The Florida Justice Association’s EAGLE® program encourages and recognizes members who lean in, exert the extra effort, and go the extra mile. Our distinguished EAGLE leaders are respected throughout the state for their dedication to their craft and their work for the betterment of our profession and future. Since its founding in 1961, the Florida Justice Association has been a reckoning force in political debates and public policy that have shaped Florida. As our organization grows, so does our reach. PRESIDENT’S LETTER

THIS year, as your President-elect, I’ve had the privilege of standing shoulder to shoulder with some of the most dedicated advocates for justice in our state. It is no small feat to face down the relentless forces seeking to undermine Florida’s civil justice system. But our EAGLE members have never backed down from a tough fight.

From sweeping tort reform proposals to targeted efforts to shield wrongdoers from accountability, the opposition is willing to say and do anything to protect profits over people. But we know better. Thanks to the strength of the FJA EAGLE program, we are ready.

FJA EAGLE members like you are willing to do whatever it takes to move justice forward, whether that’s walking the halls of the Capitol, testifying before committees, or taking time away from your practices and families to lobby in Tallahassee. You are not afraid to expose the manufactured narratives used by the insurance industry and remind lawmakers what justice really looks like: real people, real families, real stories.

We fight for a future where every Floridian, regardless of their zip code, bank account, or background, has a fair shot to seek redress for their injury. We fight because the civil justice system was never meant to serve only the powerful.

The battles we face each year reinforce what we’ve always known: our cause is just. The other side may have deep pockets and powerful lobbies, but we have something they don’t—principle, purpose, and people who are willing to do whatever it takes to protect and preserve Florida’s civil justice system.

Inaugural Recipient of the Legate Award CHRISTIAN D. SEARCY:

IN ancient Rome, a legate (legatus) was more than just a military commander. Appointed by the emperor and often drawn from the Senate’s most respected ranks, the legate led legions into battle and shaped the direction of Rome’s military conquests. They were trusted stewards and figures of strength, strategy, and service.

The FJA’s Legate Award recognizes those who have not only stood on the frontlines in protecting and preserving Florida’s civil justice system, but who have invested extraordinary personal resources to safeguard its future. It is a distinction reserved for those who lead not only by example, but with action.

Fittingly, the inaugural recipient of the Legate Award is Christian D. Searcy—a trial lawyer whose career has defined what it means to be both a champion in the courtroom and a commanding force in the preservation of justice. Through his lifetime contributions exceeding $1 million to the FJA’s EAGLE program, and a decades-long legacy of advocacy, Christian D. Searcy exemplifies the spirit of the legate: a leader appointed not by title, but by trust, loyalty, and service to the cause.

As President and CEO of Searcy Denney Scarola Barnhart & Shipley, P.A., Christian D. Searcy has dedicated more than 46 years to representing victims of catastrophic injury and wrongful death. His legal career is distinguished by a relentless pursuit of justice and a profound impact on the legal community.

At just 29 years old, Searcy achieved national recognition as the youngest attorney in the United States to secure a $1 million verdict in a single-plaintiff personal injury case.

This early milestone set the tone for a career marked by significant verdicts and settlements, many exceeding $1 million, reflecting his exceptional trial skills and dedication to his clients. He made history again in 2007, when he achieved four 8-figure verdicts in one calendar year, totaling over $100 million recovered for his clients.

Searcy’s contributions to the legal profession extend beyond the courtroom. He has served as President of the Academy of Florida Trial Lawyers, the International Academy of Trial Lawyers, the National Trial Lawyers Association, and the Florida Supreme Court Historical Society. Inducted into the National Trial Lawyers Hall of fame in 2015, his leadership roles have influenced legal practices and policies and have fostered a more just legal system.

His accolades include the FJA’s Perry Nichols Award, the highest honor bestowed by the Association recognizing a lifetime of outstanding service to the cause of justice. He also was the first recipient of the FJA’s “Passionate Gladiator” award, presented to an attorney with over 30 years of experience exemplifying the persistence and intensity needed to effectively represent consumers. Additionally, he received the “War Horse Award” from the Southern Trial Lawyers Association, honoring his extraordinary contributions to the legal field.

Searcy’s commitment to education and mentorship is evident through his extensive lecturing and writing on civil litigation, personal injury, and wrongful death. He has lectured at countless FJA CLE events, including FJA’s John Romano Workhorse Seminar, Annual Convention, Masters of Justice, and the FJA REF Steve Yerrid Ski Seminar, to name a few. His namesake CLE program, the FJA’s

Christian D. Searcy Voir Dire Institute, teaches attorneys in the field how to excel not only at voir dire, but also in their practices. Over the course of his career he has influenced countless legal profes sionals, shared his insights, and fostered the development of future trial lawyers.

A champion for civil justice, Searcy also makes time to support his community and local philanthropic efforts. Searcy supports nu merous nonprofit organizations dedicated to assisting others living with a disability, enhancing education, and promoting community advancement. His generosity and civic engagement exemplify the values that the Legate Award seeks to honor.

The Legate Award celebrates individuals whose lifetime contribu tions have significantly advanced the mission of the Association. Christian D. Searcy’s unwavering dedication to justice, his exem plary legal career, and his substantial support of the FJA EAGLE program embody the spirit of this award.

As the first recipient of the Legate Award, Searcy sets a high stan dard for future honorees. His legacy serves as an inspiration to all who strive to uphold the principles of justice and advocate for the rights of the injured.

MICHAEL A. HAGGARD THE HAGGARD FIRM

MICHAEL A. HAGGARD, managing partner of The Haggard Law Firm in Coral Gables, Florida, is widely recognized as one of the most accomplished personal injury attorneys in the nation. For over two decades, Michael has fought for justice on behalf of victims of catastrophic injury and wrongful death with a focus on cases involving negligent security, drownings, and premises liability.

A graduate of the University of Miami School of Law, Michael began his career as a public defender, gaining invaluable trial experience before joining The Haggard Law Firm. By 2009, he was named managing partner, leading a nationally respected litigation team focused on making communities safer through civil accountability.

Michael’s courtroom achievements include multiple $100 million verdicts. These include one of the largest negligent security verdicts in U.S. history for the family of a young man fatally shot in a gated apartment complex, as well as two separate $100 million verdicts in drowning cases involving children. His ability to secure justice has led to safety reforms that extend well beyond the courtroom.

In addition to his legal accomplishments, Michael has been a transformational leader within the Florida Justice Association

(FJA). He served as President of the FJA from 2009-2010, and remains an active EAGLE member and a trusted voice in shaping Florida’s civil justice landscape. His leadership and advocacy have earned him some of the FJA’s highest honors, including the Perry Nichols Award, the organization’s most prestigious recognition for lifetime achievement and commitment to justice.

Michael is a Fellow of the American College of Trial Lawyers and has been named “Lawyer of the Year” in Miami by Best Lawyers in Plaintiff Personal Injury Litigation. He’s consistently listed in Florida Super Lawyers, The National Trial Lawyers Top 100, and Lawdragon 500 Leading Plaintiff Consumer Lawyers.

He regularly lectures across the country on negligent security, pool safety, and civil litigation strategy. As both a trial lawyer and advocate for legal reform, Michael is known for pushing the boundaries of justice to protect the public and hold wrongdoers accountable.

Outside the courtroom, Michael is committed to community service. He supports organizations including the National Drowning Prevention Alliance, the National Center for Victims of Crime, and Lauren’s Kids. He’s also involved in legislative efforts to advance victims’ rights and public safety protections at both the state and national levels.

WILLIAM F. “CHIP” MERLIN, JR., is the founder and president of the Merlin Law Group, a national law firm dedicated to representing policyholders in insurance disputes. Since establishing the firm in 1985, Chip has been at the forefront of advocating for individuals and businesses seeking fair treatment from insurance companies.

A graduate of the University of Florida, Chip is proud to be a double gator, earning both his Bachelor of Science and Juris Doctor degrees. During law school, he distinguished himself as the executive editor of the University of Florida Law Review and was an active member of Florida Blue Key and Omicron Delta Kappa honor societies.

Chip’s legal career spans over four decades, during which he has become a nationally recognized authority on property insurance law and bad faith litigation. He has represented clients across the United States, particularly in areas affected by natural disasters. His work following events like Hurricane Hugo, Hurricane Andrew, and Hurricane Katrina has earned him nicknames such as the “Babe Ruth of Hurricane Lawyers” and the “Master of Disaster.”

Under Chip’s leadership, the Merlin Law Group has grown into a firm with attorneys licensed in more than a dozen states, including Florida, Texas, California, and New York. The firm’s practice areas encompass a wide range of insur-

Chip’s contributions to the legal field have been recognized with numerous awards. He has been consistently listed in Florida Super Lawyers from 2007 to 2025 and was named to Florida Trend magazine’s Legal Elite from 2004 to 2017. Preventing a Disaster with Your Own Insurance Company, a book aimed at helping policyholders navigate the complexities of insurance claims. He also maintains a blog, “Property Insurance Coverage Law Blog,” where he shares insights and updates on insurance law developments.

Chip’s dedication to policyholder advocacy extends to his involvement with various professional organizations. He is a member of the Florida Association of Public Insurance Adjusters, the National Association of Public Insurance Adjusters, and the Windstorm Insurance Network, where he has served in leadership roles.

NEAL A. ROTH, co-founder of Grossman Roth Yaffa Cohen, is a nationally recognized trial attorney with over four decades of experience in medical malpractice, personal injury, legal malpractice, bad faith insurance, and age discrimination cases. His unwavering commitment to justice has not only secured significant verdicts and settlements for clients but also led to systemic changes in medical protocols and legal practices.

Neal’s journey into law was profoundly personal. At 15, he suffered a severe leg injury when a vehicle pinned him against another car. The ensuing legal process ignited his passion for advocacy, steering him toward a career dedicated to representing the injured and voiceless.

After earning his J.D. from Emory University School of Law in 1976, Neal further specialized with an LL.M. from New York University School of Law, focusing on law and medicine. He began his legal career under the mentorship of renowned attorney Stanley Rosenblatt, gaining invaluable experience in complex litigation.

In 1988, Neal partnered with Stuart Grossman to establish Grossman Roth Yaffa Cohen. Their firm quickly gained a reputation for taking on challenging cases and achieving landmark results. One notable case involved Chantelle Ber-

man, a child whose congenital heart defect went undiagnosed due to a misread EKG. Neal’s litigation not only secured compensation for the family but also prompted a hospital policy change mandating pediatric cardiologists to interpret EKGs for children under 12, potentially saving countless lives.

Neal’s dedication extends beyond the courtroom. He served as President of the Academy of Florida Trial Lawyers from 1999 to 2000 and continues to play an active role in its legislative efforts. His contributions have been recognized with the FJA’s highest honors: the Perry Nichols Award in 2003 and the Al J. Cone Lifetime Achievement Award in 2015.

His excellence in trial advocacy earned him induction into the International Academy of Trial Lawyers, an honor bestowed upon only 500 U.S. attorneys. Roth has also been consistently listed in The Best Lawyers in America since 2008 and Florida Super Lawyers from 2007 to 2021.

Beyond his legal practice, Neal is deeply involved in community and philanthropic endeavors. He has served as President of Temple Bet Shira in Pinecrest, and Chair of its Endowment Committee, and is active in the Greater Miami Jewish Federation. Neal and his wife Vicki have made a major gift to the Dana-Farber Cancer Institute in Boston, which funds two research fellows each year and has contributed to significant advances in the treatment of multiple myeloma. They have also funded a substantial grant for research on the treatment of spinal disorders at the Hospital for Special Surgery in New York

STEPHEN F. CAIN is a dedicated trial attorney who has built a distinguished career representing individuals and families in complex personal injury cases. With 100% of his practice devoted to litigation on behalf of the plaintiff, Stephen has successfully pursued claims in a wide range of areas including medical malpractice, defective products, automobile accidents, negligent security, legal malpractice, maritime accidents, and general negligence. His relentless advocacy has resulted in numerous verdicts and settlements for his clients. Together with firm partner David Bianchi, he successfully represented the parents of a young college student who was killed as a result of fraternity hazing that resulted in a jury verdict of $14,000,000.

Stephen received his undergraduate degree from Florida State University and went on to earn his Juris Doctor from the University of Miami School of Law, graduating cum laude. While in law school, he was recognized with honors in the nationally renowned Litigation Skills and Pre-Trial programs and received the FACDL Scholarship Award. He was an active member of the Rotary Club of South Jacksonville for more than 25 years and served on the Board of Directors and as Programs Chair. Not only has he received multiple Paul Harris Fellowships, but his civic leadership has also extended to roles with the Downtown Ecumenical Services Council and as Professional Division Chair for the United Way. Within his faith community at South Jacksonville Presbyterian Church, he has served as both Deacon and Elder, including Chair of the Board of Deacons.

Whether in the courtroom or through community service, Tom’s enduring dedication inspires those around him and exemplifies the highest ideals of the legal profession.
