HUB INITIATIVES
Frank L. Blum Construction Company has a long-standing commitment to maximize Historically Underutilized Business (HUB) participation on all of our projects, and we recognize the importance James Sprunt Community College places on utilizing minority and women-owned businesses. Blum strives to strengthen these firms so that they can be significant valueadded providers in the North Carolina contracting community.

Small, minority, disadvantaged and women-owned businesses shall have the maximum opportunity to participate in the performance of contracts undertaken by Blum. We will utilize our resources to assist HUBs to the fullest extent possible.

Financial Assistance
A. Provide a brief, overall description of how the project will be organized and managed, and how the services will be performed in both Pre-Construction and Construction Phases. Project planning that offers the same project manager for pre-construction and construction phases shall be given preference.

Blum and our subcontractors shall take all necessary and reasonable steps to endeavor to ensure that minority and women businesses have the maximum opportunity to compete for and perform a portion of the work included in our contracts and shall not discriminate on the basis of race, color, national origin or sex. We know the capacities and capabilities of the minority contracting community and provide them with fair and reasonable opportunities based on those capabilities.

-Blum will encourage prime contractors to extend these programs to their HUB subcontractors and suppliers.

Blum actively works to achieve maximum HUB participation on all of our projects. We will work hard to put forth a good faith effort as required by the State of North Carolina to exceed the 10% HUB participation goal set for this project with a project goal of 20% HUB participation.
Post Bid
• Blum will analyze the HUB participation of each apparent low bidder. If it is determined that participation can be increased, Blum will assist the prime contractor with identifying additional HUB firms.
B. HUB Participation: Describe the program (plan) that your company has developed to encourage participation by HUB firms to meet or exceed the goals set by North Carolina General Statute 143-128.2. Please explain how the firm will address minority participation in the management levels of the company. Include a HUB plan in the proposal. Provide documentation of HUB participation that the firm achieved over the past three (3) years on both public and private construction projects. Outline specific outreach efforts that your firm will take to notify HUB firms of opportunities for participation. Indicate the minority participation goal that you expect to achieve on the project.

• Blum will provide James Sprunt Community College a detailed listing of HUB participation commitments prior to the start of construction.
• Prime contractors will be required to submit Appendix E – MBE Documentation for Contract Payments, with each application for payment.
