The city and two Jacksonville-based health care providers will open a locally sponsored COVID-19 testing site March 20 at the Prime F. Osborn III Convention Center. Mayor Lenny Curry announced the public-private partnership with Baptist Health and Telescope Health LLC during a news conference March 19. The Downtown site at 1000 Water St. will be open 11 a.m. to 7 p.m. daily. Curry said drive-thru testing at the Prime Osborn will be for Duval County residents exhibiting symptoms, and

people will have to be screened using Telescope Health’s virtual platform at telescopehealth.com or its mobile application before arriving. “I know a lot of citizens are concerned about this virus and want to be tested. But in order for things to run smoothly, there has to be a scheduling and screening process,” Curry said. The test will cost $25 upfront by using a promotional code “HERE4YOU” on the Telescope Health mobile app. Curry said the city is working with the medical technology company to ensure Duval County patients are reimbursed using

TESTING CRITERIA Telescope Health officials will use the following criteria to determine if someone should be tested for COVID-19: n Fever of 100.4°F or higher combined with a dry cough or shortness of breath OR . . . n Travel on any cruise ship within the past 14 days or travel to a known COVID-19 hot spot and are experiencing any of the symptoms above. n Testing will be prioritized with those 65 and over, have pre-existing conditions, are health care workers and/or first responders.

Monday morning was difficult for Tara Lee, owner of LoveLee Events. Lee, who plans weddings and other events, made a call to a client whose wedding was scheduled for March 28 to tell her the venue she booked months ago had closed because of coronavirus concerns. “I’m trying not to get emotional because you work so closely with these folks and to have to tell someone they have to cancel is a hard thing,” Lee said March 19. Since the coronavirus outbreak, businesses shut down and authorities discouraged gatherings of more than 50 people and then no more than 10. Wedding vendors have seen postponements and cancellations of nearly all their bookings for March and April. Lee is planning weddings for the fall, but she hasn’t had any inquiries in the past two weeks. “It’s a really scary thing for

Grocery stores adjust hours, add senior times Harveys, Winn-Dixie, Publix and The Fresh Market supermarkets are adjusting their hours in response to the COVID-19 pandemic. Harveys and Winn-Dixie are designating 8 to 9 a.m. Monday-Friday for senior citizens and high-risk customers. All pharmacy locations will open at 8 a.m. weekdays to serve those customers. Stores will close at 9 p.m. Beginning March 24, Publix is designating 7-8 a.m. Tuesday and Wednesday for shoppers age 65 or older. Fresh Market is opening for seniors and high-risk individuals from 8-9 a.m. Monday through Friday.

couples, but it’s also scary for us vendors, who a lot of us are small business owners,” Lee said. “It’s really scary that our income is going to be so drastically affected.” While many weddings have been postponed to the summer or fall, booking popular venues and busy caterers, photographers and florists can challenge the couple and the business owner, Lee said. Luckily, Lee said, the hot and humid Florida summer usually isn’t popular for weddings. That freed up many couples to rebook then. But it can be difficult to rebook with the same vendors, because many need to be scheduled 12 to 18 months in advance, she said. Rescheduling also takes away an additional opportunity for vendors to make money. “If people choose a new date, then that’s a date we can’t book more income for,” Lee said. “As vendors you want to be as understanding as possible. We want to honor your new date, but that’s going to prevent us from booking another date.” Lee said she’s had some events cancel. Her corporate events postponed much earlier. city dollars. Telescope Health CEO Matthew Rill said that after downloading the smartphone application, the patient must register and answer questions. The person then will speak with a physician by phone. Telescope Health will consult with the Centers for Disease Control and Prevention in Atlanta and the Duval County Health Department to see if the patient is a candidate for testing. Those qualified will receive an order and time slot to be tested outside the Prime Osborn. Curry said people will need to bring the order number, their own pen and their driver’s license to be tested at the city site. The Jacksonville Sheriff’s Office will check people in at the gate. Telescope Heath co-founder Dr. Matthew Thompson said officials expect test results to take three to five days, and officials will work with medical diagnostic company Laboratory Corp of America Holdings, or LabCorp, and Quest Diagnostics to notify patients of results. Thompson said five Jacksonville Fire and Rescue Department first responders were swabbed March 18 at the site.

New arrangements will need to be ordered for the new date. “We get them the week of the wedding, they’re already here,” Ivey said. “When they had to cancel, we already had all these flowers and it was really upsetting we weren’t able to do the wedding.” A few of her weddings planned for April are still scheduled. Some florists are worried they won’t make it through the pandemic, but Ivey said she’s lucky to have money saved. “We’re definitely going to be able to pull through this for sure,” she said. “My husband and I are savers, so we’re very thankful for that.” Despite the lost income, Ivey and Lee said it was best that the weddings were postponed to keep people safe. “We want people to be smart,” Ivey said. Baptist Health had 10 medical professionals preparing the site March 19 and were expected to test more first responders and medical personnel before opening it to the public March 20. “It’s a substantial investment of people’s time. We will provide nurses and physicians. Telescope Health will also provide physicians,” said Brett McClung, Baptist Health CEO. “Certainly, there is an investment but we’ve de-emphasized what that is at the moment to provide services to the people in the community that need to be tested.” Curry urges Duval County patients without internet and smartphone access or who cannot afford the upfront fee to use the federal government-sponsored drive-thru testing site expected to open this weekend at TIAA Bank Field. A city spokesperson said “hundreds of people” caused traffic congestion when they lined up March 18 at Lot J near the stadium. The city is advising people to not visit the federal site until it opens. Curry expects to hold another briefing March 20 about the TIAA Bank Field testing facility.
