using a high-reach excavator. Developer Jacksonville Riverfront Revitalization LLC hired Orlando-based contractor Pece of Mind Environmental Inc. to complete the demolition. Documents filed with the city show Pece of Mind plans to use a crane and 135-foot boom to demolish the 279,000-square-foot structure from the top floor down. The company will use a debris curtain to keep material contained at the demolition site. The city is reviewing a permit application for Realco Recycling Co. Inc. to remove interior finishes at the proposed Lofts at Cathedral Downtown at 325 E. Duval St. It’s an early step toward Vestcor Inc.’s plan to turn the former Community Connections building into a multifamily project. “We are just doing the interior demo so we can get a better idea of what we are working with on the inside for design,” said Ryan Hoover, president of Vestcor’s TVC Development Inc. The permit application involves the “removal of interior finish systems to reveal structure for future design for building remodel for future use.” Jacksonville-based Vestcor plans to construct 90 units and redevelop the Community Connections building to add 30 units. Vestcor bought the Community Connections building and 1.25-acre adjacent property in September 2019 and February 2020 for $1.4 million.

Lanahan named regional president Jacksonville native Marty Lanahan is the new regional president of First Horizon Bank and Iberia Bank for the North, Central and Southwest Florida regions. The banks completed their merger in July. Lanahan was the executive vice president and Tampa Bay market president of Iberia Bank. She previously served in Jacksonville as the North Florida Area president for Regions Bank. She splits her time between Tampa and Jacksonville. In her new role, Lanahan will lead a team of banking professionals and oversee business development in Jacksonville, Orlando, Tampa, Fort Myers and Naples.

building from an implosion, Beeler said. “It’s going to take longer, but it will be less disturbing to traffic on Bay Street and we’re going to build a berm to make sure no debris falls on to Berkman I,” Beeler said. Contractor Arwood Waste & Demolition Inc. filed the initial permit application requesting an implosion in October. The city returned it for questions, according to city documents. Jim Bergman, principal Berkman Plaza II owner through 500 East Bay LLC, said Sept. 10 that the shell structure and property is under contract with the Jacksonville-based management company. In a joint letter sent to the city permitting department and Code Enforcement Division on Jan. 6, Bergman and 500 East Bay creditor Choate Construction Co. approved the latest demolition plan. Bergman said in that letter that the purchase deal with Jacksonville Riverfront Revitalization is contingent on obtaining the demolition permit. The 500 East Bay owner told the city he expects the developer to close on the property within 30 days of the permit’s approval. “Due to the modifications to the original permit application that have been required for approval, the closing date on the contract with JRR has been accordingly extended until the approval of the permit under these modifications,” the letter says. Hoover said the full project likely will start in 2022. The project is expected to cost $28.8 million. Vestcor is arranging financing. Hoover said the financing would comprise a first mortgage loan, a Downtown Investment Authority loan, tax credits and what it could qualify for under the city’s historic grant program. In August, the DIA board approved a $625,000 loan to Vestcor for the multifamily housing project at 325 and 327 E. Duval St. DIA Marketing & Communications Specialist Ina Mezini said the deal was contingent on Vestcor receiving an allocation of 9% Low Income Housing Tax Credits from the Florida Housing Finance Corp. That required selection by the Jacksonville Housing Finance Authority under the Notice of Funding Allocation 2020-202. Mezini said the authority chose a competing project, so the Lofts at Cathedral development is not eligible for funding through DIA as approved in August. She said Vestcor affirmed its com-

is managed by JRR Management Partners led by Brian Wheeler, the owner of GGI Tapestry LLC and a former Genesis Group partner; Beeler, F3 Global Solutions managing member and a former executive at The Charter Co.; and Chris Young, president of Charlotte, North Carolina-based Biotech Restorations Holdings LLC. The developer has a separate group of unnamed investors that Beeler said will not be announced until the sale closes. The Berkman Plaza II has been incomplete for nearly 13 years. Duval County Property Appraiser records show that 500 East Bay bought the Berkman Plaza II for $4.75 million from Atlanta-based Choate in July 2018. Choate acquired the property in a foreclosure sale in 2014. Beeler said in September 2020 that his management group is completing an agreement to assume responsibility for a promissory note the construction company has on the building. The city condemned the Berkman Plaza II in August and began taking steps to demolish it, despite Jacksonville Riverfront Revitalization’s plans. A spokesperson in the city Office of Public Affairs said in an Oct. 29 email that officials have not set a date for the city to raze it. According to Beeler, Jacksonville Riverfront Revitalization is working with the city to resolve the issue. He said 500 East Bay has paused further action on a lawsuit filed Oct. 30 against the city alleging the condemnation violated due process and seeking an injunction from the court.

That includes seeking the tax credits in the 2021 round. Vestcor told city officials it also plans to apply for a $400,000 grant from the city Historic Preservation Trust Fund. The development will have a mix of income requirements. Eighteen units are reserved for tenants at 30% of the area’s median income, 39 units at 60% of the median income and 27 units at 80% of the median income. There will also be 36 market-rate units. Hoover said there could be some changes over the next several months. The Community Connections building was built in 1949. It was part of the Florence Davis YWCA and was awarded local landmark status in June 2017, according to the DIA. DIA awarded development rights to the Community Connections building to Vestcor in August 2019.

The proposed project consists of physical and operational changes affecting Emissions Unit 013, Can Coating Line Nos. 2, 3, 4, and 5 controlled by a Regenerative Thermal Oxidizer (RTO), and Emissions Unit 015, Aluminum Bottle Coating Line No. 7 controlled by an RTO. Specifically, the facility is proposing to change the coating applied to the inside of the cans as well as increase the application rate of the inside can coating. The facility is also proposing to increase Line 5 and Line 7 hourly production rates when producing 12-ounce sleek cans and to replace three existing body makers on both Line 5 and Line 7. These changes will increase emissions of volatile organic compounds and particulate matter. Comments: The Permitting Authority will accept written comments concerning the draft air construction permit for a period of 14 days from the date of publication of the Public Notice. Because this permitting project is a revision to the existing Title V air operation permit, the revisions detailed in the Statement of Basis are the only portions of the permit that are open for public comment or challenge. Comments received related to the remainder of the permit will not be addressed during this permitting action.
