Two Jacksonville residents were sentenced last week to federal prison after pleading guilty to crimes related to a scheme to employ undocumented aliens in the construction industry, avoid payroll taxes and circumvent workers’ compensation laws. U.S. District Judge Brian Davis sentenced Fanny Melina ZelayaMendez, 39, to four years in prison for three counts of conspiracy to commit wire fraud, one count of conspiracy to defraud the IRS and one count of aggravated identity theft. Roger Omar Zelaya-Mendez, 34, was sentenced to two years for one count of conspiracy to commit wire fraud and one count of conspiracy to defraud the IRS. The court ordered them to forfeit two vehicles and $399,776.43 seized in the investigation. The defendants, siblings, also were ordered to forfeit $1,033,485 in proceeds from the wire fraud offenses and pay restitution to the IRS for a tax loss totaling $6,536,796. In addition, the Zelaya-Mendezes, citizens of Honduras, were found to be unlawfully present in the U.S. According to an indictment handed down in May by a federal grand jury in Jacksonville, the defendants established three shell companies and then obtained minimal workers’ compensation insurance covering only a few employees purported to work at SEE WORKERS, PAGE 2

VanTrust Real Estate LLC applied for a permit to lay the foundation for a warehouse in Imeson Park in North Jacksonville. VanTrust wants to build Imeson 300, a 300,000-square-foot center at 10501 Cold Storage Road. There also will be a small office area. The job cost is shown at $11,741,535, although that might include more than the foundation. The project is described as the foundation for construction of a shell building, utilities, roads and landscaping. It might have a tenant already, although VanTrust has not commented. Plans call it a speculative warehouse, while the permit application describes it as a build-to-suit industrial building. “Build-to-suit” indicates it is being constructed for a specific tenant, although no company was identified. Evans General Contractors of Alpharet-

ta, Georgia, is the contractor. Macgregor Associates Architects of Atlanta is the architect. England-Thims & Miller Inc. of Jacksonville is the civil engineer. Browder + LeGuizamon and Associates of Atlanta is the structural engineer. Plans show 322 auto parking spaces, 86 trailer parking spaces and 52 truck dock positions. In January, VanTrust Real Estate LLC submitted site plans to the city for the proposed industrial facility, described as a 308,000-square-foot center, along an extension of Cold Storage Road. Those plans show that “Building C” would be developed on about 17.9 acres. It’s the second building for VanTrust in the park. VanTrust also is working on plans for SEE MATHIS, PAGE 2
