Abrams Puts Spotlight on Health Care PLUS, THE ATHENS REGIONAL EXPANSION AND MORE LOCAL NEWS

By Blake Aued and Ed Morales news@flagpole.com For Stacey Abrams, one of the nice things about not having a runoff is that she can sit back, raise money, go on “Late Night with Seth Myers” and generally chill while her two opponents on the other side rip each other to shreds. The downside is, she doesn’t know which one to attack yet.

Well, as the little girl in the taco commercial once said, “Why not both?” The Democratic Party of Georgia sent two Abrams surrogates—state Rep. Deborah Gonzalez (D-Athens) and Athens for Everyone organizer Adam Lassila—to a small rally/news conference in Athens last week to go after Lt. Gov. Casey Cagle and Secretary of State Brian Kemp for opposing Medicaid expansion.

The event coincided with Abrams releasing a health-care plan that includes expanding Medicaid, continuing to protect people with pre-existing conditions, rural broadband for tele-health (Skyping with a doctor, essentially), rural and para-transit, maternal health care and forgivable loans for health-care professionals who agree to work in rural areas.

“We have an opportunity to vote in an incredible governor. Stacey Abrams believes in Medicaid expansion,” said Gonzalez.

Gonzalez accused both Cagle and Kemp of fighting for the insurance companies that contribute to their campaigns, but she saved most of her ire for Kemp, who “has picked fights with the nursing union, the pharmacy union, the dentists,” she said.

Nurses pushed back on Kemp’s 2016 plan to replace the head of the state nursing board with the director of the state

cosmetology board without consulting the board of nursing. In 2013, the legislature removed the boards that govern pharmacists and dentists from Kemp’s oversight and placed them under the Department of Community Health.

Gov. Nathan Deal was among several conservative governors who refused to accept federal funding to expand Medicaid after the Affordable Care Act passed in 2010. That decision has left $3 billion a year on the table—which experts say could have propped up struggling rural hospitals—and created a coverage gap that about 600,000 Georgians who don’t qualify for traditional Medicaid but can’t afford subsidized private insurance fell into. Republicans have occasionally discussed seeking a federal waiver to craft their own health-care program for Georgia, but “that has never been developed into legitimate legislation,” Gonzalez said.

Lassila spoke of Medicaid expansion as a stop-gap measure until a universal “Medicare for all” type of program is established on the federal level.

Lassila said he was hiking in Argentina in 2014 when he fell down a mountain and cracked his head open. He had to visit the hospital a dozen times, and received high-quality care free of charge, he said.

In contrast, as an uninsured person in the U.S., he said he would have received emergency treatment only, with no follow-ups, and a $15,000 bill.

Odds and Ends Georgia’s new “hands-free law” took effect July 1. No, that doesn’t mean it’s legal to drive with your knees while you eat a cheeseburger and watch YouTube. In fact, it’s the opposite: The law cracks down on distracted driving by making it illegal to use your cellphone while driving. That means not only texting—which was already illegal but difficult to enforce—but making or answering phone calls, browsing the internet, using social media or watching or recording videos as well. The law prohibits drivers from having a phone or other electronic device in their hand or supported by any part of their body while driving—including at stop signs and traffic lights. Calls can still be made by speakerphone, earpiece, wireless headset or smart watch, or by connecting your phone to the car and dialing by voice. Voice-to-text remains legal as well, as does using a continually recording dash-mounted camera. The penalty for violating the law is a $50 fine and one point off your license for the first offense, $100 and two points for the second and $150 and three points for the third. Traffic deaths are up 10 percent since 2014, and a recent AAA/University of Utah study found that smartphone use is the culprit. We’ve all seen folks driving around Athens messing around with a phone on their lap or even watching videos while holding it up on the steering wheel. That’s not only a great way to get into a wreck with another vehicle, but to miss seeing a pedestrian in a crosswalk.

The Athens Area Chamber of Commerce has named David Bradley, currently president of the Greater Statesville (NC) Chamber of Commerce outside of Charlotte, as its new CEO effective Aug. 1. AACOC board chair Shannon Wilder said that Bradley has a proven track record of growing membership, increasing revenue and finding common ground on community-wide issues. He replaces Doc Eldridge, who resigned in March after 12 years at the chamber’s helm to accept a position at Twin Lakes Recovery Center, and Lenn Chandler, a retired Georgia Power Executive who took over for Eldridge on an interim basis.

Changes to nine Athens Transit routes also took effect July 1. The affected routes are 5, 7, 9, 12, 14, 22, 25, 26 and 27. See flagpole.com or accgov.com for more information about the changes, including maps.

Kemp and Cagle both support further limiting access to Medicaid by requiring able-bodied recipients to work.

Even if Abrams is elected, she won’t be able to unilaterally expand Medicaid. The legislature passed a bill taking responsibility for the Medicaid decision away from the governor during Deal’s 2014 re-election campaign. But if she wins, at least Democrats would be able to bargain, Lassila said. [Blake Aued]

More Details on Hospital Expansion It’s not expanding out, and it’s not expanding beyond its highest point—that was clear from the outset. But when new construction is completed at Piedmont Athens Regional, there will be plenty more of it, with the purpose of better serving an older patient population.

Information about the $171 million expansion was discussed during a meeting of hospital, Athens-Clarke County and neighborhood leaders last month.

Piedmont officials said they sought transparency and community input for what will be a years-long process.

The project’s two main elements include adding a fourth floor to Prince Tower 2, atop the emergency room, and tearing down Prince Tower 1, also known as the 1919 building, along Talmadge Drive and replacing it with a new, modern building meant to serve as a “gateway” for people driving into town on Prince Avenue.

Construction begins in September, and when it’s done, the hospital’s size will increase by almost 230,000 square

feet, while retaining its 359-bed capacity.

Officials from BDR Partners, the consulting firm handling the renovations, expect the project to be complete by early 2022.

Brad Higdon, a partner at BDR, said the initial construction is the building of Tower 2’s fourth floor—a building originally designed to have another floor. Once built, beds and services now in Prince Tower 1 will move there while that building is demolished and rebuilt. The plans call for other renovations on the second floor of Prince Tower 2.

Tower 2 will become a seven-story building, including a basement to connect services with the surrounding buildings.

The plan is to make the street level an expanding lobby to better help people find what they need inside the hospital, with the outside area having improved vehicle access. The second level will align with the surgical platform as well as radiology and other services. The third and fourth floors will be for patient beds, while the fifth and sixth floors will house additional support and administrative offices.

Higdon wasn’t certain how much the construction will affect King Avenue, the street along Prince Tower 2’s east side, but some street closures could occur. The staging for construction equipment and supplies will be at the vacant lot next to the McDonald’s on Prince Avenue. Higdon made it “very clear” to construction crews that the streets in neighborhoods around the hospital are not thoroughfares for construction activities.

There is also discussion of matching up Talmadge Drive with Park Avenue to address the awkward intersection now in place, but that conversation will have to involve state transportation officials.

“There are more things we don’t know than we do know at this point,” Higdon said, “so it’s a great time for the community to get engaged… The facility is trying to exude a clean, modern, health care [look].

It needs to reflect the kind of place people want to come and get their medical care.”

Much Love and Grim Solidarity DEMOCRACY IN CRISIS SAYS GOODBYE

I was super stoned in a Denver hotel room just days after Trump was elected. Editors at various alt-weeklies had been wringing their hands about how to deal with Trump. Many of these papers had been militantly local during the Obama era—when I was managing editor of Baltimore City Paper, my unofficial motto was “militantly Baltimorean.”

But now it seemed that whenever someone picked up their local paper, they would want to see some news from the alt angle—not the Nazi alt-right, but the independent, insouciant and fiercely opinionated alternative press.

Now, more than 70 columns later, either that has changed, or I was wrong-headed from the start. The Trump regime has taken up so much air from every other story that, while it is wildly important and has implications everywhere, I believe that each of these papers are better served following up on the way Trump’s policies affect their local communities.

If it were like the old days and papers were fat and had money, a national column would be great. But this is a time of crisis for the press as much as it is for democracy. David Simon, creator of “The Wire,” has said that the death of newspapers will usher in—or has ushered in—a golden age of corruption because there is no one left to watch City Hall. Except for the wretches who work for the paper you’re holding in your hands.

them when they are gone. Since the beginning of this column in January 2017, my own hometown alt-weekly was shut down.

We immediately responded by partnering with the nonprofit Real News Network and the Washington Blade and founded the Baltimore Beat. It lasted for four months before the people with the money pulled out.

Now, in our city, where we will have more than 300 murders again this year,

Depending on the time of year, hotels might be harder to come by in Athens, though, Montgomery says. “Keep in mind that it’s hard to find hotels in Athens during the fall if you want to be here for any specific length of time, or even over graduation,” he says. “Some productions have needed upwards of 30 hotel rooms at a time.”

Perschka adds that he and Montgomery are working together to promote the area to the film and TV industry, since productions will often pull from surrounding counties while they are here. “This is the greater Athens area,” Perschka says. “To me, it’s just getting people here, getting them familiar with the community and making sure they have a good experience with the community that will bring them back over and over.”

At Plumgood, the VIP suite in “The Shack”—a built-in house within the studio—can handle overnight lodging needs for a cast or crew member. Barn-wood artwork hanging from the walls throughout the studio, backlit by purple LED lights, and old tin add to the Georgia aesthetic.

With this new addition to the Athens production landscape, Plummer hopes to snag the attention of more film and TV work, enticing crews out of Atlanta. “From script to screen to color correction, we have a full studio,” says Plummer, a cinematographer who has won many awards for his documentaries and has also created commercials and feature films through his company, Plumgood Productions. “In Atlanta, they need to see what we have out here.”

Alex Perschka, director of the Oconee County Tourism Office and camera-ready liaison for the county, says he’s excited about the opportunities Plumgood Studios brings to the area. Even small crews and productions bring people to eat in local restaurants and sleep in local hotels, and it all adds to the exposure the area gets in the Georgia film and TV scene.

“We’ve seen that in other independent films, everything from renting tables to catering to going to antique stores to buy props—it benefits a broad number of people,” says Perschka. “They have a fantastic facility, and I think it will be a draw unto itself.”

The question now asked by industry professionals who straddle Athens and Atlanta but want to see more productions closer to home is along the lines of Field of Dreams: If we build it, will they come?

Get on the Good Foot JAMES BROWN AND THE AUGUSTA MUSEUM OF HISTORY

By Dan Jackson news@flagpole.com After visiting the Laurel & Hardy Museum (June 27), we continued our trip to Augusta to pay homage to James Brown, the immense rocking talent who became known as the “Godfather of Soul” and “The Hardest-Working Man in Show Business.”

In the 1950s, Brown seemed to spring almost fully formed out of nowhere, a dynamo of out-of-this-world energy that would electrify the music world and spark the careers of dozens of musicians well into the next century. Mick Jagger, Michael Jackson and Prince borrowed (stole?)

Brown’s soaring shriek and frenzied dance moves that seemed to be choreographed

in that city and across the country. Mayor Kevin White initially weighed the politically risky choice of canceling the concert, but was persuaded to let the show go on by a councilman who suggested televising it locally to try to keep fans off the streets.

White even appeared onstage before the restive audience after Brown introduced him as “a swinging guy.” White went on to encourage the crowd to “make Dr. King’s dreams a reality in Boston.” A few months later, Brown released his anthem to black pride that seemed to be playing everywhere that summer: “Say It Loud—I’m Black and I’m Proud.”

in time with 16th notes shooting out of a machine gun. Bootsy Collins, George Clinton and many other artists working in genres anywhere near soul, funk, rap or hip hop give Brown props for inspiring them.

After a poverty-stricken childhood in Georgia and South Carolina, Brown was sent to prison at 15, where he put together a gospel band called The Flames with his fellow inmates in Toccoa. He petitioned for early release at 19, regrouped with his band friends from prison and moved to Macon, home of Little Richard and something of a music center at that time. He was quickly signed to a record contract in 1956 at the age of 23, and his first single, “Please, Please, Please,” an R&B song that showcases his trademark shriek, became an instant hit and reached No. 6 on the Billboard R&B chart.

A string of hits—17 of which reached No. 1—followed as Brown quickly became an international star and went on to become one of the most celebrated names in 20th Century popular music. Along the way, he almost single-handedly invented funk, combining syncopated polyrhythms with an abrupt singing style, very different from the smoother Motown sounds that dominated black music at the time.

A highlight in Brown’s career came in Boston on Apr. 5, 1968, during a performance the night after Martin Luther King Jr.’s assassination, a concert that almost didn’t happen due to the widespread rioting

How do you summarize an immense, kinetic, game-changing career with a mostly static collection of artifacts at the Augusta Museum of History, next to an exhibit on golf? They do their best, presenting the usual star paraphernalia: photos, elaborate spangled costumes (those capes!) and, of course, lots of music. There are great quotes about his art etched on the walls: “When I am onstage, I am trying to do one thing: Bring people joy,” or, “The James Brown sound I didn’t learn from nobody. It’s from me.” There are many references to the tremendous civic and charitable contributions he made to his hometown, where he lived until his death on Christmas Day 2006.

The most interesting moments are the grainy black-and-white performance videos from the ’60s, one of which shows an earnest Brown flawlessly demonstrating dance steps like the boogaloo, the mashed potato and the funky chicken. You can tell he’s in his element here, because he knows he’s the best dancer around. Oh, and the robot? You can thank Brown for that dance, too.

The good news is that Augusta is considering a much more ambitious homage to its most famous local hero. Commissioner Marion Williams said earlier this month that he wants to set aside property near the current museum to build an entire new building that will feature what promises to be an immersive James Brown experience.

Either way, you’ll want to have a playlist to groove to for the two-hour trip home. f

the driving force behind New Zealand psychedelic rock band Unknown Mortal Orchestra, frontman Ruban Nielson likes to see how far he can push things. During a recent tour, Nielson started jumping into the audience with his

guitar every night and found himself going a little farther each time. At first, he was limited by the length of his guitar cable, but eventually, he switched to a wireless setup, allowing his antics to reach balcony-level seating.

“That’s an extreme example,” he says, “but it happens on every level, you know?

When every aspect of a live performance is like that, people might come to our show and be surprised by how many goodies we’ve added that weren’t on the record.”

Since debuting with a self-titled album in 2011, UMO has embodied the experimental, boundary-pushing spirit of psychedelia rather than adopting the more typical effects-heavy aesthetic. After earning early critical praise as a lo-fi indie group, UMO’s glossy 2015 album, Multi-Love, catapulted it into the upper tier of touring psych bands alongside the likes of Mac DeMarco and Tame Impala.

“Things really went into overdrive after Multi-Love came out,” Nielson says. “We became the second-biggest band in the genre behind Tame Impala, I guess. That’s really flattering in a lot of ways, but it would be cool if people realized the bands aren’t particularly similar… Tame Impala is this pop extravaganza, and we’re like a grubby rock band. We’re a pretty rag-tag bunch, and my records are much less ambitious in a lot of ways. There’s a lot of bombast in that music I’m always turning away from.”

UMO’s fourth album, Sex & Food, dropped in April, and the band is in the middle of a grueling tour schedule, including a show at the Georgia Theatre on Monday, July 9.

The “band” is mostly Nielson’s solo project: He’s the singer, guitarist, primary

songwriter and producer. On Sex & Food, he kept the mix understated and restrained, with a subtle undercurrent of funk throughout. Nielson says he drew inspiration from the tones and textures in David Bowie’s Station to Station but also strived to achieve a more modern, “widescreen” sound à la Kanye West’s Yeezus.

“What I think I’m trying to do is create old-fashioned textures and put them in a modern sound field,” he says. Even so, he didn’t get too carried away with the high-fidelity treatment. “The music itself and the way it makes you feel really important, and the sonics can actually get in the way of that,” he says.

UMO is a touring act, first and foremost. Nielsen measures success not in commercial terms, but by how well the members of the band gel musically and personally, and to what extent that togetherness comes across onstage. He wants UMO to take real risks every night, and that means playing without guardrails.

“I think people would be really shocked by how little they’re really seeing when they go to a concert these days, how bands are putting on a backing track and basically pretending to play over top of it,” he says.

“I like electronics and stuff too, but a lot of the time, bands use those backing tracks as a train track they can’t deviate from, which I guess makes it easier for some people to play music. For me, I have to feel like if we make a mistake, the whole song will be ruined. I need that kind of pressure.”

As a byproduct of all that risky business, the band’s sets tend to evolve over the course of a tour. The group will learn the songs during rehearsal and gradually “wear them in,” as Nielson puts it, embracing happy accidents and improvisation along the way. It’s just another example of his tendency to keep pushing everything as far as it will go.

“If it feels good and works well, it becomes the new way you do it every time,” he says. “The goal is to take each song to its peak—to where it can’t be improved any further. By the time you’ve passed that point, it’s time to make a new album.” f

EXTRA NUTS: Y’all wanna hear some bona fide, not-final mixes of new material from Hot Fudge? Well, then, check out In Progress—Not Final Mixes, the band’s new four-song thing. It’s been four years since the group’s debut album, and there’s been some musical transition along the way.

Its heavy ’70s-ish psych-rock/album-rock muscles are flexing hard on this new stuff.

Hell, the first track, “Heavier Than Ever,” is so Red Octopus-era Jefferson Starship you won’t believe it. “The Code” is a fairly straightforward (as much as possible) deepgroove-rock jam, too, but the pace picks up and heads right into melodic power-pop territory with “Tidal Wave Forms.” The final track, “Shameless,” is a parking-lot party

HEAVY SIGH: This first of this year’s Summer Singles series is out on Moeke Records. The track comes courtesy of Kissing Booth, the collaboration between Four Eyes’ Erin Lovett and Futo’s Patrick Brick. Yet again, Kissing Booth delivers a tune so gently beautiful and tenderly sweet it sent me into immediate pause, and I had to catch my breath. It’s named “Princess Diana,” and it packs a heavy emotional punch in under two-and-a-half minutes. In other news, Moeke’s Jesse Mangum says this year’s series features exclusively “female-fronted bands and solo acts… because why not?”

ROLL THE WINDOWS DOWN: Hank Sullivant (MGMT, Kuroma, The Whigs) just released his first solo album, Burn in the USA. It comes courtesy of Athens label Laser Brains, and it’s a solid record with some hidden surprises. Throughout its nine tracks, there’s a jangle-pop orientation, but this often functions merely as a base. The smoothed-out psychedelia of “Lemonade City” is the first major high point and is quickly followed by the title track, which scoots along in a less heady way but remains lithe and light all the way through.

Return to Rogers’ ’Hood PLUS, A SICARIO SEQUEL AND A PULPY DUD

BLACK WATER (R) Don’t be drawn in by the opening scene, a tersely mysterious tête-àtête between Jean-Claude Van Damme and Dolph Lundgren. Were Black Water to maintain the quality of this opening sequence, its pulpy praises would be spreading from coast to coast. After this scene ends, Lundgren goes AWOL for large chunks of time, while JCVD beds Auburn grad Courtney B Turk, gets in a motel firefight in Mobile, AL and winds up in a CIA black site housed in a submarine!

Admittedly, that description sounds awesome, but it plays out in the most C of B-movie ways. All of the unknown actors seem like knockoffs of not-quite A-listers like Megan Fox, Mitch Pileggi and Dean Winters. Black Water is not an awful movie, and seeds of genre greatness pop up occasionally. Too bad the movie suffers from a terminal lack of Lundgren through much of its padded one hour and 44 minutes. f

By Pete McCommons editor@flagpole.com One hundred and fifty-five years ago today, July 4, 1863, in a blinding rainstorm, a wagon train carried the moaning Confederate wounded away from the Battle of Gettysburg, which had raged during the previous three days in Pennsylvania. On the same day, Vicksburg, MS, on the Mississippi River, surrendered to Union troops, and the Civil War was effectively over, though they fought on for two more years.

A national cemetery for those killed at Gettysburg was quickly established, and in November 1863 it was dedicated in a

ceremony that included brief remarks by President Abraham Lincoln, still alive and still prosecuting the war to hold the country together against the forces of dissolution.

Thus, the Gettysburg Address is a speech given during wartime at the site of a great Union victory. Lincoln knew what that war had already cost and would continue to cost, and he was determined that it should eventuate in a reunited country, though he may have been the only one there that day who believed that our country could be brought back together. Thus, although it is a political speech which takes note of what happened there at Gettysburg, its emphasis is on looking forward to what can be accomplished to give meaning to what has transpired. Lincoln’s two-minute speech followed the two-hour address of the main speaker, Edward Everett. This is all Lincoln said: “Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

“Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battlefield of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we cannot dedicate—we cannot consecrate—we cannot

the last full measure of devotion—that we here highly resolve that these dead shall not have died in vain—that this nation, under God, shall have a new birth of freedom— and that government of the people, by the people, for the people, shall not perish from the earth.”

Now we have a new president who divides instead of uniting, who lies without shame and calls those who catch him fake news. Our current successor to Lincoln encourages attacks on the press, destroys families, protects oligarchs, hypocritically uses religious hypocrites, promotes misogyny, encourages racism, abets gun violence, attacks our own government, disdains our allies and sucks up to evil tyrants.

The party in power, which gave us Abraham Lincoln, has abdicated its sworn oath to protect our Constitution and accepts any outrage to our nation as long as they can stay in office. Our 10th District Republican congressman, Jody Hice, personifies the pious and callous hypocrisy that looks the other way while the government of our great nation is sold to the highest bidder and sold out to its enemies.

Gettysburg accomplished nothing. The Northern industrial capitalists and the Southern slave capitalists who waged that war for hegemony remain united. Their anti-Lincoln contends that all men are not created equal and assures that government of the people, by the people, for the people shall now perish from the earth.
