DIA board approves deal for The District

Plans filed with the city show that 97 townhomes are proposed on 12.71 acres along R.G. Skinner Parkway, although no developer was identified. The city calculated a mobility fee of $159,441 to mitigate traffic impacts. Eastland Timber LLC, led by Vice President Jed Davis, is the property owner. England-Thims & Miller Inc. is the civil engineer. A map shows the townhomes are designed among 13 seven-unit buildings and one six-unit structure at the end of R.G. Skinner Parkway south of Baymeadows Road East and east of Interstate 295. R.G. Skinner Parkway will be extended as E-Town Parkway. Two single-family home communities and a multifamily development already have been identified for the Davis family property planned for residential and commercial uses along I-295 and Florida 9B. Townhomes planned to join mix at E-Town

Plan for Southbank mixed-use project includes $26 million from the city for infrastructure, REV grant worth up to $56 million.

The Downtown Investment Authority approved the redevelopment agreement Wednesday for The District, a mixed-use project on the Downtown Southbank. The DIA board voted 8-0 to approve the deal, which includes the formation of a Community Development District and $26.4 million from the city for public infrastructure on the 30-acre Southbank site. The deal includes a Recapture Enhanced Value grant worth up to $56 million over 22 years. Developers Peter Rummell and Michael Munz are leading the estimated $600 million healthy living-inspired mixed-use development through Elements Development of Jacksonville LLC. “We’re very happy about today’s outcome,” said Munz, who called the development a “postcard project for Jacksonville.” When completed around 2022, it could include 1,170 residential units for sale and lease; 200,000
