City Council approved the pilot program framework in February 2020 that allows the e-bicycle and e-scooter operators to set the rental rates. Ordinance 2020-0026-E allows for e-bicycles, but Radcliffe-Meyers said the initial vendors are offering only e-scooters for now. The e-scooters and e-bicycles are equipped with a battery that powers an electric motor.

Standard Sand & Silica Co., which operates Surface Prep Supply in Jacksonville, wants to convert the former Overby’s Inc. property along Philips Highway. Davenport-based Standard Sand & Silica, which makes industrial sand, applied for a permit to convert the building at 2619 Philips Highway to replace its operation near Springfield. Surface Prep Supply sells abrasives, coating and athletic field products and rents and sells sandblasting equipment and supplies. The new location previously housed Overby’s, which repaired luxury used cars. Overby Holdings LLC sold the land to an investor in November 2019. The 1.5-acre site is south of San Marco. The permit application says Standard Sand & Silica will remodel 16,295 square feet of the 18,556-square-foot facility. Insight General Contractors Inc. is the contractor for the $255,000 project. The city announced that its one-year Downtown electric scooter and electric bicycle pilot program launched March 4 with four dockless mobility companies.

According to a news release March 4 from the Downtown Investment Authority, riders can rent and drop off the e-scooters 24 hours per day at 35 designated sidewalk corrals throughout the Downtown Northbank. In the news release, the city said it has contracted with micromobility technology companies Blue Duck in San Antonio; SPIN in San Francisco; LINK of Cambridge, Massachusetts; and Helbiz Inc. of New York City. The Australia-based company opened a global financial services office in Jacksonville in 2015. The company said in late 2019 that office in the Riverplace Tower at 1301 Riverplace Blvd. on the Southbank had 272 employees. Macquarie said it hired a seven-person team for the new division, which is part of Macquarie’s Specialised and Asset Finance unit.
