Plans include installing a second ice rink, a sports-themed restaurant and facilities to support youth hockey programs at the 3605 Philips Highway facility.

Investors include former NFL and University of Florida quarterback Tim Tebow and Ohrablo Jacksonville Jaguars linebacker Myles Jack.

The athletes joined the Icemen ownership group last year.

SZH Hockey requests a $6.5 million, 20-year construction loan and $1 million completion grant from the city for the deal, according to city Office of Economic Development Executive Director Kirk Wendland.

SZH Hockey is led by Jacksonville resident Andrew Kaufmann, who bought the Icemen organization in July 2019 from El Acquisitions.

‘A HARD MARKET RIGHT NOW’

Experts say rates are surging and coverage is shrinking in the homeowners, business and commercial real estate insurance markets.

F

or most homeowners, business owners and real estate companies, 2021 will not be the year to save money on property and casualty insurance.

A combination of increased litigation on claims; hurricane and water damage claims; and rising reinsurance rates are causing higher prices and the need for more specific coverage for policies.

Area insurance experts say it is more difficult to find affordable policies, but they hope the industry stabilizes in the next several years.

“We’re in a hard market right now for insurance,” said Joe Carlucci, who co-owns Brightway, The Carlucci Agency with his brother, Matthew Carlucci.

“It won’t be a soft market, which means everyone wants to write business, until summer of ‘23, would be my guess.”

HOMEOWNERS

Finding homeowners a wellpriced policy with good coverage is becoming more difficult, Matthew Carlucci said.

Many insurance companies they work with are restricting water damage coverage, one of the most common claims in Florida, he said. They notice that companies provide water coverage at the outset of a policy, but tend to remove it several years into the policy.

He recommended checking to see if an insurer has a good AM Best Company credit rating before changing providers. AM

Best assesses insurers’ creditworthiness and their ability to pay claims and meet financial obligations.

“If you have a policy with full water coverage and it’s with an AM Best company, I would implore you to keep it unless the premium is literally unaffordable,” he said.

Insurers also are tightening rules for underwriting new policies and renewing customers, in addition to increasing rates.

They said it can be attributed to increased litigation on claims in the past several years.

The Insurance Journal trade publication reported in November that 25 attorneys filed 20,000 lawsuits against Florida insurers in the first half of 2020.

In that same period, nearly 60 Florida carriers saw a more than $500 million loss in underwriting and a $227 million decrease in net income.

Increasing reinsurance rates have compounded the issue, said Vicky Zelen, owner of Zelen Risk Solutions Inc. As a result, rates are on the rise. Insurance Journal reported reinsurance rate increases are between 25% to 30%.

Reinsurance is insurance purchased by insurers to pass on a portion of their liabilities to the reinsurance company.

The Carluccis said they’ve had customers whose home insurance rates have increased 100% over last year.

increase more than 50% each year.

“Switching companies right now is just so difficult that you almost feel bad because the person is rightfully asking you to shop them because they had a huge rate increase, but there’s nothing I can do,” Joe Carlucci said.

Carlucci said he expects it to be several years before the industry can return to a more normal state and rates can decrease.

“We need legislation to get passed to limit litigation,” he said.

“Which we know is going to take a long time.”

BUSINESS

Zelen said her business insurance clients are seeing 10% to 15% rate increases this year.

In the past year, Zelen said she’s noticed new exclusions on general liability policies, often relating to crime happening on the property.

Many companies are using crime ratings to determine if they will cover assault and battery for a client. If the area surrounding the property exceeds a certain rating from bestplaces.net, it is excluded on the policy.

“That coverage is getting harder and harder to get on a general liability policy,” Zelen said.

Zelen said she received a quote

for a client who owned a rollerskating rink that excluded coverage for those roller-skating on the property. It also left out coverage for observers in bleachers.

“We have to be so careful with every single quote that comes in the door and we have to go over the exclusions carefully with our clients and make sure it’s going to be OK. And if it’s not, then we have to shop it.”

Zelen has worked in insurance for 35 years and owned an agency for 18 years. Zelen Risk Solutions Inc. offers property and casualty, homeowner, auto and personal insurance lines.

“As an agent that’s been in the business for so many years, there’s nothing that’s getting easier or cheaper,” Zelen said. “All of the insurance policies, the coverage is getting significantly decreased each year.”

COMMERCIAL REAL ESTATE

Michael Shadeed, partner and managing director of Franklin Street Insurance Services, said the market is hardening and rates are increasing for commercial real estate insurance, for many of the same reasons homeowner and business insurance rates are on the rise.

A hard market means rates are increasing and insurers are writing fewer policies.

Shadeed said Franklin Street primarily insures real estate companies across the country. It insures about 50,000 apartment units in Florida.

“Right now we are in the middle of a hard market,” he said. “This creates challenges for business owners and specifically our world, real estate owners, because they had budgeted for a 3% to 5% increase year over year and the increase is in double-digits.”

“Since SARS happened in 2002, there are virus and communicable disease exclusions on almost all policies now,” Shadeed said.

“Some states have pushed carriers to pay out COVID claims. It is unique to different situations, but there is a lot of wording that would decline a payment in that sort of space. Florida hasn’t done that yet.”

Shadeed said some carriers may look to offer a carve-out policy that would cover communicable diseases.

According to Franklin Street’s 2020 Multifamily Insurance Market Update, the last time rates spiked was about 2006, following hurricanes Katrina, Rita and Wilma. They reached a low point in 2016, and began to increase again after hurricanes Harvey, Irma and Maria in 2017.

“Insurance is like real estate and a lot of other businesses where it is very cyclical,” Shadeed said.

As fifth-generation insurance agents, Matthew and Joe Carlucci said the key to success in the industry is working hard and treating clients well.

Joe Carlucci said their family history in insurance has helped Brightway, The Carlucci Agency, which they’ve owned since 2009.

“Our dad and his dad have established our last name as a very trustworthy, good last name, and one that’s been in insurance for a long time,” Joe Carlucci said. “We definitely had a head start with branding.”

Their father, Jacksonville City Council member Matt Carlucci, runs a State Farm agency less than a mile away from their Brightway office on Hendricks Avenue in San Marco. Matt Carlucci’s father, the late Florida Sen. Joe Carlucci, was a State Farm agent, as well.

Matthew and Joe’s greatgrandfather, great-greatgrandfather and great-uncle also were insurance agents.

“It must be in our DNA,” Matthew Carlucci said.

“We did start at a very good time when State Farm and all the big companies were not writing (policies),” Joe Carlucci said.

After working with their father at State Farm, the brothers realized they enjoyed several aspects of the insurance industry, like working with clients and problem-solving to help them with better coverage.

As they set out to establish Wellhouse Company, Rick Stein and his son, Richard Stein Jr., realized Jacksonville needed “a new, independent player” in the industry.

With just a few major insurance companies still headquartered in the city, the two saw room for a locally held insurance brokerage and risk management advisory firm to enter the market.

They started Wellhouse Co. in 2018, generally targeting middle-market businesses based in Jacksonville. Three years later, it has 150 clients ranging from entrepreneurs and small businesses to a public company. It also works with private clients to insure their assets.

Rick Stein’s mother’s family name was Wellhouse. Her father founded the Tampa fruit packaging business Wellhouse Company a century ago.

Rick and Richard used the original Wellhouse Company seal to form their logo. Richard Stein said the name is “a nod to both Florida and family history.”

“Growth is caused by having a

good reputation,” Richard Stein said. “We want to work with companies that view us as a risk management partner and want to bring us into the fold.”

Despite the pandemic, he said the company’s revenue grew 40% last year.

“We’re in a situation where we’re growing a lot,” he said. “(The pandemic) slowed down new conversations, but long term it allows us to better redefine exactly what our approach is.”

To help him start the company, Rick Stein recruited his son from an investment banking role in New York City.

Rick Stein has more than 25 years of experience in insurance, including as CEO of Fletcher | Stein and Lanier Upshaw and president of Palmer & Cay’s Florida operations.

Richard Stein, 29, was at Inertia Advisors in New York City focusing on mergers and acquisitions.

After that, he briefly worked in corporate development at a private equity platform company.

He graduated with a degree in economics from Sewanee The University of the South in 2014.

He didn’t anticipate following in his dad’s footsteps but as the two started building Wellhouse, that changed.

term because it is all focused on long-term relationships,” he said. “You get to learn about different types of businesses and I basically get to go on field trips for a living.”

Having a strong team of account managers was crucial to the firm’s success, he said.

Wellhouse has two account managers and an attorney on staff.

“That’s helped us take on any size account whether it’s middle-market business, a public company or small, Main Street flower shop,” he said.

Wellhouse has offices in the Wells Fargo Center at 1 Inde-

pendent Drive.

Wellhouse’s goal is to be an extension of their clients’ teams. During the pandemic, they were helping clients with the Paycheck Protection Program, he said.

“When you ask most companies what’s most important about their insurance, price is the fourth or fifth thing listed,” he said.

“We want to show them on the front of the process what it’s like to work with Wellhouse, what resources we can bring to the table, how we can help build their business, be an integral part of their growth and reduce

any risk.

“I want to understand where their pain points are and help them address that in any way they can. That also goes beyond insurance.”

In an increasingly difficult insurance market, Stein said businesses should work with a company they trust since rates are rising across the industry.

“We want to be the obvious name for independent businesses in Jacksonville to choose.”

“They (Icemen) have gotten to a place where the existing ice facility where they practice is up for sale. They’re prepared to buy it, they’re prepared to invest millions of dollars upgrading it but they need some help with the delta,” said city Chief Administrative Officer Brian Hughes.

“It’s in an area of the community that needs some economic development and the participation of the city is less than onethird,” Hughes said.

The Sportsplex is part of San Marco East Plaza, which is west of Interstate 95 at Emerson Street.

Ohrablo said the Icemen, an ECHL affiliate of the NHL Winnipeg Jets, has been pursuing the deal for nearly two years.

The team uses the Sportsplex as a secondary practice facility when its home rink at VyStar Veterans Memorial Arena is in use.

Ohrablo said buying and renovating the 103,570-square-foot Sportsplex will give the Icemen a permanent practice rink and corporate headquarters.

According to Ohrablo, SZH Hockey is negotiating with Sportsplex property owner Dallas-based Prescott Group and leaseholder Marc Scheff to acquire the facility and business for $6.1 million. The Prescott Group bought San Marco East Plaza, then called Metro Square, in 2019.

Ohrablo expects the deal to close in mid-March.

The Icemen owners have contracted Hollywood-based The Campol Consulting Group LLC to help develop the facility.

SZH Hockey does not have a conceptual design but Ohrablo said the facility could resemble an igloo, playing off the Icemen team logo.

“We have the brand, why not use it,” he said.

THE DEAL

Wendland said during the Feb. 8 committee meeting that the Icemen group plans to invest $11.9 million in facility renovations, including new seating, concessions, a team training complex, restaurant, retail and office space.

“The goal is to keep one sheet of ice open at all times. They’d (install) the new sheet of ice first before they close the other one — try to minimize the interruption to those who are doing figure skating, etc., there now,” Wend-

land said.

The 3% city loan will be paid out as reimbursement for construction costs, according to Wendland.

The Icemen will not receive the $1 million completion grant if the total project investment falls below $18 million.

The deal also will have an immediate loan clawback if the team does not invest at least $12.6 million.

Hughes said the Icemen pushed the city during negotiations to ensure the loan will not have an early payoff penalty.

Before SZH Hockey can draw from the taxpayer-backed loan, the deal will have to be approved

by Council.

Legislation authorizing the $7.5 million incentive package and economic development agreement will likely be filed by Feb. 17, according to Hughes.

The involvement of Tebow and Jack was noted in the Feb. 8 meeting by Hughes before the budget review committee vote.

“It’s clear both of them have a strong interest in developing and helping to lend their name(s) to youth hockey and getting hockey more exposure in Jacksonville that’s already doing quite well as a very low-cost family entertainment option,” Hughes said.

BOOSTING YOUTH HOCKEY

The Icemen and city officials say they hope the renovated Sportsplex will be a draw for regional hockey tournaments that Ohrablo said typically target rinks in Tampa and South Florida.

“Jacksonville is well behind every other major city in the Southeast when it comes to the amount of available ice,” Wendland said.

“A lot of times these tourna-

ments are going a little further south and going right by Jacksonville. So, this will give us some additional opportunities there.”

Ohrablo said he hopes it will help “fill some hotel rooms” and increase the ability of the Icemen to recruit players.

“But more importantly it will develop youth hockey in the area,” he said.

The renovated facility will host the Icemen Futures Program, which offers skating and hockey clinics to Northeast Florida children ages 5-14.

A program summary provided to city economic development officials outlines the Icemen plan to work with organizations like the city Department of Parks, Recreation and Community Services; Kids Hope Alliance; and Duval County Public Schools to provide a no-cost, three-year track for youth interested in learning the sport.

Participants that move into the program’s second year will be provided equipment, lessons and skating opportunities through the NHL Learn to Play Program.

The summary states Icemen Futures would model after similar programs by The Ed Snider Hockey Foundation in Philadelphia and Hockey in Harlem in New York City.

Ohrablo said the second rink will allow the Sportsplex to remain open to the public. He said the Icemen plan to host open skates, themed skate nights and events for school groups.

“We want everyone in Jacksonville to learn how to skate,” he said.

The company says it hired 350 workers at its Jacksonville warehouse during the peak season.

Quiet 3PF, which opened in September in Northwest Jacksonville, says its running head count will be 200 people yearround, and increase to 375-400 during peak season.

Brian Lemerise, president and chief operating officer, said in an emailed statement that the company hired 350 people for the 2020 peak at the fulfillment center.

The city issued a permit Jan. 11 for Quiet 3PF, the renamed Quiet Logistics, to build-out its office space at Park 295, the Northwest Jacksonville industrial center where it opened a 174,157-square-foot warehouse center.

Tenant Contractors Inc. is the contractor for the $199,217 office build-out.

The warehouse is at 2619 Ignition Drive at southwest Interstate 295 and Duval Road.

Quiet 3PF is a third-party logistics company. It said the Park 295 industrial center will handle inbound inventory processing and storage, outbound direct-to-customer processing and business-to-business order processing, including value-added services and returns management.

It could not comment on which clients’ products are handled at its facilities because of security and confidentiality.

“Jacksonville is a critical component of our national network with strong access to the Southeast through next day ground delivery from Atlanta to Miami, furthering our strategy to reach 45% of our end Lemerise customers via sameday ground and 75% by nextday ground,” Lemerise said in September.

Quiet 3PF is leasing in the 552,634-square-foot Building B. It joins Ulta Beauty Inc., which occupies 203,463 square feet in the structure, and Sarnova, which is expected to rent 131,000 square feet.

NorthPoint Development, based in Kansas City, Missouri, is the Park 295 developer. Newmark Phoenix Realty Group of Jacksonville is the landlord’s representative.

Zen & Ginger to St. Augustine: A fictitious name was filed with the state for Zen & Ginger, Cafe & Boba at 304 Ashourian Ave., Unit 108, in The Forum at Greenbriar in St. Augustine. The owners also asked JEA about utility service availability.

RETAIL NOTES 7-Eleven to Mandarin: The city is reviewing a permit application for 7-Eleven to build a gas station and convenience store at 10560 Old St. Augustine Road.

The construction cost for the 3,454-square-foot store is estimated at $350,000.

Gate in Southwest Jacksonville: Gate Petroleum Co. proposes interior renovations at its Southwest Jacksonville store at 8020 Collins Road. The city is reviewing a permit application for an estimated $100,000 renovation of 3,197 square feet.

Dollar Generals approved: The city issued permits for the construction of Dollar General stores at 5875 N. Main St. and 10740 Normandy Blvd. Concept Construction & Development is the contractor for the 9,100-square-foot stores at a cost of $404,589 each.

Dollar General to Arlington: The city issued a mobility fee calculation certificate for Concept Development LLC to develop a 10,640-square-foot store on 1.84 acres at Tracy Road near Lone Star Road in the Arlington area. The retailer is not identified, although Concept Development of Gainesville is the developer of area Dollar General stores.

Tractor Supply in Northwest Jacksonville: Tractor Supply Co. proposes an addition to its 9025 New Kings Road store in Northwest Jacksonville at an estimated cost of $500,000. The city is reviewing a permit application for the 5,598-square-foot addition of a covered greenhouse and feed-storage area.

Wells Fargo ATM: Wells Fargo wants to add a drive-thru ATM in the parking lot where Aldi is opening at 3650 Philips Highway. Aldi demolished a Wells Fargo office on the site to build the grocery store.

Tapestry says digital sales are producing nearly half of its North American revenue.

With the COVID-19 pandemic bringing additional pressure to brick-and-mortar retailers, Tapestry Inc.’s “digital first mindset” is producing higher earnings.

The parent company of the Coach, Kate Spade and Stuart Weitzman lifestyle brands said last week it had triple-digit e-commerce sales growth in the second quarter ended Dec. 26, with almost half of its North American revenue coming from digital sales.

The New York-based company handles all of its North American distribution for Coach products from a facility in Jacksonville International Tradeport near Jacksonville International Airport.

Tapestry still has 374 Coach stores in North America but with increased reliance on digital, profit margins are increasing.

Total second-quarter sales fell 7% to $1.69 billion and sales at its biggest brand, Coach, fell 4% to $1.23 billion.

However, Tapestry’s adjusted earnings in the quarter rose by 5 cents a share to $1.15.

The Coach division’s operating income rose 7.6% to $412 million.

Tapestry said it “recruited” 1.5 million new customers in North America in its e-commerce business across all three brands.

“As we enter the second half of our fiscal year, we are optimistic for the future in spite of the uncertain backdrop,” CEO Joanne Crevoiserat said in a news release.

“We are listening closely to consumers and responding in real-time to changes in their values, shopping behaviors, and brand engagement,” she said.

Tapestry Inc. CEO Joanne Crevoiserat said the company is responding to changes in consumer shopping behavior. Tapestry is the parent company to the Coach, Kate Spade and Stuart Weitzman brands.

Rayonier earnings beat estimates Rayonier Inc. reported fourth-quarter earnings last week that were lower than the previous year but better than analysts’ forecasts.

The timber and real estate company based in Wildlight in Nassau County had adjusted earnings of 8 cents a share, down from 12 cents in the fourth quarter of 2019.

However, the earnings beat the consensus forecast of 5 cents by analysts surveyed by Zacks Investment Research.

“As we look to 2021, we believe we are well-positioned to capitalize on favorable sawlog trends associated with increased residential construction activity, continued strong end-market demand for products derived from our pulpwood, improved log export market opportunities and growing interest in finished lots as well as rural and recreational properties,” CEO David Nunes said in a news release.

Rayonier’s stock has been trending up in early 2021 and reached a 52-week high of $34.35 on Feb. 10, up from $29.38 at the end of 2021.

BMO Capital Markets analyst Mark Wilde said in a research note the “near-term backdrop has improved” after the earnings report.

“Positives include a rational management team and a strong

board,” Wilde said.

But “we remain on the sidelines at Market Perform.”

CoreLogic agrees to $6 billion buyout After months of prodding by Cannae Holdings Inc. to make a deal, housing data firm CoreLogic Inc. agreed to a $6 billion buyout last week.

CoreLogic said its board agreed to a buyout at $80 per share by funds managed by Stone Point Capital and Insight Partners.

The California-based company said the purchase price represents a 51% premium to its June 25 share price. That was the day before Cannae, the investment firm spun off from Jacksonville-based Fidelity National Financial Inc., and Senator Investment Group LP offered to buy CoreLogic for $65 a share.

CoreLogic’s board of directors rejected the unsolicited offer, triggering a proxy fight with Cannae and Senator.

Cannae and Senator were able to get three directors elected to CoreLogic’s board in November and continued to push for a sale, saying they would support a deal from another party that maximized shareholder value.

The deal with Stone Point and Insight is “a very positive outcome for our shareholders who will receive exceptional

Patriot Transportation Holding Inc. last week reported a loss of $222,000, or 7 cents a share, for the first quarter ended Dec. 31, with revenue falling 18.5% to $20.2 million.

The Jacksonville-based trucking company said the drop in revenue was in part due to downsizing of two customer accounts and the closing of a terminal in Wilmington, North Carolina.

Patriot also was affected by driver turnover. The company said the hiring environment for drivers is improving but it takes six weeks to hire and train drivers before they can produce revenue for the company.

“The driver shortage and related hiring and turnover challenge continues to be a problem for us and the trucking industry as a whole,” CEO Robert Sandlin said in Patriot’s quarterly conference call.

Patriot, which focuses on transporting fuel products, said the COVID-19 pandemic also continues to affect its business by reducing demand for oil and petroleum.

Patriot estimates demand for oil and petroleum is about 5% to 15% below normal.

Allstate selling its life insurance unit Allstate Corp. reported a big gain in 2020 earnings as it prepares to sell its life insurance subsidiary.

The insurance company last week reported adjusted earnings jumped 33.7% in 2020 to $4.65 billion, or $14.73 a share.

Revenue was basically flat at $44.8 billion.

“Insurance underwriting margins continued to be above the prior year, reflecting fewer auto accidents and

strong homeowners insurance results,” CEO Tom Wilson said in a news release.

The earnings report came a week after Allstate announced an agreement to sell Allstate Life Insurance Co. for $2.8 billion to entities managed by Blackstone.

“Allstate is deploying capital out of lower growth and return businesses while continuing to execute our strategy to grow market share in personal property-liability and expand protection solutions for customers,” Wilson said in that news release.

In response to an email inquiry, Allstate said it didn’t have any immediate details on how that sale might affect its operations in Jacksonville.

Northbrook, Illinois-based Allstate has operated an office complex on San Pablo Road, south of Butler Boulevard, since it acquired Jacksonvillebased American Heritage Life Investment Corp. for $1.1 billion in 1999.

Deutsche Bank reports profit Deutsche Bank last week reported a 2020 profit of 624 million euros (about $750 million), reversing a 5.3 billion euro 2019 loss as the company continues its restructuring plan.

“We hit all our targets and key milestones in 2020 and over the last 18 months, despite the challenges of COVID-19,” CEO Christian Sewing told analysts, according to a company transcript of its conference call.

Its restructuring included reducing its global head count by about 3,000 to 84,659 last year. Sewing said employment has been reduced by 8% in the last two years.

The Germany-based bank employs about 2,000 people in Jacksonville, its biggest U.S. operation outside of New York.

The head of its U.S. operations told the Financial Times in December that Deutsche Bank is considering reducing its New York staff of about 4,600 and moving jobs to lower-cost cities.

However, after that report, a Deutsche Bank spokesman said the company would not comment on the possibility of more jobs coming to Jacksonville.

The Rogers Towers partner is a commander in the U.S. Navy Reserve.

After graduating from the University of Notre Dame Law School in 2007, Adam Brandon began his legal career as a commissioned officer and defense attorney in the U.S. Navy.

Fourteen years later, he’s a partner at Rogers Towers who joined the law firm in 2013 after six years of active duty.

Brandon, 38, continues to serve his country, now in the U.S. Navy Reserve, a commander in the Judge Advocate General’s Corps.

“I love the Navy and I love the opportunity to go around the world and serve the active component,” Brandon said.

Adam Brandon: Serving clients and country In December, he returned to Jacksonville after six months at U.S. Naval Station Guantanamo Bay in Cuba, where soon after 9/11 the U.S. established a detention facility for suspected international terrorists.

At Guantanamo, Brandon was chief of the Litigation Support Section in the Office of the Staff Judge Advocate.

“That’s all they’ll allow me to say, but it’s pretty obvious what kind of litigation is going on down there,” he said.

While on active duty, he was deployed in 2009 to Baghdad in support of Operation Iraqi Freedom.

Brandon was liaison officer to the Central Criminal Court of Iraq where he led the prosecution of more than 100 detainees affiliated with groups including Al Qaeda.

“Everything that I learn on deployment makes me a better lawyer and helps me serve my clients better,” Brandon said.

In 2011, the Navy brought Brandon and his family to Northeast Florida, where he was in-house counsel to the commanding officer at Naval Air Station Jacksonville.

That is, unless he’s deployed as part of his annual reserve commitment or called back temporarily to active duty, as he was for his recent assignment in Guantanamo.

While he’s fulfilling his Navy Reserve responsibilities, his colleagues at the firm take care of his clients and cases.

“We’re a large, full-service firm. It would be a lot harder if I was a solo practitioner,” Brandon said.

Brandon found out he was elected partner a few days

before the end of his tour of duty in Cuba.

“That speaks to how much the firm and the firm’s clients value military service. That’s part of what drew me here,” he said.

“Rogers Towers has a rich history in supporting those who serve in the military. We are pleased that Adam has safely returned from Guantanamo Bay, and we support his endeavors as he continues his service as commander in the Navy Reserve,” said managing director Fred Franklin Jr. Florida’s legislative term limits law has Brandon considering another form of service

outside the firm.

With state Sen. Aaron Bean ineligible for re-election because of term limits and state Rep. Clay Yarborough planning to seek Bean’s seat in the Senate instead of a fourth term in the House, Brandon, a Republican, said he’s considering launching his campaign to succeed Yarborough.

“I’m likely to declare next month. This is something I’ve wanted to do for years,” he said Feb. 4.
