RICE NO LONGER MAIN DRIVER OF INFLATION, DOF SAYS
THE Department of Finance (DoF) said that the Rice Tariffication Law (RTL) has removed rice as the main driver of inflation by making farmers more productive, with average farm yields rising to 4.22 tons per hectare (t/ha) in 2021 from 3.65 t/ha before the law took effect. The DoF said in a statement on Thursday that the overall increase in yields equates to a 15.6% increase in farmer productivity. Finance Secretary Carlos G. Dominguez III said that the law was a “politically difficult” reform because it “opened up the Philippine rice market and, in turn, slashed the retail cost of our country’s staple food for more than 100 million Filipinos. As a result, rice is no longer the main contributor to our overall inflation rate,” Mr. Dominguez said. The law, or Republic Act No. 11203, opened up the rice import market, with importers paying a 35% tariff on Southeast Asian grain. These tariffs provide the Rice Competitiveness Enhancement Fund (RCEF) P10 billion a year. The RCEF helps farmers stay competitive by modernizing their cultivation practices and providing quality seed, credit assistance, and farming know-how.
Source: BusinessWorld | 26 May 2022 The Philippine Statistics Authority estimates unmilled rice output at 19.96 million metric tons in 2021, up from 19.29 MT in 2020 and 18.81 MT in 2019. The DoF said that the RCEF has ensured a steady supply of rice, noting that in the wake of tropical depression Agaton, which caused P150 million worth of damage to crops, the rice supply in Western Visayas was sufficient. Mr. Dominguez said that the agriculture sector was a strength of the economy during the pandemic, adding that the government was able to maintain a steady flow of produce from farms to consumers.
“
Last year, we collected P18.9 billion from rice tariff collections. We gave all that back to rice farmers. Those calling for the removal of the RTL risk taking away what we are giving to farmers to improve their productivity.” - Tobias Jared Tomas
DA EXTENDS P366.5 MILLION ASSISTANCE TO RICE, CORN FARMERS MANILA, Philippines — The Department of Agriculture (DA) has distributed P366.5 million worth of assistance to rice and corn farmers and fisherfolk in Laguna. In a statement yesterday, the DA said a total of 56,823 rice farmers from the CALABARZON Region benefited from the second wave of the Rice Farmers Financial Assistance (RFFA) program, which grants a P5,000 subsidy to rice farmers tilling 0.5 to two hectares of land. For this program, DA’s partner petrol retail outlets include Shell, Petron, Total, Phoenix, Unioil, Seaoil, PTT, and G Little. To receive the cash assistance, DA assistant secretary for operations Arnel de Mesa introduced the Interventions Monitoring Card (IMC)—a multipurpose card that serves as a unique identification and transactional card through which cash assistance for DA beneficiaries will be received. The IMC, which contains basic information such as the beneficiaries’ name, photo, QR code, RSBSA number, and e-wallet card, is expected to enhance the DA’s distribution process and ensure no leakages. DA-PhilRice understands that farmers won’t thrive with rice farming alone, so we advocate adding vegetables to your farms to enhance your opportunities for a better life,” she said. The farmers are planning to grow tomatoes, green pepper, and cucumber in the greenhouses. Dr. Kyuseong Lee, director of KOPIA Philippines Center, said the greenhouses will help raise farmers’ income. “Let’s continue to work together to make this project successful so more farmers would benefit from it. Our country, through KOPIA, will continue to share its resources to uplift the farmers in this country,” Lee said. IT PHEROMONE TRAP
Green Agrotech Co., Ltd. produces various eco-friendly agricultural materials. Agricultural corporations are introducing the ‘IT Pheromone Trap’, which combines IT technology and sex pheromone (insect attractant) to automatically detect. The IT pheromone trap must visit the surveillance area and record it manually. The IT pheromone trap was created to compensate for the drawbacks of conventional monitoring technologies in terms of people, cost, and time. The feature of this product is that it uses solar power to supply power. By securing power through the storage battery, it can be stably connected to the device anywhere. In addition, using the sex pheromone of the target pest captures various kinds of pests (outside fields, water crops, forests, etc.), the information on captured pests is transmitted via SMS or website. Using this information, we can identify the pattern of pest outbreaks and make timely control and can possible predict and implement a customized control strategy by converting it into a database (DB). Additionally, it collects weather information such as temperature and humidity. It is possible to collect more in-depth pest occurrence information.
