to the latest edition of Source Across all the geographical and market areas in which we work the property market has been and continues to be very active.

Any lockdown-induced wrinkles have been predominantly ironed out by the prolonging of the Stamp Duty holiday, a new mortgage guarantee scheme, and an extension to the furlough scheme. We anticipate that these three measures together with a continued desire from people to buy the type of houses that we sell, should sustain high transactional volumes and prices throughout the year.

A successful vaccination programme has undoubtedly boosted general confidence in our economic future as well as morale, and fostered general positivity. It’s interesting to note that mortgage approvals have been at their highest levels since 2007, which I think we can see as a good indicator of medium-term economic confidence; most don’t buy houses unless they believe they can pay for them!

Whilst we still face a degree of economic certainty, the latest budget underlines that the economy is rebounding and doing so faster than expected. The Chancellor has been able to extend household support measures whilst also boosting our recovery with temporary tax breaks to encourage businesses to bring forward investment spending. He has also been able to set out how to repair the damage to the public finances as the economy normalises and as expected, the focus is on raising corporation tax whilst also freezing personal tax allowances and thresholds.

It has been well documented that the pandemic has influenced both our working patterns, and where we physically work. There is now growing evidence to suggest that our ties to the office may have been irreversibly loosened. Technology had already paved the way for this

possibility, we just hadn’t realised it, or perhaps hadn’t tested technological capabilities to their fullest. Now we know that we can avoid the daily commute on at least a few days a week, to many people it seems sensible to make this change permanent. If you are reading this magazine it is likely that you appreciate houses in the countryside or villages; properties that are a little removed from frenetic city life.

Such properties may necessitate a lengthy commute, but if the commute is only a few days a week, it becomes less of an issue which may create exciting possibilities for you. If you already own such a house and are considering its sale, I think you’ll find that your home will appeal to a wider audience than ever before.

If you are ready to move, then it’s worth noting that high transactional levels have changed some aspects of the way our market works.

In March, the average time for a conveyancing process was a little over four months. If you plan to move this year, then I would suggest that it would probably be sensible to make a start now.

It feels like the end of the pandemic is in sight, and we are able to consider our future plans in a more stable and predictable environment.

There are a number of benefits that make buying a new home a worthwhile consideration. Environmentally, new homes are built with energy efficiency in mind and to increasingly rigorous specifications.

This is not only good for the environment, but for the bank balance too; a recent report suggested that the energy bills of a new home are around £629 less per year than those of a similar re-sale home. New homes also utilise the latest technology in locks, windows, lighting and alarms offering safety reassurance and helping with home insurance. Newly constructed properties also typically come with a 10-year warranty, covering structural defects, and it’s fairly common for developers to provide an additional and more comprehensive 2-year warranty.

Some people express concern that new build properties may lack character and individuality, however, many developers offer bespoke options allowing a variety of fixtures and finishes with choices on kitchen and bathroom styles. Developers also understand that they need to deliver aesthetically pleasing architecture that in some way complements the vernacular of the wider environment, whilst also delivering space and layout in tune with modern lifestyles.

New Homes Market Update As many anticipated, the new homes market quickly shrugged off the effects of the first lockdown with many buyers keen to secure a new property. Viewings could be safely organised in empty properties, and off-plan reservations quickly agreed. There is no doubt that new home sales were a significant contributor to very high transactional volumes recorded in 2020. Nationwide reported that post-lockdown mortgage approvals for house purchases rose to a 13-year high in September 2020. Halifax reported that house prices have also risen 7.5% over the past year driven by market demand.

Market activity is driven by a number of factors, but the Chancellor’s stamp duty holiday was certainly very influential. Property developers regularly offer purchasers incentives to buy, and these incentives are often focused around stamp duty. The stamp duty holiday allowed them to focus their incentives on a new direction and they typically included a contribution towards legal fees, reduced reservation fees and/or internal upgrades. With significant savings available, buyers were keen to secure their properties.

On the 3rd March this year, the Chancellor announced that the stamp duty holiday would be extended for a further three months to the end of June 2021 “to smooth the transition back to normal” adding “we will only return to the usual level of £125,000 from October 1st”.

With the supply of new homes reaching the market still below the levels for the comparable period in 2020 it would wise to anticipate further price increases. The extension is also a fillip for housebuilders. Shares in the three largest publicly-listed players - Persimmon (PSNO), Barratt Developments (BDEV) and Taylor Wimpey (TW.) rose by around 6 per cent after the Chancellor’s announcement. If you are focusing your property search on new homes, it would be sensible to make your move as soon as you possibly can.

In tandem with the stamp duty holiday, the government also confirmed the launch of a mortgage guarantee scheme for homebuyers with smaller deposits. The Chancellor stated that some of the largest lenders would be offering government backed 95 percent mortgages from April 2021, enabling more people to access mortgages without the need for prohibitively large deposits.

The mortgage guarantee scheme will be available for new mortgages up until the 31 December 2022 and allow borrowers to fix their initial mortgage rate for at least five years. The scheme has the potential to bring down the monthly cost of repayments significantly.

It seems that despite rising prices, many homebuyers will still be able to pursue their dream of home ownership.

Understanding Stamp Duty There is no doubt that Stamp Duty Land Tax (SDLT) is a complicated business. The initial calculation is based on a progressive format and this can then be impacted by exemptions and additions. We try to cut through the confusion so we can let people know what their tax burden is likely to be.

In July 2020, in response to potential market effects of the Coronavirus pandemic, the Chancellor announced a stamp duty holiday, which initially was set to run until March 31st, 2021. Due to very high transactional volumes in the latter part of 2020 and early 2021, the conveyancing process was stretched nearly to breaking point and many people were concerned that their sale would not complete in time to take advantage of the holiday. There were also concerns that there would be a sudden dramatic drop in transactions post March when the holiday ended. The Chancellor announced as part of his Budget that the stamp duty holiday would be extended to 30th June. In addition to the extension, the scheme will now have a tapered ending with the nil rate band set at £250,000 from July until the end of September, hopefully assuaging fears of a sudden transactional drop off.

So, for a residential purchase that will be the only property that you own and that will complete before 30th June 2020, this progressive tax now starts at £500,000 as follows:

For properties that complete after 30th June and before 30th September, the nil rate band is up to £250,000, and thereafter rates return to normal - 0% for on the portion up to £125,000, 2% for the portion from £125,001 to £250,000, 5% for the portion from £250,001 to £925,00, 10% for the portion from £925,001 to £1.5 million, and 12% for the remaining amount.

There is another distinct category of Stamp Duty, and that’s for nonresidential or mixed-use property. Sometimes the definition of mixed use can be confusing, and you should take advice, however if you qualify the stepped regime is as follows: • Up to £150,000: 0% • A bove £150,000 and up to 250,000: 2% • Above £250,000: 5%

The rise of the home office The lockdown restrictions of the past 12 months have meant that many thousands of people have been working from home, some for a considerable amount of time. As lockdown comes to an end, some of those people will return to offices. However for many, the experience of working from home has been a largely positive one, with reduced commuting creating a little extra time for family or leisure pursuits, and they are keen to continue. Many people are now considering their options for either a move to a more rural property with office space or reconfiguring their current home to include a home office.

There are various options for adding office space at home. The overarching aim for all office areas is to create somewhere that offers a distinction between relaxing at home and working, and somewhere comfortable in which to feel productive.

In smaller properties, clever use of space is needed to create an office nook in an underused area. This could be a corner or alcove of a room, a hallway or a landing, or other neglected space.

To keep things neat and clutter free, consider placing laptops, screens and filing in storage cupboards, where they can be easily hidden after the working day is over. Where room is a real premium, utilise floor to ceiling storage shelving to make the most of vertical space available. Areas with low ceilings, such as under stairs or in attic rooms, can lend themselves to an office set up, and make use of an area that would otherwise be underutilised.

If there is a little more space to work with, a small spare room obviously works well utilised as a home office, but there are other options to consider too. If a spare room is not available, but the solitude of having an office behind closed doors is important, garage and loft conversions are good option to consider. Planning permission is not usually required as long as the work is internal and does not relate to a Listed building where additional consents may be required.

Many people are surprised to learn that there is also usually no planning permission required when adding a small extension to the rear or side of a house, as such modifications are acceptable through government ‘permitted development rights’. For

example, a rear single-storey extension of up to 8m on detached houses is acceptable (some basic details must be submitted to the Council before development). So too is a rear twostorey extension up to 3m in length or a single-storey side extension up to half the width of the existing house!

Terraced houses have smaller permitted extension sizes. Such extensions are ideal for housing a home office.

Another popular option for a home office that gives a little more distinction between work and leisure time is a garden building. Similarly to the above, permitted development rights usually allow a new building in your garden curtilage which can be up to 50% of your garden area so long as it is singlestorey and not sited forward of the front elevation of the house.

There are of course exceptions to permitted development rights for various reasons including Listed buildings, conservation areas, Areas of Outstanding Natural Beauty and National Parks, and there may also be other restrictions and regulations that would need to be satisfied before commencing work. Therefore, irrespective of if you are planning to convert an area of your current home, or extend your property in some way, it is always advisable to consult the local planning authority before starting any work.

It’s likely that the desire for a home office is here to stay. So, whether you are looking at how to maximise interest in your property when selling or are planning to stay put and enjoy your house for a little while longer, a designated home working space is certainly a useful addition.

Methods of selling Choosing the best approach to deliver your sale Most people are familiar with the traditional method of selling a house. It is standard practice to start the process by contacting two or three estate agents for an assessment of market value. Having selected an agent and agreed a marketing and advertising campaign, attracted and selected a buyer, the sale is then progressed to a legally binding conclusion. This method of sale is known as private treaty. It is tried and tested and so long as you have employed a good estate agent, it is often the best way to sell. There are however alternatives and it is useful to be aware of them. Depending on your requirements, the nature of your property and your timeframe, it may be appropriate to sell by either informal tender or by auction.

Sale by informal tender An informal tender sale should be considered when a property is likely to generate a lot of interest, with a number of different parties keen to purchase it. In this scenario, potential buyers can find the competitive bidding of a traditional private treaty sale alienating due to the lack of transparency, and so may fail to properly engage with the process. An informal tender sale clarifies the bidding process, providing a layer of transparency. It also helps to manage expectations, as it sets out how and when people should make an offer to buy, and how the offers will be assessed.

When the sale is launched, a date is set by which interested parties should make their offer to purchase. Along with their offer, prospective purchasers are asked to include a variety of information which enables confident assessment of their ability to buy the property, and also outlines any conditions attached to the offer. In this way, interested buyers put forward their best bids for consideration in a semi-formalised manner. As the seller, you are not required to accept the best or even any of the offers, but rather you can carefully decide which purchaser most clearly matches your sale aspirations and proceed accordingly.

An informal tender sale can be seen as an effective way to draw together and agree a sale in a set timeframe whilst preserving your ability to select your buyer.

Although there is a date by which all offers must be submitted, once the offer is accepted there will still be a conveyancing process in a similar way to a traditional private treaty sale.

If you think that you would like to agree a sale and create a legally binding contract at the same time, then an auction may be the sale solution you need.

PRIVATE TREATY The traditional tried and tested way to sell your property. Achieving the best result depends on meticulously orchestrated marketing campaigns, carefully interpreting market feedback, selecting the right buyer and then tightly managing the sale process through to a legally binding conclusion.

For sale by auction Mistakenly, some people consider auctions most suitable for distressed properties, but this rationale is increasingly outdated, and a broad variety of properties are now sold this way. Residential, land and commercial properties are regularly sold via auction.

An auction can be used to launch a sale or to conclude the sale of a property that has taken longer to sell than initially anticipated.

It is also useful for a property sale where a number of buyers have expressed interest in purchasing and is a good way to conclude negotiations is needed.

Traditional auctions in a public room can however be daunting for some buyers and are inconvenient for many.

Online auctions are a great alternative, particularly in an environment when so many people are familiar with online marketplaces and buying online.

Online auctions are designed to be welcoming and flexible. They encourage participation, entice well-funded buyers, stimulate bidding and for the right properties that can lead to an excellent selling price.

Most of us are familiar with the idea of a traditional auction, and for experienced buyers they are a great way to secure a property. Auctions offer a sale in a controlled timeframe and of course a seller can agree a reserve price, set at a level at which they would be happy to sell. If the reserve is not met, the sale will not proceed.

Online auctions require more preparation prior to the launch of a sale, and a full legal pack needs to be produced by the seller’s solicitor.

Online auctions are considered to be fast, safe and transparent, and just like a traditional auction, a legally binding exchange of contracts occurs when the successful bidder wins the auction.

How remote?

Many of our buyers are understandably drawn toward the tranquillity of a truly rural location, but of course they need to consider the practicalities of being some distance from the nearest shop or a mobile mast and a good internet connection.

The Commute Naturally, moving to the country will necessitate a longer commute and so proximity to good communication links, whether fast roads or train stations, is often an important consideration.

In truth, many people are surprised that they can reach towns and cities in surprisingly short times and as so many can now work from home the commute may no longer be the daily challenge it once was. It is still useful to find out the probable timings for accessing stations or main roads if you are likely to have to commute more than once a week.

Schooling If schooling is a consideration, this requires some careful research. Will you be planning to drop-off daily, are you hoping they can take advantage of a school bus, or will your children be boarding? Is the school you are

hoping for over-subscribed? Does it have a good Ofsted report? Proximity to good schools understandably effects property prices but the extra cost may well be very easy to justify.

Culture Those keen on the cultural pursuits offered by the big city may feel hesitant to give them up even if the lure of a countryside idyll is strong. However, increasingly many small towns and villages are developing their cultural offerings with literary festivals, musical events, outdoor cinemas and theatre productions. If culture is important to you, check the local events calendar of any area to which you are considering moving. Social media often provides a superb link to local groups and activities to help you understand what’s on offer.
