This soap opera is playing out against the backdrop of a looming vote on Means’ proposal for the West Broad School. He informed Athens Land Trust Executive Director Heather Benham at 4:05 p.m. on Aug. 8—too late to sign up to speak at the board meeting that night—that he WHITLEY CARPENTER

After a relatively peaceful school board meeting earlier this month, a struggle over the direction of public education in Athens resumed in earnest last week, with unnamed parties filing a complaint with an accreditation agency against certain school board members. Meanwhile, the board of education is preparing to vote next month on a plan for the West Broad School property while many questions remain unanswered, and the relationship between the Clarke County School District and tenant the Athens Land Trust continues to disintegrate.

In response to open records requests filed by Flagpole and others, CCSD released an Aug. 9 letter last week from the accreditation agency AdvancED (formerly known as SACS, or the Southern Association of Colleges and Schools) informing Means that unnamed “community stakeholders” have filed complaints against “some members of the Board of Education,” again unnamed.

The complaints allege that those board members lack knowledge of board policies, are working to undermine Superintendent Demond Means and micromanage the district, and “are influenced by special interest groups that are satisfied with the low student performance of some groups of students, thereby support inequitable opportunities and expectations for learning across all student groups.”

Board President LaKeisha Gantt compared those complaints to an ethics complaint filed against Means in May, calling them flip sides of the same coin. But she said she had no information other than what is in the letter from AdvancED. It’s unclear what the complainants want AdvancED to do, but the complaints could have serious consequences for the district.

In 2008, SACS revoked Clayton County’s accreditation due to infighting on the board and other infractions, such as violating open meetings laws, and then-Gov. Sonny Perdue replaced four board members.

Clayton County was still feeling the effects 10 years later, according to a 2018 AJC article.

Flagpole sought further documents from CCSD, but attorney Michael Pruett responded that searching email accounts for “advanced” would “yield an impossibly high number of documents.” (As a side note, at press time, Pruett also had not complied with an open records request filed four weeks ago for a list of employees that had left CCSD during the 2018–19 school year, in violation of the state open records law.) We are seeking a copy of the original complaint from AdvancED. It also came to light last week that CCSD had been posting online the names of people who have filed open records requests and the contents of those requests— though not of the responses. That’s highly unusual and could have had a chilling effect on citizens seeking information. Chief of Staff Xernona Thomas, who handles open records requests, quickly removed the list after being asked about it. She told Flagpole that she did not know they had

Means’ plan also doesn’t address several potential obstacles to state approval. The property is across the street from a nightclub that sells liquor, so siting a school there today would violate state law. The plan may not meet state standards in other ways, too, such as the parcel’s small size, the amount of traffic on Broad Street, adjacent properties’ commercial zoning and lack of a plan to handle traffic. Those are all issues CCSD administrators have yet to publicly address.

Gantt said the board has not received any information on those topics, and she is not sure if they’ll be a part of the board’s Sept. 5 work session. She referred questions to the board’s property committee. The property committee did not discuss those issues at its most recent meeting, though, and is not currently scheduled to meet again before the Sept. 12 voting meeting.

Hancock Avenue downtown now has bike lanes as part of a recent repaving project. The lanes are buffered from traffic on one side by paint and the other by paint and parked cars. None of this does any good, though, if drivers park in the bike lane, so please don’t do that.

intended to recommend letting the memorandum of understanding allowing the land trust to operate a community garden and farmers market on the property expire at the end of the month.

Under Means’ $7.4 million plan, the 10,000-square-foot historic building on Minor Street would be renovated and include a health clinic, meeting room and “student success center” where students could fill out job and college applications.

A new 27,000-square-foot building fronting Campbell Street would contain 20 new early learning classrooms. CCSD currently has 125 children on a waiting list for early learning slots.

A group that includes the land trust called West Broad Rising submitted its own plan for the property last year, after the school board punted again and issued a request for proposals. It also calls for renovating the historic Minor Street building and using the property as a community center while maintaining the garden and farmers market. Athens-Clarke County has offered to kick in $3 million from a SPLOST fund for youth development, and the land trust has lined up matching grants.

Contrary to rumors, CCSD would pay nothing while continuing to own the property and lease it to the land trust.

Technically, though, the September vote will be on hiring an architect to design the facility Means envisions, so the West Broad Rising proposal won’t even be on the table.

And with the board adding five new members since January, are any of them even aware of it?

It’s entirely possible that no one will end up with what they want—that the land trust is kicked out, the garden bulldozed over and the historic schoolhouse continues to deteriorate while CCSD circles back around and tries to find a Plan B. Regardless, based on the land trust’s recent interactions with CCSD, it appears that

the district administration wants the West Broad Market Garden out. The fate of the garden has become the third rail of local politics, pitting factions on the board and in the community against each other.

In June, CCSD Chief of Operations Dexter Fisher tried to put a stop to a carnival the land trust was planning on the West Broad School property. Fisher had concerns about insurance for a bounce house and alcohol being served, Means wrote to Benham following an email Benham sent to school board members. Such issues fall “within Mr. Fisher’s job responsibilities,” Means wrote. However, even after being informed that the land trust had an insurance policy covering the bounce house, Fisher persisted in trying to shut down the carnival, according to Benham.

“We had anticipated the district’s efforts to disrupt our celebration, so we intentionally worked with the county and neighbors to set up the carnival off of school district property,” Benham wrote to the board. “Our efforts were rewarded when he called the afternoon before the event, and we were quickly able to let him know that he had no leverage to shut down the celebration. He then showed up at the carnival to inspect our activities without talking to staff; this does not lead to a feeling of community collaboration.”

The land trust also alleges that CCSD pressured the University of Georgia to not participate in a wellness fair at the West Broad School Aug. 17. “Unfortunately, Dr. [Suzanne] Lester was informed by CCSD that if she wanted to partner with CCSD in the future, she cannot bring her free clinic to West Broad,” Cameron Teeter, the West Broad Market Garden’s manager, wrote in an email obtained by Flagpole.

Lester, a UGA/Augusta University Medical Partnership professor who runs a mobile health clinic, denied that CCSD had anything to do with the clinic not participating. Lester said she is working to secure a partnership with CCSD to have the mobile clinic regularly come to Clarke Central High School to serve the Rocksprings/West Broad neighborhood, but that’s not the reason she opted out. She couldn’t find volunteers to staff the clinic on a weekend on

short notice, she said, and one-off appearances at events isn’t really what the clinic does. It functions more like a primary care physician on wheels, making twice-monthly appearances in low-income neighborhoods like Pinewoods and Garnet Ridge—both primarily Latinx immigrant communities— to treat regular patients, so building strong ties with communities before committing to serve them is important.

“My goal is health care,” Lester told Flagpole. “I don’t want to get involved in any politics that are out there.” [Blake Aued]

ACC Resolution Supports Immigrants Athens-Clarke County commissioners denounced white supremacy and committed themselves to reversing the damage done to communities of color in a formal resolution showing support for “immigrants, undocumented residents and the Latinx community” last week. They directly called out Immigration and Customs Enforcement (ICE) as an institution that causes fear and threatens immigrant communities. They likewise criticized “some politicians” for emboldening white nationalists and xenophobes with their rhetoric, but didn’t name any names.

The resolution comes after the tragedy of the El Paso, TX, shooting, which targeted the Latinx community, and the mass arrests of undocumented people at multiple chicken plants in Mississippi.

Commissioner Tim Denson, the lead author of the resolution, remarked on Athens’ similarity with the Mississippi towns and expressed worry that raids could happen here. Commissioner Ovita Thornton agreed, saying, “I have experience with black racism and black cultures being denied. You’re no different from anyone else.”

aloud, alternating between English and Spanish. Dozens of Latinx community members were in attendance to show their support.

After the reading, some spoke to the mayor and commission through a volunteer translator. They expressed their gratitude but also asked for further action to protect the undocumented in Athens, especially in regard to the ability to drive without risking deportation. “Three weeks ago, [ICE] came to my house,” said one undocumented resident. “Many of our members have been missing church often, because of their fear of driving and that they could be arrested and deported,” said a local Latinx pastor.

Denson acknowledged that the resolution “won’t make the threat go away” for undocumented families. However, the ACC Police Department has recently changed its policy regarding the arrest of those driving without a license, something the undocumented community had been requesting for years. (State law forbids people who are in the country illegally from obtaining a driver’s license.) ACCPD will no longer arrest anyone for simply driving a car, unless they are unable to prove their identity. This would allow the undocumented to show a foreign passport or other identification to avoid arrest, a policy similar to one enacted by the Cobb County Police Department.

In 2018, the Clarke County Sheriff’s Office stopped honoring ICE’s requests to hold undocumented inmates longer than required by federal law, but dozens of Athens residents have been deported in recent years, during both the Trump and Obama administrations, because the local government is unable to stop ICE from conducting raids. The commission’s Legislative Review Committee took up a proposal last week to raise the minimum drink price for alcoholic beverages to $2 or $3. The current minimum price of $1 was set in 2007, but Commissioner Allison Wright said it’s routinely ignored. Police Chief Cleveland Spruill said numerous studies show that a minimum drink price helps curb binge drinking. It was one of the recommendations that came out of a downtown health and safety study in 2016, although it would apply countywide. The LRC is also considering defining when bars can have a happy hour.

The ACC Leisure Services Department will cut the ribbon on the newest phase of the North Oconee River Greenway at 5 p.m. Sept. 5. The East Campus Connector Bridge will, as the name implies, span the river to connect UGA to the greenway.

A Hugh Hodgson School of Music brass ensemble will perform “Murmurs and Prestige,” an original composition by student Cameron Gwynn. Parking is available at the park-and-ride lot at College Station Road and the Loop. In addition, a dedication ceremony for the new cooperative extension building at 275 Cleveland Road will be held at 3:30 p.m. Sept. 9.

In 2018, several ex-employees accused mayoral candidate and marketing firm owner Richie Knight of not paying them. It finally caught up to Knight, who was recently arrested and charged with felony deposit account fraud. He’s accused of writing a $5,975 bad check in November to a company his campaign hired to mail postcards to voters. Knight received 9% of the vote in the mayor’s race. [BA]

Habitat believes that home ownership “is one of the best ways to create generational wealth,” Frye said, and it also helps to solve “a lot of the social issues that we tend to politically argue about.” Habitat builds homes that qualified low-income residents can buy, but a “long list” of government requirements raise the cost of building those homes.

“When you [add regulations] bit by bit, it doesn’t seem like a big deal,” he said, “but over time, just trying to maintain a certain quality of life in our community, we’ve put housing out of reach for a major part of our community.”

Frye is also a Democratic state representative who supported a bill in last spring’s legislative session that would have stripped local governments of their ability to regulate the design of houses. It was opposed by local governments, including Athens-Clarke County.

Until the late 1940s—when the Supreme Court mooted racially exclusionary covenants in property deeds—“hundreds and hundreds” of Clarke County deeds specified that no person of color could own or occupy those properties, Girtz said. Then, he added, minimum selling prices were substituted to prevent lower-income people from buying the homes. Also, minimum house sizes were added “to preclude certain populations from being able to move into the community,” Frye said. Single-family zoning “popped up as a reaction to integration,” added Oconee County landscape architect Jon Williams, who heads W&A Engineering. More recently, “there’s a whole couple of pages” of design standards, something that “adds cost” to homes, he said.

Accessory dwellings, or “mother-in-law apartments,” are also not allowed, and Athens has one of the nation’s most stringent laws limiting how many unrelated persons (only two) can share a home in a single-family zone (intended to eliminate “party house” student rentals).

Government incentives are needed to encourage builders to build affordable homes, Williams said, including incentives for “redeveloping” abandoned big-boxes, which costs more than building on undeveloped land. Simplifying home-building regulations could certainly help, like permitting “flag lots” with little street frontage or allowing multiple homes on a single driveway. Building additional homes on (or just off of) existing streets “is going to be an absolute necessity,” he said, to make efficient use of existing infrastructure.

“In older neighborhoods, there are lots of houses built behind other houses,” added homebuilder Michael Songster, and “it works great” when done well. Land costs are the biggest contributor to home costs, he said.

Many people are interested in ‘tiny houses’ and, in any case, don’t want a big house to clean and maintain. That includes military vets and seniors—“they’re living longer; people are struggling more,” said Thornton. A minimum house size (currently 600 square feet in ACC) is unnecessary, Songster said. “Just get rid of it.”

RIP Peter Fonda THE EASY RIDER STAR SEARCHED FOR THE SOUL OF AMERICA

Massive musical gatherings like the Atlanta International Pop Festival were harbingers of the iconic Woodstock festival that brought tens of thousands of young people to rural New York 50 years ago. In July 1969, a free concert by the Grateful Dead, San Francisco’s seminal rock band, packed Atlanta’s Piedmont Park during a peaceful summer afternoon. Just two months later, that same urban park was a scene of violence as police using clubs and tear gas clashed with hippies hurling rocks, bottles and epithets during what came to be known as COLUMBIA PICTURES

Actor Peter Fonda made a well-timed exit from the stage of life on Aug. 16 at the age of 79. Best known for his starring role in the 1969 movie Easy Rider, Fonda died 50 years after the release of that groundbreaking film.

Fonda and co-star Dennis Hopper, who also directed the film, played two motorcycle-riding hippies on a cross-country road odyssey across America “between the shining seas.” A promotional line for the movie said that the two “went looking for America and couldn’t find it anywhere.” Instead, the divided and angry America of 1969 found them at the searing climax of the film.

Georgia Is Good Enough to Win a National Championship

eorgia football finds itself somewhere it hasn’t often been since Kirby Smart was hired as head coach in 2015—in the midst of a losing streak.

After a fantastic 2018 regular season marred only by a blemish in Baton Rouge, the Bulldogs lost a nail-biter to Alabama (barf) in the SEC Championship before heading to the Sugar Bowl to get their asses kicked by Texas. In a season that once held national title aspirations, those losses were bitter pills to swallow.

Smart was brought back to Athens to take Georgia to the next level, and that’s exactly what he’s done. There was a time in the notso-distant past when the 2018 season would have stood among the greatest seasons of our lifetime. But at this stage in Smart’s tenure in Athens, the Dawgs don’t rebuild, they reload. That’s exactly what they’ve done in the offseason, and Georgia enters the new season ready to compete for a national championship once again.

Considering the talent and experience on the roster, it probably has Kirby Smart a better shot at finishing the job this year than it did last year.

So, it gives me great joy to announce to you fine denizens of Bulldog Nation… the UGA Death Star is complete!

When you look at this Georgia team up and down, it’s mighty tough to find any weaknesses. As good as the last two Georgia teams were—and they were very good—they simply didn’t have the depth of talent this one has. In years past, we could blame some shortcomings and weaknesses on the fact that Smart didn’t have all “his” players yet.

That’s not the case anymore. He’s been recruiting at a high level for four years, and there are only a handful of Mark Richt holdovers left. When Smart was hired, most would

have said to give him four years to get on the level of the Alabamas and Clemsons of the world.

Well, we’re here. Everything every fan has always said Georgia needs, Georgia has. This is Smart’s team. They’re not running ahead of schedule anymore. There are no glar-

always be in the mix for a title. But it might not always have one of the best quarterbacks in college football. Fromm is a junior and could leave for the NFL if he has the season most of us believe he will have. When he leaves, chances are good the team will see a slight regression. Our opportunities to win a national title won’t end after this season, but they may take a slight dip while we try to find another QB as talented (and experienced) as Fromm.

When I say we have no excuses, I’m not saying it’s national championship or bust. If we fail to win it this year, no one should go overboard comparing Smart to Richt or start lobbying for significant changes within the program. But the excuses of weakness at this or that position or quarterback controversies or Smart not having his guys in the team don’t fly anymore.

Georgia has everything it needs to win the big one. Now it’s time to go do it. No excuses. f

To Beer or Not to Beer?

Simply put, there are no excuses not to go all the way this year.

The big difference between this Georgia team and the first three under Smart is the depth of talent. Lots of college football teams have talented players. Only a handful have the kind of depth necessary to make a run for a national championship. Georgia has long been one of the dozen or so teams that annually ranks high enough in bluechip ratio to say it has a claim on a national championship.

This season, only Ohio State (81) and Alabama (80) have a higher percentage of blue-chip prospects than Georgia (79).

That’s why some of the worries I’ve heard about the wide receiver corps, the weakest unit on the team, seem exaggerated, if not unfounded. Yes, the Dawgs lost most of their receiving production last season to the NFL Draft (Mecole Hardman, Riley Ridley, Isaac Nauta) and dismissal (J.J. Holloman). But what the receivers lack in experience, they make up for in talent, including former five-star Demetris Robertson and true freshmen Dominick Blaylock and George Pickens.

In other happy news, we 100%-beyond-a shadow-ofa-doubt know who our quarterback will be. That’s pretty novel in the wake of the Lambert/Eason, Eason/Fromm and Fromm/Fields QB battles of the last three years. Just knowing Jake Fromm is the starter and not having to concern ourselves with the backup feels like a breath of fresh air.

The schedule will be a smidge tougher than last season. Notre Dame and Texas A&M both come to Sanford for tough contests, but the SEC East is still swimming in Georgia’s wake. There will be a handful of more difficult games, but we should win all of them. All told, things are shaping up for a fantastic season from a fun team. Hooray!

Everyone does need to be aware, however, that this could be the end of this specific window for a title: the Jake Fromm window. The way Smart has recruited, Georgia will

The offseason brought some wonderful news for fans of SEC teams. Back in May, the SEC announced it has lifted its blanket ban on stadium-wide alcohol sales across the conference. Rejoice, for it is time to drink beer while watching football, as God intended!

Unfortunately, the rule wasn’t changed so that SEC stadiums would sell alcohol—just that they could sell alcohol. The league gave schools autonomy to make that decision on a case-by-case basis.

Georgia was one of the first to jump on board, announcing limited sales—i.e., you can buy beer if you’re sitting in the club level and donate $25,000 a year. Us plebes are still SOL. But hey, that’s what airplane bottles and flasks that look like binoculars are for.

There’s always next year for beer in Sanford. As for this year, Georgia does play five games away from home. So, if you’re a traveling fan, your dream of drinking (legally) at a Georgia game isn’t dashed yet.

Vanderbilt, Aug. 31: BEER! Vanderbilt will sell alcohol at its games to help raise funds for facilities projects. I guess beer at games is one benefit of not having an obscenely wealthy program. So, cool off with a nice adult beverage when it’s hot as hell in Nashville for this one.

Brown and Bull will offer an artists talk on Thursday, Aug. 29 at 5:30 p.m., and their exhibition will remain on view through Sept. 16.

Carol John, a local artist whose work is easily recognized by its candy-colored patterns and pop sensibilities, shares a new series of paintings called “Legion Pool,” inspired by the storied swimming spot on campus. Dodd MFA candidate Alex McClay and Californiabased artist Sam Regal present “Turbulent Femme || toward a radical future,” an exhibition of site-specific media text, sculpture, projected images and sound that investigates feminine selfhood inside of patriarchal systems. In “The Fool-ectomy,” MFA candidate Mac Balentine uses the archetype of the fool to explore shifts in cultural standards of normativity and wellness, with emphasis on queerness as an act of resistance. The school will host Lunchtime Gallery Talks with Balentine on Thursday, Sept. 19 and McClay on Tuesday, Oct. 1, both at 12 p.m., and all three shows will remain on view through Friday, Oct. 4. f

hile Athens’ musical legacy is well known, Georgia towns of all sizes have rich creative histories of their own. Unfortunately, many of them no longer have venues where musicians can perform. Over time, due to financial and other issues, small auditoriums and clubs across the state have become vacant spaces that no longer host crowds of people dancing and singing along to their favorite bands.

Until recently, one such venue was the Winterville Auditorium. Dodd Ferrelle, mayor of nearby Winterville and a longtime Athens-area musician, has been a leading force in resurrecting the auditorium. Ferrelle, who has been mayor since 2016 and lives in one of the town’s earliest private homes, has made restoring the venue one of his priorities.

Luckily for Georgians, reviving performance spaces in small communities has become less challenging. Atlanta’s Fox Theatre is home to the Fox Theatre Institute, a program that helps support struggling arts venues around the state, with the goal of putting the arts back into rural areas. Thus far, the FTI has helped support nearly 100 projects across Georgia.

“We’ve given out more than $1.8 million in grants,” says Leigh Burns, director of the FTI. “Most of our grants go towards preservation—we invest in communities that really need to focus on rehabilitating their theaters, and we also work with education programs and school tours.”

Winterville has applied for two separate grants from the FTI, and has received enough money to equip the auditorium with heat and air, a new roof, lighting and sound equipment. “We would not be renovating our auditorium without the help of the FTI,” Ferrelle says.

On Sept. 13, the FTI will present its annual Revival concert, which raises money for the program. The concert, which is normally held in theaters across the state, will take

its home stage at the Fox this year to celebrate its 10-year anniversary. Performers include Drive-By Truckers, Drivin’ N Cryin’ and Dodd and the Councilmen, a band led by Ferrelle and featuring Bill Berry of R.E.M.

In addition, the city of Winterville is holding a raffle for the chance to win two tickets with VIP passes to the concert, a hotel room at the Georgian hotel and $250 in cash.

Along with being under the spotlight at the Fox show, Ferrelle is working behind the scenes, as he was also asked to work on the committee charged with planning the event.

“I’m excited to be able to give back,” Ferrelle says. “It’s an incredible opportunity, because we have been so fortunate to enjoy their generosity over the years, and now I’m able to give back to other communities that will hopefully do the same with their old buildings.”

The FTI was founded after the Fox Theatre nearly saw its own demise. “The Save the Fox campaign was initiated when the theater was going to be demolished,” Burns says.

“We had a grassroots movement… Since we were able to save ourselves, we thought it was really important that we help other theaters reinvigorate their own cities through the arts and through their theaters. The Fox has maintained a strong presence in the community, and that’s what we want it to do for others.”

As a College Park native, Burns has a personal attachment to one of the spaces that the program has supported, Hapeville’s Academy Theatre. “Seeing the south side [of Atlanta] reinvigorated with the arts through FTI’s investment… has been really exciting. It’s very special to me,” Burns says.

Through the efforts of the FTI, small towns across Georgia have begun to see a change in their communities through the addition of music and the arts. Locally, Winterville has become a hub for artists due to the efforts of Ferrelle and others.

“It has really injected energy into our community, and people are moving into the city because of what the arts are doing,” Ferrelle says. “These buildings enable a small town and a small community to reach out to more rural parts of Georgia with the arts.” f

And it’s a hell of a good one, at that. I suppose some might think this is a perfect summer album, with its breezy gentleness and subdued moods, but I imagine it as a spring and autumn record, wonderful for sunny and cool afternoons. Highlights span the whole album, but in particular, “Out on My Bicycle,” “Strong Signal,” “Unstable” and “Late Summer” really deliver.

Indeed, run this through the band-blender and you’ll hear pieces of Slowdive, Ride and My Bloody Valentine, plus a telltale nod to Nirvana from 2:15– 2:30. (You’ll hear it.) Known in large measure as a noise rock/punk/hard rock dude, Woolfolk is actually, at his very core, a song guy. Besides, he already made his shoegaze bones years ago via his old band A Jetpack

Operation. This new Dream Tent track is most definitely a demo and deceptively slow for its overall heft, but is hopefully a sign of an ongoing thing. Fair warning, though: He says this whole thing is supposed to be an exercise in genre-hopping, so upcoming tracks could be wildly different. COOL FOR CATS: Sorta psychedelic, sorta pop, sorta curious band Calico Vision— first prize goes to the newly informed who correctly guess what the name is a pun on—will celebrate the release of its new album Saturday, Aug. 31 at the 40 Watt.

The version of the record I heard wasn’t mastered yet, mainly due to mastering master Joel Hatstat being outta town. I couldn’t tell, though, as it all sounded very well balanced and attuned. (Go ahead and give me grief, engineers, if either of those things aren’t aspects of record mastering. I would.) This record has been difficult for me to wrap my head around even after a solid few spins. The twin aesthetics of Calico Vision are this particular way the guitar is strummed (kinda plunky, but really bright and joyful) and the vocals (similarly joyful and bright). I’ve enjoyed them a whole bunch in live settings, but this album made me think everything was either too fully arranged or not arranged enough. Hell, maybe that’s what mastering would have revealed. The menu mostly focuses on tacos, with the fillings available on flour or corn tortillas—the staff tends to assume you want flour—on lettuce, as a salad bowl, as a rice bowl or as a quesadilla. The lighter the ingredients they envelop, the better the taco, for the most part. The kitchen tends to cram as much as possible into a tortilla,

it’s roasted chunks of butternut squash, accented with roasted pepitas. Those can be on the mushy side, but so can the barbacoa, and they’re not short on flavor.

If you eat fish, you should order the shrimp tacos, which have existed both in an East Asianish version (sesame-ginger) and in a more standard version, both of which are pretty good, probably the best tacos on the menu. The texture is firm, the flavor comes through, and there’s a good balance of sauce and fillings. The particular fixings seem to be in flux as the kitchen plays around from week to week.

Among the snacks, the wings are tasty, available in habanero, citrus cilantro or chipotle and served with “Mexican white sauce” that is basically a citrusy mayo/ranch.

PRACTICALITY: Here is the thing about restaurants that most people don’t talk about: Sometimes—oftentimes, even— whether or not they succeed has very little to do with how good their food is. Even I frequently pick where I’m eating for leisure based on other factors, like consistency, location or price. A choice might be reliant on trying to please a wide group of people with different food preferences or of different ages. Or it might be determined by the fact that a particular place to eat minimizes annoyances.

El Barrio (1331 S. Milledge Ave., 706-850-0708) is an interesting restaurant to consider in this light, because it really does not matter beyond a certain point what is on its menu or how successfully those things are executed.

SP2 Hospitality figured out that Five Points didn’t have a Mexican restaurant where one could get a margarita, and then they capitalized on it, smartly. It’s not trying to be “authentic,” whatever that means these days. It’s just trying to provide a place that eases your stressors, with a well-designed drinks program, a place for your kids to El Barrio stretch their legs and flexible seating options. Most of that seating is outside-ish, either in a covered open-air room that attaches to the bar or on the newly sodded lawn out front. If that reminds you of Taqueria del Sol, you’re not wrong. El Barrio is mining similar territory but adding high chairs and removing the counter service aspect.

short on heat. There’s a kids menu, with $3 quesadillas or tacos, a putt-putt hole out front and nonalcoholic frozen drinks, all of which might keep small people quiet.

The bar, as it always is with SP2, is a real point of emphasis and a strength, with a great range of tequilas and an array of drinks that are both clever and fun. The house margarita is just fine, but the spicy lemonade, a slushie made with a habanero moonshine and a Taijin rim, is incredibly drinkable. El Barrio is open 11 a.m.–10 p.m.

DREAMS: Just because I’m critical doesn’t mean I don’t appreciate how incredibly hard it is to open one’s own business. It just means my responsibility is to readers. It probably took two years for Beau Shell, the not-so-lil’-anymore ice cream dude, to open his brick-and-mortar location, Cool World (1040 Gaines School Road, 706-308-8885) in the Ansonborough development. But it’s open, and it has the same sweet, individual, family-forward approach as his mobile business, just with a wider variety of choices. You can get the same wide array of popsicles, but here you can also get scooped ice cream, in a cup or a cone, in a whole bunch of flavors. You might miss the sign on the wall about ice cream sandwiches, but those are particularly tasty, assembled ahead of time between two big cookies.

What else? Shakes, malts, floats, Italian ice, vintage-type candy (eventually). There’s ice-cream-themed stuff everywhere. It feels like a store designed by a kid in the best way possible, like a dream of a business made reality. The prices are good, and the atmosphere is warm and welcoming. It’s open 12–8 p.m. Monday through Thursday, 12–9 p.m. Friday and Saturday and 1–7 p.m. Sunday. f

ANGEL HAS FALLEN (R) At least Angel Has Fallen surpasses immediate predecessor London Has Fallen. In Angel, once-disgraced Secret Service agent Mike Banning (Gerard Butler, who seems to speak through a mouthful of rocks) now protects President Allan Trumbull (Morgan Freeman). After being framed for a failed multimillion-dollar assassination attempt that wiped out the president’s entire Secret Service detail except for Banning, the once and future hero goes on the lam.

Despite some low-grade creativity (subjective soundscapes), the plot machinations needed to convince everyone, including a hotshot FBI agent played by Jada Pinkett Smith, that our hero is a bad guy are as weary as ever. Why do filmmakers keep wasting time trying to convince audiences that Danny Huston, who slithers his way through the movie as Mike’s old war buddy, is a good guy?

Somehow, Angel Has Fallen delivers as inoffensive—I think—a politically charged action movie as our highly polarized climate may allow. The movie boasts a wacky late addition to the franchise in Nick Nolte as Mike’s estranged dad, a Vietnam vet with severe PTSD. Nowadays, any Nolte is good Nolte, and his grumbly version of Rambo props up the movie just as its middle starts to sag. Things liven up in a bullet-ridden climax straight out of Hideo Kojima’s classic video game “Metal Gear Solid,” as Mike battles a helicopter like the Solid Snake Butler was born to play. A word to the wise: Head out before the movie’s cringingly comic early credits scene. f

We have nearly 30 other screens full of car chases, explosions and “love that alters not when it, like, alteration finds.” Why does Ciné merit our support, especially when we have so many people here living in poverty?

The answer to that question goes to the very core of what movies can do for us as human beings: help us “see life steadily and see it whole.”

Ciné shows some popular first-run movies, but most of the films that come to Ciné, you’ve never heard of them. They don’t have big advertising budgets; they may be foreign (with subtitles—a boon

from people buying tickets, popcorn and drinks and renting the facilities—and, as always, Ciné is dependent on friends and foundations to make up the gap and even allow Ciné to look forward to improvements that will strengthen its ability to sustain the flow of quality films in Athens. And it’s not just a movie theater—it’s also a center of civic activities, meetings, art shows, educational outings, social occasions and gatherings for conversation and a drink or a cup of coffee.

We can all help that bottom line and ourselves by seeing more of these great movies with the delish popcorn and drinks—not to mention the cookies. Above and beyond that simple act of going to the movies, we can contribute something to sustain Ciné.

And our contributions don’t just help Ciné hang on—we help Ciné invest in improvements that will streamline its operations.

For instance, there is great need to turn the present lab area into a third theater. Why? Executive Director Pam Kohn explained a little bit of insider information about the movie business. The two theaters we have now limit Ciné’s ability to expand its offerings. Distributors sometimes require that a film cannot share a theater with another film, which crowds the schedule of the other theater and crowds out local films or others too quirky or unknown or experimental.

A third theater would open up Ciné’s schedule with a lot more control over what it offers and less control by the distributors.

The distributors control the Behind the projector, behind the bar and behind the scenes, Ciné’s business. Kohn credits Ciné’s general manager Jeff Bennett keeps things moving.
