Bowling has worked with “a handful” of 20-somethings since the UNF center launched its program in 2019. She said startup founders under 30 have a strength — less aversion to taking chances.
The Adecco Group said Feb. 24 it is moving its North American headquarters from Jacksonville to Atlanta, but said its business service center that employs more than 600 will remain in Jacksonville. The Zurich, Switzerlandbased staffing and services company has had its North American headquarters in Jacksonville Ripoche since 2014. Adecco said it will move key leadership and commercial functions to the new office. “We look forward to building a hub in Atlanta, where talent, diversity, technology and innovation are thriving,” said Corinne Ripoche, regional president of the Adecco Group, Americas, in a news release. Adecco said it is looking for an office location in Atlanta and expects to open its new regional headquarters in the spring of 2022. Adecco has been in Jacksonville since the company bought MPS Group for $1.3 billion in January 2010. “Our robust business services center will remain in Jacksonville,

ounger entrepreneurs have a lot in common, the experts say. They don’t fear technology. They have fewer obligations, so they can take risks. And, like all entrepreneurs, they are driven by an idea. Karen Bowling, the inaugural director
of the University of North Florida Center for Entrepreneurship and Innovation, said startup founders under the age of 30 can offset their lack of life experience and a professional network with a solid business plan and “fire in the gut.” “Many of them know no fear, and they’re at a point in their life where they can take risks,” Bowling said. Franchise owner Jessica Eilbeck and her partners will open Row House at 1561 San Marco Blvd. in May. A fitness concept focused on indoor rowing is coming this spring to San Marco. Row House, which has more than 300 licensed locations throughout the United States and Canada, will open in late May at 1561 San Marco Blvd., said franchise owner Jessica Eilbeck, also the managing partner. Hours likely will be 5:30 a.m. to 7 p.m. Eilbeck said her group intends to open three Row House studios in the area by spring 2022. In addition to San Marco, the partners are targeting Riverside and Atlantic Beach. “I chose San Marco, and the other neighborhoods as well, due to its character, its residents and the number of businesses in the area,” she said by email. “I felt there was a void for cardio-based boutique fitness gyms, especially in the San Marco and Riverside areas.” Eilbeck, with more than 21 years in business and 16 years as a group fitness instructor, went into partnership in 2020 with Chris Mallett and Tyler Glisson to buy the rights for the three units. Mallett has more than 26 years of experience owning long-term care facilities and related businesses. Glisson is an entrepreneur and will continue working as a software engineer until Row House expands to the point he is needed there. Row House says it began in 2014 in New York City. “Co-founders and husband/ wife team, Eric Von Frohlich and Debra Strougo took the rowing machine out of the

Plans show 25 rowing machines. The city also is reviewing a permit application for a sign by Taylor Sign & Design Inc. Row House is affiliated with Irvine, California-based Xponential Fitness, which owns eight brands that include Pure Barre, CycleBar, Club Pilates and StretchLab. Eilbeck said she discovered
rowing through a CrossFit gym. “I felt very much like rowing is the new spinning and will have a long stay in the fitness market, just as spinning/ cycling has,” she said. “It is a low-impact, highintensity workout (set to music and lights) that truly anyone from a deconditioned person to an elite athlete can participate in,” she said. “The rower is an effortbased machine so you get out of it what you put into it.” The website shows six Florida locations in Sarasota, Clearwater, Wesley Chapel, Oviedo and Winter Park, with Jacksonville coming soon. TAYLOR TURNER TOP N TIER The personal stylist harnesses her retail and sales acumen to create custom looks for her clients. BY MIKE MENDENHALL STAFF WRITER
Nearly five years before Taylor Turner founded image consulting company Top N Tier LLC, she walked into the Orange Park Men’s Wearhouse and made a bet with the store manager. “I told him, ‘I’m here for a job. I need it today,’” Turner said. “‘I don’t have time for you to ask me questions and to see if I’m a good fit. And I don’t have time for you to go through an HR process. I have rent due.’” Turner, a San Diego transplant, had left her four-year degree program unfinished at the University of North Florida. She said the manager agreed to hire her if Turner could sell a suit. “I didn’t know what a tape measure was. I didn’t know a man’s fit to save my life,” she said. “I didn’t even know how to approach somebody for a suit.” Turner made a sale to a man preparing for his mother’s funeral. She got the job, and Turner said she made it into the top five in sales for Men’s Wearhouse companywide and No. 1 in Florida for the next 3½ years. Turner, 28, used her experience at Men’s Wearhouse and later as a personal stylist for Nordstrom to launch Top N Tier in 2018. She said she wanted to improve on the two chains’ business models by providing customers interactive presentations and online tools to show how pieces from different boutiques and stores can coordinate and create a full wardrobe. She works with men and women as clients. “I was able to take my knowledge of style, fit and color and make it identifiable for my clients and easily digestible,” Turner said. “They wouldn’t feel overwhelmed having to go online and shop for just whatever or in-store.”

“They may not have as many obligations yet, so there are some advantages.” The UNF center is a business incubator for early-stage startups and provides business counseling, mentoring and professional services with subject matter experts. Jim Stallings, CEO at investment and entrepreneurial resource firm PS27 Ventures LLC, says young entre- Bowling preneurs have an advantage with innovation because they’re not intimidated by using technology and data. Bowling said the UNF center doesn’t keep data on the age of its entrepreneurs and is open to startup founders across the age spectrum. “We made a decision from the very beginning not to even ask what somebody’s age is because we’re looking for the best ideas,”

Top N Tier creates a budget for its clients for its styling service and for the clothing in five tiers: ■ Casual ■ Business casual ■ Business ■ Formal ■ Special event Turner does one-on-one consultations with customers to match the fit and color pallet to body type and skin tone. She also offers packages and a la carte services like personal shopping; closet reconstruction; alterations; custom clothing; and corporate seminars. Bowling said. “There’s no age discrimination when it comes to that.” There are numbers that show entrepreneurs age 30 and under are below the typical age of business founders. A 2018 joint study from MIT, Northwestern University, the National Bureau of Economic Research and the U.S. Census Bureau on age and high-growth entrepreneurship found that overall U.S. startup founders from 2007-14 were 39 to 40 years old. The median age for the fastest growing new ventures in the U.S. is 45 years old. Younger entrepreneurs also face challenges. U.S. Census Bureau-backed research found that 53.2% of highgrowth startups with founders under the age of 30 failed compared with 45.6% with founders older than 30. Bowling said regardless of age, barriers for most entrepreneurs are the same. “It’s a process, right? What’s your idea? Who are your customers? How are you going to get that first customer? How are you going to price that service or product? And those ideas don’t
are the largest. The contractual relationships allow Top N Tier to offer customers prices below retail at the boutiques, according to Turner. Turner moved to Clay County with her family at age 15. She said her father, Mark Turner, encouraged her to enter sales when she was losing interest in college. School clothes shopping trips with him to Southern California boutiques instilled her sense of style, color with an element of play, she said. Turner said she and her sister would recreate the scene from the 1990 movie “Pretty Woman,” emerging from the dressing rooms and modeling outfits. “I knew if I can find my image, I also want to help somebody else
find theirs. That’s what I did,” Turner said. Since August 2018, Turner has expanded her recurring client base from five to 97 customers in Florida and throughout the U.S. She used resources from the Florida Small Business Development Center at UNF for business accounting and to hire a social media marketer. Top N Tier hit its $62,000 first-year revenue target. Turner said the business lost $13,000 in 2019. COVID-19 social distancing and lockdowns kept thirdyear sales below Turner’s targets, but she said Top N Tier recorded a $28,000 profit in 2020. Turner changed her business model during the pandemic. She reduced travel and is using the professional networking site LinkedIn to reach her target C-suite market. Client demands have shifted from stylings toward personal shopping, alterations and closet reconstruction requests. “Their mindset shifted and so did mine,” she said. “People started decluttering their closets. When you declutter, you replace it with the basics.” Turner calls herself “a known rule-breaker.” She said she left Nordstrom’s St. Johns Town Center location in the middle of a shift so she could attend a business meeting that produced Top N Tier’s first client. Thomas Caulfield is a computational chemist-scientist and medical research doctor for a national health system. Before COVID-19, Caulfield’s international travel schedule created a need for his wardrobe to be professional and always up-todate. “I’m not a connoisseur of suits, I’m more of a science guy,” Caulfield said. “I don’t have body dimensions that fit right off the shelf. Stallings said the generation of people age 30 and younger has a different outlook on employment, which he thinks is leading to more entrepreneurship. “Most of my generation grew up thinking we’re going to work in a corporation or the company for 30 years, retire and get a watch,” he said. “This generation that’s coming along, their starting point is some form of self-employment. RIJU THOMAS RNJ TECH From teaching to building custom web servers to writing a book, his entrepreneurial spirit is strong. BY DAN MACDONALD CONTRIBUTING WRITER
Riju Thomas promises that he sleeps. In bed most nights by 11 p.m. and up at 4:30 the next morning, he crams the most into every waking moment. At 27, he is the president of RNJ Tech, a company he created in June 2017 that custom-builds computer web servers. He has two full-time sales staff and employs four to five contract workers as needed. With sales last year of $1.768 million, that would be enough to fill a workday. Add to it that he is working on earning his MBA at the University of North Florida and at the end of this semester will have his Master of Science in Data Analytics from the University of Central Florida. Then there are two other projects. He is co-founder of Oakheart Health, which will develop medical applications for artificial intelligence. He wants to launch this company by year-end. He also is the chief financial officer for Roots For Life, a nonprofit with the goal to build schools in Kenya. And he is writing a book, “Success Redefined.” Thomas said education and his devout Christian faith are the foundations of his life. Upon graduation from UNF with a Bachelor of Science in Chemis-

try, he became a math teacher at Westside High School. “Here, we take education for granted. In Kenya, for example, there is not that much access. I can learn so much more. If given the opportunity to learn I am going to take it,” he said. Even on a beginning teacher’s salary, he banked enough money to start buying residential rental properties. He left teaching after a year to follow his entrepreneurial spirit. RNJ Tech came about from a friend’s suggestion. Custom servers sounded like an interesting niche business. It didn’t bother Thomas that he knew next
to nothing about building servers. He turned to Google to learn the trade. When he began his business he faced the problems of developing a customer base and raising capital. He has teamed with companies that sell servers, which in turn send him referrals. Financing his fledgling company was another matter. When he started RNJ Tech, he wasn’t old enough to rent a car. He worked with Bank of America, which eventually gave him a $10,000 line of credit. He maxed out four credit cards buying materials to build his servers. His record of prompt payment and
carrying little debt led to banks extending his credit line. “It’s not easy to start your own business. To get a business started you have to be willing to be uncomfortable. To get something you want you have to be persistent,” Thomas said. He overcame the discomfort of making cold calls. He forced himself to write follow-up emails to the point of fearing he was becoming a pest. “To get that first client I had to get my foot in the door. I had to build relationships and treat them to the max so that they know they were valued. I will do anything to keep my clients,” he said. Over the holidays, a shipment of server parts was stuck in Atlanta. Waiting for the delivery would have meant breaking a delivery promise to a customer. Thomas found where the parts were, rented a truck, drove to Atlanta and upon returning built the servers in his home garage and shipped the products to his customer. “My father told me, ‘Don’t chase after success. Chase after excellence. Then, success will chase after you.’ ” Thomas has been accepted in the University of North Florida Coggin College of Business Center for Entrepreneurship and Innovation, where he is creating his Oakheart Health business. “He is one of the most humble

ALEX MCKEOWN HYPERION BREWING An interest in craft beer, inspiration from her dad and help from investors helped launch the venture. BY KATIE GARWOOD STAFF WRITER
For Alex McKeown, perseverance and preparation are what helped her open Hyperion Brewing Co. at 25 years old. Two years leading up to the brewery’s grand opening in May 2017, McKeown and her high school classmate were homebrewing beer and testing it with friends and family. “When you get people bought into the concept you’re doing, it all sort of starts to fall together,” McKeown said. With no brewing experience, McKeown said her interest in starting a brewery came from a desire to strategize and grow a company. A former classmate piqued her interest in craft beer, while her dad inspired her entreprenurial streak, teaching her business principles from a young age. McKeown said she went to Art Walk to poll attendees on whether they would prefer to have a brewery in Murray Hill or Springfield. “We went home, counted them all up and Springfield won,” she said. Hyperion Brewing is at 1740 N. Main St. Breweries often struggle with securing bank loans, and McKeown said Hyperion wasn’t able to find one. Just a few years into her professional career, McKeown

didn’t have the money to launch a brewery on her own. “You add age as a factor and the lack of money as a factor and you’re like, how does anyone open one?” McKeown said. Through a friend, she found Steve and Sheree Schussman who had built and sold Outerwears Racing Accessories in Michigan.
They retired in Jacksonville and were interested in McKeown’s project. They started as silent investors in 2016 and now have a more visible role as co-owners, helping to run the brewery. Before opening Hyperion, McKeown worked as a stage manager with Cirque du Soleil in South America. Now in addition to her duties at Hyperion, she is a full-time project manager at Sight & Sound Productions. “I probably couldn’t brew a beer to save my life, but I am really passionate about the business side of it and super passionate about people who are passionate about what they’re doing,” she said. She hired Matthew Fletcher as the head brewer, letting him create what he wants. Catering to and listening to customer feedback has been key for the brewery, she said. If customers are buying a beer, they’ll keep selling it. If they’re not, another beer will take its place. Initially, McKeown said she did not want televisions in the bar so that people could unplug and connect with each other. She quickly realized people want something to watch when they come in, so she added TVs inside. “The way we’ve grown is by trying not to make the same mistake twice, listening to the customer and giving them what they want,” she said.
“If you don’t listen to them, your business isn’t going to succeed.” In her time owning the brewery, McKeown said she’s also been willing to take risks. When the pandemic shut down breweries in March and June, many, including Hyperion, struggled to stay open with to-go sales. When breweries were allowed to reopen with a food license, McKeown took a chance and invested $10,000 to start serving food. McKeown has “not once” wanted to manage a restaurant, but said the other option would have been to close permanently. “We’ve done everything we can do and when it’s not working, we’re just losing cash every day,” she said. “If we go on this path, yeah it’s going to hurt, we’re going to drop money again on (opening a restaurant). We’re basically taking a risk that it’s going to work, but we’ll reopen.” Hyperion partnered with El Cubano Jax to serve sandwiches and small bites at the bar, which McKeown said has been a success. She declined to disclose Hyperion Brewing’s revenue. McKeown, 29, hopes that 2021 is the year Hyperion can thrive. “Perseverance has been the key,” she said. “We could have given up a hundred times before the pandemic and could give up

JON HART HART SEO He launched his internet business with self-taught skills from his dorm room at Edward Waters College. BY MAX MARBUT ASSOCIATE EDITOR
Jon Hart started Hart SEO in 2017 in his dormitory room while attending Edward Waters College on a basketball scholarship. The one-man company specializes in helping internet-based companies succeed through search engine optimization, along with website and logo design. Hart, 26, taught himself the skills he needed to go into business by watching YouTube videos and following along on his laptop. “I spent six hours a night for a whole semester practicing coding,” Hart said. Partnering with an internet marketing team he found on Craigslist, Hart learned how to get a website to pop up quickly on the first page of popular search engines. “We did it over 100 times,” he said. After about a year, Hart struck out on his own. To test his new skills, he built four websites for imaginary companies and went to work. “I started getting calls from people who needed services, so I shut down those companies and started Hart SEO the next day,” said Hart. Before graduating from EWC in 2018, he rented a cubicle at the

make some extra money. Investing in a chamber membership was a tough decision, but I knew I had to do it if I wanted to grow my company,” said Hart. He started networking and developing contacts in the Downtown, Northside and Arlington
councils. He was selected as the Arlington Council’s 2021 Small Business Leader of the Year. Hart said he’s worked with more than 100 clients, designed about 50 websites and Hart SEO has “paid all my bills for two years.” He declined to share his sales. Helping small businesses and nonprofits grow by maximizing internet impact is Hart’s focus. Winifred Bowers Henry established Winnie’s Project H.O.P.E. (Helping Other Parents Endure) to inspire single parents to make a difference in the lives of their children, community and family and to become self-sufficient. A retired public school teacher and an assistant professor at EWC, she needed help with the nonprofit’s website and called on Hart. “Jon keeps it updated and he’s created some social media promotions that helped us find new partners. He’s very good with networking,” said Henry. Hart also helps at some of the nonprofit’s events. “He comes to our meetings and he volunteers. Jon has a good heart and puts the work into it,” Henry said. Hart said it is his full-time job. “To make it something I want to do every day, I have to be working with the right clients and I have to

THE BASCH REPORT
Dream Finders Homes stock cools off business model is unchanged given the 90%-plus recurring revenue mix and industryleading EBITDA margins, and now growth is reaccelerating after a transition year in 2020,” he said.
CoreLogic gets another bid
MARK BASCH CONTRIBUTING WRITER
Analysts see the market price as too high after its IPO surge. Dream Finders Homes Inc.’s initial public offering was a smash hit on Wall Street, with the stock more than doubling in price when it began trading a month ago. But as analysts weighed in last week with their first reports on the Jacksonvillebased homebuilder, the stock cooled. Three analysts rated it at the equivalent of a “hold” and another rated it as “underperform.” Dream Finders sold 11.04 million shares of Class A common stock at $13 each and the stock jumped higher immediately when it began trading Jan. 21. It eventually reached a high of $31.98 two weeks ago. The analysts have a high opinion of the company but think its market price has been too high since the IPO. “DFH represents an attractive asset-light growth story, with a significant above-market growth ramp over the next several years as it scales off a relatively low base,” RBC Capital Markets analyst Mike Dahl said in his report. “That said, valuation already reflects robust growth with little execution risk. We expect volatility given the limited float and higher leverage, and await a better entry point,” he said. Dahl rated the stock at “sector perform” with a $22 price target. “Since its founding in 2009 in Jacksonville, Florida, DFH has steadily grown annual revenues while posting a profit every year,” said Wedbush analyst Jay McCanless. “The company’s historical focus on first time and first move up homes is on trend with current demand patterns,” and recent acquisitions

will help grow revenue and earnings, he said. McCanless said without additional acquisitions, he expects 2022 results to “reflect the true earnings power of DFH and provide, in our view, a better basis for evaluating and developing our price target.” McCanless rates the stock at “neutral” with a $21 price target. Analysts at BTIG Research also rated the stock at “neutral,” according to investing website MarketBeat, but the firm did not respond to requests for the initiation report. MarketBeat said Bank of America analysts rated Dream Finders at “underperform” with a $17 price target. Bank of America does not provide research reports to the media. Dream Finders’ stock dropped $3.96 to $24.90 on Feb. 16 when the first analyst reports were issued.
Black Knight earnings increase Black Knight Inc. reported higher fourth-quarter earnings last week as the Jacksonvillebased company continued its dominance of the mortgage technology market. Adjusted earnings rose by 6 cents a share to 60 cents and revenue of $342.1 million grew 4.4% organically, excluding the impact of three acquisitions
during the year. “Throughout 2020, we maintained positive momentum across all lines of business and finished the year with a very solid fourth quarter,’” CEO Anthony Jabbour said in Black Knight’s quarterly conference call with analysts. “This performance further demonstrates our ability to deliver for our clients and shareholders even in the toughest environments,” he said. Black Knight’s main business is providing processing services for mortgage lenders and Jabbour said the company now is processing 64% of U.S. first mortgage loans. Black Knight is projecting revenue to grow 5% to 7% organically to between $1.394 billion and $1.422 billion in 2021. Adjusted earnings are forecast between $2.11 and $2.22 a share this year, compared with $2.11 in 2020. Susquehanna Financial Group analyst Jack Micenko upgraded his rating on Black Knight from “neutral” to “positive” after the earnings report. Micenko said in a research note the stock had been down 13% since Black Knight released third-quarter earnings while the S&P 500 was up 11% over that time period. “We see the current disconnect as an opportunity – the

Just when you thought the battle for control of housing data firm CoreLogic Inc. was over, another bidder emerged. Commercial real estate data firm CoStar Group Inc. last week sent an unsolicited proposal to buy CoreLogic for CoStar stock valued at $95.76 a share. Two weeks earlier, CoreLogic agreed to a buyout for $80 a share in cash by funds managed by Stone Point Capital and Insight Partners. Cannae Holdings Inc., the investment firm spun off from Jacksonville-based Fidelity National Financial Inc., and Senator Investment Group made an unsolicited bid to buy CoreLogic in June 2020. CoreLogic rejected the offer but it started a process that brought in other bidders. CoreLogic said last week the merger agreement with Stone Point and Insight remains in effect but it will review CoStar’s proposal.
ADS adds revenue, expenses to Waste Management
Advanced Disposal Services Inc.’s business added $205 million to Waste Management Inc.’s fourth quarter revenue, after Waste Management completed its $4.6 billion acquisition of the Ponte Vedra-based company at the end of October. But Waste Management also said the acquisition increased operating expenses as a percentage of revenue by 0.4 percentage points in the quarter. In Waste Management’s conference call with analysts last week, Chief Operating Officer John Morris said the Houston-based company already is making progress on achieving cost savings after the merger of the two waste services companies. “We did have the benefit of a longer time frame getting ready for it,” Morris said, according to a transcript posted by the company. “I would tell you that I think
we’re exactly where we should be, in fact, probably a little bit ahead,” he said. The merger took 18 months to complete as the companies resolved antitrust issues with federal and state regulators. “Part of the reason that this took as long as it did was COVID-related. Part of it was just the complexity of it. I mean it was a complex transaction in a space where both companies played a major role,” CEO James Fish said in the conference call. He said it was complex because Waste Management is the largest waste services company in the U.S. and Advanced Disposal was the fourth largest, so the company had a lot of discussions with the U.S. Department of Justice to gain approval. The addition of Advanced Disposal’s business in the last two months of the quarter brought total revenue for the quarter to $4.07 billion.
GEE Group sees favorable trends for staffing industry
GEE Group Inc. last week said revenue of $34.6 million for the first quarter ended Dec. 31 was 8% lower than the previous year. The Jacksonville-based staffing company said revenue grew 11.7% from the fourth quarter of fiscal 2020 as its business improves from the impact of the COVID-18 pandemic. GEE Group had a net loss of 2 cents a share in the first quarter, compared with a loss of 27 cents the previous year. CEO Derek Dewan said in a news release that the new normal of the labor market could help GEE Group. “We expect much greater usage of flexible, on-demand labor to satisfy the human resource needs of corporate America. This provides very favorable conditions for our Company and the staffing industry as a whole,” he said. Dewan said the company’s priorities in 2020 “include making strategic acquisitions and taking actions that will optimize its capital structure, improve its balance sheet and increase GEE Group’s profitability.”

CHRISTOPHER BROCHU
Managing attorney Age: 29
BY MAX MARBUT • ASSOCIATE EDITOR
After graduating in 2018 from Florida Coastal School of Law, Christopher Brochu worked in a small business litigation law firm until April 2019, when he struck out on his own and opened the Law Office of Christopher J. Brochu PLLC. What inspired you to become a lawyer? I always had an inclination that I wanted to help people. While in college, I interned for an assistant prosecutor named J. Scott Hucks, who let me attend hearings, interviews, trials and assist him with trial preparation. Although my law practice involves civil ligation, my experience with Mr. Hucks gave me an inside look at our judicial system and helped cultivate my passion for litigation. To this day, Mr. Hucks remains a great mentor and close friend. What have you learned since graduating from law school? Law school helped to teach me how to think, but I gained practical experience while working at firms and practicing law. Through my experiences, I have learned that many service members and military families do not know about their legal rights or benefits. For instance, a majority of service members pay for traumatic injury coverage under Servicemembers’ Group Life Insurance Traumatic Injury Protection and may qualify for compensation, yet a majority have never heard of it. As a result, I’ve made it my firm’s mission to help as many military families as possible. How do you relate your undergraduate degree to your practice of law? My communication degree presented the opportunity to focus on public speaking and effective communication styles.
Special to the Daily Record
What’s your strategy for growing your law firm? Networking. Jacksonville is filled with wonderful attorneys and I’m showing many firms ways to maximize their military clients’ claims. One of my mentors, attorney Bill Scott, has provided valuable insight about growth and networking. Bill has introduced me to many attorneys. I enjoy networking with any attorney and I’m blessed that so

Gregory Nelson, Jacksonville University alumnus and developer of a medical complex in Arlington, died Feb. 4 at Baptist Hospital after a stroke. He was 71. A member of JU’s basketball team that lost in the NCAA Tournament championship game in 1970, Nelson graduated in 1971 with a bachelor’s degree in business administration. He was a member of the university’s board of trustees from 2010-16. In 2014, Nelson was named among the “80 Alumni You Oughta Know,” in honor of the 80th anniversary of JU’s founding. In 2017, Nelson’s Ohio-based development and health facility management company broke ground on Dolphin Pointe Health Care, a 120-bed skilled nursing center on a 55-acre site between University Boulevard and the St. Johns River north of the JU campus. In January, the city approved a mobility fee calculation certificate for the second phase of the health complex, Dolphin Reef, a 112-bed assisted living and rehabilitation facility. “Nelson was a faithful friend and staunch supporter of his alma mater. For decades, he partnered with the University in expanding opportunities for students and investing in the revitalization of the Arlington community,” JU said in a statement. JU President Tim Cost, a 1981 graduate of the university, said he remembers watching Nelson and Artis Gilmore lead the Dolphins to the final game of

the NCAA Tournament. “Greg was a visionary and a collaborator, always bringing people together to accomplish things that seemed impossible to many,” Cost said. “His leadership and steadfast support has been transformational for our University and for Arlington.” Gilmore said he and Nelson “had a great relationship that started on the court. Everybody on the team worked really hard, but Greg was certainly one of our leaders and a big reason behind our success.” JU Athletic Director Alex RickerGilbert said Nelson and his teammates helped reshape Jacksonville and reinvigorate the campus community. “He was an incredible ambassador of not only athletics but of Jacksonville University and his transformational contributions beyond his time as a student-athlete will live on for decades to come,” Ricker-Gilbert said. Memorial services will be scheduled this spring in Jacksonville and in Dayton, Ohio.

many attorneys trust me with their military clients. Most firms have a desire to maximize their clients’ claim value and my firm helps put more money in their clients’ pockets. If I could change anything in the legal system, I would ...The military should do more to educate service members about their legal rights and our legal system should provide greater access to veterans’ courts, with a focus on alternative forms of treatment and punishment for military members living with mental health issues and PTSD, along with finding alternatives to prescription drugs and opioids. What volunteer service do you perform and why? One of my favorite activities is working as a mentor with the Jacksonville Bar Association Young Lawyers Section Ribault High School Young Lawyers Program. It is designed to help students apply to college, register for the SAT/ACT and compete in a mock trial competition and provides mentees with general support and guidance. Over the course of my life, I’ve had tremendous support, mentors and role models. I don’t know that I have done enough to earn it all but I’m grateful for the opportunities that have been afforded to me. I feel a great responsibility to give back to our community and I believe that our society should invest in our youth. It’s my honor and privilege to have the opportunity to support our next generation of students and leaders.

where we are deeply rooted in the community. We are proud of our long history and dynamic partnerships in the market, and we look forward to building on the strong presence we have established over the years,” Ripoche said in an emailed statement. Before the buyout by Adecco, MPS was headquartered in the 37-story Downtown building now known as the Wells Fargo Center, which is a signature building of Jacksonville’s skyline. The tower was then named for MPS’ major subsidiary, Modis. However, Adecco moved its offices out of the Downtown tower in 2011 to a suburban building in Deerwood South at Butler and Southside boulevards. In 2014, that building at 10151 Deerwood Park Blvd. became Adecco’s North American headquarters as it consolidated operations from its previous headquarters office in Melville, New York. “Adecco Group North America will

FIRST INSERTION filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Agency Clerk in the Office of General Counsel, 3900 Commonwealth Boulevard, MS 35, Tallahassee, Florida 32399-3000, Agency_Clerk@dep.state.fl.us, before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address, any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f ) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests
are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/ caa-permitting/florida-proposedtitle-v-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213, F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b)(2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@ sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5) (b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District

Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_ dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
