JEA board fires interim CEO Dykes
Daily Record JACKSONVILLE
“There is a certain degree of taint that’s on her, whether warranted or unwarranted,” JEA board Chair John Baker II says.
BY MIKE MENDENHALL STAFF WRITER
JEA’s newly installed board of directors voted unanimously April 21 to fire interim Managing Director and CEO Melissa Dykes without cause and could bring back former CEO Paul McElroy in her place as the utility faces federal and City
Council investigations. The board’s decision places Dykes on paid administrative leave for 30 days until her Dykes e m p l oy m e n t termination takes effect.
JEA board Chair John Baker II said he’s been contacted by McElroy who said he is willing to be named interim CEO until a permanent chief executive is hired. Dykes was JEA’s chief operating officer during the utility’s failed possible privatization. JEA was served a federal grand jury subpoena April 21 that
demands documents, communications and records from top utility officials, including Dykes by name, and Mayor Lenny Curry administration officials related to the invitation to negotiate and the hiring of former JEA CEO Aaron Zahn. Dykes was hired as JEA’s CFO

Owner Garfield Cooper says it’s difficult to keep cruiser bikes in stock and all new and used sales are trending higher. BY MIKE MENDENHALL STAFF WRITER
ZenCog Bicycle Co. owner Garfield Cooper said his customers like to be hands-on when they come into his Riverside showroom. Because of COVID-19, customers can no longer come into the store at 883 Stockton St. for browsing. In response, ZenCog has taken its sales space curbside. “I’ve been getting out in the morning and setting up a tent that’s like my social area — my 6-feet minimum distance from people,” Cooper said. It hasn’t kept customers away. Cooper said it’s been a strong two months, with sales volume up 15% over this time last year. “Somebody said, ‘Why do you think that the bicycle is essential now?’ I responded, ‘It’s always been essential, it’s just an awakening of the essentialness,’” Copper said. bicycling an essential activity. Bike riding also is permitted on Duval County beaches after Jacksonville Mayor Lenny Curry and Beaches communities mayors ordered a limited reopening April 17. Cooper said it’s difficult to keep cruiser bikes in stock. ZenCog received a shipment of mountain
bikes, hybrids and single-speed urban bikes April 22, and many are reserved. New bike sales and used bike repairs both are trending higher, Cooper said. Accessories like locks, bells, water bottles and helmets are displayed in baskets and
KEEPING CLOSE – FROM A DISTANCE Since March 13, city event venues, stores, restaurants, malls, entertainment centers, churches and businesses shut down and laid off workers or sent them home to telecommute to prevent the spread of COVID-19. The Daily Record will report how local small business owners are dealing with the imposed social isolation.

tables outside ZenCog’s storefront. “We don’t actually have a lot of bikes to sell at the moment. I am down to a handful of bikes. Some of them are higherend,” he said. The shop gets 10 or more calls daily about refurbished used bikes, and ZenCog staff is rebuilding inventory as fast as possible. Bike shop employees are doing on-site or phone interviews with customers to determine how and when they’ll use the bike and record their height to get the appropriate options. Cooper said that allows many customers to know what bike style they want before arriving. The goal is efficiency and to keep up social distancing, he said. ZenCog is allowing test drives, but Cooper said employees use alcohol to wipe down handlebars, grips, seats and any surface that makes contact with the customer. ZenCog is making its sales and service staff available to customers for morning and evening appointments to cater to customers who are asking for individual service. The increased sales allowed Cooper to issue pay raises for his employees, and he’s cognizant of workers’ scheduling needs and preferences related to the pandemic. The shop reduced its operating hours by 25 hours per week to noon- 5 p.m. daily. Cooper said his 10 employees are doing more work in fewer hours.

in 2012 and briefly was named interim CEO when McElroy announced in April 2018 he would not renew his contract. The board replaced Dykes in the role with Zahn two weeks later. The JEA board named Dykes interim CEO on Dec. 17 after it voted to fire Zahn without cause. Zahn was later fired with cause Jan. 28 after city attorneys accused him of willful misconduct, gross negligence/gross neglect of duties and/or breach of fiduciary obligations following an investigation. “It’s my view, and it’s just my view, that she was the president and COO during an administration so filled with improprieties, that there is a certain degree of taint that’s on her, whether warranted or unwarranted,” Baker said. The board chair said the federal grand jury investigation exacerbates employee morale issues and concerns with the utility’s integrity by leaving Dykes in her leadership role. “The CEO is the face of JEA, and I don’t think it’s appropriate under these circumstances for her to lead that,” Baker added. “If we turn a blind eye to this issue, we would lose all credibility, cer-
He has employed “creative scheduling” and is keeping shop personnel and clientele physically distant whenever possible to ensure the comfort of his staff and customers. At least one ZenCog employee is nervous to work directly with the public due to the coronavirus fears, he said. Historically, ZenCog’s business slows during the summer months, and Cooper is planning for sales to stabilize in June as local governments begin to lift more safer-at-home restrictions. Then he will encourage his staff to take “much needed time off,” Cooper said. “I often refer to summer in Florida like winter in Montana. As far as the bicycle business goes, because of the heat it slows to taking care of your core customers and occasionally getting some new customers,” Cooper said. The ZenCog owner also expects a “new normal” to emerge in lifestyle and consumer trends even after fears from the coronavirus have lifted. Cooper, who started the business a decade ago, said he knows other small businesses are hurting due to the pandemic, but he sees people’s renewed interest in cycling as a bright spot. “What I really am happy about is the bicycle has become so important during this. That’s the bigger picture on this,” Cooper said. “Everyone is riding their bikes and everybody is getting outside and getting some sunlight.” MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466
tainly with the employees who would say ‘it’s just more of the same,’ and I think a lot with the citizens of Jacksonville.” Baker recommended JEA Vice President and General Manager of Energy Caren Anders be placed as interim CEO until the board’s next meeting, when the board will interview McElroy. The board decided to notice a special meeting to interview McElroy and Baker said he’ll take more recommendations from the board on interim CEO choices. Board Secretary Marty Lanahan made the motion to terminate Dykes employment, and board Vice Chair Bobby Stein seconded. In her final CEO report April 28, Dykes praised the work of JEA employees and defended her actions as interim CEO. “While leading JEA through this transition, I have fully cooperated with investigations,” Dykes said. “In late 2019, I reached out to the State Attorney’s Office and told I was willing to assist with its investigation. “In January, I did the same with the U.S. Department of Justice, the United States Attorney and the FBI. I am proud I have fulfilled that commitment without wavering. This will not change.” MMENDENHALL@ JAXDAILYRECORD.COM (904) 356-2466
