is the right site, he said, especially with anchor Sprouts Farmers Market opening April 29. Shipley Do-Nuts will occupy the end unit of a three-tenant building that includes Heartland Dental. “We are pretty confident that the people of Jacksonville will love it,” Hamlett said.

THE BASCH REPORT
Landstar, Fidelity employees working at home land in Mississippi. Including the timber sale proceeds, Rayonier had about $390.9 million in cash on hand as of April 16, it said.
Ameris earnings drop in first quarter MARK BASCH CONTRIBUTING WRITER
“The transition of so much of our employee base to work at home has been a great success and currently it is business as usual at Landstar,” CEO says. While many companies have sent employees home to work remotely during the COVID-19 pandemic, you might think that’s impossible for a trucking company like Jacksonvillebased Landstar System Inc. Yes, technology is moving closer to sending driverless vehicles out on the road, but we still live in a world where trucks transporting freight need drivers in the cabs. However, Landstar is a trucking company that doesn’t employ drivers. It contracts with drivers who own their trucks to transport freight, which it refers to as business capacity owners, or Gattoni BCOs. Landstar has about 1,200 corporate employees, working in Jacksonville and a second site in Rockford, Illinois. During the company’s quarterly conference call with analysts last week, CEO Jim Gattoni said Landstar began sending most of its employees home in mid-March and more than 1,000 now are working remotely. “The transition helped to secure business continuity and maintain a healthy work environment for Landstar’s employees,” he said. “From an administration and operations standpoint, the transition of so much of our employee base to work at home has been a great success and currently it is business as usual

at Landstar,” he said. Landstar also is trying to assist the nonemployees who contract with the company, paying an extra $50 for every freight shipment in April to each of its 10,000 BCOs and 1,200 agents who dispatch the loads, Gattoni said. “We also are providing $1,000 per week for a twoweek period to any BCO who contracts COVID-19 or has been mandatorily quarantined by public health authorities,” he said. Jacksonville-based title insurance company Fidelity National Financial Inc. also sent most of its workers home, Chairman Bill Foley said during its conference call last week. “At the onset of the pandemic, our management team worked to transition nearly 80% of our more than 25,000-person workforce based throughout the U.S., Canada and India to a remote work environment, focusing on productivity without foregoing security,” he said. Foley said Fidelity made “significant investments” in technology well before the pandemic. “This has enabled the title production and title commitment process to continue to flow smoothly,” he said.
Fidelity: Acquisition remains on track The pandemic has interrupted merger plans at a number of companies, but it has not disrupted Fidelity’s $2.7 billion agreement announced in February to buy FGL Holdings. FGL operates a Des Moines, Iowa-based annuity and life
insurance company called Fidelity & Guaranty Life. That company is not related to Fidelity National Financial. “We are well on track to completing the acquisition by the end of the second quarter or the beginning of the third quarter, once we receive all regulatory and F&G shareholder approvals,” Foley said during last week’s conference call. FGL has scheduled a virtual shareholders meeting May 29 to vote on the agreement. Foley said the company still expects the deal to increase its earnings per share by 10% this year and by 20% in 2021. “We continue to be excited about the opportunity to combine the F&G business with FNF, given the many strategic benefits that we see even in a more challenged working environment like what we are experiencing today,” he said.
Rayonier targets May 8 for Pope deal Rayonier Inc. said in a Securities and Exchange Commission filing that it expects to close its acquisition of Pope Resources on or about May 8. Rayonier agreed in January to buy the timber company for $554 million in cash and stock to add more timber resources in the Pacific Northwest to its portfolio. The agreement calls for Rayonier to buy Pope with a combination of cash and stock, with 30% of the purchase price expected to be in cash. Nassau County-based Rayonier said in the SEC filing it raised an additional $116 million at the end of March by selling 67,000 acres of timber-
Ameris Bancorp, which moved its executive offices from Jacksonville to Atlanta last year, reported lower earnings for the first quarter. The company last week reported adjusted earnings of 56 cents a share, down from 90 cents in the first quarter of 2019. The earnings were 19 cents lower than the consensus forecast of analysts surveyed by Zacks Investment Research. Ameris said earnings were lowered by an increased provision for loan losses and a write-off of servicing assets. Ameris operates 170 branches in Georgia, Florida, South Carolina and Alabama. The company said it is keeping drive-through services open at all of its offices but the branch lobbies are available for customers only by appointment.
Regency Centers downgraded J.P. Morgan analyst Michael Mueller last week downgraded Regency Centers Corp. from “neutral” to “underweight” even after the stock lost half its value since February. “While the stock has already underperformed, our take is that it could continue to lag over the near-term as COVID-19’s impact on operations begins to unfold,” Mueller said in his report on Regency and other companies that operate strip shopping centers. Jacksonville-based Regency focuses on operating centers anchored by supermarkets, which are remaining open in the pandemic. But Mueller said Regency also “tends to have greater small shop exposure than others and this tenancy is typically where headwinds can emerge… particularly as it relates to locals.” Mueller expects “significant” levels of nonpayment of rents for April and May and many stores to close permanently, which will affect all shopping center companies. However, he considers Regency a “blue chip” stock in
the sector “with a strong platform and top-notch portfolio quality.” The recent price drop “could translate into an opportunity for the stock once there is more clarity on how impacted go-forward operations will ultimately be because of COVID-19.” Morgan Stanley analyst Richard Hill also touted Regency’s operations in a report on strip center stocks this week. “Regency is our top pick long term, but we maintain our ‘equal weight’ rating as pronounced uncertainty surrounding retail real estate limits near-term catalysts,” Hill said.
Boeing calls off deal with Embraer Nearly two years after agreeing to form a joint venture with Brazil-based Embraer S.A, The Boeing Co. announced April 25 it was terminating the strategic partnership agreement. However, Embraer claimed Boeing wrongfully terminated the deal. The $4.2 billion agreement would have created joint ventures for Embraer’s commercial aviation business and its C-390 military jets. It did not involve Embraer’s assembly facility at Jacksonville International Airport for its A-29 Super Tucano military aircraft. Boeing has a repair and modification facility in Jacksonville at Cecil Commerce Center. Boeing said in a news release that Embraer “did not satisfy the necessary conditions” to complete the deal. Embraer responded with a statement saying Boeing “manufactured false claims as a pretext to seek to avoid its commitments to close the transaction.” Embraer accused Boeing of engaging in “a systematic pattern of delay” and violating the agreement “because of its unwillingness to complete the transaction in light of its own financial condition and 737 MAX and other business and reputational problems.” The Brazilian company issued a statement April 27 saying “arbitration proceedings have commenced” between the two aerospace companies. That may be one of the main reasons that almost one-third want the economy to reopen now rather than later. That 31% was a higher percentage response than any of the other options in a COVID-19 survey taken online April 20-27. The Jacksonville Daily Record and Record & Observer surveyed subscribers and members of the NAIOP Commercial Real Estate Development Association Northeast Florida Chapter and The Jacksonville Bar Association. Responses totaled 183. Almost seven weeks ago, Mayor Lenny Curry shut down city event venues as well as stores, restaurants, malls, entertainment centers, churches and nonessential businesses to stem the pandemic. He and Gov. Ron DeSantis issued executive orders declaring a state of emergency through April 30 and ordered residents to stay at home and to practice social distancing when they go out. Both are announcing plans this week for their next steps toward reopening the economy. WHEN TO REOPEN
Of the other survey responses about when their business and industry sector should be allowed to reopen, 15% said no later than May 31 and another 15% said when new reported cases of COVID-19 in the region have declined seven consecutive days. Several businesses commented in the online survey that they are considered essential by the city and state and have not closed. About four in 10 businesses remain fully open, operating as usual, and almost as many are partially open with limited operations. Several voiced concerns about that. “My industry wasn’t closed, but I have compromised health and I’m concerned that we’ve partially locked down for nothing if we rush right back now,” said one. “We are open,” said another. “But until the public is confident that there will be recovery, there will be virtually no traffic.” Another said businesses should open “when science and fact show that the community is safe and the disease is manageable on the retreat.” One said probably toward the end of summer. “My business requires extensive domestic and some international travel, so local cases are not the only consideration.”
‘NOTHING ABOUT THIS IS USUAL’
By and large, the survey respondents were owners or presidents and CEOs. Before COVID-19, almost nine out of 10 employed fewer than 100 people. In general, they represented real estate, finance, insurance, banking, food service, business

Q13: Which would you prefer for the reopening of the economy
When it’s time to reopen, almost half of the respondents prefer that DeSantis lift stay-athome orders county-by-county based on COVID-19 data. Almost a third said the decision should be up to city and county governments. One in 10 responses said the decision to reopen should be left to each business owner. When it is time to reopen, respondents say their top priorities include having enough returning employees, acquiring inventory, knowing how long before employee pay can return to pre-COVID-19 levels and having enough working capital to restart business. “Replenishing a pipeline of prospective clients,” said one respondent. “This will take six-
