he Department of Agriculture (DA) National Rice Program reported that this year’s local palay production is expected to reach 19.50 million metric tons (MMT) or 12.754MMT despite global challenges that include the increase in prices of fuel and fertilizer, among other inputs.

The DA’s 2022 rice supply and demand outlook as of September 15 showed that the total annual supply is at 17.364MMT, while the total annual usage is at 15.137MMT.

There will be an ending stock of 2.228 MMT equivalent to 60 days.

The expected import arrival is at 2.751MMT for the first three quarters of the year.

While all of the remaining issued import clearances by the Bureau of Plant Industry will only be valid until the third quarter and imports are yet to be estimated on the last quarter of this year, based on historical trend, import arrivals start to decline by fourth quarter in time for the peak harvest from October to November.

The DA is confident that there will be enough rice supply for the holiday season.

In terms of the retail price of commercial rice in Metro Manila markets, the DA Agribusiness and Marketing Assistance Service reported no significant movements from June 2022 to September 23, 2022.

The prevailing retail prices for imported well-milled and regular milled rice remain at P39 and P38 per kilogram, respectively. For local well-milled and regular milled rice, on the other hand, the prevailing prices are at P40 and P38 per kilogram, respectively.

PHL RICE PRODUCTION REMAINS HIGH DESPITE BIG CHALLENGES

For local well-milled and regular milled rice, on the other hand, the prevailing prices are at P40 and P38 per kilogram, respectively.

For 2023, the DA targets a volume of production of 20.24MMT of palay through higher Rice Program budget in complementation with the Rice Competitiveness Enhancement Fund implementation.

The DA also continues to implement various projects and support services to boost the local rice production for a rice-secure Philippines. The agency distributes high quality seeds, fertilizer discount vouchers, biofertilizers, and farm machinery and equipment. It also supports the establishment of facilities and construction of irrigation

projects, among other infrastructure.

As of August 31, 2022, a total of 527,071 bags of hybrid seeds and 479,483 bags of certified seeds were distributed to eligible farmer-beneficiaries to cover 1.006 million hectares. For the fertilizer discount, 634,298 vouchers were already generated amounting to P1.13 billion covering 674,558 hectares. Out of these generated vouchers, 174,996 vouchers amounting to P322.76 million have been claimed to cover 198,953 hectares. In addition, 83,832 packs of BioN were distributed nationwide, covering 14,766.40 hectares of rice fields.

The DA Rice Program also distributed 442 production and post-harvest machinery and equipment including

tractors, harvesters, rice mills, hauling trucks, and dryers, and established 24 drying facilities. Moreover, 282 projects consisting of diversion dams, shallow tube wells, and 6,787 linear meters of irrigation canals were constructed to serve an area of 1,449 hectares. Rehabilitation of Small-Scale Irrigation Projects were also done which restored up to 393 hectares of irrigated rice areas. This includes the rehabilitation of 5,045 linear meters of irrigation canals and four diversion dams.

The DA also facilitates trainings with individual rice farmers to equip them with knowledge on leadership and management, soft skills, project management, digital tools for agriculture, and agrientrepreneurship.

HIGHER YIELD SEEN AS LUBANG GARLIC STOCK RESERVED FOR EXPANSION PROGRAM

he Department of Agriculture, through the Agribusiness and Marketing Assistance Service, continues to coordinate with the Municipal Agricultural Office (MAO) of Lubang Island in Occidental Mindoro for the marketing of various agricultural commodities, including the locally produced garlic.However, recent communication with the MAO revealed that the unsold garlic from the island will be used for the upcoming planting season.

The stocks will be distributed for the expansion of garlic production in the province.

To date, 27 hectares of farmland in Lubang are allotted for garlic production, with 150 metric tons yield from 94 garlic growers. The MAO also reported a slight dip in production of garlic as growers “prefer to plant onion, which sells at P100/kilo in the market”.

Last week, DA-AMAS assisted in the delivery and market matching of 600 kilograms of garlic produced by the Itbayat Garlic Producers Association of Batanes.

As the marketing arm of the Department, DA-AMAS offers market information, market linkage and product promotion, agribusiness promotion, and agribusiness development services.

DA GIVES P100M AID FOR ONION GROWERS, LINKS THEM TO SURE MARKETS

he Department of Agriculture (DA) allotted more than P100million worth of interventions to support the country’s onion industry by improving productivity towards selfsufficiency and ensuring that onion farmers’ cooperatives and associations (FCAs) have ready markets for their produce.

Based on the Philippine Onion Industry Roadmap 2021–2025 recently published by the DA, the country needs to increase production from 229,539 metric tons to 279,270 metric tons in five years by increasing area planted and productivity to achieve self-sufficiency.

For 2022, the DA High Value Crops Development Program (HVCDP) allocated P47.48 million for production support services such as the provision of seeds/seedlings and fertilizers for areas planted with onion.

Onion production and postharvest facilities, irrigation network services, and farm production machinery and equipment were also established and distributed through the HVCDP with a fund of P35.673 million. Moreover, the program funded package of technology trainings worth P1.4 million and onion production research activities amounting to P10.048 million.

In 2021, the DA-Agribusiness and Marketing Assistance Service (AMAS), through the Enhanced Kadiwa Financial Grant, also awarded delivery trucks and hauling vans amounting to P6.1 million to FCAs involved in onion production and marketing.

The grant benefitted the FCAs and at least six thousand farmer-members with access to 60 new markets for their produce. The DA-AMAS also reported that as of August 28, 2022, it already matched

different FCAs with big buyers for the delivery of about 82,442 kilograms of onions (red, yellow/white) and shallots worth P3.228 million since February this year.

To address the challenges and concerns in the local onion industry, the DA management holds regular consultations and dialogues with the stakeholders including farmerleaders, traders, and buyers, among others.

The DA has also been promoting demand-driven production.

The country’s major onion producing regions are Central Luzon, Ilocos, Mimaropa, and Cagayan Valley, but DA considers partnering with farmers in the Visayas and Mindanao regions to expand local onion production and assist them with market linkage activities.

The onion planting schedule starts in September at the earliest up to March, while harvesting starts by December until June. Thus, higher onion prices can be observed by July to November.

Based on the Onion Roadmap, which is a product of multistakeholder consultations, the proposed key interventions along the value chain are production clustering, seed support system, infrastructure support, input subsidies, postharvest support facilities, and systemic interventions like consolidation centers, auction markets, and regulatory services.

The roadmap also envisions a modern, competitive, and profitable onion industry providing high quality, safe, affordable, and sustainable supply of onion to meet increasing domestic and export demand.

ased on current data from both the Philippine Statistics Authority and the Department of AgricultureBureau of Fisheries and Aquatic Resources (DA-BFAR), sufficiency level for sardine or tamban is pegged at 222.58% for the first quarter of 2022, and 409.06% for the 2nd quarter.

For this year, DA-BFAR forecasts an annual production of 293,431 metric tons (MT), covering the national demand of 101,367 MT. The volume, which is entirely sourced locally, comes from commercial and municipal fishers, at 208,387 MT and 85,043 MT share respectively.

Furthermore, data from the National Stock Assessment Program of the National Fisheries Research and Development Institute (NFRDI) show that sardine stock

has significantly improved resulting in more sardines reaching maturity and appropriate catchable size.

The stable supply is attributed to the effective implementation of the National Sardine Management Plan, a five-year plan which harmonizes all the policies and programs on sardines including conservation measures such as the closed fishing seasons. Since its implementation in 2020, a notable improvement in production and supply was recorded.

With regard to the call by the Canned Sardines Association of the Philippines (CSAP) to open up the municipal waters to commercial fishing vessels in order to address the alleged looming shortage of sardines which is contrary to the existing sardine supply sufficiency data, the DA-

BFAR reiterates that under Republic Act 10654 or the amended Philippine Fisheries Code, small and medium commercial fishing vessels may be allowed to operate within the 10.1 to 15 kilometers from the shoreline in the municipal waters provided that the local government unit enacts a municipal ordinance allowing their operation.

As the primary government agency mandated to manage the country’s fisheries and aquatic resources, DA-BFAR remains strongly committed to increasing production and ensuring fish sufficiency through sustainable means and without compromising the ecological integrity of our aquatic and marine environment.
