Back Around to a Broad Roundabout PLUS, A DOWNTOWN HISTORIC DISTRICT AND MORE LOCAL NEWS

By Blake Aued news@flagpole.com A roundabout at Broad Street and Hancock Avenue will vastly improve safety for both drivers and pedestrians, a consultant told Athens-Clarke County commissioners last week.

The Georgia Department of Transportation has offered to kick in about $2.7 million for the roundabout. But commissioners put off a decision in May after raising concerns about closing off The Plaza when residents hadn’t been consulted and access to a church, among other issues.

After additional public input, consultants and SPLOST officials came back Nov. 12 with revised plans. Commissioners are seriously considering two options: Option 2 would reroute The Plaza behind a barber shop so it intersects with Hancock Avenue at a total cost of $5.8 million. Option 6 would move the street to the west through several properties to align it directly with the roundabout, at a cost of $6.8 million.

While GDOT is primarily concerned with moving cars, the roundabout would also benefit pedestrians trying to cross seven-lane Broad Street. “Yes, GDOT is looking at it and funding it as traffic improvement, but we think it is very much also pedestrian improvements,” SPLOST Administrator Keith Sanders said.

Roundabouts reduce pedestrian deaths by 80%, said Mark Lenters, a consultant with Kimley Horn, because they slow traffic and reduce the distance people have to cross on foot at one time. “Crossing at a traffic signal isn’t as safe as we think it is,” Lenters said, because drivers who are turning are usually looking in a different direction, so traditional intersections provide a false sense of security. Roundabouts also reduce crashes between vehicles, he said.

And while vehicle speeds are slower, roundabouts also make traffic flow more smoothly. “You don’t get a hurry up and stop effect,” Lenters said. “You actually improve travel times.”

While some driver education would be needed, people tend to grasp roundabouts instinctively, Lenters added. Other benefits include the ability to add greenery and create a sense of place.

While commissioners seemed convinced of roundabouts’ advantages in general, they debated between options 2 and 6. “In terms of capacity, [Option 6 is] the best option,” Lenters said. “In terms of safety, it’s the best option. In terms of cost, it’s the worst.

“If you try to hit a blend, it’ll fall in favor of Option 2, because it provides the capacity, it’s reasonably safe—we’ll raise

the crosswalks, we’ll mitigate some of those concerns—and it’s costwise a cheaper option.”

Commissioners Tim Denson and Andy Herod said they’re willing to spend the extra money. “This is something that might be here for 50 or 75 years,” Herod said. “It’s a lot of money, but at the same time I want to do it right.”

However, Commissioner Melissa Link said she favors Option 2 because Option 6 would require piping a stream, and the less expensive option would leave $735,000 for other traffic calming projects in the West Broad area. With Option 6, ACC officials would have to find an additional $300,000.

Currently $4 million is allocated for West Broad in TSPLOST, but GDOT funding wouldn’t be coming until 2024, so ACC could tap the next round of transportation sales taxes.

rounded by Clayton, Hull, Washington and Pulaski streets—a block that includes such iconic music venues as the 40 Watt Club. In other parts of the proposed district—which would extend from Lumpkin to Newton Street and Broad to Strong Street— responses were mainly negative, according to a presentation by Senior Planner Bruce Lonnee at last week’s work session.

That may come as no surprise, given that the original downtown historic district— covering mainly the area from Lumpkin to Jackson Street and a few properties down Oconee Street—was created after a threeyear-long knock-down, drag-out fight in 2006. And any local historic district is, historically, almost guaranteed to draw opposition from property owners who don’t want to ask the government’s permission to tear down or build something.

In this case, much of the opposition is coming from owners and tenants of newer buildings on the outskirts of the district, like the GameDay tower or the Chastain building. Commissioner Mike Hamby asked why those newer, “noncontributing” structures are being included. It’s to ensure that they fit with the historic nature of the rest of the district if they’re ever redeveloped

or altered, Lonnee replied. Link wondered how many of the property owners live out of town.

The West End was once the grittier, more industrial side of downtown, compared to the retail-heavy eastern side, Link said, with a tire store (now Creature Comforts) and a recapping plant (now Ciné). West Washington Street is the heart of Athens’ music scene, Link noted, and also an important part of local black history. The “Hot Corner” at Washington and Hull was once the center of black commerce in Athens and still is, in many ways, with an annual gospel and hip-hop festival held there each summer, and the Athens AntiDiscrimination Movement’s expos for black-owned businesses on the patio at Max, not to mention the Morton Theatre or Homer Wilson’s longstanding barber shop.

“This is all that’s left of Athens’ unique, local music and arts culture,” Link said. “It’s all that’s left of our African American downtown business district. And I can tell you for a fact, there are outside big-time developers eyeing this area. This is our last chance of preserving the culture that got us on the map, quite frankly.”

Link originally pushed for the historic district in January, after a downtown church submitted plans to demolish a 100-year-old commercial building it owns and make it a parking lot.

The commission is also scheduled to vote on the West End historic district Dec. 3, although commissioners could push back a vote, Lonnee said, because a moratorium on development and demolition doesn’t expire until February.

‘Eco-Stations’ Downtown and Higher Recycling Fees After a pilot program, ACC Solid Waste officials want to move forward with “eco-stations” to collect trash and recycling downtown to solve the issue of leaking and unsightly bags on the sidewalk.

While some observers complained about the appearance of the exposed trash receptacles (Dumpsters) during experiments on the Twilight Criterium and Notre

Dame weekends, Solid Waste Director Suki Janssen said at the work session, the eco-stations—once derided by commissioners as “trash corrals”—could include bike racks and charging stations, and be decorated with murals, “living walls” of plants or “whatever you guys want to make them look good and hide the activities inside,” Janssen said.

Advantages include safety, aesthetics, less stormwater runoff and fewer pickups disturbing downtown residents, but Janssen also acknowledged the downside: “It’s less convenient. It’s no longer a valet service for our businesses downtown. We recognize that.”

Jannsen also warned that the county’s recycling program, which is subsidized by landfill tipping fees, is on pace to lose $900,000 this year and run out of money by the middle of 2022. Expenses at the landfill are rising as a new phase prepares to open, and costly changes to state regulation are on the horizon, she said.

Solid Waste had previously proposed, and the commission approved, a recycling education fee of 60 cents to $1.60 a month on residents’ and businesses’ water bills. But former county attorney Bill Berryman nixed the fee because of a legal precedent, according to Janssen. The fee would have covered services like Keep Athens-Clarke County Beautiful, recycling drop-off centers and the Center for Hard to Recycle Materials (CHaRM) that are available to everyone, but those that don’t use a hauler don’t contribute. Private haulers are also under-reporting about 4,000 customers; they’re either not paying an existing fee, or haulers aren’t passing on the fee to ACC, Janssen said.

She said she’s also heard complaints of private haulers not recycling. “They’re literally throwing away the material,” she said.

The options, Janssen said, are raising franchise fees on private haulers, which they would pass on to customers, and raising fees on self-haulers who take their own trash to the landfill, or closing the deficit with property and sales taxes through the general fund. The latter option would be a change from current policy, because Solid Waste is currently an enterprise fund that’s expected to pay for itself. f

Happy Birthday to Us Why flagpole Still Matters at 32

Flagpole is 32. Woohoo!

It might not be a milestone, but it sure feels monumental. Since this publication launched in 1987, print media has undergone a seismic shift, and there have been moments when the future of Flagpole looked, shall we say, uncertain. Yet thanks to the support of our faithful readers and awesome advertisers, we’ve managed to not only keep the lights on but continue creating quality, hyperlocal journalism that keeps Athens engaged and informed, week after week.

To celebrate our birthday, we invited a few of our friends to show us some love by telling us why they think Flagpole matters. Read more in Pub Notes on p. 27, and show your support by visiting flagpole. com/home/donations.

As a late arrival in Athens, I’m what in Ireland we call a blow-in, although never to your face. Blow-ins can be melancholy figures. They just missed the band, the party and the after-show. They hear about the good stuff when it’s gone bad, and the bad stuff after it’s too late to change it. But then I read Flagpole. And then I was in Flagpole.

Admittedly, I paid advertising rates for that, but still, Flagpole is one of the places that makes Athens home.

You don’t need me to tell you why. But you might like to be reminded what friends we all have in Pete and his colleagues, in the dry humor, the deep knowledge and the constant attention to the little things that join us all together in a town that’s not quite like anywhere else, in part because of them. It is 2019. It is harder than ever for print journalism to survive. The internet has just killed newspapers. We live in a world of constantly shortening attention spans, governed by a president who regularly attacks the First Amendment rights of the free press. Flagpole exposes me to myriad points of view. Flagpole lets me know what’s going on with the ACC Commission, local real estate development, who is playing at the 40 Watt, what is showing at Ciné and what Pete thinks about things. Flagpole is still my go-to. Thirty-two years in, I value it more than ever.

Flagpole matters. [David Barbe] My family and I have lived and worked in Athens for almost eight years. When we arrived in town, Flagpole was one of the most visible media outlets we would encounter on our regular route to school, work or shopping. The fact that it was a free publication full of valuable local news and family activities made it really easy for us to stay connected to the things that mattered to us as a family and entrepreneurs.

Over the years, I have seen a genuine effort by Flagpole to highlight the diversity that sometimes goes unnoticed in the community, along with the music genres that struggle for acceptance and recognition in a rock-dominated music scene. Be it film reviews, alerting the public about our numerous special events or even helping to extend the deadlines for us on an occasion when there is a last-minute change in our film booking schedule, Flagpole has always been there for us. We congratulate them on their anniversary and look forward to being their great friends and neighbors for years to come. When I moved to Athens 20 years ago, it was difficult to live in such a different culture—the food, music, everything was different to me.

Flagpole opened the door to a language I understand. The front page and the Calendar were the first things I started looking at every week. The cultural events, art exhibitions, music concerts and open mic nights became the door to the new community I was becoming a part of. In my first years in Athens, despite my broken English, Flagpole published a story-memory I wrote. Ben [Emmanuel] was so helpful and supportive in that endeavor. It was never easy for immigrants in Athens. It was painful to discover the segregationist history of our town and to realize the continuous segregation we still live in, especially when black and brown people are not welcome in many areas downtown.

But having the guidance of Flagpole has opened other doors that make life livable in Athens. Felicidades on your 32nd anniversary. [Beto Mendoza] Thirteen lucky years ago this past March, on a visit from Portland, OR, to Athens, I put a Flagpole into my sweetheart Nancy’s hands and said, “Baby doll, if you want to understand Athens, you need to read this paper.” She read it. We walked around, Flagpole in hand, and breathed the

Up in the Air FIVE ARTISTS TO SEE AT CLOUD RECORDINGS FESTIVAL

ohn Fernandes wants to share his favorite music with all who will listen.

The multi-instrumentalist has played with The Olivia Tremor Control and Circulatory System, runs a label and works at Wuxtry Records, and this week, he will host the seventh installment of the Cloud Recordings Festival. Each year, the festival hosts a hand-picked selection of Fernandes’ favorite artists, who rank among the region’s most boundary-pushing musical acts.

For three nights, Go Bar will be the setting for Ariel Ackerly’s ambient keyboard and dulcimer sounds, The New Sound of Numbers’ post-punk—the band came out of semi-retirement for this year’s festival—looped organ and vocals from Goddess Complex, wild karaoke and much more.

This year, Cloud Fest received a grant from the Athens Area Arts Council, which will be split among each of the 19 performers.

Fernandes is among the musicians performing. Describing his birdsong-inspired clarinet set, he says, “I see some parallels between the looped reed work of Terry Riley and Ariel Kalma, and also Brian Eno’s Discreet Music, where there are non-synchronous loops going on. I also step outside and practice with bird sounds pretty often, so that also informs my work. I’m not drawn to a single birdsong—more the polyphony of the call and response of a web of bird sounds.”

Unfortunately, this looks to be the last year Cloud Fest will take place at Go Bar, as the venue will be closing its doors at the end of the year and transforming into a lower-key tavern. “We are sad that the Go Bar won’t be around much longer,” says Fernandes. “It has become a hub for ambient, experimental and adventurous music and performance art. [It is also] the only club in town that doesn’t charge the bands production costs.”

But don’t expect Cloud Fest to be a somber affair.

Halfway Places Saturday, Nov. 23

The stage name for local visual artist Sam Frigard, Halfway Places overlays lush electronic synthesizers to create vast experiments in minimalism. “Halfway Places released a beautiful album of warm electronics last year, and he doesn’t play very often, so I’m very excited to see him,” says Fernandes.

Sister Sai Saturday, Nov. 23

Among the most critically acclaimed Cloud Fest performers is Sister Sai, whose last two albums stood among the best Atlanta records of 2016 and 2017.

Trained from a young age in classical and jazz cello, Sister Sai now produces improvisational layerings of looped strings and vocals. “Sister Sai’s album of modulated cello, Extempore, is just stunning,” says Fernandes, “and seeing and hearing her perform is really entrancing.”

Knowles’ serious yet casual lyrics blend so well with the light-as-air production that I’m embarrassed to not have heard this the second it was released. Leverett’s own music is a real treat, too, the product of years (no, seriously, years) of woodshedding, composing and really getting into the meat ’n’ bones of what made the exotic sounds of 1960s-era cocktail music so, you know, out there. YA GOTTA HAVE SOUL: Athens folk-country group The Broken String Band released its new album last week. It’s titled The Culprit and the Stage and runs 12 tracks. They play with the folk/ country/Americana label really fast and loose and sometimes are showcased much better on tracks that bear little resemblance to any of that stuff. To wit, the brassy “A Song Called Mary,” the Mungo Jerry-ish “Mr. Cow” and the sweet R&B of “Mary Kate” are all go-to tracks. Twelve tracks is entirely too long for this release, and the non-country-ish material outshines so much of the rest that it can appear at times the banjo is just Southern window dressing. It’s not difficult to imagine Broken String Band completely reconfigured as a soul group and really punching this stuff out. At any rate, if you missed their Athens release show last week, you can catch ’em down the road at Smith’s Olde Bar in Atlanta on Dec. 5.

Attendees will not only catch Morris as host of this event, but also, his cousin you might have heard of, T. Hardy Morris, will play after the film. Morris and Blue Blood will play, too. This event is a benefit for the stream restoration project of Crayfish Creek near Buford, which Morris tells us is a heavily impaired tributary of the Chattahoochee River.

PINK PLANET: Most people that play the Face/ Off benefit events here in town—you know, the thing where a bunch of band folks get blended up into new bands with people they don’t normally play with—have a great time doing it and take it at least semi-seriously. Almost no one forms an actual temporary band and decides to head to the studio with it. But Ian Hemerlein (Kwazymoto, Saint Syzygy), Ryan Olivera (Manray) and Markus Trujillo (Murder the Mood) did just that, playing and writing under the name Pepto Abysmal.

Running with the joke, the trio delivers three tracks of crude-ish material that rocks in the traditions of their actual current and former bands. The mid-tempo “Running Down My Leg” is probably the best thing here, but also the worst, in obvious ways. I’m also partial to the throwback hardcore of “Black Bismol.”

Play On, Athens!

PULL UP A BENCH AT THE NEW PUBLIC ART PIANOS

“The very first time I came across ‘street pianos’ was when I was a resident of Cleveland, OH,” says leading organizer Grace Huang. “British artist Luke Jerram’s ‘Play Me, I’m Yours’ street pianos were everywhere in town for a period of time. Being a pianist myself, I was particularly fascinated by these fantastic, interactive works of art.”

After becoming a member of the ACAC, Huang saw an opportunity to establish a similar project in Athens.

She began by researching public art pianos in cities across the country from Lancaster, PA, to Portland, OR, and even nearby in Atlanta, home of the “Play Me Again Pianos.”

Given the green light to start the process, she began looking for used Kim Deakins upright pianos and benches, which were generously donated by Chick Music, Vic Peel of Vic’s Vintage, Martha East on Barber Street. It’s particularly exciting to see the piano become a canvas for the artist, and to see an old piano transformed so that it is given a second or third musical life,” says Huang, who is an assistant professor of piano pedagogy at UGA. “Equally exciting, my ACAC colleagues and I absolutely loved seeing the excitement of all the families and community members at the kickoff party—the kids and adults had a great time hearing performances on the finished pianos and getting to interact with the pianos, artists and musicians afterwards. We hope our community takes pride in these instruments and will spend some time sharing and creating music with

others. We’re also hoping there will be future mini pop-up performances.”

Mustard is no stranger to painting unconventional surfaces, and has lately been decorating everything from guitars and bridges to functional items like mailboxes and light switches. Customized in her signature style, her piano at the ACC Library relies heavily on crisp line work and a boldly colored flower motif.

Similarly inspired by botanicals, Deakins’ pink and yellow piano at the ACCA is covered in a tropical pattern of monstera deliciosa leaves. An MFA graduate of UGA’s Lamar Dodd School of Art, Deakins is the owner of Pink Goblin Tattoo.

A fellow Dodd alumnus and current apprentice at Chico Lou’s Fine Tattoos, Kalantari created a celestial fantasy land with her paintbrush. On view at Bishop Park, her piano depicts a sun, moon, rocketship and flying saucer above a silhouetted kingdom.

Carrying the imaginative spirit, Saragoussi’s piano at the Classic Center is a hodgepodge of expressive, cartoonish humans and animals that lend themselves to a loose narrative. A musician herself who performs in Baby Tony and the Teenies, she captures the exuberance of pop through her use of bright colors.

“Public art is art for all,” says Huang.

“Public pianos engage people and create a sense of community pride and ownership, create fun nontraditional performance venues, break down barriers between the performer and audience, and encourage creativity and spontaneity.”

“Play On, Athens!” demonstrates how several community organizations can pool their resources to make public art both possible and affordable.

Through the labor of volunteers and generosity of donors, the majority of the ACAC’s budget for the project went directly towards compensating the artists, with additional expenses— like hiring a professional tuner and mover—ensuring that the pianos are kept in tip top shape.

Each piano will remain on display for at least two months, or potentially longer if weather permits, and will then be donated to a secondary location for longterm installation. Three of the four pianos are still seeking their permanent homes, and interested nonprofits or community organizations are encouraged to contact info@athensculturalaffairs.org. The ACAC anticipates organizing another round of public art pianos in the fall of 2020 that will invite student artists. f

In addition to colorful illustration and felt work, local artist Elinor Saragoussi has been branching out into building playful set designs that utilize painted masonite. The outdoor GlassCube at Hotel Indigo is the perfect space to host one of her immersive environments, full of anthropomorphic creatures like a blue gorilla, flying purple elephant and hissing rattlesnake among tropical plants and glowing pairs of eyes. Using a QR code, visitors can listen to an accompanying soundscape called “Jungle Drone” by Saragoussi’s Baby Tony and the Teenies bandmate Max Boyd. The Foundry · 8 p.m. · $17–20 Known for fronting the influential and prolific alt-country group Old 97’s, singer and guitarist Rhett Miller has also released eight full-lengths of his own over the years, including 2018’s kinetic The Messenger. The album, a collection of revealing songs set against a rollicking rock backdrop, is Miller’s first solo effort since getting sober several years ago, and it finds him exploring his complicated past in unflinching detail. It was accompanied last year by Love the Holidays, a set of original Old 97’s tunes about the joy of Christmas. So, what new movies are worth seeing?

JOJO RABBIT (PG-13) What a joy Jojo Rabbit is! A comedy about a naïve member of the Hitler Youth whose imaginary friend is none other than the Führer himself could certainly deliver cringeworthy moments where one questions whether one should be laughing. Fortunately, the steady comic hand of Taika Waititi—who no longer seems like New Zealand’s Wes Anderson after turning in an incredible change-ofMCU-pace with Thor: Ragnarok—ensures no such discomfort.

Waititi has adapted the novel by Christine Leunens into what he has called an “anti-hate satire” where Sam Rockwell is a kinder-than-expected Nazi and Scarlett Johansson a revolutionary German mother hiding a Jewish teenager, Elsa (Thomasin McKenzie), in the walls of her home. When Jojo (Roman Griffin Davis), a 10-year-old reared on Nazi propaganda, discovers Elsa,

THE GOOD LIAR (R) Most of The Good Liar is the sort of well-layered con one expects from this Patricia Highsmith-type tale. Bill Condon’s direction is stately and unobtrusive, while Ian McKellan and Helen Mirren match each other wit for wit, more for move. Veteran filmgoers will be looking for the con within the various cons, many of which sound too fraudulent to be believed, but the final twist is too far afield for anyone to predict and way more horrible than one would expect. Forgiving filmgoers should still be satisfied by the head-to-head matchup of an even sharper than usual McKellan and a more disarming than ever Mirren. f

Kitty Conundrum ADVICE FOR ATHENS’ LOOSE AND LOVELORN

By Bonita Applebum advice@flagpole.com Dear Bonita, My roommate owns our home. He hoards stray cats that many college students in our neighborhood leave behind, which is A LOT. He does not permit them in the house, so they basically just come to the porch to be fed or sleep under the porch. Some get killed by cars or animals or poison. Some survive. We are up to five, and one is pregnant! He rarely gets food for them—almost never. I just got scolded for getting leftovers out of a restaurant’s trash can. I do not know what else to do. I cannot afford to feed so many cats, and they will make more or attract more if I do. I resent being put or made to feel that I am in this position of responsibility. Do you have any ideas or thoughts?

Thank you, Inadvertent Cat Woman Cat Woman, Y’all need to take these cats to a no-kill shelter or learn more about fostering cats and kittens. Anyone taking in strays should be getting these animals their shots and vetting their health thoroughly before finding them a forever home. People will adopt healthy and friendly adult cats, and I think the best thing you two could do is re-home these animals.

You have described a fairly inhumane existence for these cats, and that’s not OK. I mean, you literally said that they die on the regular.

If your roommate wants to welcome these cats to his property, he’s gonna have to take care of them. Sit him down and explain that he needs to be feeding these cats, at the very least, and he certainly needs to be taking them to the vet and adopting them out to ensure a good quality of life for them. He clearly can’t take care of them, even though he wants them around, and the impact of our actions always outweighs our intent. He means well, but I’d say he’s doing more harm than good.

And honestly? Move out. You’re taking on a lot of stress by trying to manage this

situation for him, and it’s even getting you in trouble when you try to go out and find food for the cats. (But for real, though, thumbs down to any place that gets mad at people for trash picking. What were you gonna do with that trash besides throw it away?) This is his choice, not yours, and he should be taking care of those cats. Adopt a couple of the good ones and move to a residence where you can give these kitties the life they deserve.

Print Is Dead THE REPORT OF OUR DEATH AFTER 32 YEARS WAS AN EXAGGERATION

By Pete McCommons pete@flagpole.com You know the story: The aging Mark Twain was on a world speaking tour for the purpose of raising money to pay off his debts incurred through bad investments. (He spent a fortune backing inventors attempting what would become, under someone else’s patent, the Linotype machine that revolutionized printing and made its backers wealthy.) Word got out that Twain had fallen ill in London and had died, a rumor that Twain reputedly dispelled with a transatlantic cable stating, “Reports of my death are greatly exaggerated.” The cable has become famous, though false. saying that print no longer matters, that people get their information from their phones, and people do not read newspapers anymore. In many places that is true. Vast news deserts now pock our landscape, leaving towns without reliable news, without trusted voices to tell them what’s going on—what their local governments are up to, what the school board is doing, what’s in the latest SPLOST package, what new restaurants are opening. It is true: Print has died all over America, leaving people to thumb through their phones trying to find out what is going on and, like as not, having the answers supplied by Russian robots.
