A Picture is Worth a Thousand Words, But… Thank you to everyone who called or e-mailed about my July editorial. I had some great discussions that made me think that our editorials are generating positive thoughts. Fire News is dedicated to promoting the fire service and honoring you, the first responder. One of the goals of our newspaper is for our subjects to be proud of who they are and of what they do exemplified by the spectacular photos that are taken by our national array of photographers. The hard part is choosing a photograph that doesn’t leave Fire News open to criticism by its always vigilant and eagle-eyed readers. I can’t tell you how many photographs we turn away because they are politically incorrect, show scenes that are too horrific for public viewing or simply don’t make the cut for a number of other reasons. When you look at our photographs, we hope they make you feel — or at least replicate the feeling — of being on a call. The photographs tell a story, but as with all stories there can be different variations and interpretations about the event. Does the photo show a glass half empty or a glass half full? This is where “interpretation” comes into play and may distort exactly what happened when the image was taken. Did the firefighter forget to wear gloves? Or was the photo taken just before the gloves were being but on? Is the firefighter too close to the flame or is the depth of field in the image creating the illusion of proximity. Only the firefighter knows for sure what he or she did at the time the photo was taken. Rest assured there is not a chance we are advocating not wearing the appropriate equipment at any time. Last month, I viewed 1716 photographs for our six nationallyread editions. We choose photographs that we consider best depicts what happened at the call described. When Fire News arrives in your hands we know the photos are carefully studied by you, our readers. Occasionally, the firefighters may appear to be out of gear and not be wearing all their personal protective equipment and, yes, they may be out of gear. It is up to all responders to remember that the world is watching what you do. If a photograph is worth a thousand words, please let them be kind words. Wear all of your personal protective equipment so that you can go home without an injury. …Dennis

FASNY TUITION ASSISTANCE PROGRAM INCLUDES SUNY EMPIRE STATE COLLEGE Volunteer firefighters now can have up to one hundred percent of their tuition costs for online courses at SUNY Empire State College’s Center for Distance Learning funded by the Firemen’s Association of the State of New York (FASNY) Higher Education Learning Plan (HELP). Launched in 2011, FASNY established the HELP program to assist volunteer fire departments in attracting and retaining more members. Under FASNY HELP, a student/volunteer firefighter who hasn’t already achieved an associate’s degree or higher will be eligible to have up to 100% of his/her tuition reimbursed in exchange for maintaining good grades and fulfilling service requirements as a member in good standing in one of New York’s volunteer fire companies. The program is covers courses at all 29 SUNY community colleges throughout the state and has seen hundreds of students receive tuition reimbursement. FASNY HELP is made possible through a Staffing for Adequate Fire and Emergency Response (SAFER) grant awarded by the U.S. Department of Homeland Security. Founded in 1872, the Firemen’s Association of the State of New York represents the interests of the more than 92,000 volunteer firefighters and emergency medical personnel in New York State. SUNY Empire State College was established in 1971 to offer adult learners the opportunity to earn associate, bachelors and master’s degrees from the State University of New York. The college offers more than 500 courses and complete degree programs online through its Center for Distance Learning. One Car MVA Claims Life in Rensselaerville
At 1616, on June 24, 2013, the Albany County Sheriff’s Office responded to the scene of a one-car crash on Pucker Street in the Town of Rensselaerville. A driver was heading southwest on Pucker Street when she lost control and drove off the roadway into a ditch, which caused the vehicle to roll, ejecting the driver. The Albany County Sheriff's Office, Albany County Paramedics, Tri-Village
Fire Department and Rensselaerville Volunteer Ambulance Company responded to the scene but the driver succumbed to her injuries at the scene where she was pronounced dead by Albany County Coroner Paul Marra. The accident is under investigation. -Fire News photo by Tom Heffernan

Deck Fire Extends in Orange Lake
On June 17, 2013, at 1530, responders from Orange Lake were called out for a deck on fire in Meadow Hill. When units arrived, they found the deck and the back of the house fully involved. Flames Stopped in Maybrook
On June 17, 2013, the Maybrook Fire Department in Orange County responded to a fire in the garage of a split level home on Bole Circle. The Washingtonville Fire Department immediately responded to the scene as the FAST unit. The fire was quickly brought under control with some extension to the home. Recreational Vehicle Destroyed in Wallkill

Firefighters from Wallkill in Ulster County battled a fully involved recreational vehicle fire on Sand Hill Road, on June 14, 2013. A second alarm was requested for the call, with mutual aid from Modena and Gardiner to the scene. The fire destroyed the RV. On June 26, 2013, Buffalo firefighters were alerted for a possible structure fire in the early morning hours. Upon arrival, units investigated smoke in the area. The first-due engine determined that there was a crawl space fire extending to the first floor of a vacant 2-1/2 story dwelling. The fire was quickly knocked down and overhaul completed. Fire at Hartsdale Pet Cemetery
Recently, the crematorium building on the grounds of the Hartsdale Pet Cemetery located in Hartsdale, caught fire. This cemetery — established in 1896 — is America's first and oldest pet cemetery, and is the final resting place for nearly 80,000 animals. This was the
facility's second fire in the past 10 years. Today's fire was knocked down in about 20 minutes by firefighters from Hartsdale, Fairview, Greenville and Scarsdale. The fire was brought under control without incident. -Fire News photo by Mike Messar

Silver Lake Holds Wet-Down
The Silver Lake Fire District in Orange County New York held their 50th Anniversary on June 8, 2013. At the same time, they also held a wet-down for their new Engine 158 and dedication for their new firehouse. Many nearby fire departments traveled to Silver Lake and stopped by to celebrate, and participate in the tradition of wetting down the new engine and firehouse. Plane Crash Claims Three Lives
In May, responders set off on all terrain vehicles (ATVs) to locate a crash site that took the lives of three people. An airplane broke apart over a swampy, wooded area near the Royal Mountain Campsites. Department Water Craft Damaged in Selkirk
On May 21, 2013, police in the Town of Bethlehem received a call around 0900, reporting damage to the Selkirk Fire Department Rescue 4 boat and dock that is located in the Hudson River at the Henry Hudson Park in Selkirk. The SFD and Chief Bill Asprion responded to the scene, only to confirm that a considerable amount of damage had been done to the dock and craft. According to Chief Asprion, it appears a rather large craft ran into the dock sometime during the night. Area Shared Water Rescue Resources
Not all fire departments engage in special rescue services, but due to the number of recreational users on the water regionally; water rescue services are performed by several departments around Saratoga Lake. Each water rescue team has diverse equipment to enable them to operate all year round while at the same time sharing resources and staffing. Fire departments that work together are the Arvin Hart Fire Company in the Town of Stillwater, the Malta Ridge Fire Department in the Town of Malta, Round Lake Fire Department covering Round Lake and the Town of Malta and the Quaker Springs Fire Company covering the Town of Saratoga. Arvin Hart’s 5th generation air boat will operate on both open water and ice. It is trailered to the scene of an incident and can be launched from land or water. Malta Ridge has a pontoon boat which provides a stable rescue platform for open water. It is docked on the lake during the summer months. Round Lake operates a stable aluminum flat bottom craft with an outboard engine, which can be trailered to the scene of an incident, while Quaker Springs operates a Zumro rescue craft with a 60hp outboard engine, which can be trailered to the scene.There is a mutual aid agreement between the departments dispatched, allowing them to share resources when needed. Recently on Saratoga Lake, Malta Ridge and Arvin Hart trained together to practice removing victims from the water and transferring them from one craft to another. All four departments have provided rescue and recovery services on several occasions and have performed more rescues on the water than on land. -Fire News photo by Tom Rinaldi

Winona Lake Attends the HVVFA Parade The Hudson Valley Volunteer Fire Association held its 124th annual Convention and Parades during the week of June 17, 2013. The weekend involved over 100 fire departments participating in both Mardi Gras and dress formal parades. The departments marched in 90-plus degree heat for hours as they walked the 1.5-mile route,
which ended at the West Glens Falls Fire Department. The streets where lined with hundreds of onlookers, who waved and cheered on their favorite department. The event ended with a carnival and fireworks at the WGFFD. -Fire News photos by Lori Washburn

Based in Elmira, New York, Eric will be working with distributors and OEMs from Maine to Virginia. Eric served four years in the Air Force and has a bachelors degree in engineering from Northern Arizona University. He has 26 years experience working with customers as a field engineer, technical trainer, sales representative and regional sales manager. Red Knights Hold Grand Tour
On June 5, 2013, the Red Knights Motorcycle Club held its annual Grand Tour. The event, held each year during Americade, begins at the Lake George Fire Department. The Grand Tour consists of the registrants visiting nine or more fire departments within the eight- hour, 180-mile tour. This year’s event contained 63 motorcycles with 85 participants and one lucky dog named Abby. Chapters came from New York, Connecticut, New Jersey, New Hampshire, Massachusetts and Vermont, as well as the President of the International chapter. LEE G. SHANLEY APPOINTED NATIONAL COORDINATOR FOR “TERRY FARRELL FIREFIGHTERS FUND” Lee G. Shanley, a resident of Farmingdale, New York, has been appointed to the position of National Coordinator for the Terry Farrell Firefighters Fund. The not-for-profit fund directly supports the firefighters who serve our communities. Shanley is also an Instructor for Texas A&M University’s TEEX Emergency Management program and the former Director of Public Safety & Emergency Management at Nassau University Medical Center in East Meadow, New York.

124th Hudson Valley Volunteer Firemen’s Convention The sounds of drums and bagpipes rang through West Glens Falls as hundreds of Hudson Valley volunteer fire companies marched down Luzerne Road for the 124th Hudson Valley Volunteer Firemen's Convention, hosted by the West Glens Falls Fire Department. A procession of marching bands, fire engines, drum corps and antique fire trucks made their way down the parade route. Hundreds of spectators lined the sidewalks and roadway Saturday. Many of the parade-goers came out to enjoy the beautiful weather, but for others it’s all about honoring the service that everyday people perform to be volunteer firefighters. The week-long convention consisted of a Mardi Gras parade, meetings, elections of new officers for 2014 and special awards were given to several fire companies for their heroic efforts at various emergencies, and the dress parade. One special award was given to Stuart L. Gates of Stony Point, who received the Joe Kelly Memorial Lifetime Achievement Award. A firematic trade show was held at the West Glens Falls station. The dress parade best overall fire department unit went to the Ossining firemen, and the best overall ladies auxiliary unit was awarded to West Albany Ladies auxiliary. The convention ended with fireworks, immediately following the trophy presentation. West Glens Falls will host next year’s special 125th convention. -Fire News photos by John C. Miller

Rombout Past-Chief Scofield Honored for 60 Years of Service Rombout past-Chief Ken Scofield, was prepared to see his son Kevin honored at the 18th Annual Southern Dutchess Exchange Club Awards Dinner at the Grandview Hotel in Poughkeepsie. Surrounded by friends and family he was surprised to learned that he was being honored, not his son, and would be receiving the Exchange Club Lifetime Achievement Award for his 60 years in the volunteer fire service. After the surprise of being honored wore off, Dutchess County Executive Marc Molinaro briefly spoke with Ken before the dinner and thanked him for his many years of service. Ken summed it up later when interviewed by Poughkeepsie Journal reporter Nina Schutzman, saying, “I’m proud to be nominated. That’s everything.” Ken joined the Village of Fishkill Fire Department in 1953 and rose up the officers ranks while there. In 1970, Ken was one of seven members to serve on an investigating committee to form a separate fire district in Fishkill, which later became the Rombout Fire Company. After Rombout was chartered in 1971, Ken, with the other founding fathers, overcame the challenges of building a new fire district out of nothing but its members. He was elected as the first fire company’s 1st Assistant Chief and become its second
Chief in 1974. If the challenges of starting a new company wern’t enough, he still found the time to be active in regional fire associations. He served as president of the Mid-Hudson-Harlem Valley Chief Association, the Dutchess County Fire Association, was past-director of the Hudson Valley Fire Association and past-president of the Westchester County Parade Judges Association. He has been a member of the Dutchess County Chief’s Counsel, the Fire Advisory Board, the Exempt Fire Association, and the OrangeSullivan-Ulster and Dutchess Burn Board. Ken served five years on the publicity committee for the New York State Fire Association, was past commissioner of the Glenham Fire District and was named Honorary Fire Chief of the Mahopac Fire Department in 2008.

All this could not have happened without the love, understanding and support from his wife of 59 years, Patricia. Besides physically building a fire company he has built friendships that have brought varied agencies, organizations and fire departments together. Because of this dedication, he has enabled fellow members and the fire service to be able to better serve the communities in Dutchess County. He has mentored many who have become future leaders in the area and his advice is still sought by many. Today he is still active in Rombout serving on the benevolent and the historical committees. If he is not judging a parade with the Westchester County Parade Judges he is proudly marching with the members of Rombout. The officers and members of Rombout will be forever grateful for everything he has done for them and will continue to look forward to his participation in the fire company and their fire family. In the town of Fishkill the Scofield name is synonymous with volunteering and public service. Collectively the six of the seven members of the Scofield family have served as fire chiefs and together they have a total of 234 years of service. Wet-Down Held in South Schodack
On June 8, 2013, the South Schodack Fire Department officially wet down their newest fire engine. The latest addition to the SSFD fleet is a custom made KME Panther 1,500 gpm pumper, which features a 9-11 mural on its side and is designated 34-3 in honor of the 343 FDNY members killed on 9/11. The SSFD obtained special approval from Rensselaer County officials for the truck number designation, because the number "3" is normally reserved for smaller engines. Martin Ingram Named Recipient of the NYSAFC 2013 ‘New York State Volunteer Fire Chief of the Year Award’ The New York State Association of Fire Chiefs (NYSAFC) is pleased to announce the 2013 recipient of the New York State Volunteer Fire Chief of the Year Award, Chief Martin J. Ingram of the Point Breeze Volunteer Fire Department, Inc. (PBVFD). Ingram was presented with the award during the General Session of the NYSAFC 107th Annual Conference & FIRE 2013 Expo on June 13, 2013, at the Turning Stone Resort in Verona. The NYSAFC’s Chief of the Year Award honoree is selected for demonstrating exemplary leadership, innovation, professional development, integrity, service to the public, and contributions to the fire service as a whole. Martin Ingram leads the PBVFD, one of only nine volunteer fire departments within New York City and the first-due agency that responds to the Breezy Point neighborhood in the borough of Queens. Located on the Rockaway peninsula facing the Atlantic Ocean, the compact community includes nearly 3,000 homes. On October 29, 2012, Breezy Point was devastated by Superstorm Sandy, which sparked a six-alarm fire that destroyed over 110 homes. The PBVFD fire station sustained significant damage, and the department’s chief’s vehicle was destroyed. No fatalities or serious injuries were reported in Breezy Point, due in large part to the efforts of firefighters from the local volunteer departments and the FDNY. “Ingram demonstrated firm leadership before, during, and after this disaster, and his dedication to both the Breezy Point community and his fellow firefighters is remarkable,” said NYSAFC President 2012-2013, Richard A. Messina (Bellmore Fire Department, Nassau County). PBVFD was one of three volunteer fire departments in the vicinity that remained operational during the storm, with members manning stations throughout the duration. Anticipating the need for extended operations, Ingram coordinated his department’s storm preparations. During the storm, he led the set up of a public shelter at the fire house for residents who did not adhere to the city’s mandatory evacuation order. When the fire house was flooded, department members, evacuees, and their pets had to be relocated to a new shelter. Ingram also led his department’s response to the six-alarm blaze, helping to save lives and prevent further fire spread. Following the storm, under Ingram's leadership, PBVFD established a disaster recovery center that distributed supplies to the community. He also coordinated the response of firefighters from across New York State who traveled to Breezy Point to provide assistance during clean up and recovery. Ingram led efforts to rebuild the PBVFD fire station, while at the same time

rebuilding his own home. He continues to serve a principal role in this community, which is still rebuilding over six months after the devastating impact of the storm. Messina noted, “Chief Ingram’s unwavering leadership, compassion for his community, and concern for his firefighters, many of whom also lost homes, make him this year’s New York State Volunteer Fire Chief of the Year." Ingram joined the PBVFD at age 17 while serving as a lifeguard at Jacob Riis Park in Queens. He went on to a career as a rescue helicopter pilot with the United States Air Force, retiring with the rank of lieutenant colonel in 2002 after 30 years of active duty Air National Guard, and Air Force Reserves service. Ingram later served as a National Park Police Officer, and then was employed by the Federal Aviation Administration (FAA) as assistant division manager, Eastern Region Flight Standards Division. Ingram maintained his membership with the PBVFD, and upon retirement in July 2012, devoted himself to the role of Chief. Ingram has earned a bachelor’s degree from St. John’s University, as well as a master’s degree from the State University of New York-Stony Brook. “Chief Ingram’s commitment to his community and dedication to his fire department serve as an example for chiefs from across New York state,” said Messina.

FDNY Holds 144th Medal Day
On June 5, 2013, the Fire Department of the City of New York honored those who went above and beyond the call of duty, displaying courage and skill under the most extreme conditions to save lives. In all, seven fire officers, 28 firefighters, two EMS officers, four paramedics, four EMTs, one fire marshal, and three fire companies were awarded medals for their heroic acts. This year, the Department’s prestigious James Gordon Bennett Medal was awarded to Lieutenant Thomas Woods of Ladder Company 154. While off-duty, Lt. Woods rescued 25 people from a rising storm surge and a multiple-alarm fire in Belle Harbor, Queens, the night Superstorm Sandy hit New York City. -Fire News photos by Kyra Neeley
Battalion Chief Robert T. Burns, FDNY, Honored at the NYSAFC 107th Annual Conference The New York State Association of Fire Chiefs (NYSAFC) is pleased to announce that Battalion Chief Robert T. Burns of the Fire Department City of New York (FDNY) has been honored with the association's 2013 Chief Fred W. Singer Fire Educator of the Year Award. The award was presented during the General Session of the NYSAFC 107th Annual Conference & FIRE 2013 Expo on June 13, 2013, at the Turning Stone Resort in Verona. This award is bestowed in memory of NYSAFC pastPresident Fred Singer, a 40year fire service veteran and champion of fire service safety, training and education. It recognizes outstanding effort in emergency services education, and honors an individual that is a fire service instructor providing training within New York State. This year’s honoree, Robert Burns, is a retired battalion chief from the FDNY. He served the FDNY for 37 years, the last 18 as a chief officer, prior to retiring in 2011. During his career, Burns spent 34 years in various field commands throughout New York City and also served as a safety battalion chief, haz-mat chief, and an
original member of the FDNY's Incident Management Team. In addition, he was an adjunct instructor teaching leadership at John Jay College and headed the curriculum develop-
ment group responsible for designing and delivering the leadership modules of the FDNY promotional training courses for lieutenants, captains and battalion chiefs. Burns served as the director of the New York State First Line Supervisor’s Training Program at the FDNY
Fire Academy from 2007-2010. Burns is a nationally certified fire instructor level II, and currently conducts leadership training workshops for career and volunteer fire departments around the country. In recent years, he has participated as an instructor at numerous conferences and educational events hosted by NYSAFC, including the Annual Conference & FIRE Expo, Company Officers Leadership Training (COLT), and Emergency Services Leadership Symposium, sharing his years of experience and wealth of knowledge with fire service personnel across the Empire State. Burns has also served for three years as a member of NYSAFC’s Fire Education Committee, which is devoted to developing classroom and handson training programs conducted by the association. NYSAFC salutes Robert Burns for his dedication to firefighter continuing education, training, and leadership development. The New York State Association of Fire Chiefs (NYSAFC) is a not-for-profit organization with approximately 10,000 members serving career and volunteer fire chiefs, officers, and emergency services personnel throughout the state of New York. FDNY Remembers Lt. Patrick Sullivan
As is the custom in the FDNY, the one-year anniversary of the death of a member in the line of duty marks a plaque dedication in the member’s firehouse. On June 14, 2013, FDNY members, along with family and friends marked the passing of Lt. Patrick Sullivan of Ladder Company 58 in the Bronx. Lt. Sullivan was a respected and decorated fire officer, who succumbed to injuries suffered from his work after 9/11. The street outside his firehouse on East Tremont Avenue was also renamed to Lt. Trench Rescue Needed in Queens
A 30-year-old construction worker was buried waist deep in mud, from Con Edison sucked the mud from the hole. Fortunately, after 15-feet down in a trench at a work site in Kew Gardens, Queens, on an intense rescue, the worker was safely removed to an awaiting June 18, 2013.
