space would be an indoor-outdoor bar and lounge. The top floor also has a 9,469-squarefoot terrace and a 2,991-square-foot resident amenity space with a swimming pool. At ground level, the developer expects to include a 5,029-square-foot courtyard. The report says a 6,100-square-foot plaza is planned at A. Philip Randolph Boulevard and East Adams Street with built-in benches and movable tables. Iconic Real Estate Investments President Paul Grainger signed a purchaseand-sale agreement in June to sell the site.

First Baptist Church of Jacksonville is appealing the Jacksonville Historic Preservation Commission’s decision to deny a demolition permit for the church’s building at 125 W. Church St. City Council Resolution 20200188 challenges the commission’s 5-2 vote Feb. 26 that halted the proposed demolition. An entry on the city’s legislative bill search web portal offers a description of the resolution and bill number, but the bill documents were not uploaded as of the afternoon March 6. First Baptist Church Senior Pastor Heath Lambert did not return a request for comment. The commission decided the 1927 building could meet criteria to be designated a local landmark. The bill entry states the appeal is requested as a one-cycle emergency. If the emergency is approved by the full Council at its March 10 meeting, the church’s appeal will have to pass the Council Land Use and Zoning Committee before final Council consideration. If it moves through committee, the full Council could vote on the appeal on March 24. First Baptist wants to demolish the building to make way for a welcome center and primary entrance for the historic 182,000-square-foot Hobson Auditorium, the church administration building and the Ruth Lindsay Auditorium. A Georgia developer seeks conceptual design approval for The Doro apartment, retail and restaurant community from the Downtown Development Review Board. Valdosta, Georgia-based Rise Properties LLC proposes to redevelop the George Doro Fixture Co. property next to Intuition Ale Works and Manifest Distilling, near the Downtown Sports Complex. Downtown Investment Authority staff recommends approval for the eight-story, 247-unit mixed-use project at 102 A. A. Philip Randolph Boulevard. Project plans and renderings show a seven-level parking garage and 4,875 square feet of ground-level retail, commercial and restaurant space. The retail is at Forsyth Street and A. Philip Randolph Boulevard and will face an outdoor area that Rise Properties calls “The Alley” between the south side of the development and Intuition Ale Works. The eighth floor will focus on retail space and resident amenities. Plans show 2,652 square feet of outdoor retail space with a 4,653-square-foot rooftop terrace for customers. Matthew Marshall, vice president of development at Rise: A Real Estate Company, said Dec. 13 that the rooftop

Marshall anticipates that Rise will buy the property in May or June and start demolition and construction. The Doro property is near VyStar Veterans Memorial Arena, TIAA Bank Field, Daily’s Place and 121 Financial Ballpark. JEA issued a service availability letter to civil engineer England-Thims & Miller Inc. on Oct. 22 for the mixed-use development. It described the project as a multistory, mixed-use development with 247 multifamily units comprising 308 bedrooms, along with 7,720 square feet of retail space and an unspecified 10,956-squarefoot amenity. Rise says on its website that it focuses on market-rate multifamily housing, student housing, and the purchase, rehabilitation and repositioning of property. Before final approval, Rise Proper-

ties will have to show additional amenities such as water features, public art or interactive art pieces for the urban open space to conform with the Downtown Zoning Overlay standards. The Doro design allows for a wider sidewalk than the existing structure, according to the report. The first building on the property dates back to 1914, and six more structures were added through 1954. According to the DIA staff report, the city Planning and Development Department’s Historic Preservation Section found the property is not part of the Downtown Jacksonville Historic District. The report states the Doro building is not eligible for individual local landmark designation protection. The board is scheduled to meet at 2 p.m. March 12 at City Hall. vate and redevelop 1.53 acres of church property into “The Hobson Block” as it consolidates its Downtown campus. The building is a contributing structure to the Downtown Jacksonville Historic District. Lambert told the Daily Record on Feb. 19 the building’s interior is in disrepair and he expects it would need to be gutted. Project architects told the commission that the structure cannot be retrofitted for the church’s intended use. First Baptist says denying the demolition could derail its efforts to consolidate into one city block Downtown. A city report released Feb. 21 said the building could meet six of the seven criteria used to proceed with designation as a local landmark. A majority of the commission said the building could satisfy at least four of the seven local landmark criteria and is structurally sound for preservation and renovation for church use. Four is the minimum number needed for designation.

If the Council denies the appeal, the building’s fate returns to the Historic Preservation Commission. The Planning and Development Department is working on an in-depth study of the building’s historic value. The commission will evaluate that report. The commission, scheduled to meet March 25, will then decide whether to recommend a local landmark designation. If the commission does not recommend the local landmark designation, the church will automatically be granted a demolition permit. Likewise, if Council rejects the local landmark designation, the building can be demolished. If Council grants landmark status, the building will be preserved. Only Council can designate a structure a local landmark. Lambert told the Daily Record the church does not have an alternate option for the Hobson Block and would take legal action to challenge local landmark status if it is approved by Council.

A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202 before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so state; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this Public Notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202, or via electronic correspondence at AirPermitting@coj.net, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation: Mediation is not available in this proceeding.
