No Consensus on New Courthouse PLUS, THE FATE OF THE MURMUR TRESTLE AND MORE LOCAL NEWS

By Blake Aued and John Huie news@flagpole.com Having met for 70 hours over nearly five months with “good humor and mutual respect,” the 22-member SPLOST 2020 citizens advisory committee made its first presentation to the Athens-Clarke County Mayor and Commission last week. The committee was appointed to vet 88 project proposals that had been submitted by county departments, citizens and local organizations, but most of that wish list cannot be funded even if voters approve continuation of the 1 percent sales tax in November.

The elected county commission will make the final decision in August as to which projects end up on the list for voters to consider, following public input and further recommendations by the citizens committee. Already there is some daylight between recommendations of the citizens committee and the commission, especially about the proposed new courthouse. Most commissioners seem to agree that a new, larger courthouse is needed, although they differ on where it should be built (and its location would be determined only if it makes the list and then is approved by voters). But despite touring the current 100-year-old courthouse and recognizing its deficiencies, the citizens committee did not reach a consensus about the project, and left it off their recommended list. They would like to have seen “a true alternative proposal” to the expensive new building, other than a proposed new municipal building to house the courthouse’s nonjudicial functions, chairwoman Shannon Wilder told commissioners.

“The opposition to [a new courthouse] went deep” she said, largely because of a criminal justice system that the committee “perceived as being unjust and unfair to many in our community.”

Some commissioners had reservations, too: Tim Denson saw “systemic racism in

the criminal justice system.” Athens, he said, needs “not just a new building, but a new vision about what justice is.”

The citizens committee prioritized projects that would serve Athens’ young people, and recommended building—in conjunction with the school district—an Eastside youth building to be staffed by the Boys and Girls Clubs of Athens. ACC commissioners also liked the idea of building the proposed Eastside library next door to the youth building on Gaines School Road, rather than at Southeast Clarke Park. The citizens group also tried to favor projects that would complete or support previously built facilities, that dovetail with community plans such as Envision Athens or the county’s land-use plan, that are equitably distributed across the county, and that benefit underserved citizens. “The people who are most hurt by this regressive tax don’t feel that they’re included in anything in Athens-Clarke County,” Denson said. (Commissioner Andy Herod pointed out that substantial portions of the tax will be paid by out-of-county shoppers.)

Ongoing operating costs were also considered; the recommended projects would add only $1.5 million a year in such costs.

Many “worthy and important” projects were left off for lack of funds, Wilder said.

Nearly 1,000 comments from the public have been received on the various projects, and can still be made or read on the SPLOST page at accgov.com.

Several students also predicted that the incident will discourage African Americans from applying to UGA, where only 9 percent of students are black. Some said they themselves caught grief from parents and friends for enrolling. “I’m sure black student enrollment is going to plummet because of some racist video going around,” said Destin Mizelle, the SGA treasurer.

While the national Tau Kappa Epsilon organization has expelled the four members involved in the video and suspended the UGA chapter, for many students, that’s not enough. Student Mark Norris criticized the “regurgitated statement” the administration puts out whenever an incident of racism occurs, and called for more concrete action.

The Equal Opportunity Office is investigating. Some speakers said the students involved in the video should be expelled from the university.

Vice President for Student Affairs Victor Wilson attended the gathering, but a number of speakers said President Jere Morehead should have been there, too.

SGA President Ammishaddai GrandJean said he and other black student leaders met with Morehead in private on Mar. 25. “He is aware. He is concerned,” GrandJean said. “He cares about what’s happening.” But there’s a limit to what Morehead can do or say at the moment, given the ongoing EOO investigation, he said.

The SGA and NAACP devoted a portion of the meeting to identify steps to take next. Ideas included a commission or task force on racial issues, more collaboration between white and black Greek organizations, mandatory diversity and inclusion training or multicultural classes, and a greater focus on activism and social justice in the first-year curriculum and immersion programs. Save the Murmur Trestle?

With the construction of Firefly Trail finally underway after nearly 20 years, Athens-Clarke County finally has to make a decision about what to do with the Murmur trestle.

In 2000, CSX started to remove rails and demolish trestles along an abandoned rail line running from Winterville to downtown Athens. One of those trestles, near Poplar Street, was featured on the back cover of R.E.M.’s album Murmur. Fans rallied, and ACC purchased the trestle and halted the demolition, but not before it was halfway gone.

As many cities have done with unused railroads—see New York’s High Line or the Silver Comet Trail west of Atlanta—ACC decided to convert the flat, level rail bed into a walking and biking trail. Sales tax collections, planning and federal approval took over a decade. The first leg of the trail, between East Broad Street and Dudley Park, opened last year. Initially, there was not enough money for a new bridge over Trail Creek, but that’s changed since voters approved a 1 percent sales tax for transportation in 2017.

In the meantime, what remains of the Murmur trestle has continued to deteriorate. A previous study found that it was not structurally sound, but engineering firm Kimley-Horn is doing its own assessment.

Potentially, the trestle could be repaired or replaced, or a new bridge could be built alongside it, with the 75-foot-tall, 500-footlong Murmur trestle or a part of it shored up and preserved. However, the original wood is already long gone—the parts have all been replaced since the 1970s.

The trestle has historical value besides being a landmark of Athens music history: Built in 1888, it was part of Georgia’s first state-chartered railroad, which opened in 1841 between Athens and Augusta, and helped spur Athens’ growth as a mill town.

INVENTIVE ALES Find New Favorite Beers at the Classic City Brew Fest

T

he 24th Classic City Brew Fest this Sunday at the Athens Cotton Press will feature more craft beer than ever before.

The Apr. 7 festival will feature over 50 different firkins, or large wooden and metal casks, of beer from across the globe.

Brewers use these casks instead of regular kegs in order to infuse different flavors, such as chocolate, fruit and extra hops, and to naturally carbonate the beer, giving it less foam and a more intense flavor.

Owen Ogletree is the founder of Classic City Brew Fest and has organized it every year since its beginning. After opening a homebrew shop in 1995 called Brewtopia, he decided to start the festival to help educate people on craft beer. When Ogletree first started brewing, there were four breweries in Georgia. Today, there are hundreds, and four in Athens alone, with two more on the way.

“When I ran beer festivals in the ’90s, I’d have to beg people to come,” Ogletree says. “Now, craft beer is huge, and people are super into it, which is super cool to see.”

The Classic City Brew Fest features bottled and tap beers,

food from Biggum’s Bar-B-Que and live music by Rush Morgan. Other cities across the country have similar festivals, but what sets it apart is what’s done with the proceeds. The proceeds are given to the Athens-Clarke County Humane Society, which has been the official beneficiary of the festival since it first began. It’s expected to raise about $10,000, making it the biggest fundraiser of the year for the humane society.

Happy Birthday to Beer Terrapin celebrates its 17th anniversary with a carnival from 4:30– 8:30 p.m. Saturday, Apr. 6 at the Newton Bridge Road brewery. In addition to year-round brews, the carnival features cask ales, barrel-aged beers, beers from Terrapin’s ATL Brew Lab at SunTrust Park and other special brews, along with entertainment from the Balkun Brothers band, local vendors, food trucks and games. Tickets, available at terrapinbeer.com, are $26 and include beer samples, a brewery tour and a souvenir glass. Proceeds will benefit Nuçi’s Space, a mental health and resource center for musicians.

On Saturday, Apr. 13, Creature Comforts will release a limited-edition Five Year Anniversary Ale—a blended 12.8% ABV ale aged in whiskey barrels for 23 months—at its Hancock Avenue brewery downtown. Other limited-edition beers that will be available include Existence (2019), Concurrence Blend No. 001, Duende and Athena Tiki (Painkiller). Creature Comforts’ fifth-anniversary celebration takes place Friday, Apr. 12 from 1–10 p.m. and Saturday, Apr. 13 from 1–11 p.m.

Cronweld Leon, the social media and event coordinator at the humane society, says the organization relies on this event every year to care for future pets. “We’ll use the money to buy food, bedding and other supplies, but mostly to catch up on the animals’ medical bills,” Leon says. “Everyone should come out, because your proceeds could not go anywhere better than helping little ones find a home.”

Any money that is left over after the humane society pays off its expenses is put in a “pay it forward” fund. This fund pays to spay and neuter ani-

mals whose owners cannot afford the procedure themselves.

Beyond the charitable aspect, some people attend the festival every year to see a familiar face or buy a specific beer; others go with no expectations and want to try something new. This year, there will be something new for everyone, as two new breweries in Athens plan to make an appearance and unveil new brews.

Athentic Brewing Company is a microbrewery on Park Avenue that is expected to open in late summer or early fall. The Atlanta Highway brewpub Akademia has allowed Athentic to use its space to work on new recipes, one of which will be available at the festival. Although Athentic was present at Classic City Brew Fest last year, Marketing and Events Manager Kimberly Wise says this year is exciting for them, as the brand is better known. “We’re trying to really make a name for ourselves, and I think Brew Fest is the perfect way for us to do that,” Wise says. “Akademia is being really generous in letting us use their space, so we’re doing our best to make the most of it.”

Normaltown Brewing Co. will also be represented at the festival. The brewery is located behind the Athens Cotton Press, in the Chase Park Warehouses, and has donated some of its space for check-in to help the event run smoothly. According to Ogletree, Normaltown is about three-quarters finished with construction.

Other Athens breweries will also be present at the festival, including Akademia, Creature Comforts and Southern Brewing Company. Only those breweries will be allowed to serve beer on tap; all others can only offer bottled or cask beers.

Attendees will have the opportunity to try a different rare bottled or canned beer every 30 minutes at what Ogletree calls the “special treats” tables.

Ogletree says he wants this event to be something that both beer connoisseurs and people who know nothing about beer can enjoy.

“Most of the people who come are beer geeks, but I think the ones who enjoy it most are those who are just beginning to learn about craft beer,” Ogletree says. “I want everyone who comes to learn new things and have a great time.”

By Dan Jackson news@flagpole.com As customer demand for locally grown produce, meats and other foods grows, the number of farmers markets has exploded across the country. The U.S. Department of Agriculture started tracking farmers markets in 1994, when it listed 1,775 markets; by 2017 there were 8,600, with sales of more than $1 billion per year.

Athens consumers can buy from two farmers markets— the Athens Farmers Market at Bishop Park, which opened for the season Mar. 23, and the West Broad Market Garden, which kicks off May 4. Locally grown food is also available through “Community Supported Agriculture” groups (CSAs) such as Collective Harvest, a collection of local family farmers that markets directly to consumers with a different model. Brick-and-mortar retailers like the Daily Groceries Co-op and Opa Robby’s Market also offer primarily local food choices.

eat. They feel they can trust local farmers with “organic” or “naturally grown” certifications to produce fresher, tastier foods. A Washington State University study found that farmers producing organic or “naturally grown” produce obtain a 30 percent premium over supermarket fare.

Yet each person interviewed for this article waved away concerns about higher prices, noting the extreme effort required to produce food of this quality.

What is the difference between the “organic” certification and “naturally grown?” According to Cameron Teeter, garden manager of the West Broad Market Garden, the USDA audits “organic” farmers, at great cost to the farmer.

Farmers who offer “naturally grown” foods are audited by other local farmers to ensure that certain practices are upheld, often as strict as those adhered to by organic farmers. This peer review system is “a little easier and far less expensive, important for new farmers,” Teeter says.

The Athens Farmers Market estimates its annual sales at more than $1.25 million, and its board stipulates that vendors must be from nearby Georgia counties and either certified organic or naturally grown.

Local chef Lindsey Payne, owner of Lindsey’s Culinary Market, says she enjoys the seasonal variety and element of surprise of locally grown foods. “You don’t know what’s coming in, you have ideas that come to you from what’s available, and it keeps the menu fresh and customers coming in.”

Craig Page of the Athens-Clarke County Planning Department, who has long been involved in the locally grown movement, also likes the improved taste and freshness of locally grown foods. “Tomatoes are the poster child

for a crop that commercial farmers only grow a handful of varieties,” he says. “Local farms can grow more heirloom varieties… that are sweet because they’re allowed to fully ripen on the vine.” Page adds that there is a human element to purchasing from local farmers because “people… also want to have the ability to shake the hand of the person who is producing your food.”

Jessica Rothacker is the owner of Heirloom Café and Fresh Market, and she has tied the success of her restaurant to offering plentiful choices of locally grown foods. “A lot of our marketing centers around having local food,” she says. “We have customers who are clearly eager to buy local, and they ask me where they can buy locally grown food.”

Collective Harvest, a CSA, is a partnership made up of seven farm families in the Athens area. They market sustainably grown fruits and vegetables to Athens area consumers using a subscription model. “People sign up at the beginning of each season to get a weekly, customizable box of seasonal produce,” says Collective Harvest General Manager Lisa Merva. Deliveries are made to several Athens locations for pickup. Merva adds that the group hopes to have home delivery available by the end of the year.

The group also delivers to several Athens restaurants, including Donna Chang’s, Five and Ten, White Tiger and others.

At the heart of the locally grown movement are the consumers who go out of their way to purchase local food. Teri Hamlin says she doesn’t pay attention to the premium she pays. “Cost is not relevant,” she says. “I have worked with farmers, so I know the kind of work that’s involved. If it’s certified organic, I know from my experience the work that goes into it.”

For some in a city where the poverty rate approaches 40 percent, though, cost is relevant. That’s why both local farmers markets double EBT (food stamp) dollars through partnerships with Wholesome Wave Georgia.

Hamlin, a retired educator, seeks the higher nutrition of locally grown produce. “I’d rather eat an apple from North Georgia with 98 percent of its original nutritional value than one that’s harvested in Washington and subjected to months of cold storage with 20 percent of its value,” she says.

David Berle, a professor of horticulture and director of the UGArden on South Milledge Avenue, points out that organic gardening in Georgia can be an uphill battle. “If you’re eating an all-organic diet, you’re going to have a hard time eating locally in Georgia, where you have high humidity and temperatures, which can mean lots of insects and fungus,” he says. Organic farmers and gardeners don’t have the same weapons against these pests as conventional ones.

“We use cover crops like sun hemp to keep down Bermuda grass and other weeds in the summer,” when preparing the soil for fall crops like kale or lettuce, he says. “We also rotate fields and grow summer crops in gardens that have been sown with cover crops like oats and winter peas, which adds organic material and fixes nitrogen from the air.” Crop rotation, he adds, can also interrupt cycles of disease.

Even so, Berle is a big supporter of local food, and says that the UGArden grows upwards of seven tons of fresh produce each year, with three seasons of crops grown on less than an acre of land. Much of that goes to UGA Campus Kitchen, a “student powered hunger relief program.” But he adds that growing local is only part of the conversation, which he feels should include curbing the U.S.’s enormous amounts of wasted food. f

Brewin’ With Beast Mode AKADEMIA COLLABORATES WITH METAL BAND ON NEW BEER

S

ince opening in 2017, Akademia Brewing Company has served up some of Athens’ tastiest brews. And recently, it opened a new, separate event space dedicated largely to live music. On Friday, the venue will host local metal band Beast Mode, which is teaming up with the brewery to release a new beer as part of this year’s Athens Beer Week, a week of specials and events held in tandem with the Classic City Brew Fest. (See story on p. 8.)

The room adjacent to Akademia’s main area has mainly been used for storage since the brewery opened in 2017, but general manager Donnie Malone had other ideas for it, giving it a new name and purpose.

For the past two months, it has been known as the Odeon, a new event space and music venue.

Odeon was a term used in ancient Greece and Rome for buildings used for musical performances, which is appropriate for a new addition to the Grecian-themed brewpub. The new room is about the same size as the brewery, and the walls are already somewhat soundproofed, since it was once a Musician’s Warehouse. “It’s like the nicest house show you’ll ever go to,” Malone says.

sound as well as sometimes setting up a cash bar in the space. With his DIY ideas and talents, he aims to turn it into a venue that books “everything from Christmas parties to, obviously, sick metal shows,” Malone says, referencing Friday’s event.

Akademia’s brewmaster, Morgan Wireman, teamed up with Malone and Beast Mode to brew the band’s own signature beer. Akademia has previously brewed collaborative beers for various occasions, but this one was a direct project, meaning the members of the band actually helped brew the beer and were directly involved in the process. Given heavy metal’s Norwegian ties, they decided to dub the black lager Ølen Av Odin, which means “the beer of Odin.”

Beast Mode bassist Cameron Yohr describes the lengthy process of crafting the beer and says they wanted to make sure it wasn’t too citrusy, hoppy or piney. “It’s gonna be nice and black, which is our favorite color,” Yohr says. “Just a really crushable, good beer to drink.”

The can design was done by Wireman, and it is straightforward, with both the Beast Mode and Akademia logos tied together in a simple design. About five bar-

rels are currently fermenting, and Malone says Wonderbar, Caledonia and possibly some other places in Athens will carry the beer for a limited time after the release party.

“It’s an amazing feeling. I don’t know how many other bands get a chance to brew their own beer and get their logo on the label, and to work with such cool people as Akademia,” Yohr says.

The can release party on Apr. 5 will feature two sets by Beast Mode, exclusive event T-shirts, no cover charge and lots of Ølen Av Odin. Yohr says they’ll play their older music, some newer music and many of their favorite covers. The band is work-

ing on a five-track EP to reflect its current lineup of four, re-recording some of its older songs after some member turnover.

The event will also offer attendees a chance to check out one of Athens’ newest concert venues. Malone says he continues to imagine the possibilities for the new space, adding, “This place is a beast.” f

It comes courtesy of their Adversary label, and its physical release is limited to 60 cassette copies. (Digital copies are presumably unlimited.)

Opening track “Boulder of Glass” is an occasionally unnerving piece that, counterintuitively, is so calm it starts its business of being unsettling the longer it plays. The steady-string heartbeat that keeps pace in the track’s early moments contributes to this, though, and the end is a tooth-grinding shrill tone.

“The Hill (Camus in Japan)” is much more orchestral and celestial. Over the years, I’ve become quite partial to and comforted by electronic static and flutter, so the presence of this across most of the track pleases me very much. “Tomb of Sisyphus” is aurally a continuation of “The Hill,” but is presented as the first track on side B. When listening digitally, that signifier is more artistic intentionality than experienced phenomenon, but I get it. There’s a lot more to be said about this whole thing, but honestly, there’s not enough space here, and I’m not entirely certain I have any of the right words. Several local artists have teamed up with researchers to creatively convey ecological narratives. Painter Will Eskridge, for example, is collaborating with PhD student Kristen Lear on a project about bats, while artist Ruth Allen works with ecologist Erin Cork for a lesson on dog waste and aquatic ecosystems. Initially, our relationship was understood to be purely romantic, since at the time we got together, we considered ourselves asexual.

However, as my partner has become more comfortable with themselves and their body following hormone therapy, they have discovered fairly recently that they actually want to be sexually active.

Knowing that I still very much identify as asexual, they asked if I might be OK with them having sex with strangers or a friend with benefits. I initially said yes, as I wasn’t sure exactly how I felt, but a month or so later, I said no, as the thought of it was making me anxious and upset.

We tried having sex with each other, and it went alright, but it was ultimately clear that our relationship should really just remain romantic. A little while later, we talked about it again, and they admitted to having hooked up with a stranger in the month after I gave them my first “yes.” They’d felt too guilty to tell me before,

You’re very fortunate to have a boo who respects your asexuality and doesn’t demand sex from you, but you’re leaving a big part of yourself in the lurch by agreeing to an open relationship when you know you don’t want that.

A REPORT ON THE GARDEN WAKING FROM ITS WINTER SLUMBER

It was not intended for publication, but I was running late on Pub Notes, and I thought this unguarded paean to spring much more timely and impassioned than anything I would be able to shovel together. Enjoy.
