Permit issued for $65M Mayo addition

Daily Record JACKSONVILLE

The project is part of the health care system’s $144 million expansion. BY KATIE GARWOOD STAFF WRITER

The city issued a permit April 1 for Mayo Clinic Florida’s $65 million addition at its San Pablo campus. Batson-Cook Co. is the contractor for the Mayo North addition, described on the permit as a sixstory, 120,000-square-foot build-

ing, with a two-story link between the Mayo and Cannaday buildings. The permit says the horizontal addition to an existing Mayo building along with renovations to existing areas will comprise 200,000 square feet. In September 2018, Mayo announced a five-floor, 120,000-square-feet addition with a two-story building link between the Mayo and Cannaday buildings. It will have space for up to eight operating rooms, as well as procedural space for cardiology, gastroenterology and hepa-

tology, and other departments. The building is expected to be completed in 2021. “As a destination medical center, these projects deepen Mayo Clinic’s commitment to providing our patients with an unparalleled experience and our teams of experts with the latest tools to deliver serious and highly complex care,” said then-Mayo Clinic Florida CEO Gianrico Farrugia, who now serves as Mayo Clinic’s president and CEO.

bookings as ‘the globe is closed’ Avondale Travel owner Leigh Elizabeth Israel says clients are booking into the future. BY KAREN BRUNE MATHIS EDITOR

Avondale Travel advisers are watching the world from the isolation of their home offices as the COVID-19 pandemic shuts down the industry. “Everyone across the globe is closed. It’s been a shocking, shocking past few weeks,” said agency owner and President Leigh Elizabeth Israel. Her goal is to be ready for the industry turnaround and she thanks the clients of the 46-year-old agency, which is older than she is, for rescheduling their travel plans rather than canceling. “We’ve been very fortunate that we are rebooking clients, moving dates and booking into the future,” Israel said March 27. Corporate clients, about half of the

Avondale Travel owner and President Leigh Elizabeth Israel said the travel industry is offering incentives for those willing to book as they await the lifting of travel restrictions.

Wawa buys land for Arlington store Wawa Florida LLC paid $3 million for about 1.9 acres at northeast University Boulevard North and Arlington Road to build a gas station and convenience store. Wawa bought the site from six sellers who owned parcels that the company assembled for the deal. Wawa intends to demolish the buildings on the site to develop the gas station and convenience store with 16 fueling stations. The city is reviewing permit applications for construction of a 6,202-square-foot building and a 7,150-square-foot canopy at a total construction cost of almost $1.1 million. turns, including the Great Recession that started in 2008, as well as 9/11 and other national and global shocks. “We don’t know when everything is going to start opening back up and when the U.S. is going to flatten the curve,” she said when asked for a guess about when the virus might be in check and the economy starts to recover. Clients are rebooking into July and beyond. She said that the industry is offering incentives for those willing to book as they await the lifting of travel restrictions. Israel predicts a bright future for the global travel industry and is optimistic that quarantined people “are going to want to get out and go.” Clients count on Israel to monitor the situation. She keeps in contact with her seven inhouse advisers and six Southeast independent contractors who are working remotely. She furloughed two advisers for a few weeks. Avondale Travel closed its Orange Park office, a decision she made some time ago. Those advisers moved to the Avondale address. Israel keeps in touch with clients who trust her to monitor policies and worldwide rule changes. She and her advisers maintain communication with their global partners – hotels, airlines, cruise lines and other destinations. And she remains close with the merchants in the tightknit historic Shoppes of Avondale, where Avondale Travel operates at 3657 St. Johns Ave. “Everyone has been working together, which I love,” Israel said. “It shows the power of technology.” Social media likely has strengthened relationships and creativity, she said. FaceTime, texts, emails, calls and other digital communication easily connect people. “It’s brought our industries and our partners closer together than ever,” she said. “It’s been fun seeing everyone’s smiling faces in quarantine.” Israel’s goal is to keep the agency healthy and her advisers on the payroll.

“We sat down and went over what is a necessity. What do we need to make payroll? What do we need to keep open the doors? Failure and closure is not an option.” LEIGH ELIZABETH ISRAEL, AVONDALE TRAVEL OWNER AND PRESIDENT

“We want to make sure they have a home to come back to when all this is over and make sure we can pay payroll and expenses and keep our doors open,” she said. Israel said Avondale Travel has been cautious about its expenses and maintained a financial cushion. “That is smart business,” she said. “We are fortunate that we have that cushion and that we have been financially sound and we still are.” Israel advises small businesses to “get creative.” She suggests they review expenses to cut those “you don’t have to have right now.” Talk to their landlords. Reach out to other local business owners. “We are all in hard times, but here is how we can help each other,” she said. “Everyone is in it together.” At Avondale Travel, “we sat down and went over what is a necessity. What do we need to make payroll? What do we need to keep open the doors? Failure and closure is not an option,” she said. Israel said that growing up, she watched what her father had to deal with, “but it’s interesting going through it firsthand.” Israel also is experiencing another first. Her first pregnancy is twin daughters who are due in August. She assures her clients the agency remains committed to its mission. “Avondale Travel is not going anywhere.” KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

“This also deepens our commitment to Jacksonville and the state of Florida.” In February, the hospital announced Medure Brothers Culinary Concepts would open a restaurant in the expansion in a two-story connector building that will connect the parking garage to the Mayo North addition. The 7,000-square-foot upscale casual restaurant will seat about 200 people and is expected to open in late spring 2021. The 860-space patient parking garage is under construction and expected to be

completed by the end of the year. The parking garage cost is $34 million. It comprises 30,670 square feet of enclosed space for retail and Farrugia related uses and 388,547 square feet of unenclosed space for parking. The total cost of the expansion, including the Mayo North addition, connector buildings and parking garages is expected to be $144 million.

FIRST INSERTION NOTICE OF RULEMAKING REGARDING THE AMENDED AND RESTATED RULES OF PROCEDURE OF THE OTC COMMUNITY DEVELOPMENT DISTRICT A public hearing will be conducted by the Board of Supervisors of the OTC Community Development District (“District”) on May 6, 2020 at 10:30 a.m. at the offices of Riverside Management Services, Inc., 9655 Florida Mining Boulevard West, Building 300, Suite 305, Jacksonville, Florida 32257. Please be advised that the Florida Governor’s Office has declared a state of emergency due to the Coronavirus (COVID-19). As reported by the Center for Disease Control and World Health Organization, COVID-19 can spread from personto-person through small droplets from the nose or mouth, including when an individual coughs or sneezes. These droplets may land on objects and surfaces. Other people may contract COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. Therefore, merely cleaning facilities, while extremely important and vital in this crisis, may not be enough to stop the spread of this virus. Those with weakened immune systems may want to avoid the District’s meeting in order to avoid a potential exposure to the virus. While it is necessary to hold the above referenced public hearing of the District’s Board of Supervisors despite the current public health emergency, the District fully encourages public participation in a safe and efficient manner. Toward that end, anyone wishing to listen and participate in the meeting can do so telephonically at 1-800-264-8432 and entering passcode 421714 when prompted. Additionally, participants are encouraged to submit questions and comments to the District Manager in advance at jperry@gmsnf. com to facilitate the Board’s consideration of such questions and comments during the meeting. In accord with Chapters 120 and 190, Florida Statutes, the District hereby gives the public notice of its intent to adopt its proposed Amended and Restated Rules of Procedure. The purpose and effect of the proposed Amended and Restated Rules of Procedure is to provide for efficient and effective District operations and to ensure compliance with recent changes to Florida law. Prior notice of rule development was published in the Jacksonville Daily Record on April 2, 2020.
