Albert Loh of UNF says workers will have less money to spend when businesses reopen.
COVID-19’s impact has slowed construction on chef Dennis Chan’s second restaurant, Blue Bamboo II in Mandarin, but he said the project is still on. “It’s still a concrete bunker that they’re moving dirt around every day,” Chan said in an April 8 phone interview. Project contractor The Angelo Group Inc. kept crews working at the 10110 San Jose Blvd. site to convert a former law office into a $2.19 million, 7,401-squarefoot “Hip Asian Cuisine” restaurant. Chan, through Blue Bamboo Land LLC, paid $899,000 for the property in November. Chan has not received a project timeline update from Angelo Group, but he expects to open in early fall. The Jacksonville chef and restaurateur has been able to keep his business solvent and visible during the governmentordered coronavirus quarantine with expanded takeout and online cooking courses. He hopes both services will increase Blue Bamboo’s revenue after Mayor Lenny Curry and Gov. Ron DeSantis lift their state of emergency declarations. Blue Bamboo added Chan’s repertoire to Jacksonville Restaurant Reviews’ online cooking classes on jaxresturantreviews.com for $10 per course. Chan led in-person cooking classes throughout Blue Bamboo’s 15 years in business at 3820 Southside Blvd. His third online course through the local restaurant review blog was April 10 and he plans to do more. “We were looking for a way that we could still stay connected with and do something good for our community,”

KEEPING CLOSE – FROM A DISTANCE Since March 13, city event venues, stores, restaurants, malls, entertainment centers, churches and businesses shut down and laid off workers or sent them home to telecommute to prevent the spread of COVID-19. The Daily Record will report how local small business owners are dealing with the imposed social isolation.

Whenever the U.S. economy is restarted from the COVID-19 shutdown, it will be a while before it completely recovers, University of North Florida economist Albert Loh said. “The U.S. economy will probably take another full year after 2020 to get back where it was,” Loh said during a presentation streamed online April 13 to the Meninak Club of Jacksonville. The impact of the pandemic on the economy “is going Loh to be coming in several phases and right now we are probably in the first phase,” he said. Workers who have lost their jobs, either temporarily or permanently, will have much less money available to spend when businesses like restaurants do reopen. “They are not able to maintain the same consumption levels as before,” Loh said. The latest data from the U.S. Labor Department showed food and drink establishments were the hardest hit industry in March, losing 417,000 jobs nationally in the month, Loh said. Health care also was hard hit with 43,000 jobs lost. While hospitals have been overwhelmed with COVID-19 cases in some cities, physicians and dentists have had to put off elective SEE LOH, PAGE 2
Fresh Market requires customers wear face masks The Fresh Market is requiring customers wear face masks. The protocol, which started April 13, follows Centers for Disease Control and Prevention guidelines that recommend people cover their faces while out in public. The Fresh Market employees already were required to wear masks. The grocer previously introduced hours for high-risk customers from 8-9 a.m. weekdays. It installed Plexiglas shields at checkouts along with contactless credit payments. The chain also is limiting the number of guests allowed in the stores at one time.

Chan said. Although the restaurant has seen an overall drop in revenue, Chan said Blue Bamboo’s to-go business has grown 300% in the past month. “Our takeout business volume was so low before, because everyone came in for the experience of our restaurant. Now, they’re supporting us by buying takeout,” Chan said. “We’re just doing what we can to give them the best takeout experience we can give.” Chan said the success of Blue Bamboo’s takeout service and online classes during the pandemic signals a change in customer trends. He said Blue Bamboo II will have a dedicated space for takeout service. Chan expects to continue online access to Blue Bamboo’s in-person cooking courses and hopes to capture a wider audience. “We will definitely make part of our
normal cooking classes virtual,” he said. “What we’ve realized is, when we do virtual events, there’s no limit to who we can reach. When we have a cooking class you have to be present for, there’s a limit to who can make it to your space.” Blue Bamboo retained its 12 employees during the pandemic economic slowdown, but Chan reduced working hours by 20% without dine-in service. Blue Bamboo is open for takeout from 11 a.m. to 1 p.m. for lunch and 5-8 p.m. for dinner until social distancing orders are lifted. “I always knew how much our regular customers loved us and supported us. We’re always very thankful for that,” Chan said. “The fact that they’re still coming out and ordering from us, it makes me feel even better about doing what we love. “That support really reconfirms that we’re doing the right thing.” MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

procedures, forcing them to shut down. That could help the health care industry when the country reopens as patients seek treatments they have put off, Loh said. “There is going to be a pent-up demand,” he said. Education may see a significant shift in business after the pandemic forced schools to offer their classes online. Loh said UNF was prepared in advance because it already was offering distance learning classes before the pandemic. “The university has a good process to train faculty members to teach their classes online,” he said. “It still caught a lot of faculty off guard, but we are adjusting pretty well.” Loh said UNF already was considering the shift in education to more distance learning options. “This is a question we have been asking even before COVID-19,” he said. “Maybe some students will change their taste” after being forced to take only online cases as the UNF campus shut down during the pandemic, Loh said. “We also believe there are a lot of students who value the opportunity to
interact with faculty members in a faceto-face setting,” he said. Heading into the COVID-19 shutdown, the Jacksonville economy was strong with Northeast Florida’s unemployment rate near 3%. “Just a month ago we were at full employment,” Loh said. The Florida Department of Economic Opportunity is scheduled to release data April 17 on the state of the Jacksonville labor market in March, offering a look at how the pandemic affected the economy in its early stages. “I’m just a little bit scared to look at the numbers this Friday,” Loh said. The national unemployment rate jumped from 3.5% in February to 4.4% in March. Loh said Jacksonville tends to have a lower unemployment rate in “boom times” than the rest of the country. However, Jacksonville’s “disproportionally large percentage of small businesses” could send the jobless rate higher in the recession, because small businesses will have a tougher time surviving the current downturn, he said. “This is generally a good place to start a small business,” Loh said. “But because of that, we are (more) vulnerable to a recession.”

STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE PERMIT REVISION The Department of Environmental Protection gives notice of its intent to issue a permit revision to JEA, Mr. Paul K. Steinbrecher, P.E., Director, Permitting & Regulatory Conformance, 21 West Church Street, T-8, Jacksonville, Florida 32202, for operation of Ponte Vedra Wastewater Treatment Facility (WWTF), which is an existing 0.800 MGD AADF permitted capacity activated sludge domestic WWTF. The final effluent is conveyed to the Ponte Vedra Golf Course Pond and pumped to irrigation sites for reuse that is used as a primary method disposal. The surface water discharge, which overflows from the Golf Course Pond to the Ponte Vedra Lake system, is used as a backup method disposal of the effluent during wet weather conditions. This permit revision includes an extension of the facility groundwater zone of discharge (ZOD) pursuant to Rule 62-520.470.(3), Florida Administrative Code. The extension expands the ZOD beyond the original facility property lines to encompass all or portions of adjacent property parcels to the south and east. All other aspects of the original permitted ZOD (including the Ponte Vedra Golf Course and vertical extent) remain unchanged. There are no other changes to the permit condition or the permit limitations. The facility is located at latitude 30°14’24” N, longitude 81°23’21” W on 200 State Road A1A, Ponte Vedra Beach, FL 32082 in St. Johns County. Petition for Administrative Hearing A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C., a petition for an administrative hearing must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any e-mail address, any facsimile number, and telephone number of the petitioner, if the petitioner is not represented by an attorney or a qualified representative; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how the petitioner received notice of the Department’s agency decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and (g) A statement of the relief sought by the petitioner, stating precisely the action that the
petitioner wishes the agency to take with respect to the agency’s proposed action. The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep.state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing. Time Period for Filing a Petition Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the notice or within 14 days of receipt of the written notice, whichever occurs first. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. Extension of Time Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep. state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation Mediation is not available in this proceeding.
