Help Wanted Clarke Schools and the ADDA Kick Off Searches for New Leaders

By Blake Aued news@flagpole.com Sometime next month, a fast-talking New Jersey man is going to invite himself over to your house for dinner.

Brad Draeger is a senior associate with Hazard, Young, Attea and Associates, the Illinois-based consulting firm the Clarke County School District hired to help find a new superintendent to replace Phil Lanoue, who’s resigning at the end of February.

“The first thing we need to do is engage with your community,” Draeger told the school board at a work session Dec. 1.

He wasn’t kidding. Draeger plans to seek input from teachers, administrators, school-bus drivers, cafeteria workers, high-school students, PTAs, the NAACP, a variety of nonprofits, the Athens-Clarke County Mayor and Commission, the Athens Housing Authority, Latino groups, the arts and music communities, kids waiting in line for brunch at Mama’s Boy, the smokers outside Flicker… OK, I made those last couple up, but he’s legit going to meet with 60–70 groups, as well as host open forums all over the county and post an online survey to find out what the community wants in a superintendent. If you don’t get a chance to share your opinion, you really ought to get out of the house more.

The school board and Draeger settled on a timeline last week for selecting the new superintendent. The job will be advertised in January. Draeger will present the results of the public input Feb. 9. In mid-March, he’ll present the board with a slate of candidates that the board will narrow down to around six. After a round of interviews in March, they’ll be narrowed down to three finalists—and those names will become public. A final round of interviews—as well as tours to sell the finalists on coming to Athens—is scheduled for Mar. 28–30, and the three finalists will take questions from the public at an Apr. 3 forum.

Some board members had qualms about a public forum, but in the end they agreed that seeing the finalists interact with the public is important. On the Eastside— where a sexual assault at Cedar Shoals High School revealed a host of administrationaccountability and student-discipline issues—trust is “zero,” said school board member-elect John Knox. “I think it’s exceptionally important that transparency be emphasized,” he said.

Knox also bristled at the position’s salary range of $200,000–$220,000, but board vice chairwoman Sarah Ellis said those figures are based on market research. (Lanoue was hired seven years ago at $170,000 and now makes $240,000 after completing his doctorate and being named National Superintendent of the Year in 2015.)

Ellis had previously said that board members hoped to have a new superintendent in place by the end of the school year, but it could happen sooner than that. The board will make a final decision just hours after the public forum, at a breakfast meeting on Apr. 4.

Between Lanoue’s departure and the new superintendent starting work, Jack Parish—a former Henry County superintendent and recently retired UGA College of Education professor and administrator— will serve as interim superintendent.

ADDA Director: The Athens Downtown Development Authority is also looking for a new leader, and its search is on a faster track than CCSD’s.

Pamela Thompson will resign effective Dec. 29 after three-and-a-half years as ADDA executive director to take a highranking job (with a substantial pay raise) with Glynn County on the coast. “I wasn’t looking for a job, but it’s an opportunity I had to take advantage of,” she said.

The ADDA board met last week to start the search for a new executive director, and they expect a lot of interest in the position—which comes with a $75,000– $90,000 salary—both locally and from outside Athens. They’re opening up the position to a wide variety of applicants— while a bachelor’s degree is preferred and a master’s degree is ideal, Mayor Nancy Denson said she’d entertain candidates with a two-year degree. At least eight years of experience in a field like marketing, economic development, government or private-sector management is required.

rump’s team is raggedy af. It’s like a shitty bootleg version of a presidential team, like if subpar cabinet members could be bought “3 for 5” out at J&J Flea Market. Almost daily, we are witnessing how far the fall will be from the Obama Administration. Exhibit A: UN Ambassador nominee Nikki Haley, current governor of South Carolina.

Obama’s ambassador to the United Nations is Samantha Power, a former Harvard professor with a Pulitzer Prize to her name, awarded for Power’s scholarship on genocide and geopolitics. Gov. Haley has a bachelor’s degree in accounting from Clemson, bless her heart. Maybe she can help foreign leaders with their Excel spreadsheet issues. Otherwise, I’m not sure how well a provincial politician with no international expertise will perform against skillful representatives of governments that actually take foreign policy seriously.

Haley’s parents were born in India. This is central to every lede one reads in the political press, the suggestion being that Trump selected Haley for the international body because of her parents’ birthplace. To a team led by a white supremacist and a cretin, I guess this signifies some kind of magical, a priori prowess in international relations. Never mind that Haley, born Nimrata Randhawa, has been to India only once, neither speaks nor understands the Punjabi of her parents (and in fact speaks with the Southern lilt of a Dixie debutante), traded her parents’ Sikh faith for Christianity and demonstrates no qualifications or requisite training for the job. The only real experience she has in international relations was negotiating the removal of a foreign government’s flag from the statehouse grounds in South Carolina, 150 years after that breakaway republic lost its war against the U.S. Another mystery appointee to Trump’s cabinet is Steven Mnuchin. Mnuchin, said by Vox to have “no known qualifications or views,” was tapped to be Trump’s treasury secretary, the principal economic advisor to the president. During the campaign, Trump said he’d “drain the swamp” and end the improper influence of elite special interests in Washington, but I have it on good authority that Mnuchin represents the Lollipop Guild. Mnuchin? Really? You ain’t fooling nobody. But what we do know is that Mnuchin, a former Goldman Sachs investor like his father, represents the uppermost financial elite. What does a second-generation Wall Street aristocrat do to make his mark after making all the money? Put his name on all the money.

Digby Follows Up Further Explanations on What the President-Elect is Doing

“Did you watch Mr. Trump’s Ohio speech?” he asked.

“I surely did,” I said. “Pure gloating.”

“That’s what winners do,” Digby said.

“Some winners are gracious,” I said.

“You mean weak,” Digby said.

“I mean not arrogant,” I said.

“They’ve got such respect for us,” Digby said. “Anything we want for our country is now possible.”

“China might have something to say about that after your guy chatted up the leader of Taiwan.”

“Who cares?” Digby said. “Mr. Trump talked with the Pakistan guy, too.”

“Said he’d come visit,” I said, “no matter what India thinks.”

“I thought you liked gracious,” he said.

“Maybe he’ll call up that North Korea guy, too,” I said, “and have a party.”

“Just like Mr. Trump said—the brutal press.”

“Don’t forget ‘dishonest,’” I said.

“Extremely dishonest people,” Digby said. “Y’all said there was no way Donald Trump could break the blue wall. We shattered that sucker. We won. We won big!

He’s tougher than the NFL.” “But you didn’t win a majority of the voters.”

“California don’t count,” Digby said.

“It’s still part of the country, last I heard,” I said.

“Stay tuned,” Digby said.

“Well,” I said, “after Trump gets through with these victory laps, he’ll have to start governing.”

“Oh, he’s started,” Digby assured me.

“He’s assembling a killer team.”

“Like Dr. Ben Carson for Housing and Urban Development?”

“Hey, it’s not brain surgery,” Digby said.

“They’re all the greatest—like Congressman Price heading up Health and Human Services.”

“A man who wants to strip health insurance from 20 million people” I said, “and hand Medicare over to the insurance companies.”

“You’ve got to get used to the idea that big government is over,” Digby said. “The corporations are in charge, and they own Congress.”

“Profits before people.”

“People without profits equals the Rust Belt,” Digby said. ”We’re going to bring them back. The wall that keeps the Mexicans out will keep American industries in. Look at Carrier.”

“Crony capitalism,” I said. “Trump bribed Carrier to keep some of their jobs here. Is he going to use our money to bribe every plant that threatens to go offshore?”

“He knows the art of the deal,” Digby said.

“That why he did so well with casinos?”

“There you go again,” Digby warned. “You don’t seem to realize that the press isn’t as free as it used to be.”

“You mean, like, under the Constitution?”

“The Constitution says whatever the Court says it says,” Digby pronounced, “and we’re going to take care of that.”

“Somebody’s got to hold Trump accountable,” I said. “If not the press, who’s going to do it?”

“How about the voters?” Digby said.

“But he tells them one thing today and something else tomorrow.”

“That’s where you guys don’t get it,” Digby said. “You took Mr. Trump literally, but you didn’t take him seriously. The voters took him seriously, but they don’t take him literally.”

“But he changed what he said 141 times during the campaign,” I said.

“Who cares?” Digby said. “He won, and his voters know where he stands.”

“More than he knows,” I said.

“He’s an entrepreneur,” Digby said. “He makes things up as he goes along.”

“He said y’all were going to drain the swamp, but he’s inviting the swamp monsters into his administration—like that Goldman Sachs guy who made his cash running a foreclosure mill that grabbed the homes of the very people who voted for Trump.”

“The President-elect believes it is better to choose people who know how to make money,” Digby pronounced.

“No matter how they made it?”

“Money is money,” Digby pointed out, “just like votes are votes.”

“Trump says he would have won the popular vote, too, except for the millions of illegal votes,” I said. “That’s a false statement.”

“The President-elect can say whatever he believes to be true,” Digby said.

“Like Clinton should be locked up for using an insecure mail server, but General Petraeus should be considered for Secretary of State, even though he gave classified secrets to his mistress?”

“General Petraeus is an American hero,” Digby avowed. “We’ll be ready on day one to start putting America first again.”

“Do you think Obama hasn’t been doing that?” I asked.

“We’re losing to China economically,” Digby said. “America is going to start winning on the international stage, again.”

“Well, I guess the best we can hope for on our local stage is to keep on winning here at home,” I said.

“I wasn’t aware that you were,” Digby said.

“We voted 65 percent for Hillary,” I said.

“And what did that get you?” Digby asked.

“Well, at least it shows our strength locally,” I said.

“But the Republicans still control Athens-Clarke County,” Digby said.

“They don’t have a majority,” I said.

“I guess you’re right about that,” Digby said. “But they have the government.” f

The Price Is Wrong Trump Nominee Tom Price Is Coming for Your Insurance

By Tom Crawford tcrawford@gareport.com Back when he was serving in the Georgia Senate, Tom Price acquired a nickname among the capitol crowd: Ned Flanders.

Price’s brushy moustache and high-pitched manner of speaking did indeed give him an amazing resemblance to the cartoon character from “The Simpsons.�

After Price was elected to the U.S. House of Representatives in 2004, he decided to shave off the moustache. He may have lost his reason for being compared to Ned Flanders, but he never lost the goals that have driven his entire political career: to stop government involvement in medical care and keep low-income families from getting health insurance.

Price is an orthopedic surgeon who belongs to an extremist organization called the Association of American Physicians and Surgeons—a group that has some interesting ideas about medicine. The AAPS declares that it is “evil� and “immoral� for physicians to participate in Medicare and Medicaid. AAPS criticizes vaccination programs in schools and mandatory influenza vaccinations for health-care professionals.

The AAPS journal once published an article claiming that the children of undocumented immigrants were responsible for the spread of leprosy. Another article posted on the AAPS website speculated that Barack Obama won the presidency because his speeches hypnotized young people and Jews to vote for him.

You have to assume that Price is on board with most, if not all, of this group’s nutty ideas. He certainly lives up to the AAPS principles of opposing Medicaid and Medicare, and he especially doesn’t like the Affordable Care Act. He has not only voted numerous times to repeal Obamacare; he drafted a lengthy bill that would replace it. The Price plan would end the

Medicaid expansion that is funded through Obamacare, which means that an estimated 14 million people either would lose Medicaid now or won’t be able to get it in the future. His bill would also eliminate the government subsidies that enable millions of people to buy health coverage.

Price has some other big ideas about medical policy. He would like to convert Medicaid into what is known as a “block grant program� for the states, where the more conservative states like Georgia would have the ability to reduce Medicaid spending by cutting benefits and reducing the number of people eligible for coverage.

As for Medicare, Price is right in line with House Speaker Paul Ryan’s proposal to wind down the program that provides medical care for the elderly and replace it with some form of private insurance vouchers.

Price is now in an ideal position to achieve his long-sought goals in the medical policy arena. He is the choice of the incoming president to be the next secretary of the Department of Health & Human Services.

Once Price is confirmed, he will essentially be the point man on all administration efforts to get rid of Obamacare and put Medicaid and Medicare on the skids.

Many residents of rural counties and communities who voted for Donald Trump stand to lose their health coverage, either through the abolition of Obamacare’s health insurance exchanges or the shrinking of Medicaid benefits. If you don’t believe the government should have any role in providing health care, then you’ll be ecstatic about Price’s initiatives. If you’re one of the millions of people who will be stripped of their medical insurance, you may not have such a rosy view of it. Either way, Price is going to be a happy guy—happier even than Ned Flanders. f

A Divine Timeline The Jesus and Mary Chain, Through the Years

B

elieve it or not, there are musicians out there with no particular interest in shaking up the status quo.

Instead of becoming the next big band, their intention is simply to play the kind of music they don’t hear enough of and think should exist. One such group, the Jesus and Mary Chain, falls into that category, but the band’s story differs from most artists with those same desires.

In fact, with the release of its debut, the Jesus and Mary Chain unknowingly set the precedent for alternative music for years to come, constructing the blueprint for shoegaze in the process and continuing to inspire bands with its inclination for both pop melodies and harsh distortion. We took a look at the band’s history and influence ahead of its performance at the Georgia Theatre.

1983: After years of planning, writing and recording, brothers Jim and William Reid form the Jesus and Mary Chain in East Kilbride, Scotland.

1984: Creation Records head Alan McGee gets ahold of the band’s demo, subsequently booking and promoting a Jesus and Mary Chain gig at The Living Room in London that summer. It lands the group a one-off signing to the legendary label. Its debut single, “Upside Down,� is released that fall.

1985: The band delivers its landmark debut, Psychocandy. Taking cues from seminal ’60s rock bands like the Velvet Underground

1987: After releasing another handful of singles, the band sets out on a UK tour, releasing its sophomore album, Darklands, along the way. The album sheds much of Psychocandy’s harshness, fine-tuning the group’s keen ear for melody and incorporating drum machines in place of live drums.

That fall’s tour culminates dramatically when, after being heckled by fans throughout a gig at Toronto’s RPM Club, singer Jim

and promotional efforts focus heavily on cracking the American market. The Reids and their rotating cast of support musicians play David Letterman’s show that year and make an appearance at Perry Farrell’s burgeoning Lollapalooza festival.

1998: After re-joining Creation and signing to Sub Pop in America, the band releases Munki, its last album before disbanding.

2003–2013: The use of Psychocandy single “Just Like Honey� in Sofia Coppola’s 2003 film Lost in Translation reignites interest in the Jesus and Mary Chain, hipping a new generation of listeners to the band’s fuzzy, proto-shoegaze sound. The group reissues its first five albums on Rhino before playing Coachella in 2007, where it’s joined onstage by Lost in Translation star Scarlett Johansson. The band continues to release greatesthits albums and box sets while touring off and on.

2014–2015: The band sets out on an expansive tour to celebrate the 30th anniversary of Psychocandy. Jim Reid also announces that the group has been recording its first album in nearly 17 years, reflecting a “more mature Mary Chain sound.�

IF PROUST COULD DO IT, WHY NOT LARRY?: Longtime Athens musician Larry Acquaviva (The Honey Sliders) has written a five-volume (!) work detailing his life and times on the road as a roadie for Widespread Panic. The first volume is titled Nobody Cares Who You Are—The Life and Times of Aceman, a Widespread Panic Roadie: The Search for His Muse. In its 290 pages, Acquaviva covers his early life, including a rough childhood and a rootless adolescence. He doesn’t actually get to the part about being a roadie—which he was between 1987–1992—until volumes three and four. Athens publisher Deeds Publishing has signed on for the first volume, and the others are on a play-by-ear basis. The book comes out Dec. 7, when there’s a release show and book signing at Hendershot’s with a live performance from The Honey Sliders. On Dec. 10, Acquaviva hosts another book signing at Bar Georgia between 5–8 p.m. in advance of the Bloodkin show at the Georgia Theatre.

IN MEMORIAM: A public memorial for the late Charlie Pruet will happen on the Georgia Theatre Rooftop Saturday, Dec. 10 at 4 p.m., also in advance of the aforementioned Bloodkin show. Pruet, who passed away in May, was well known in Athens’ jam-band and traditional-music scenes and spent multiple years as a contributing member of Allgood, as well as sitting in with Widespread Panic several times. Onstage for the Holidays New Local Theater to See This Month

It promises to be an enchanted, funny, poignant, scary, fun show that will push the boundaries of what Town & Gown can do. Gaiman is a master of fantasy best known for American Gods, Coraline, Sandman and Stardust, and this is a rare chance to see his imagination play out live. After several years in Washington, DC, the couple’s plight eventually comes to the attention of the ACLU by way of Bobby Kennedy, who assigns an attorney, Bernie Cohen (comedian Nick Kroll, who acquits himself well when he does not look like he is about to explode from holding in a crazy character), in the hopes the case will go all the way to the Supreme Court, as Bernie mentions over and over. As history tells us, the case is taken up by the Warren Court, which makes the constitutionally correct decision.

Inspired by the documentary The Loving Story, Nichols’ deliberate style ensures that the story of Richard and Mildred Loving never falls victim to the self-aggrandizing hagiographic trap that so easily captures most filmmakers. It is easy to saint the Lovings while concurrently demonizing the evil Southerners who harass them. Make no mistake: Marton Csokas’ sheriff is appropriately mean while upholding this racist law.

But the film focuses on the love, not the hate, without tainting the love with artifice.

Deceptively simple performances from Edgerton and Negga, who should be on every awards committee’s shortlist, anchor a film more focused on emoting quietly rather than carrying a big, tear-jerking stick with which to bludgeon viewers. Loving is my pick for 2016’s top film, until some contender like La La Land dethrones it.

In November, guitarist Adam Babar parted ways with the group, shaking things up a bit. But the band’s remaining eight members are filling the void with spacious new arrangements. Hellrazor’s recently released Satan Smile LP is a barrage of metallic riffs, noiserock menace and incongruously shiny, Bob Pollard-esque melody. It’s a fun and refreshing record—vibrant, cheeky and proudly pubescent. Its song titles include “Covered in Shit,” “Ouija Bot” and “Sad Satan,” if that gives you any idea of Falcone’s project’s general vibe.
