Buyers of a nearly full city block of the First Baptist Church’s Downtown campus could invest $25 million for a mixed-use development at the site. Jim and Ellen Wiss see Downtown Jacksonville “at the edge of a resurgence” and they’re not done acquiring property in the urban core. EJPC LLC paid $1.13 million Feb. 15 to buy a portion of the church’s land bounded by Beaver, Julia, Ashley and Hogan streets. They bought two buildings — a four-story, about 20,000-square

structure built in 1954 and a twostory, 10,000-square-foot building built in 1947. EJPC is looking at adaptive reuse for the two-story building but has no plans yet for the fourstory structure. The purchase is a result of First Baptist’s decision in September to downsize its 13.7-acre Downtown campus in response to declining church attendance and a growing multimillion-dollar maintenance bill on its aging 1.5 millionsquare-foot property. Jim and Ellen Wiss are comanagers of EJPC. They said Feb. 18 they are working with church leadership to close on the remain-

ing property within 60 days. That will total 1.38 acres to complete the purchase of the block. Jim Wiss said they plan to move quickly to plan and build 200 apartments on the site “with the full amenity package” and retail space. “We’re hiring architects as we speak. We’re moving right away with planning and working through the various city issues,” he said. It’s not their first Downtown investment. They bought the historic Federal Reserve Bank Building at 424 N. Online furniture retailer Wayfair Inc. pushed back the opening of its Jacksonville fulfillment center and terminated the jobs of 42 employees, a spokeswoman said. Corporate Communications Associate Director Susan Frechette said by email Feb. 14 that 47 employees were sent to other Wayfair facilities. “We were unable to move forward with employment for 42,” she said. Wayfair is paying employees for the past 3½ weeks when they were unable to work because of the unexpected delay and paying for an additional week, she said. “We recognize this is difficult news for our employees and are working to assist in the transition as much as possible,” she said. She said Wayfair is assisting with career placement support. Frechette said the situation is not related to the Boston-based company’s decision last week to lay off 550 people globally. District 5 Council member LeAnna Cumber introduced Ordinance 2020-26 on Jan. 14 to establish a permitting process and regulatory framework for dockless mobility devices. Companies like Uber JUMP Scooter, Lime, Bolt and Bird Rides Inc., which are operating throughout the state, will be able to apply for permits to operate on the Northbank. The bill allows Council to make the program permanent if it is successful.

She did not have a date for that. “Due to unexpected delays in the building’s readiness for operations, we have had to push back the opening of this facility to a tentative date,” Frechette said. “Unfortunately, that means we are unable to move forward with approximately half of the roles in Jacksonville at this time and will need to deploy the rest of the team to our other locations,” she said. In January, Frechette said Wayfair expected to open the center in the next couple of months. She said then that Wayfair had hired about 45 people and expected to employ 250 by the end of 2021. Wayfair will lease a 1,012,567-squarefoot building under development at 13483 103rd St. The Conlan Co. is the contractor The city issued temporary certificates of occupancy Dec. 20 so that Wayfair personnel could reach their work areas for setup while interior build-out continued. Dallas-based Hillwood is developing the distribution center next to the 1 million-square-foot Amazon.com fulfillment center. Hillwood is the city’s master developer at Cecil Commerce Center. The city announced Dec. 3, 2018, that Wayfair would lease the building and open the $72 million center. A city incentives agreement says Wayfair will invest $50 million into real estate and $22 million into machinery, equipment, furniture and fixtures. The city said Wayfair will complete the center by year-end 2020 and create 250 jobs by the end of 2021. Building plans indicate 250 parking spaces and future spaces of 240, totaling 490. Wayfair refers to the Jacksonville center as a Large Parcel Home Delivery Operation. The company told the city its average salary for full-time jobs will be $33,000 plus benefits.

The couple have experience with historic renovations in Kansas City, Missouri, and in Colorado Jim Wiss said the city block purchase will not include First Coast Barber Academy which sits on an adjacent 0.21-acre parcel owned by Phoenix Industries of Jacksonville LLC. “We’re still interested in aggressive buying. We think the Hogan and Laura (streets) corridor will be one of the better urban neighborhoods — very walkable with restaurants and retail,” he said. Whoever buys First Baptist’s Downtown properties will be near other buildings set for private redevelopment and near the Downtown Investment Authority’s targeted retail incentive district. Plans by Elias Hionides and Christian Allen of Atlantic Beach, through ACE JAX LLC, will convert the former Jones Bros. Furniture building and another vacant building across Hogan Street from EJPC’s acquisition into apartments with a streetlevel restaurant, office and retail space. The DIA’s Targeted Food and Beverage Program aims to cluster restaurants and bars in the Hogan Street to Laura Street corridor. Wiss said success in downtown Kansas City has been possible in part to city government buy-in. “There will be a new use for the majority of the church properties and hopefully bring more people to that area. Assuming the right purchaser comes along for the church, it would create a new corridor,”

City Council approved a $3.3 million city Recapture Enhanced Value grant based on the additional property taxes generated by the project. City Assistant Director of Public Affairs James Croft said Feb. 14 that he checked with the Office of Economic Development about the company’s intentions. “We have not been notified of any changes to the company’s plans in Jacksonville,” he said by email. As of Sept. 30, Wayfair predicted substantial completion by Dec. 17. “We fully expect to open when the building is ready,” Frechette said Feb. 13. Forbes.com reported that Wayfair announced Feb. 13 it will cut 550 jobs, or 3% of its workforce, as its CEO admitted the company has focused too much on growth at the expense of efficiency. Manufacturing.net said most of the layoffs are at Wayfair’s Boston headquarters and its European office in Berlin. The company has about 17,000 employees worldwide. The site said that Wayfair, founded nearly 18 years ago, has never made a profit. Forbes.com said Wayfair hasn’t turned a profit because of its widening losses, which has caused its stock price over the last year to fall 27%. “Shipping bulky furniture is expensive, and the company has decided to hire aggressively and expand the business instead of post near-term profit,” Forbes. com reported. “Through two years of aggressive expansion, we no doubt built some excess, inefficiency and even waste at times, in almost every area.” said CEO Niraj Shah in an email to employees, according to the Boston Globe. First Baptist hired the commercial real estate company to market the property, . Barakat said the parcels purchased by EJPC were not included in CBRE’s property listing or its marketing strategy for the remainder of the First Baptist site. He said the approach remains selling the property to a buyer who envisions a single masterplanned development. “We’re getting a fair amount of activity,” Barakat said. “I can’t say we’re close to any kind of announcement. We’d have to go through a pretty extensive contract period before we were ready to do that.” Wiss said the couple approached First Baptist and secured a contract for the 1.38 acres 30 to 60 days before CBRE posted its listing for the remainder of the campus. First Baptist leaders hope to complete the Downtown consolidation in the first half of 2021. The church will keep a 182,000-square-foot building on 1.53 acres in the core called The Hobson Block to be the center of the church’s Downtown ministry. Worship services will move to a renovated Hobson Auditorium, bounded by Church, Hogan, Laura and Ashley streets and built in 1904. The church will go before the Historic Preservation Commission on Feb. 26 with its application to demolish its six-story Singles Building built in 1927 at 125 W. Church St. in the Hobson Block to make way for a new welcome center. The First Baptist congregation gave church leadership its approval Sept. 8 to obtain a $30 million loan to finance the plan.
