BOE Approves Means’ West Broad Plan PLUS, SUPERINTENDENT ACCUSES BOARD OF MEDDLING AND MORE NEWS

The Clarke County Board of Education voted Thursday night to approve Superintendent Demond Means’ controversial plan for an early learning center at the West Broad School, meaning the end of the West Broad Garden.

Means’ $10 million proposal includes five to 10 classrooms for Head Start, Early Head Start and/or pre-K in a new building, as well as community meeting rooms, an office for students to fill out job and college applications and a school-based health clinic in the historic portion of the school facing Minor Street. Athens Neighborhood Health Center Board President Mae Walter said her board hasn’t discussed the possibility of running a clinic on that site. It remains to be seen whether state and/or federal officials will allow an early learning center to be built on the land, which borders the four lanes of U.S. 78 and sits next door to a facility serving alcohol.

The vote was 4–2, with Kara Dyckman, Charles Worthy, Linda Davis and LaKeisha Gantt in favor, and John Knox and Greg Davis opposed. Frances Berry was out of town. Patricia Yager abstained. Tawana Mattox, who works for the Athens Land Trust, recused herself—a crucial distinction, because she was counted as not present, meaning only four votes were required to pass Means’ plan instead of five.

Greg Davis said he wanted the early learning center to be built at the 13-acre old Gaines School site, while Knox raised concerns about the escalating cost and said he favored the ALT’s proposal for the property. The $10 million Means plans to use is “left over” from ESPLOST 5, which was presented to the public as a way to fund renovations at all four middle schools—but that hasn’t happened. Means plans to renovate Clarke Middle in 2025, making it a project for the next ESPLOST, which may or may not pass.

The long-vacant West Broad School is currently the site of a community garden and farmers market run by the ALT, whose memorandum of understanding with CCSD expires at the end of the month. While the land trust said the school buildings could be renovated, Means said school district officials have determined they should be demolished.

At Thursday’s meeting, Means said he had met with the ALT on Monday and offered to share a new building at West Broad, but with no space for a garden or a market. He didn’t specify a timeline for this shared building, nor did he say how the land trust would use it or how it would work with security or accessibility. He said the actual garden could move to Clarke Middle School, where there would be space for a kitchen, if needed, and technology.

Means said middle school students who congregate at the public library could congregate at the garden, without saying who would supervise the students or teach them about gardening. Clarke Middle School already has an agriculture program and an extensive garden, as well as chickens and goats, all of which are part of the curricu-

Knox and Davis have at times voted against Means’ initiatives—as they did on the West Broad School last week—while Mattox has spoken openly about tension on the board and the lack of trust between board members and the superintendent (who are supposed to work as a team, per board regulations).

“The situations involving specific board members demonstrate that the current situation in the district is dire, and intervention from AdvancED is necessary to make significant and sustainable change in government protocol,” Means wrote in a draft of a letter dated Sept. 13 obtained by Flagpole. He distributed the draft to board members at the end of the marathon Sept.

children are school-ready. It’s a way to combat poverty.

Means also said that it’s not good enough for students to simply progress over a year in school. Instead, if a student enters third grade reading at a first-grade level, that child’s teacher will help the child advance two grades and be reading on a third-grade level at year’s end. Closing the racial achievement gap is “an urgent situation,” said Means. When Greg Davis asked how this jump would happen, Means said, “We are trying a lot of different things,” including small class sizes and “learning Wednesdays,” where teachers can learn the latest pedagogy, and a mentoring program directed by Michael Harris and Lynn Duke.

Means: BOE Members Are Micromanaging Means “implore[s]” AdvancED to intervene in the school district in response to a complaint filed with the accreditation agency last month, citing what he calls micromanagement on the part of several school board members. Those members pushed back, telling Flagpole that Means is twisting events and attempting to intimi-

sively opposed” Means’ agenda of increasing achievement, closing racial achievement gaps and ensuring equity, he wrote. The board doesn’t want to be perceived as a “rubber stamp,” he wrote, which “has contributed to a culture of skepticism and distrust.”

Specific allegations leveled by Means include: • Knox and Davis would not participate in a hearing to determine whether to let a teacher out of his or her contract because they had concerns about the process.

• Mattox wanted to reverse her vote to approve a personnel package that included a principal for Alps Road Elementary. (The candidate later withdrew.) She also asked questions about the hiring process, saying that she would prefer for CCSD to promote from within rather than hire out-of-town applicants, because she had heard that internal candidates are “blackballed.” While Mattox said repeatedly in emails that she was not trying to micromanage, Means responded that her questions constituted “an indirect form of micromanagement,” as did her “tendency to assume ill intent” and “need to challenge the administration.”

Mattox responded: “From the first day of being sworn into office, I never felt welcomed by the superintendent, and I observed early on my perception of a super-

intendent who feels he should not be held accountable or questioned on any subject.”

• As previously reported in Flagpole, Knox met with Means to discuss the potential fallout if Means fired an unnamed Eastside principal. Means called Knox “confrontational and aggressive.” Knox had a different recollection, telling fellow board members in a statement provided to Flagpole that he was trying to spare Means from public outcry if the principal was fired after numerous other principals had quit or been reassigned. “My primary intent in having the April 9, 2019 meeting with Dr. Means was to help him in his job—not to undermine, not to threaten and not to intimidate,” he wrote.

• The board unilaterally added to the criteria for evaluating the superintendent, and has not scheduled a hearing on a complaint Means filed on May 13 against Knox related to the April meeting.

• The board usurped the superintendent’s authority by voting last month to approve a resolution, introduced by Davis, authorizing board President LaKeisha Gantt to hire outside counsel to prepare a separate response to AdvancED. The resolution cited concerns that Means is not unbiased and would respond in a manner that threatens the district’s accreditation.

Davis noted that CCSD’s attorney, Michael Pruett, recommended passing the resolution and advised the board on its wording. “In my view, Dr. Means’ response to AdvancED is an attempt to intimidate the Clarke County school board,” Davis told Flagpole. “It may or may not work.”

In his response, Means wrote that he understands the potential ramifications of involving the accreditation agency. “However, I firmly believe that we have passed the point at which the board will engage in any meaningful change without the intervention of AdvancED.” As for the outside counsel, Gantt told Flagpole that the board has not yet hired its own attorney and is considering revising the resolution to more closely reflect district policy. Legislators Dismiss ACC Requests As they do twice a year, Athens-Clarke County commissioners met last week with Athens’ state legislators and gave them a wish list of changes they’d like to see at the state level. It was quite a list, and the mostly Republican delegation representing mostly Democratic Athens (through the miracle of gerrymandering) was mostly noncommittal.

In addition to authority over speed limits, decriminalizing marijuana possession and septic tank maintenance regs, commissioners asked for a laundry list that included allowing undocumented immigrants to drive legally, higher wages for the lowest-paid university system employees and limits on wealthier people getting HOPE scholarships. In addition, people have died in Athens as a result of Georgia’s failure to expand Medicaid (as most other states have done), commissioners said.

State Rep. Spencer Frye (the lone Democrat) called it “a great list” and said a compromise on Medicaid access for

Georgia’s poor is “closer than we’ve ever been.” But Republican Sen. Bill Cowsert was dismissive of the commissioners’ list, insisting that the items on it were not “uniquely local” to Athens or “specific to your jobs” as elected officials. Commissioner Melissa Link disagreed, citing half a dozen items where state rules preempt local powers: “Over and over again, we get requests from constituents, and we’re like, ‘Sorry, we can’t help you, the state won’t allow us to do that,’” she said. “Just let us do our jobs as a local government.”

A small downtown park is proposed for the corner of Lumpkin and Washington Street, which is presently a county-owned parking lot overlooked by the new mural that depicts the cultural history of Hot Corner. A design for the proposed minipark—an off-street “gathering space”—is being developed by the Athens Downtown Development Authority. Commissioners saw a preliminary plan with seating, trees and a small stage. They asked for more shade, play spaces for kids and perhaps a fountain or water wall. “I love the idea of a fountain kids can play in,” Commissioner Patrick Davenport said.

Public input will be sought as plans advance, and the design could be completed within a year, ADDA co-director David Lynn said. Surface parking lots downtown are “too valuable” to be used merely for parking, Lynn said; they should all be converted to public or commercial uses.

Additional plans for that block of Washington downhill from City Hall could include renovating the former bus-stop kiosk into a narrow diner-style restaurant.

The plaza that tops the recessed kiosk building “could be a really interesting sidewalk cafe,” he added. And the county-owned Costa Building (the former police station) could house street-level commercial plus upstairs offices, as suggested by the Downtown Master Plan, Lynn said.

Also at last week’s work session, commissioners were mostly skeptical about the need for a new sewer line to serve an area between Commerce and Danielsville roads. The area is not served by sewer— homes, businesses and Fowler Drive Elementary School are all on septic tanks. A

sewer line has long been proposed by ACC’s Public Utilities Department, but sewer lines bring development, and commissioners have resisted encouraging development in the environmentally sensitive area around Sandy Creek. They canceled the proposed line in 2010 but last year agreed to serve the planned amphitheater on Commerce Road with a dedicated “force main,” a sewer line that will not allow others to tap in.

Septic tanks work fine, usually, and should be pumped every three to five years, officials recommend. But many homes in the area were built on lots too small to properly accommodate septic tanks, because if they fail, there is no room for a new drainfield. And some may be failing, or at least need pumping more frequently.

Besides backing up sewage, a failing tank can flow onto the ground and pollute waterways, though Sandy Creek apparently has not been affected.

A sewer line could replace failing tanks, but commissioners noted that sewer lines can leak, too—and have, to the tune of 400,000 gallons in the past two years. That’s typically because of grease, said acting PUD Director Glenn Coleman, and old lines that will soon be replaced. But commissioners also pointed out that they had voted for $5 million to fix failing septic tanks four years ago, and none of it has been spent.

That’s because no failures were “imminent,” county Manager Blaine Williams said. Even if a line were built, homeowners might not connect—it costs over $3,000 to do so.

Coleman, who had conferred with local conservation groups, said the line could avoid wetlands, and the deteriorated Cook’s Trail could be rebuilt in the bargain.

Some commissioners were suspicious.

“Is this actually an economic development project, or is this an infrastructure project?”

Link asked. “There’s all kinds of rumors” of proposed developments in the area, said Commissioner Jerry NeSmith. Developers “would be tickled pink to see a sewer line,” added Commissioner Russell Edwards.

Coleman said he knew of no proposed developments. “I would like to see us invest time and energy in figuring out how to regulate septic tanks,” perhaps requiring regular pumping, said Link. [John Huie] f

ore than 250 news outlets from around the world with a combined audience of hundreds of millions of people have now signed up for Covering Climate Now, a project co-founded by the Columbia Journalism Review and The Nation aimed at strengthening the media’s focus on the climate crisis.

All outlets have committed to running a week’s worth of climate coverage in the lead-up to the United Nations Climate Action Summit in New York on Sept. 23.

At that meeting, the world’s governments will submit plans to meet the Paris Agreement’s pledge to keep global temperature rise “well below” 2 degrees Celsius.

Fightin’ the Irish GEORGIA HAS A LOT TO PROVE AGAINST NOTRE DAME

I’m not typically the self-referential type, but here is what I wrote about Georgia following its 20–19 victory over Notre Dame back in 2017: “One of the marks of a good team is the ability to overcome its own flaws. Georgia did that against Notre Dame.

The next step is to win without the flaws instead of in spite of them.”

We all know what happened the rest of that season. The Dawgs went on a tear unlike we’ve ever seen, winning without flaws instead of in spite of them and losing only once, to Auburn, in the regular season before getting revenge in the SEC Championship Game. Then there was that amazing overtime Rose Bowl win over Oklahoma before the eventual disappoint-

With so many eyes on Athens, I want to see a performance that leaves no viewer with any reason to believe the Dawgs aren’t on the same level as Clemson, Alabama or any other contender. I want to see domination.

I want to see Kirby Smart and new offensive coordinator James Coley exploit Notre Dame’s weak interior line and run defense with our star-studded stable of tailbacks.

We’ve got the best offensive line and the best group of running backs in the country.

Whether it’s D’Andre Swift, Brian Herrien, Zamir White or James Cook taking the bulk of the carries, I want to see the Notre Dame defense begging, “Please, no more.”

ment of a loss to Alabama in the National Championship Game, when Georgia’s biggest flaw that season—the secondary— came back to bite it on the last play of the game. (I won’t go into any more detail about that, for all our sake.)

Two years later, and it’s time for Notre Dame’s trip to Athens. It’s the hottest ticket in college football so far this season, and maybe the hottest ticket in all of sports right now. Saturday, Athens will be the center of the college football world, and every fan in the country will be looking to see how good this Georgia team really is.

If I can contradict that little thing about not liking to be self-referential again, in the Flag Football season preview, I made a big to-do about the fact that this Georgia team has no excuses, because it has so few, if any, clear flaws. After three easy games to open the season, it’s time to put that theory to the test against the top 10-ranked Fighting Irish and see just how far we’ve come. Can Georgia achieve a flawless victory and show the country how good these Dawgs can be?

As far as the regular season goes, Georgia is unlikely to play a bigger game this year. It’s a nationally televised night game that will feature the biggest crowd in UGA history—a rowdy-as-hell bunch that’ll

I want to see Jake Fromm take his shots and show he’s not just a “game manager,” but one of the best in the country under center. Yeah, he lost a lot of options at receiver. But George Pickens has the potential to be the most exciting UGA receiver since A.J. Green. Demetris Robertson has speed to burn on the edges. Grad transfer tight end Eli Wolf—who probably dances a jig every night to celebrate the fact that he no longer plays for Tennessee—has slotted in beautifully and is a great option over the middle. With the resources Notre Dame will have to commit to stop the run, there should be plenty of opportunities for Fromm to sling it around the field.

I want to see the defense take it to the next level. The front seven looks much more capable of creating havoc this year—a focus of the coaches in the offseason—but the secondary still has to prove it can step up.

There are more blue-chip talents in that unit than you can shake a stick at. And with 80,000-plus red-and-black-clad lunatics hootin’ and hollerin’ during Ian Book’s snap count, hopefully the defense can capitalize on mistakes from the Notre Dame offense.

More than anything, I want the rest of the college football world to fear the Georgia Bulldogs. f

at a high-end butcher shop sitting at tables sampling specialty charcuterie and drinking wine. A light bulb flashed for the couple: What if they created a similar comfortable setting back home in Watkinsville? When they returned to Georgia, the Barnettes shared their concept with Chops and Hops owner Andrew Wallace and discovered he was entertaining a similar idea, soon giving birth to the partnership that became Butcher & Vine.

The new partners recruited Chops and Hops executive chef and local foods enthusiast Josh Aaron, who set to work finding sources of fine locally and globally sourced meats and cheeses, whipping up housemade accompaniments like cashew cheese and peach chutney and developing themes for his boards, such as “Old Country” and “The Carnivore.” Coming in sizes that serve from one to four, Aaron arranges these boards with the care of an artist to combine a variety of tastes, highlighting each with brightly colored, pickled vegetables. The cauliflower adds a brilliant burst of yellow. Aaron has even created a vegetarian board called “The Herbivore.”

Aaron’s Georgia suppliers include Hobo Cheese, a microcreamery that creates small-batch, handmade cheeses. Much of the pork comes from Hamthropology, a Milledgeville “hoggery” raising endangered Ossabaw Island pigs that, according to the company’s website, are descended from Spanish pigs sometimes called “fourlegged olive trees” for their heart-healthy oleic acid fat.

Boards start at $12 and go up to $32 to serve three or four.

Much of the charcuterie comes from Heywood’s Provision Company in Marietta.

Other local products that appear on Aaron’s boards include the bright acid flavors from Phickles’ pickled okra and other vegetables to complement the supple fats. Kiki’s Bakeshop, a Watkinsville neighbor, contributes lemon bars, cheesecake brownies and other treats for dessert. Even

Bottles are arrayed with helpful remarks to help guide purchases and are priced around $9–$12 per glass and up to $100-plus per bottle. Beers from Southern Brewing Company and Creature Comforts are also available.

COFFEE AND CLASSROOMS: Jittery Joe’s roastmaster Charlie Mustard has developed a new coffee blend called Create to help raise money for AthFest Educates, a local nonprofit that awards grants to fund music and arts education for Athens youth.

The medium-roast coffee is designed to be a people-pleasing blend that Mustard says is made up of Guatemala Huehuetenango with Brazilian Cerrado beans.

Jittery Joe’s will market the blend alongside its other specialty “partnership” blends, including Alternative Fuel, the sales of which benefit BikeAthens.

The project allows local groups and organizations to include coffee sales as part of their fundraising strategies.

Mustard suggests the groups might sell the product to supporters as a regular subscription. Jittery Joe’s will also make the coffee available at Kroger and other retailers, contributing 50 cents from the sale of each bag to AthFest Educates.

“The Jittery Joe’s team has been amazing about sharing their vision with us, and their support will enable us to expand our grant-making into high schools,” says AthFest Educates Executive Director Jill Helme.

“It makes sense for local fundraisers to sell a widely consumed product like coffee on a continual basis,” Mustard says. “AthFest Educates already makes a great impact on the community, and what we will do with Create coffee is very exciting to me.”

Pop Power A Q&A WITH MATTHEW SWEET

asual fans remember Matthew Sweet best for “Girlfriend,” the catchy power-pop alterna-hit from his 1991 breakthrough album of the same name.

But Sweet started playing with Lincoln, NE new-wave band The Specs in the late 1970s—you can hear the roots of his signature guitar-pop sound in their 1980 single, “Look Out Girl (You Need a Direction),” a song he wrote when he was 16. He subsequently moved to Athens and played in Community Trolls with Michael Stipe and then Oh-OK with Stipe’s sister, Lynda.

Sweet’s solo career started in 1986 with his debut album, Inside. He returns to Athens on Wednesday to headline the 40 Watt Club.

FP: Your 2017 album Tomorrow Forever was funded by a Kickstarter campaign. Do you feel that crowdfunding is the future of making records or a new means to an end?

MS: I would say both. Crowdfunding is a great opportunity, although you don’t really make a profit from it, as you have to do all the manufacturing and recording out of it.

But without it, it would be hard for a lot of artists to keep recording. For my next crowdfunding effort, I am finishing the record first, so supporters get it in a timely fashion.

FP: What was it like when you lived in Athens?

MS: When I lived in Athens, it was at the tail end of the classic era. FP: You always have the best guitar tones, live and in the studio. What’s your preferred rig?

MS: I like so many different guitars and amps, and they each have their special qualities. Recently, I’ve been using a Marshall JCM800 live a lot—it’s a tube amp that has a master volume, which can be helpful, volume-wise. I record a lot with a Fender Tweed Deluxe amp—it just sounds so good. Sometimes I tour with one. I built my own clone of the Deluxe, too. For guitars, I really love stuff made by Dennis Fano. His guitars take from a lot of different classic brands and are a wonderful blend. They are my favorite guitars I’ve ever had, and I’ve owned a lot of guitars.

FP: How long have you been a collector of Margaret Keane’s work? Was the artwork on your last two albums inspired by her style, or are those actual Keane pieces? What was it like working on her biopic Big Eyes?

MS: My wife and I started collecting Keane and others from her genre and time—the early ’60s—in the ’90s. We had some prints and wondered, “Where are the originals?” We felt the Keane story was really interesting and thought it would make a great movie. Eventually, our friends Larry Karaszewski and Scott Alexander wrote a script. It was amazing seeing it come to fruition with Tim Burton directing.

Amy Adams was just ideal as Margaret. Once it was made, we thought, “Our work is done!” We got to visit the set in Vancouver while they were filming—we were very excited.

The Tomorrow Forever artwork comes from an artist who used the name Maio. She was an amazing lady from Los Angeles who painted at the same time as Keane. The harlequin paintings are life-sized, huge canvases. She was a real favorite of ours, and it was great to use our originals by her in the album artwork. f

Jewish Jams KLEZMER LOCAL 42 CELEBRATES 10-YEAR ANNIVERSARY

A

few years back, Five Eight bassist Dan Horowitz was getting married and needed a klezmer band to play his wedding.

After bringing one in from Atlanta for his special day, he decided that Athens needed one, too. “They were good, but not as good as us, and we didn’t exist yet,” Horowitz says.

For the past 10 years, Klezmer Local 42 has been Athens’ own homegrown klezmer band. Horowitz co-founded the band with now-Seattle-based Daniel Promislow, and the group has since gained many members, leading to its current nine-person lineup.

The band’s assembly was a lengthy process. Despite klezmer’s cultural significance, it was difficult for Horowitz to find other

As an example, Klezmer Local 42’s sets often include a cover of the Rolling Stones’ “Paint It Black,” but the group takes pains to “klezmer-fy” it, making it their own.

“The Jewishness just comes out of us—we can’t help it,” Horowitz says. “Whatever we play, it’s going to happen, and it makes me happy.”

The group, which has partnered with local organizations like Project Safe, Georgia Conflict Center and the Athens Human Rights Festival, adds that working in the community to promote diversity and equality is something it takes pride in.

An Evening with local musicians familiar with the intricacies of the traditional Jewish music, which has roots in eastern Europe and has experienced somewhat of a resurgence in recent years.

“Athens is crawling with talent, but to find people who are acquainted with klezmer and can do it, that’s not so easy,” Horowitz says.

Amidst back-and-forth banter, the band recalls finding new members everywhere from White Tiger to Earth Fare to Congregation Children of Israel, where saxophonist Eric Linder doubles as a rabbi.

“Over the years, I think we have a decent number of groupie fans from the temple,” Linder jokes.

Klezmer Local 42 travels around the Southeast playing its brand of klezmer music. The band says that, in December, it’s often booked five times a week for the Hanukkah season. “Hanukkah is a good musical holiday, because you can play music on Hanukkah, and you’re not breaking Jewish law,” Horowitz explains.

Though the group relies heavily on traditional styles, it’s been known to incorporate contemporary influences, too. Says Horowitz, “It’s pretty far-reaching. We call ourselves a klezmer band because that’s sort of the foundation that we’re build-

The band’s first album, 2015’s Fear of a Yiddish Planet, featured songs in six languages (including “pirate talk”) and was recorded at Midnight Circus Studio in Buford with Richard L’Hommedieu, who also worked on their forthcoming album, The Mohel of Trenchtown. Founding member Promislow contributed to the new album by recording his vocals remotely. The upcoming LP also features an appearance by Avery Draut of local band Avery Leigh’s Night Palace. That record is expected in the near future, and the band has plans to tour, as well as visit Savannah to work on a project for the Atlanta Music Festival.

SAY IT AIN’T SO: Longtime Athens rapper Donny Knottsville has reiterated his oft-threatened promise (see what I did there?) to retire completely from performing by the end of the year. But before any of that happens, he went ahead and released a new 18-song album named The Ghost of Don Dada. This makes the second full-length he’s released this year. As usual, he does a great job of wrapping poignant lyrics inside what appear as spoofs of pop culture. To wit, the remix of his previously released “Uncle Buck,” as well as “JFK Drop Top,” “Caveman Movie,” “Flash Gordon,” et al. Lots of locals are included as collaborators, such as Christopher Ingham, DK, Sawmill Slang (aka Austin Darnell) and Louie Larceny, who spins turntables on one track. This was recorded between Joel Hatstat’s High Jump Media studio and Zeke Sayer’s Gypsy Farm. Participants should: - Be co-parenting their first biological child, ages 12-18 months; - Live together in the Athens area or surrounding communities; - Not have parented any other children including stepchildren Participation for you and your partner involves a one-hour online survey and a one-hour study visit, which includes an observation session of both of you with your child, and a small blood sample from both parents.

Participating couples will receive up to $100 for completing the study.

The study will be conducted at the Clinical and Translational Research Unit on the UGA Health Sciences Campus. The Principal Investigator is Dr. Anne Shaffer.

Trouble in God’s Country CAN KEMP’S RURAL STRIKE TEAM STANCH THE BLEEDING?

First, props where they’re deserved. Georgia Gov. Brian Kemp actually took a step in the right direction last Monday when he told the AJC that he’s creating a “rural strike team” to try to stimulate economic development in the state’s dying hinterlands. The state of Georgia is quite literally in the process of tearing itself apart along rural and urban lines, and especially between metro Atlanta and just about everything else from Macon south. These are not slow-moving trends. No matter how you come at it— economically, educationally, health-wise, politically—you can pretty much watch the division in real time.

Take education as an example. In 1970, according to Census Bureau data, there were fewer than a quarter of a million college graduates in the entire state of Georgia, and slightly more than half of them lived outside Trouble in God’s Country’s 12-county metro Atlanta region.

Today, the state is home to nearly two million college graduates, and 63% of them live in metro Atlanta.

These differences matter. Not only do they fuel metro Atlanta’s outsized economic growth, they drive widening disparities in taxes paid and social services consumed.

With just under half the state’s population, metro Atlanta in 2016 coughed up nearly two-thirds of the state’s federal taxes while consuming, as examples, about 37% of the state’s Medicaid services and about 41% of its food stamp benefits.

You can do the math on the other side of that equation. Oh, OK, I’ll help: The 99 counties that constitute Trouble in God’s Country’s Middle and South Georgia regions don’t even come close to covering their own Medicaid and food stamp costs, let alone anything else. After a while, these kinds of numbers get to be politically untenable. What do you do about it? I’d offer the following as a running start at an answer.

First, the multi-agency approach suggested by Kemp is the right idea— and critical. The state of Georgia arguably has one of the strongest and most sophisticated economic development infrastructures in the nation, but my sense is that its work has been largely siloed and not well integrated with other departments and agencies of state government. The state’s urban-rural divide and the deterioration in much of rural Georgia constitute a truly strategic problem. It’s not an exaggeration to call it an all-hands-on-deck crisis. In addition to the departments of Economic Development and Community Affairs, the team will have to include high-level engagement from throughout the state’s education bureaucracies and, I’d argue, public health and human services.

Start with a realistic evaluation of the state’s various rural areas. Some politicians like to say they want to run government like a business. In business, if you’re losing money year after year, sooner or later you call it quits. Under that theory, I can take the governor to 50 or so counties where he ought to turn out the lights and call it a day. We can’t do that, of course, but it ought to be possible to invest discretionary tax dollars and other public resources in areas that at least have a fighting chance of generating a return, in terms of new growth and economic prosperity.

Shore up the regional hub cities first. It’s not just Georgia’s purely rural areas that are in serious decline; a lot of the major regional cities—Macon, Columbus, Augusta, etc.—are suffering various types of distress, and they are vital to rural areas around them. As a practical matter, it may be too late to do much good for Albany and the rural counties between it and the Alabama line; that entire region of the state is bleeding population and shrinking economically to a degree that may put it beyond near-term salvation.

Challenge the rural areas to compete for the state’s attention and dollars.

Hopefully, one of the initiatives that will come out of Kemp’s effort will be a process by which multi-county regions or areas of the state can apply to the state for funding and technical support. It shouldn’t be entirely on Kemp’s strike force to show up in Enigma, GA, and say, “We’re from state government, and we’re here to help you.”

Rural areas should be required to come forward with a rational vision, demonstrate that they have the leadership capacity to drive a major effort and put serious skin in the game.

Bite the political bullet and implement Medicaid Expansion. I should have listed this first but figured Republicans would stop reading right then and there.

Refusing to take advantage of Medicaid expansion was the major failure of Nathan Deal’s administration, and Kemp shows little inclination to do any better. His attempt at a “waiver” approach (an all but transparent effort to deny Barack Obama any credit for the program) apparently can’t even pass muster in Donald Trump’s Washington.

Meanwhile, rural hospitals continue to close and people continue to die, prematurely and unnecessarily. Even if Deal, Kemp & Co. are blind to the health benefits of Medicaid Expansion, you’d think they’d see the economic benefits of pumping billions of dollars into rural Georgia. Maybe all things Obamacare still constitute a third rail of politics for Georgia Republicans, but my hunch is that the radioactivity levels tied to Medicaid expansion have diminished to a point that it could be a political winner for Kemp—a Nixon-to-China sort of moment.

Again, I don’t know whether Kemp’s “rural strike force” will prove to be anything more than eyewash and window dressing, but it’s encouraging that he’s taking a stab at the problem. Hope springs eternal. f
