Welcome to River Watch
Built between 1989 and 1997, River Watch consists of 9 buildings, 215 one, two and three bedroom units, situated on a 20.95 acre site in the City of Burlington, Vermont. Our mailing address is Hildred Drive, Burlington, VT 05401. The majority of the units at River Watch are owner-occupied. At any given time, owners lease about one third of the units to tenants. The Board prepared this brief guide for all unit owners and residents. It contains information on questions that may arise in the day-to-day living at River Watch. Unit owners and residents should not construe any of the material presented here to contravene the By-laws, Declaration of Condominium and/or any amendments. Condominium living, by definition, creates certain interdependence among all residents and unit owners. The Board adopted the Rules and Regulations governing River Watch to provide a safe, clean and harmonious environment while simultaneously protecting and enhancing each owner’s investment. Please phone the property management company for any clarification of the contents of this guide or for answers to questions not addressed.

A Green Hammer employee will be on-site weekdays working throughout the complex. They can be reached at 802 351-0022 (pager). Should you wish to privately hire Green Hammer, at your own expense, that option is available. Association Meetings The Board has regular scheduled Board meetings the second Monday of every month. GOOD NEIGHBOR REMINDERS River Watch is its own small community and, as a community member, each of us has a responsibility. We are obliged to temper our personal freedoms with respect for the rights, dignity, and property of others in the community. The reminders shared here help identify behaviors that are accepted by our community. If you feel you can, say something when you see someone abusing our community. If not, try to learn the unit number of the person or where they are visiting and let the police, the property management representative, or property maintenance representative know, depending on the issue. Remember we all pay for the actions of a single person, whether it is damage to our property, carelessness or waste. Common Areas: Common areas include, but are not limited to garages, entranceways, stairwells, hallways, elevators and the pool area. Use all common areas with care. When someone damages common area property, the repair becomes the responsibility of all owners, and therefore residents. The association spends a large amount of money each year repairing damage that occurred as either vandalism or carelessness. The wastebaskets near the washing machines and dryers are for dryer lint only. Residents should not discard junk mail in common areas. It should be recycled appropriately or discarded within your unit. Do not create litter. If you see litter, please pick it up. The complex is home for all of us. The housekeepers do their best, but are not on site every day so debris accumulates between cleanings. Dog owners are responsible for cleaning up after their pets. Doors: Please shut all doors as quietly as possible. We all have different schedules, and some of us may be trying to sleep. No fire or security doors should be propped open, assure that these doors close and latch behind you. It is everyone’s responsibility to make sure the building is safe and secure. Screen who you allow into the building, if you do not know them, do not allow them to enter. Dues and Fees: Pay association dues and fees for heat and water on or before the first day of the month. Late payments accrue interest and the association actively pursues collection of delinquent accounts. Review the Delinquency Payment Policy and Delinquency Procedures for more information. Elevators: Elevators are equipped with an emergency phone. If you become stuck in an elevator, press the emergency button and report your situation and location. Should you find an elevator not to be working properly, please contact the property management company immediately. Entrance Phone System: The phone system allows a resident to use their phone to open the outside door nearest the call box, so a visitor may enter. The property maintenance company programs the call box phone to dial a resident’s phone number. When the visitor calls, the resident pushes “9” or “0” causing the door latch to release. The visitor may then open the door. Residents must complete their Information Form and return it to the property management company before they will arrange for the programming of the call box. Remind your visitors to replace the receiver on the hook, the phone system uses “party lines” with the other call boxes and, if someone leaves one off the hook, the other phones will not operate. -3-
Fire Alarm: The fire alarm signals the need for everyone in the building to evacuate immediately. The alarm sounds when either a pull box or automatic sprinkler is activated in the building. Use basic fire safety practices as you evacuate the building. There is no automatic connection of the alarm system to the fire department and you must notify the fire department by dialing 911. Garbage Disposals: Plumbing in the complex does not support the use of disposals, and therefore, the association recommends against their use. If you are using a disposal, do not use it to dispose of grease or any large items, as it can clog sewer lines, and run large amounts of water following any use. If a specific unit can be determined responsible for causing any plumbing problems, the association will pass on the repair and damage costs to the unit owner. Garden: A garden area is located between Buildings 4 and 5. Space is available on a first come basis each year. The association arranges to have the garden rototilled each spring. Grills: Do not use or store flammable type (gas or charcoal) grills within 10 feet of the building. No compressed gas type or electric grills may be stored on decks, balconies, patios, garages, or within 10 feet of the building. The City of Burlington and State Fire Code specifically addresses these issues. Grills, available for community use, are located near the pool area. Handicap Parking: The Board is responsible for assigning handicap parking spaces. Any resident with a handicap condition may request accommodation for their parking needs. Please submit a request to the Board including a description of the accommodation you are requesting, a copy of your State issued handicap parking documentation and the location of your current parking space. Heat, Water and Sewer Fees: The cost of heat (gas), water and sewer are not included in your dues. Owners pay the cost of these items monthly, at the same time association dues are paid. For heat, the association or agent reads the heat meters for each unit during the mid to late summer. The Board determines the base level of use, shared by all owners, and the portion each unit used beyond the base usage. High consumption by a resident results in a higher bill for them and, to a lesser degree their neighbors, with the owner billed for additional cost by the association. If the consumption is low, the owner will receive a credit. In the fall, the bill or rebate is distributed and the owner at the time of distribution is responsible for payment of the bill or receives the rebate. For water, owners share equally in the cost of water usage throughout the property. A leaking toilet or a dripping faucet can add to the total water usage cost substantially. Repair leaks immediately. Heat System: Wide variation in heating demands adversely affects our heating systems during extreme cold. To decrease the expense of repairs and the potential system failure, with the resulting lack of heat, the Board requests that whenever the outdoor temperature is less than 10O that residents set your thermostat at or above 68O. This minimizes the wide variations in heating demands caused when residents lowered their thermostat to 50O or 60O while away and then raise them to 70O or 75O when they return.

Information Form: The association requires that each owner and resident complete an Information Form to provide the information needed to contact every resident and owner. In an emergency, this information has been very helpful to allow the association to contact both owners and residents. It has also allowed association representatives to locate pets when an emergency occurred. Please keep your information up-to-date by using the form attached to this booklet. Insurance: The association’s insurance does not cover individual units or residents’ actions. Owners should have condominium insurance, and tenants should have renter’s insurance both to cover your property and any damage caused by you, your visitors or from within your unit. Laundry Facilities: Coin operated washers and dryers are available for the residents in Buildings 1, 2, 7, 8, and 9 for use starting at 8:00 AM and ending by 9:00 PM. Be timely in your return to the washer or dryer as others may be waiting. Do not use the washers to dye any items. Remember to keep the area clean and neat. The wastebaskets near the washing machines and dryers are for dryer lint only. Lawns: Our mowing contractor will not move, or mow or trim around chairs, tables, toys or other items left on lawn areas by residents. Residents may not leave any of these items in any common area, including lawns. Owners or residents should not plant anything on the common grounds without the permission of the Board, with the exception of the garden area. Ground floor units may not expand or alter the patio or deck. Leaks: Water leaks from your appliances (washers or dishwashers), heating pipes, aquariums, fountains, or plumbing (sinks, tubs or toilets) are your responsibility and the association may charge you for the association’s expense to cover repair costs for damage caused to other units or common areas. Consider protecting yourself by adopting behaviors to minimize this risk, such as turning off washer faucets, keeping aquariums and fountains in good repair, using a shower curtain, prevent freezing of pipes. Lockout: The property maintenance or property management company will assist lawful residents locked out of their unit. Board members are not available to respond to lockout issues. The resident should contact the property management company to request the service. The resident must be listed with the property management company and be able to show proper identification. The charge for this service is $40.00 per call. If you have a special concern, such as a restraining order or no trespass order, contact the property management company to alert them to your issue. New Residents: Complete the Information Form for the property management company promptly. You should have obtained the pool gate key, door key and building entrance key from your unit owner if you are a renter, or the previous owner, if a new owner. If you find you have a problem or wish to change your door key, contact the property management company for information on obtaining the correct keys. You must key doors to the Master Key System. Owners may have the deadbolt on a separate key if the resident only uses the deadbolt when occupying the unit. If you are the owner of record when the association issues the heat bills or rebates in the fall, you are solely responsible for them, unless you made arrangements with the previous owner at the time of the closing. -5-
Plumbing: Pipes within the unit are the unit owner’s responsibility. Do not place inappropriate items such as diapers, paper towels, cat litter or feminine products in toilets. Only toilet paper, liquid waste, and excrement should be disposed of in toilets. If a specific unit can be determined responsible for causing any plumbing problems, the association will charge the unit owner for the repair costs. Remember that leaking toilets and faucets cause higher water bills for all of us, please repair toilets and faucets that are running immediately. Recycling: Please follow the posted instructions on the recycling bins in the garages. Pizza boxes, soda and beer boxes and frozen food packaging are not recyclable. Dispose of corrugated boxes by breaking down the boxes and placing them in the dumpster marked for this purpose between Buildings 2 and 3. If trash or non-recyclable items contaminate our recycling, the City of Burlington may fine the association. If you notice items that should not be in the recycle bins when you use them, save money for yourself and your neighbors by discarding the items appropriately. If you can determine who placed the inappropriate items in the recycling, contact the property management company with the information. Smoking: No smoking is allowed in common areas such as garages, entranceways, stairwells, hallways, elevators and the pool area. If you smoke, you are responsible for the appropriate disposal of cigarette butts. Do not throw cigarette butts on the ground anywhere on association property. Remember, cigarette smoke bothers many people and it can affect their health and quality of life. Consider where your smoke may drift whenever smoking outdoors and think of your neighbors who are on their balcony or have a window open. Trash: The dumpsters are for household trash and garbage only. Do not place furniture, appliances, construction materials, tires, Christmas trees, hazardous waste (including but not limited to: oil, paint, car batteries, or electronic devices) in or near dumpsters. Residents are responsible for disposal of these items. The association must pay extra for the removal of these items. The Board may fine owners of units whose residents discard unallowable items. Contact the Chittenden Solid Waste District for information about the appropriate disposal of these items. If items are still usable, you might want to check with Recycle North to see if they would pick up the items from you. Unit Upkeep and Repairs: Any upkeep or repairs needed within a unit are the unit owner’s responsibility. The owner should arrange to have the repairs made or upkeep performed. The Board has instructed the association’s property maintenance company not to enter units to perform these tasks. If you are not sure whether the problem is specific to your unit (e.g., a heating or plumbing issue), please call the property management company first. Without their pre-approval, you may not be able to receive reimbursement from the association. Vandalism: While not a common problem, vandalism does occasionally occur at River Watch. If you witness such activities, immediately contact the Burlington Police Department. The police will make every effort to protect your identity. If more appropriate, provide the information to the property management company as soon as possible.
-6-
Vehicles: All vehicles parked on association property must be in running order, registered, inspected, and not leaking fluids or in any other way damaging the property. No parking areas are available on association property for recreational vehicles, boats, trailers, or campers and no space is available for oversized vehicles, as parking spaces are at a premium. The association does not allow car washing on association property.

If the Unit Owner is no longer interested in leasing their unit or does not find a tenant within three (3) months of being contacted by Property Management of an available rental spot, the available rental spot will be offered to the next person on the waiting list. -Current rental units will continue to be considered rentals as long as there is an active lease in place and/or the Unit Owner is actively marketing the Unit for rent or making renovations to the Unit in the anticipation of so doing. At the conclusion of each lease, the Unit Owner may continue to rent their Unit or may convert it to an owner-occupied Unit and shall notify Property Management of their election. -Current rental units may be sold as rental units, provided the Unit has an active lease on file with Property Management and/or the Unit Owner notifies Property Management that it is the owner’s intent to sell the Unit as a rental Unit. If Property Management is not notified of the seller’s intent to sell as a rental property, the Unit will convert to an owneroccupied Unit. -If a vacant rental unit is purchased, it must be actively marketed by the buyer for rental within thirty (30) days of purchase with a tenant entering into an active lease pursuant to the existing River Watch leasing policy within ninety (90) days of purchase by the Unit Owner. -If a Unit is unable to be rented for a period of ninety (90) days, the Unit Owner must notify Property Management of the inability to rent the Unit and provide an estimated time-frame of when the Unit will be rented and it will be the Board of Directors’ sole discretion on extension of the ability to rent.
