Since its founding in 1961, the Florida Justice Association has been a reckoning force in the political debates and public policy that have shaped Florida. As our organization grows, so does our reach. Each year the Florida Justice Association’s team has grown more successful in defending the civil justice system’s integrity.

PRESIDENT’S LETTER

As FJA President-Elect throughout the past year, it has been an honor to work alongside our EAGLE members, new and old, as we fought together to defend Florida’s civil justice system against those actively seeking to destroy it. It is because of your continued support that we have the tools and resources necessary to fight back against those who threaten our civil justice system.

While last year legislative leaders focused on an omnibus tort measure limiting the rights of individuals and their ability to hold responsible parties accountable, this year we saw legislation attacking the rights, and safety, of Floridians in every aspect of their lives.

Our small but mighty army of justice warriors took on the task of defending against these bills, and their army of proponents lined up to block access to justice for every Floridian. We were strengthened by the ranks of FJA EAGLE members and clients who made the trip to Tallahassee and took to the halls of the Capitol to advocate for justice. Thank you for stepping up to help our efforts in Tallahassee this year.

I have learned over the years that the DNA of this organization is such that it thrives in the face of adversity. I am happy to report that thanks to YOU, the ranks of our EAGLE program are the strongest we’ve seen in decades. While our enemies fight for money, we are fighting for what is right and just: the Constitution, justice, accountability, victims, and safety. Plain and simple, our cause is righteous, theirs is an industry. The other side -- the chamber, big insurance -- are truly special interest.

This year, as your President, I am committed to strengthening our EAGLE program and continuing to fight for you, your practices, your clients, and Florida’s civil justice system. The attacks will not stop, and our enemies will only seek to further limit access to the courts. It is going to take all of us working together to preserve justice for all. As EAGLE members, you understand the importance of our work and I am grateful for your steadfast commitment to the cause.

For the last 17 years, she has been the Chair of and a speaker for The Florida Bar’s Appellate Board Certification Review Course. Celene has also chaired and served on the faculty of The William Van Nortwick Appellate Workshop four times. Celene is a founding officer and the current President of the Second District Court of Appeal Historical Society. And she is a former Chair of the Judicial Nominating Committee for the Second District Court of Appeal. DAVID M. CARTER has been a partner at Gould Cooksey Fennell since 1996. David founded the firm’s Personal Injury & Medical Negligence Group and serves on the firm’s Executive Committee.

David graduated with honors from the University of Florida College of Law where he was a member of the Order of the Coif and Senior Symposium Editor for Law Review. Upon graduation, David accepted a position with the Tampa law firm of Trenam, Simmons, Kemker, Scharf, Barkin, Frye & O’Neill, gaining early experience in cases involving personal injury, medical malpractice, and wrongful death.

With an AV rating from Martindale-Hubbell, Clifton has been recognized by judges and his colleagues as a preeminent lawyer in his field. WILLIAM ANDREW “ANDY” HAGGARD

is a senior partner at The Haggard Law Firm. He was born and raised in Miami and graduated from Coral Gables High School in 1960. For the last 55 years he has lived in Coral Gables.

Andy received his bachelor’s degree from Florida State University and his law degree from Mercer University College of Law. He entered trial law immediately after serving as a Judge Advocate (JAG) in the United States Air Force, where he was the youngest military judge ever selected in the field of trial litigation.

Since 1972 Andy has tried more than 150 jury trials and has represented plaintiffs in nearly every conceivable kind of personal injury case. He is a true leader in his profession and while he represents his clients aggressively, he is committed to maintaining the highest ethical standards of professional representation and civility in the practice of law.

Andy is a frequent speaker in continuing education for trial techniques. He is a member of the Million Dollar Advocates Forum, limited to lawyers who have won million-plus verdicts and settlements. Andy Haggard also has been listed in all recent editions of Super Lawyers and the Best Lawyers in America.

Andy has been honored to receive the prestigious 2015 Southern Trial Lawyers Association “War Horse Award” and the 2014 “Al J. Cone Lifetime Achievement Award” from the Florida Justice Association.

DIANA SANTA MARIA

DIANA SANTA MARIA attended the University of Miami, where she received both her undergraduate and law degrees. During law school, she represented the school in Mock Trial and Moot Court Competitions on the statewide level, winning the Best Brief Award on behalf of the University of Miami at the (1983) Robert Orseck Memorial (State) Moot Court Competition. Upon graduation she was awarded and inducted into the Order of Barristers, which is awarded to the top ten graduating law students based on leadership in trial and appellate advocacy.

Since being admitted to The Florida Bar in 1985, she has devoted her practice to the representation of persons injured due to the negligence of others. From 1985 to 1991, she practiced with the late Sheldon J. Schlesinger, one of the country’s top personal injury lawyers in the areas of plaintiff’s personal injury, medical malpractice and wrongful death, both on the trial and appellate levels. In 1991, Diana formed her own practice specializing in plaintiff’s personal injury and wrongful death.

From 1996 to 2006, Diana served on the Board of Directors for the Academy of Florida Trial Lawyers (now the Florida Justice Association/FJA); she is a Fellow and in 2016 received FJA’s Compassionate Gladiatrix Award. Diana is also a member of the American Board of Trial Advocates

(ABOTA) and a past President of its Fort Lauderdale Chapter. In 2013 she was awarded the ABOTA Chapter’s Trial Lawyer of the Year Award. She is a Sustaining Member of the American Association for Justice and an Executive Board member of the National Trial Lawyers Association Top 100. On the local level, she has served on the Board of Directors for the Broward County Bar & Broward County Trial Lawyers Association, and as an adjunct Professor of Law at Nova Southeastern University Law Center.

In 2004 Diana was appointed by the Florida Bar to the Florida Supreme Court’s Commission on Professionalism and from 2013 to 2023 served on the Florida Bar’s Board of Governors for the 17th Judicial Circuit. She was also appointed and served a 4-year term as a Commissioner to the Supreme Court JNC. joined The Haggard Law Firm in 2009 and was named partner in May 2014. Todd handles a wide array of the firm’s cases involving wrongful death and catastrophic personal injury, representing clients who were injured through the negligence of others. His practice primarily involves negligent security throughout the State of Florida and nationwide.

Before joining The Haggard Law Firm, Todd served as an assistant public defender for nearly five years. During his last year with the public defender’s office, he worked as a felony training attorney, supervising other felony trial lawyers. After leaving the public defender’s office, Todd served as a federal public defender and a private criminal defense practitioner. He tried more than fifty trials in both the State and Federal Court systems.

In 2019, Todd tried a medical malpractice wrongful death case alongside co-counsel Daniel Harwin that resulted in a $24.5 million verdict in Broward County Court. The case involved the death of a mother of four children due to avoidable complications during childbirth caused by a

condition the medical team responsible for her care was aware of. The jury took two hours to deliberate after a fourday trial.

Todd has been a frequent speaker on various aspects of negligent security law to different legal and security industry groups and has had articles relating to negligent security cases published. In addition to his negligent security work, Todd also handles rideshare (Uber/Lift) liability, premises liability, aviation, pool drowning, auto accident, and other injury cases.

Todd is currently President-Elect of the Florida Justice Association and has served in the FJA as a Board Member, Fellow, Executive Committee Member, and in other positions. In 2019, he was recognized as a Bronze EAGLE Award recipient, a prestigious honor bestowed to those who have shown an extraordinary contribution to the FJA EAGLE Program.

Todd has been twice named Most Effective Lawyer by the Daily Business Review and has been named several times to the Best Lawyers in America and Super Lawyers lists, including the Top 100 Super Lawyers.

Todd is a member of the American Board of Trial Advocates, along with several other organizations. Nevertheless, Todd often says that his greatest accomplishment was becoming a father to his two sons, Ashton and Jackson Michaels.

J. MICHLES II obtained his undergraduate degree from Furman University and his law degree from Stetson University College of Law, where he was Chairman of the Moot Court Board.

Following undergraduate school, Marcus was a Captain in the U.S. Army serving with the 82nd Airborne Division, Third Special Forces Group and the First Special Operations Command. While on active duty, Marcus was lead trial counsel in a number of highly-sensitive and classified trials for the United States Government.

After leaving active duty, Marcus joined a statewide medical malpractice defense firm and became the Managing Partner of the Pensacola office specializing in defending physicians sued for medical negligence. In 1993, Marcus joined the firm of Kerrigan, Estess, Rankin & McLeod where he specialized in representing personal injury plaintiffs with an emphasis on medical malpractice for eight years.

LOUIS M. SILBER is a Partner in the firm of Silber & Davis. Louis has been a Board Certified Civil Trial Lawyer since 1983 and is also Board Certified as a Business Litigation Lawyer. Louis graduated from the University of Maryland where he was a member of Phi Beta Kappa. He earned his law degree from the Georgetown University Law Center.

The Soaring EAGLE® program was introduced for young lawyers who wish to enter EAGLE® through a pathway that provides exposure to the many benefits of EAGLE® membership with a graduated financial commitment. A pledge to the Soaring EAGLE® program starts as a 3-year commitment that increases every 12 months upgrading from $750 in Year 1 to $1,000 in Year 2 and stabilizing at an annual commitment of $1,500 (Associate Level) in Year 3 and beyond.
