Increased food production, agri modernization key thrtusts of new DA chief Newly-appointed agriculture secretary Francisco Tiu Laurel, Jr. today (06 November 2023) said his priority is to increase food production and modernize agriculture, a major pillar of the Philippine economy.

He said the marching order of President Ferdinand Marcos, Jr. is to modernize agriculture so the country could be food secure, less dependent on imports and lift millions of farmers and fisherfolk out of poverty by the time his term ends.

Agriculture accounts for about 10 percent of the Philippine economy but employs one in every four Filipinos.

Data show that more than 10 millions farmers and fisherfolk are poor and many of them are approaching their senior years, posing a potential food crisis in the next decade.

“By modernizing the agriculture sector, we could make it a more profitable venture and attract a younger generation that would ensure the country’s food security in the decades to come,” Laurel said.

Aside from boosting food production and modernization, the new DA chief said President Marcos, Jr. told him to pay special attention to alleged price manipulation and smuggling to ensure stable supply and prices and to protect Filipino consumers.

Towards this end, he said the DA will coordinate and work closely with relevant law enforcement agencies to apprehend and prosecute those engaged in illegal trade.

Agriculture helps GDP growth, DA moves to ensure larger share The growth of the farm sector in the third quarter is a clear signal that the Department of Agriculture (DA) needs to step up efforts to significantly increase food production and modernize the sector that provides jobs for one in every four Filipinos.

The Philippine Statistics Authority announced Thursday (November 9, 2023) that gross domestic product, the sum of all goods and services produced in the country during a certain period, rose a faster 5.9 percent in the third quarter from 4.3 percent in the second quarter, with agriculture contributing 0.08 percentage points to GDP as it expanded 0.9 percent in the third quarter.

“While we’re thankful that agriculture continues to contribute to economic growth, we shouldn’t be satisfied with its share in expanding gross domestic product given its role in ensuring food security, creating jobs and reducing poverty,” Agriculture Secretary Francisco Tiu Laurel Jr. said.

“Everyone in the Department of Agriculture should start rolling up their sleeves, myself especially, to ensure that the farm sector could produce more as we carry out President Marcos’ mandate to modernize agriculture,” he added.

DA wants to boost coconut industry productivity to benefit millions of farmers The Department of Agriculture (DA) is looking at massive coconut planting and replanting to boost production of a sector that accounts for more than a third of the country’s agricultural exports and source of livelihood for millions of Filipinos.

“The Philippines needs to embark on increasing productivity through the cultivation of quality planting materials like [coconut] hybrids and varieties with superior traits,” Agriculture Secretary Francisco Tiu Laurel, Jr. told the inaugural International Scientific Conference on Research and Development held Monday at the University of the Philippines’ campus in Los Banos, Laguna.

The Philippines is the world’s second largest coconut producer, next only to Indonesia, but is the world’s top exporter, shipping overseas around 70 percent of output.

Top coconut exports include crude and refined coconut oil, desiccated coconut, copra meal, and coconut water. Around 3.5 million Filipino farmers nurture coconut plantations that cover about 3.6 million hectares across the country Of the Philippines’ 82 provinces, 68 are coconut producers, with Davao Oriental as the biggest producer. The Philippine Coconut Authority had said the coconut industry increased export value in 2022 to USD3.2 billion.

Prisoners to reap benefits of joint DA and DOJ Project The pilot technology demonstration farms developed by inmates in the Iwahig Prison and Penal Farm (IPPF) in Palawan will be ready for harvest next month, the Department of Agriculture (DA) said on Friday.

Since July, at least 70 inmates, or Persons Deprived of Liberty (PDLs), were trained in the production of high-value crops and rice through the DA and Department of Justice (DOJ) Reformation Initiative for Sustainable Environment for Food Security or DAxDOJ RISE Project.

The Project’s Phase 1 is being implemented with private sector partners who share government’s vision for sustainable agriculture.

The 4.5-hectare demo farm in Iwahig is expected to yield 96.8 metric tons of rice, watermelon, melon, eggplant, tomatoes, red chili pepper, pole sitao, cucumber, okra, squash, patola, ampalaya, and sweet corn in December with an estimated gross income of P7.3 million. Planting season was from August to September.

Through this project, the complementary goals of DA and BuCor on food security and reformation of PDLs, respectively, are being realized.

Proceeds from the farm will be used by the Bureau of Corrections (BuCor) to expand its agricultural development activities by using idle lands to support government’s food security campaign.

Meanwhile, the Project’s Phase 2, covering at least 500 hectares, has already started with the training of 50 PDLs for cashew production. They will use 30 hectares of BuCor land for the project.

President Ferdinand "Bongbong" Marcos, Jr., DA-PHilMech continued its pursuit to provide rice machines to qualified farmers' Hundreds of Lagunenses flocked the Laguna Sports Complex as the Bagong Pilipinas Serbisyo Fair (BPSF) kicked off its two-day event in Santa Cruz, November 4 to 5, 2023.

Through the BPSF, a program of President Ferdinand "Bongbong" Marcos, Jr., DA-PHilMech continued its pursuit to provide rice machines to qualified farmers' cooperatives and associations (FCA) through the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program, awarding five beneficiaries with their own four-wheel drive tractors worth almost Php11.5 million.

Said beneficiaries are Sto. Domingo-Maitim Irrigators Association Inc.; Banca-Banca, San Francisco, San Felix, San Roque Irrigators Association, Inc.; Pila Laguna Agricultural Cooperative; Bagong Samahan ng Magsasaka ng Pila, Laguna, Inc.; and Tubuan-Tanza Irrigators Association, Inc.

On the other hand, the agency, in collaboration with the Philippine Coconut Authority, awarded the Lawaguin Multi-Purpose Cooperative with a Coconut Sugar Processing System, also worth almost Php11.5 million, under the Coconut Farmers and Industry Development Plan (CFIDP) - Shared Processing Facility.

The President, who was duly represented by Special Assistant to the President, Antonio Lagdameo, Jr., was joined by Laguna Governor, Hon. Ramil Hernandez; 2nd District Representative of Laguna, Ruth Mariano-Hernandez; PHilMech's Director IV, Dr. Dionisio G. Alvindia, and PCA-IV Regional Manager, Bibiano Concibido, Jr., in awarding the beneficiaries.

Head officials and representatives from participating agencies were also present to show their support.

According to Gov. Hernandez, around Php 300 million worth of assistance is readily available to 70,000 locals with 160 services offered by the country's largest service caravan.

Php34M worth of machinery distributed in Occidental Mindoro More than Php34 million worth of agricultural machines were distributed to 13 qualified farmers cooperatives and association (FCAs) and two municipal local government units (LGUs) during the turnover ceremony on November 15, in Mamburao, Occidental Mindoro.

Distributed machines is under the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program implemented by Philippine Center for Postharvest Development and Mechanization (PHilMech).

“Ang mga ipapamigay po naming mga makinarya ay inyong gamitin ng maayos upang mapakinabangan sa mahabang panahon at mabawasan ang gastos sa pagbubukid, at makakasiguro po kayo na tuloy-tuloy parin po ang aming serbisyo na tulungan kayong mga magsasaka sa probinsya ng Occidental Mindiro” Engr. Bengosta said.

The Php34 million budget are expected to benefit the eight municipalities of the province, namely: Calintaan, Rizal, Magsaysay, San Jose, Sta Cruz, Sablayan, Lubang and Looc.

Fifteen units of four-wheel drive tractors, equipped with rotovator, front loader, and PTO driven disk plow attachments, have been provided to various FCAs and LGUs.

Php145M worth of machinery distributed in Oriental Mindoro

Through the continued implementation of the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program, the province of Oriental Mindoro received Php145 million worth of agricultural machinery during the provincial turnover held on November 27 in Calapan City, Oriental Mindoro.

This program is implemented by the Philippine Center for Postharvest Development and Mechanization (PHilMech). Making sure that all procured machines will be delivered on time and will not cause any delay in farmers’ operations on the ground.

PHilMech Director III, Joel V. Dator, challenges the farmers to use the machines properly, and hoping to help in contributing to the reduction of production costs and increased productivity.

The Php145 million budget are expected to benefit the 52 farmers’ cooperatives and associations (FCAs) and the 13 municipalities of the province namely, Baco, Calapan City, Naujan, Pola, Socorro, Victoria, Bansud, Bongabong, Bulalacao, Gloria, Mansalay, Pinamalayan, and Roxas.

A total of 68 different agricultural machinery units were distributed, which include 17 four-wheel drive tractors, two precision seeders, three riding-type transplanters, 33 rice combine harvesters, and 13 mechanical dryers.
