Jacksonville-based Chance Partners proposes to rezone 9.4 acres in Oceanway near River City Marketplace to develop a residential and commercial project. The project, called the Main Street North PUD, would comprise up to 238 multifamily units and more than 39,000 square feet of commercial space at northeast North Main Street and Drury Lane. Those plans are included in a rezoning request filed with the Jacksonville Planning and Development Department. Chance Partners asks the city to rezone the vacant lot from commercial community/general-2 to a planned unit development to allow for “a mix of residential uses while retaining the commercial uses on the portion fronting on Main Street.” “This change will allow a transition of commercial uses, to medium density residential to existing low density residential to the east of the property,” the request says. Former Florida Baptist Convention buildings are coming down at 1230 Hendricks Ave. Realco Recycling Co. Inc. will demolish the office, bank and warehouse at the site at a cost of $349,000, according to a permit application submitted Friday. The 3.41-acre site is slated for redevelopment into 345 apartments, parking and 5,500 square feet of retail space at Hendricks and Naldo avenues, Nira Street and the Interstate 95 ramp. Florida Baptist Convention Inc. sold the property to Chadbourne II LLC in June 2017 for $6.15 million. The convention relocated to Belfort Oaks Place near Southpoint. Jacksonville-based Chadbourne II LLC is identified as the developer of the studio, one- and two-bedroom units in a multistory building and a seven-level parking deck whose top floor includes a pool deck. Sprouts Farmers Market wins renovation permit In a necessary step for Sprouts Farmers Market to open its first Jacksonville store by June, the city issued a permit Friday for renovation of the former Best Buy in The Markets at Town Center. Catamount Constructors Inc. of Roswell, Colorado, is the contractor for the $2.5 million project. It will renovate the 30,162-square-foot store at 4893 Town Center Parkway. Phoenix-based Sprouts says it plans to open in the second quarter. Sprouts operates more than 300 stores in 19 states.

Deutsche Bank AG, which announced plans last year to reduce U.S. operations to cut costs, is moving about 60 accounting jobs from Jacksonville to Mumbai, India, according to a Bloomberg News report Friday. Deutsche Bank spokeswoman Kerrie McHugh would not confirm the job cuts in Jacksonville or say how many employees the Germany-based bank currently has at its Jacksonville offices. “We regularly review our footprint and look for ways to raise operational efficiencies that enhance client experience and improve shareholder returns,” she said by email. “Our presence in Jacksonville is an essential part of our regional footprint in the Americas, and we place great value in our Jacksonville operations,” she said.

McHugh said she could not comment beyond that statement. Deutsche Bank opened its Jacksonville office in 2008 and grew it quickly. The company employed 1,800 people in Jacksonville when it opened its second local building in 2016 and former CEO John Cryan said its campuses could accommodate up to 2,800 workers. During a presentation on international companies in Jacksonville last week to the World Affairs Council of McHugh Jacksonville, former JAXUSA Partnership President Jerry Mallot listed Deutsche Bank with 2,250 local employees. Cryan was fired in April 2018 and his successor, Christian Sewing, said the bank would be looking to cut costs. Deutsche Bank has not announced specific plans but Bloomberg said cuts include closing its Houston office and reducing its footprint in New York City by 30 percent.

The University of North Florida appointed alumna Karen Bowling the director of its new Center for Entrepreneurship. Bowling is an executive with more than 30 years of experience in public and private companies in
the health care, government and technology industries. Prior to her appointment, Bowling served Bowling as president of Thrive Consulting LLC in Jacksonville, where she worked with clients in the health care and government sectors. She served as chief administrative officer for the city of Jacksonville during former Mayor Alvin Brown’s administration; CEO of Solantic urgent care clinics; and
in communication roles at health care firms. Bowling is chair of the Florida State College of Jacksonville board of trustees and is a member of the Jacksonville Chamber of Commerce board of directors. She received a bachelor’s in literature from UNF. The public opening of the Center for Entrepreneurship, with classrooms in the renovated historic Barnett National Bank Building on Adams Street Downtown, is scheduled at 5:30 p.m. Feb. 4. The center was made possible by a gift of $1 million from Luther
and Blanche Coggin. “The Coggins have had an enormous impact on the future business leaders in Northeast Florida and beyond with their long history of investing in higher education,” said UNF President David Szymanski, in a news release. The center will occupy two floors of the building, one for classrooms and the other for business development. Classes started the week of Jan. 7 for graduate students within the Coggin College of Business master’s in management program; MBA program classes are expected to begin
in May. The center will offer students opportunities to assist entrepreneurs with market and financial analyses, statement creation and planning. The Northeast Florida Small Business Development Center and Small Business Administration also will have a presence to connect aspiring business owners with additional resources and advice. The community would comprise 119 one-bedroom, 95 twobedroom and 24 three-bedroom units. The project requires and would provide 440 parking spaces. The site plan shows a 0.9-acre lot on the northwest end of the property would be allocated for up to 39,315 square feet of commercial space. Behind that is a retention area of 25,283 square feet. This ERP authorizes restoring the ecological and recreational quality of Miller Creek by eco-restoration dredging of Miller Creek to remove approximately 148,100 cubic yards of silt, sediment, and debris to a constructed dredge depth of -12 feet mean low water (MLW) (-10 feet for the initial dredge depth plus 2 feet of over-dredge allowance). The total dredging template encloses an area approximately 1,960 linear feet and between 100 feet to 350 feet wide, or about 8.56 acres (372,988 square feet) within Miller Creek, a Class III Florida Waterbody.
