CALENDAR 7-9 october Hoddesdon Charter Fair Hoddesdon town centre will see for the 7th year running the Charter Fair visiting the High Street during October.

The Fair will be opened by the Mayor of Broxbourne on Friday 7 October and will continue through to Sunday 9 October. A community day will run alongside the Fair on Saturday 8 October which will consist of craft and charity stalls at Fawkon Walk selling seasonal goods and gifts. Time to play A new £82,000 children’s play area featuring a dozen attractions has been opened in St Albans.

T

he state-of-the-art playground, at Holyrood Crescent in the Sopwell area, is aimed at a wide age group ranging from toddlers to early teens.

It includes traditional equipment with a jungle theme such as swings, a roundabout, slides, see-saws, a springy animal and climbing frames.

There are also more modern attractions including the snake-pit trampoline, walkie talkies and a safari track.

For the older children, there is a junior zone line-marked for sport with a football goal and a basketball hoop. There is also a youth shelter located there.

The playground was commissioned by St Albans City and District Council from Wickstead Playgrounds and replaces one which was more than 20 years old.

It is funded by £72,000 from the repair and maintenance budget of the Council’s City Neighbourhoods Committee (CNC).

A further £10,000 came from CNC money allocated to Councillors Iain Grant, Eileen Harris and Janet Smith for spending on projects within their Sopwell ward.

Councillor Alun Davies, Chair of the CNC, said: “This is a fantastic outdoor playground that is packed full of fun

An Exams Revolution I

Ben Horan is Senior Deputy Head (Academic) at Merchant Taylors' School. He writes on the challenges facing schools in the face of recent changes to A Level exams.

n their combined six years as Secretaries of State for Education, Michael Gove and Nicky Morgan launched a revolution in the education system of England that has had repercussions for millions of young people and their experience of the Sixth Form. One of the major thrusts of Gove’s reforms was the reversion to a system of ‘linear’ A Levels. From 2000, A Levels were examined in a ‘modular’ manner – with AS Levels being examined in the Lower Sixth year and A2 Levels in the Upper Sixth year – with each qualification contributing half of the overall marks for the A Level as a whole. Pupils could take exams in January and June of each year – often taking the same module multiple times. Fundamentally this modular system remained the same for 15 years.

However, in January 2013, Gove announced that all A Levels would now be examined at the end of the Sixth Form and that AS Levels would now not count to the overall grade – a linear, not a modular system. This

linear system was nothing new – it was a return to the curriculum of the twentieth century and one that was welcomed by many who hankered after a return to less testing and more learning. However, a lack of proper consultation and a desire to see his reforms enacted led Gove to force them through in a staggered fashion, some subjects would start a linear programme in 2015, some in 2016 with the final tranche having to wait until 2017. The fact that the reforms have been enacted in this manner has led to a quandary for every senior school in England. Many pupils are doing a mixture of subjects. This means they will have some ‘linear’ and some ‘modular’ subjects – some will be examined in the Lower Sixth and others only in the Upper Sixth. All in all, it was a complicated and frustrating situation. Head Masters and Academic Deputies consulted parents, staff and pupils and made their plans accordingly.

At Merchant Taylors’, we took the decision early to teach all of our subjects in a ‘linear’ fashion, irrespective of whether they were designed to be examined in such a fashion. A major advantage has been that by picking a course and sticking to it we are no longer buffeted by the winds of governmental caprice. It has allowed all of our subjects to be able to gain valuable teaching time – up to nine weeks across the year – and has allowed all of our boys to continue studying four A Levels. It has given all of our Heads of Department the ability to plan their curricula in the lower years to adequately prepare their charges for the rigours of the harder A Levels or Cambridge’s Pre-U courses some of our Departments are pursuing. Most of all though, this decision has given our boys time; time to study and enjoy their subjects without the constant pressure of external exams. It has meant that they can enrich their learning by wider reading rather than more revision. Teachers and pupils can now explore that which interests them and not obsess about whether it is on the syllabus. It has helped us break the mindset that something is only worth studying if you are definitely going to be examined on it, a feature of our education system in recent years. Boys at Taylors’ are more excited about their learning than ever and are engaging with it in a more mature and sophisticated manner.

It is an exciting time for us all. Mr Gove’s rushed and hasty decision led to a minefield in terms of planning and logistics, but our decision means that we are through it and enjoying rediscovering a love of learning for learning’s sake. For that, he probably deserves a, grudging, thank you.

Founded in 1597 the strength of an Aldenham education goes well beyond the classroom.

Former pupils, affectionately known as OAs (Old Aldenhamians), show their loyalty and support to their school in many different ways. OAs return frequently, often with their families, for events, to see new developments and to share experiences.

A

n OA Mentoring Scheme introduces current Sixth Form students to young professionals who offer advice and guidance in career development and further education choices. Our sportsmen return to coach young players in a range of activities as well as play in OA sports teams. Musicians continue to sing and play with the Choir and orchestra at home and abroad.

Our girls and boys are often inspired to follow in the footsteps of the Aldenham alumni, when they hear them speak enthusiastically about where life has taken them on gap years, to university and into the workplace.

Regular events run by the School and OA Society attract Old Boys and Girls of all ages from around the World. This year the Annual reunion held at the School focused on Beevor’s House (named after the first Housemaster in 1895) and attracted over 100 people. The warmth and friendship on the day was palpable, despite the inclement weather, with ages ranging from 17 to 93.

It is well known throughout the Aldenham community that the School’s founder, Richard Platt, left orders in his Will for the establishment of the School and to acknowledge his own inheritance from his ancestors.

Following the example set by the Founder, former students and staff often make gifts to the School. Aldenham can depend on OAs to help provide resources that enhance learning and provide an experience beyond the bounds of the operational budget. The Aldenham Annual Fund, first introduced in 2008, has now generated over a quarter of a million pounds. By far the majority of donations to this regular campaign come from the OA community. Their key aim is to help ensure that their old school continues to thrive, and to see fellow Aldenhamians flourish.

tellar” is a word not often used of schools, however the results at St Albans High School for Girls (STAHS) have been described as such, and with reason. The school is celebrating record-breaking success this year, with GCSE results the highest for the last eight years and 91 per cent of girls at A level achieving A*-B. Almost all the girls who took their A levels this year will be heading for their first choice university.

But St Alban’s High School for Girls is no city hot house. W

ith so much depending on exam results these days, it is an anxious time for students and parents as they decide what to do when results are published on the 18th of August.

If results are not as good as expected, going through the UCAS clearing process may be an option but you may have to settle for a less prestigious university or for a course that is not what you have set your heart on. An alternative is to retake some A-level exams and apply to university the following year while gaining some work experience.

In Hertfordshire, St Albans Independent College offers an alternative. Founded in 1988, it has an excellent record

couple of months ago, a patient started telling me about a concert she had been to the night before. “It sounds amazing,” I told her. “Do you have any

pictures?”

“Angela” took out her phone, and started swiping.

It took me a while, but eventually I noticed something strange. There were pictures of the band, of the crowd, and of the group of friends she was with. But absolutely none of her.

“No….” she said wistfully, when I pointed it out.

“I hate being in pictures. It’s my double chin…”

Over the past few years, I’d heard similar comments many times from patients. The age of the selfie and Instagram is tough on many people who are self-conscious about some aspect of their appearance. But facial features like double chins can cause particular upset and anxiety. The result of genetics for some people and weight gain for others, double chins are very ageing, because they change the shape of your face. And they are so difficult to hide.

BE IN THE CLEAR The amazing amount of Red Tape involved in replacement windows and doors in flats

F

lat owners or tenants in a block of flats (or people you know who live in a flat) should be advised to think very carefully indeed about replacing their windows or indeed their entrance door, as they probably won’t be aware of the minefield they are entering.

The first thing they need to do is read their leaseholder agreement, then find out about the planning regulations that apply to all flats, any particular fire regulations in relation to their doors, and the specific rules that apply to

their particular block of flats.

For example if the entrance door to the flat is a door within a door (i.e. one accesses the internal corridor to the flat via an external communal door), then any replacement front door must under the law be fire rated to protect the flat owner and all the other occupants in the block of flats.

The length of fire rating required is determined by your local Fire Officer.

This means one cannot fit double glazed aluminium, timber or UPVC doors that have plastic gaskets as these

can give off fumes if they melt, so none of these types of door will achieve the fire rating required. Approved and tested fire doors are usually solid hardwood slabs or steel doors with no plastic gaskets. Both these door types are expensive and it is important to research things thoroughly before splashing out on a replacement door. If the replacement door installer does not confirm in advance that they will on installation provide you with a certificate

No flat owner should replace any window without first making sure they’ve got all the necessary permissions as proof that the door has a one hour fire rating (which is the usual requirement) before you pay a penny, best walk away from the deal.

Likewise no flat owner should replace any window without first making sure they’ve got all the necessary permissions, as they can end up having to pay out a fortune compared to what the replacement windows cost them in the first place, so what they should do is make sure they get all the approvals needed in writing before ordering any windows.

Be aware it is the flat owners sole responsibility to find out what planning permission(s) are required from the local authority, whether the flat is in a Conservation Area or not. In addition, each flat owner needs to obtain written permission from the freeholder and/or the Management Company. If you are a tenant in a block of flats and want to change your door or windows the minefield is larger and more dangerous for you as you’ll need planning permission, your landlord’s approval and permission from the Management Company, so watch your step!

The reason councils in England require planning permission is that no flat in any block of flats has any Permitted Development Rights, so crazy as as it sounds, flat owners do not have the right to change their windows or any outside door without first obtaining planning permission. This is partly so the council’s planning department keeps control on the types, materials and designs of the products being replaced. The council will most probably want replacement windows and doors to be “in-keeping” and to be of “similar appearance”.

A potential grey area can occur between what some flat occupants think of as similar, and what council planning department considers similar. Each local council has the

right to force flat owners to replace and pay again for any doors or windows they’ve not had planning permission for to change. Financially this can mean a massive expense (especially if the flat in question is on the 2nd floor or above and has had internally beaded windows fitted from the inside the first time round), if the council requires the flat owner to remove the replacement windows and replace them a 2nd time round with externally beaded windows to match the other externally beaded windows already preexisting in other flats in the block. The reason being that 2nd floor and above windows can only be replaced legally and safely by the use of compliant scaffolding, which in itself can work out more expensive than the replacement windows on its own.

English Councils are not slow to issue Planning Enforcement Notices to any flat owner they come across (or are told about by other flat owners) who change their doors and/or windows without planning permission. Whilst retrospective planning permission can be sought, there is no guarantee the local council’s planning department will grant this, and more often than not adds even more costs before eventually one has to replace all the replacement doors and windows for the second time anyway.

Flat owners can also get into hot water by not getting written permission from the Management Company, as this can lead to time consuming on-going disputes with both them and other flat owners, and often can lead to a real problem the time comes to sell the flat, as the Management Company can hold up the sale until they have been pacified.

The optimum scenario before you buy or rent a flat is therefore to choose a block of flats where modern low maintenance thermally broken doors and windows already exist throughout, so you benefit from their energy efficiency, improved sound insulation and avoid you having to pay the Management Company periodically each time for your flat’s proportion of the scaffolding and redecoration costs.
