HACKENSACK FD UPGRADED TO CLASS 1 DEPARTMENT Effective April 28, 2013, the Hackensack Fire Department has been upgraded to a Class 1 Fire Department by the Insurance Services Office (ISO).

As a result of this achievement, the Hackensack Fire Department proudly joins an elite group of Class 1 fire departments. Of the more than 47,000 fire departments in the United States subject to the ISO survey, only 61 are rated as Class 1. In the state of New Jersey, Hackensack and Hoboken are the only Class 1 departments.

PARKERTOWN VFC TO HOST A FUNDRAISER On Saturday, August 17, 2013, the Parkertown Volunteer Fire Department will be hosting New Jersey’s Ultimate Firefighter Rescue Challenge at the Pinelands High School in Little Egg Harbor, to raise money to help the families of New Jersey First Responders that suffered devastating losses from Super Storm Sandy.

The NJUFRC is a state-wide competition and the event will have several different activities. The main attraction will be the Ultimate Firefighter Rescue Challenge. This consists of an obstacle course for individual or teams of firefighters. The second attraction will be a vendor fair and live music. Finally there will be an apparatus show for those fire departments that wish to come and display their apparatus.

14TH ANNUAL TOM GIANNATTASIO, JR., MEMORIAL GOLF OUTING In 1966, 12 firefighters were killed at a fire on 23rd Street in Manhattan. At the time I was 13-years old. The reason I remember this fire was because I was old enough to observe and understand the feelings my firefighter father had for the incident; he had to break the news to Firefighter Tommy Rey that his brother Dan had perished in the collapse.

Sadly, on August 24, 2006, another FDNY probationary firefighter was killed.

Probationary Firefighter Mike Reilly, along with Lieutenant Howie Carpluk, were trapped in a floor collapse in the Bronx. Sadly, both perished.

Recently, tragedy struck again when Captain Matthew Renaud, along with three other firefighters, was killed in a collapse at a Texas fire. Among the dead was Probationary Firefighter Anne Sullivan, who had just graduated from the department's training academy in April.

In all these incidents, it was fate and not training that let these firefighters down.

So, what's the point of this editorial? I carried the first two stories with me throughout my career. As an officer in the fire service, whenever I trained a probationary firefighter, I took the job seriously. My reward was when one of my probies had the line on a nasty basement fire and came up to me afterwards.

He said, “I want to thank you for breaking my chops.” I looked perplexed. He said, “I always thought you didn’t like me until tonight. Just about when I was ready to run out of the fire, I heard your voice yelling at me to stay low and to talk to the rest of the guys on your line. I did that and calmed down. Tonight, my training came together.”

What about the photo? I know the two firefighters that are backing up the probie, they are the best of the best! I hope all probies reading this editorial will understand that all firefighters learn from their brothers and sisters.

Whomever or wherever you are, know and benefit from the fact you are learning from the best - firefighters who have “been there, done that.”

While we certainly cannot control fate, we can control many facets of what it takes to “run in when everyone is running out.”

Never let it be said that your training let you down. Train as if your life depends on it … because someday it may.

Four-Alarm in Carlstadt On May 1, 2013 at approximately 0800, the Carlstadt Fire Department was dispatched to a report of a house fire on Hoboken Road. Upon arrival heavy fire was observed from the basement windows and the fire was extending up the exterior of the home. Due to the time of the fire and its stubbornness, four alarms were required to extinguish the blaze. The fire was reported to have started in the laundry area of the basement.

East Brunswick FD#2 Saves House

On April 27, 2013, East Brunswick Fire Dist # 2 responded to a report of a house fire on Bearsley Drive. First responders arrived to find a heavy smoke condition coming from the upstairs windows. Immediately, a call for mutual aid was put out for East Brunswick Fire Dist # 1. An interior attack by both fire companies contained the fire to the upstairs portion of the house. The rest of the house sustained heavy smoke and water damage. The fire was believed to have started when a wind blown curtain came in contact with a lit candle. The owners were at home when the fire started but there were no reported injuries. East Brunswick Volunteer Rescue Squad was on scene for medical support.

Fuel Leak from Boat Mishap On April 30, 2013, the Herbertsville Fire Company was dispatched to an MVA with a fluid spill on Route 70. While enroute, the company was informed that a boat had rolled off its trailer and was leaking fuel into a storm drain.

Herbertsville arrived on scene to secure the vehicle and stop the leak into the storm drain.

The Berkeley Township Haz-Mat Team and NJ Department of Environmental Protection were also requested due to amount of fuel involved.

Crews remained on scene while the vehicle and boat were cleared. NJ Department of Transportation also responded due to the closure of the state roadway.

Structure Fire in Middletown

At 1447 on May 4, 2013, the Middletown Township Fire Department was dispatched to Carter Avenue in the East Keansburg section for a structure fire. Approximately 45 firefighters from four companies of the MTFD — East Keansburg, Port Monmouth, Belford Engine and Community Fire Companies — under the command of Chief John D'Altilio, responded. Deputy Chief Peter Laimann observed heavy smoke and fire coming from the single-story structure upon arrival and immediately requested additional resources. The firefighters encountered heavy fire in the attic spaces and eventually assumed a defensive exterior attack because of concerns about the integrity of the structure. The fire was brought under control by 1545. Also assisting at the scene were the MTFD Air Unit and the Middletown, Port Monmouth and Leonardo First Aid Squads. The fire is being investigated by the Middletown Township Fire Prevention Bureau.

Girl Rescued at Cardiff Arson

The volunteer fire companies of Cardiff and Bargaintown responded on April 2, 2013, to Windwood Drive in the Cardiff section for a structure fire in a two-story, wood frame dwelling. EHT Police arrived first and reported a working fire with possible entrapment. Assistant Cardiff Chief Steven Sear arrived to find police using a garden hose attempting to keep the first floor fire at bay. Cardiff Chief Rob Winkler arrived and assumed command and had first arriving Engine 1512's crew stretch a preconnect to the front door as thick black smoke billowed out. Before the arrival of firefighters, the female occupant's boyfriend leapt through the flames to rescue her 12-year-old

daughter from the second floor. All escaped injury. Firefighters did not find any other occupants in the home during a search, but Captain Bill Danz III did find a canine on the second floor that was brought out onto the front lawn and was resuscitated using his SCBA mask with the bypass open until EHT EMS arrived and took over using oxygen. The fire was quickly knocked down, and after an investigation by the EHTFD Fire Official and EHTPD Major Crimes Unit, the adult female occupant of the home was arrested and charged with setting the fire. The canine was taken to the Linwood Animal Hospital and made a full recovery.

Gloucester County Two-Alarm Blaze

The volunteer fire company of Forest Grove from the Franklin Township Fire Department in Gloucester County was dispatched on April 28, 2013, to Route 40, for a fire in a commercial structure.

Chief Dennis Allonardo arrived and assumed command and requested a second alarm. The fire was inside an abandoned twostory chicken factory with a fire on the second floor. The second alarm brought the Star Cross, Janvier, and Franklinville Volunteer Fire Companies, the Landisville, Minotola and Collings Lakes Volunteer Fire Company (RIT) from Atlantic County, and the City of Vineland Ladder 4 from Cumberland County. The fire was fought defensively as the structure was unsafe and a Superfund clean-up site. Also responding were the Gloucester County Fire Marshal, Franklin Township EMS, and Franklin Township Police.

When in Doubt, Take it Out

The volunteer fire companies of Cologne, Laureldale, and Mays Landing from the Township of Hamilton responded to Arbor Court in the Woodlands Townhouse Complex on April 21, 2013, for a report of a structure fire. Units arrived to find smoke showing from the doorway and made entry into the unit to find a cooking fire confined to the an unattended stove, which firefighters removed. At just around 1940 on May 16, 2013, Passaic Fire Department responded for activated alarms on Lafayette Avenue. When approaching the scene a heavy smoke condition was observed as well as heavy fire on the first floor of the B-C corner in a large three-story rooming house. A second alarm was requested.

Companies initiated an interior attack but fire quickly spread to the upper floors and conditions rapidly deteriorated forcing command to sound the evacuation order within 15 minutes of arrival.

Exterior lines were set up including T-1's ladder pipe and Clifton T2's tower. With heavy fire venting through the roof, the third and fourth alarms were requested. The fire was placed under control at 2315. Two firefighters received non-life threatening injuries and were transported to the hospital. Firefighters were hampered by numerous electrical wires in front of the building making aerial operations difficult.

Hackensack Taxpayer Controlled

On May 10, 2013 at 0800, Hackensack Fire Department’s 2nd Platoon received a call from Hackensack PD reporting a fire in a structure on Main Street. Engines 4 and 5, Ladder 1, Rescue 1 and Deputy 2 were dispatched. Deputy 2 reported alarms going off with a smell of burning coming from the store on arrival. Ladder 1 began ventilation of a first-floor store as Engine 4 stretched a 2-½ inch handline. Rescue 1 began searches on the second floor of the building and checked for extension. Engine 5 assisted Engine 4. Command requested Hackensack Engines 2 and 1, an Englewood engine and a RIT unit from Teaneck to the scene. Fire was contained to the first floor rear; offices on the second floor sustained smoke damage.

One Fatality at Camden All Hands

Two-Alarm in Teaneck

At around 1700 on March 26, 2013, a dwelling fire was reported on the 400 block of S. 3rd St. in Camden City. First arriving units reported heavy smoke and fire showing from the rear of the two-story middleof-the-row dwelling. Car 3 placed all hands in service. Crews secured a water supply and went into operations with a 1-他 inch handline for fire conditions in a back bedroom on the second floor. A backup line was stretched. Crews performing a primary search reported a D.O.A victim. The fire was knocked down and brought under control with no injuries to firefighters.

On March 31, 2013, the Teaneck Fire Department received a call of smoke and a possible house fire on Garrison Avenue. Teaneck arrived on scene and confirmed a working fire. The Deputy Chief requested a second alarm for mutual aid to the scene and to cover the town along with EMS and Box 54. A special call was made to the Hackensack Fire Department for the FAST unit of Ladder 1 and Hackensack MSU 1. Two Times No Charm in Laurelton

On May 5, 2013, the Laurelton Fire Company was dispatched for house fire with smoke coming from the roof on Bancroft Road.

Command quickly arrived on scene and confirmed the call, prompting a second alarm. Herbertsville Fire Company was requested for a ladder and engine, while Point Pleasant Fire Department was requested for their FAST unit. Laurelton knocked down the fire in 20 minutes and mutual aid was released shortly afterwards while the Brick Township Fire Inspector remained on scene. Later that night, Laurelton was dispatched back to the structure for a reported rekindle. A second alarm was requested, which Point Pleasant Fire Department responded to again with its FAST unit.

On March 14, 2013, shortly after 2030 the Passaic Fire Department responded to a 4th Street address for a reported fire. On arrival first-due units found heavy fire showing from the second floor windows of a two-story, brick, two-family OMD. A second alarm was requested on arrival due to threatened exposures and multiple reports of trapped occupants. Crews attempted to make the second floor, however, they were pushed back by heavy fire conditions. Quick outside operations darkened the fire enough to allow a re-entry. Crews knocked down remaining fire relatively quickly and all searches proved negative.

One Dead in Two-Car MVA in EHT

A two-vehicle crash at the start of the Memorial Day weekend claimed the life of one driver and injured several others on May 24, 2013. The accident occurred on the Longport Causeway between the Dolores Cooper Bridge and the Longport Bridge in an isolated stretch of Egg Harbor Township. Because of the location, firefighters and EMTs from the City of Somers Point and Shore Medical

Center were dispatched. Somers Point firefighters extricated one driver from an SUV and all of the injured were taken by ambulances from Longport, Somers Point, and Egg Harbor Township.

Egg Harbor Township Police are investigating the crash.

Overturned SUV in Wood-Ridge

Somers Point MVA

On April 7, 2013 at 0849, the Wood Ridge Fire Department was dispatched to the Moonachie Avenue exit ramp from Route 17 North for an overturned automobile. Chiefs Phillips and Schulz, E902, R903 and EMS 906 responded and found an SUV had overturned and the driver was out of the vehicle. The FD secured the vehicle's battery, covered the spilled engine fluids with oil absorbent and stood by until the SUV was righted and removed.

EMS 906 transported the SUV driver to HUMC with moderate injuries. An off-duty Jersey City firefighter witnessed the crash and stated the SUV rolled five times before coming to rest on the ramp. All units were back in service at 0945.

The City of Somers Point Volunteer Fire Department responded to the intersections of Cooper Drive and Chapman Boulevard for a two-car motor vehicle crash on May 21, 2013. Two female drivers were taken by EMS to Shore Regional Medical Center after being extricated by Somers Point firefighters.

Person Medevaced in Minotola The Minotola Volunteer Fire Company from the Borough of Buena in Atlantic County, along with Buena EMS Squad 11-9, and Atlanticare Paramedics were dispatched on April 26, 2013, for a report of a subject trapped underneath a vehicle on Wheat Road in Buena. The subject was freed by another person, and the Minotola firefighters established an LZ at the rear of their station for a Cooper Air 2 medevac helicopter. Lucky Couple in Paramus On May 18, 2013, in Paramus, a husband and wife walked away from a serious accident on Route 4 near the Blinds To Go store. Their vehicle was struck by an 18 wheeler as it was changing lanes and did not see the car. The car was wedged under the side of the truck. After the people were evaluated by EMS, two heavy-duty tow trucks were called to the scene.

Fire News Attends CFSI On May 8-9, 2013, the Congressional Fire Services Institute hosted the 25th Annual National Fire and Emergency Services Dinner and Seminars in Washington, DC. It was an opportunity for fire service representatives to engage Congressional leaders and administration officials in discussions about federal programs and legislation addressing the needs of local first responders. Throughout the two-day event, CFSI hosted a series of seminars focusing on issues that directly relate to the safety of first responders. Covering important topics such as inter-operable communications, federal grant programs, health and safety, and pending federal legislations, the seminar program helps fire service leaders understand the role of the federal government in training and equipping local first responders. With local governments facing tough economic challenges, the information presented at these seminars can be of great benefit to fire officials.

Absecon Celebrates 100 Years Despite rainy skies, 46 fire and EMS companies from throughout South Jersey came out on May 11, 2013, to help celebrate the City of Absecon Fire Department celebrate 100 years of dedicated service to its communities. At one time, three smaller fire companies served the city, but over time, they were consolidated into one station. Absecon has always had great parades, and this was no exception. An inspection of the apparatus was done by the New Jersey State Fire Chiefs Judges Association, and as soon as the parade stepped off, the rain stopped.

Waldwick Wetdown On May 18, 2013, members of the Waldwick Fire Department held a truck dedication and wetdown for their new custom pumper. They changed the color scheme from white over red to black over red, and nicknamed the truck Black Pearl. Several departments attended the wetdown and the celebration, and a good time was had by all.

What a Difference 100 Years Makes!

There has been a running joke among the firefighters in the cities of Margate and Longport: “What would get finished first? The Margate City firehouse, the water tower in the City of Longport, or City of Longport Fire Chief Levon "Lefty" Clayton's new house.”

As it turned out, the water tower was finished first (April 2013), followed by the Margate City firehouse (late April 2013) then Lefty's house. The older photo was taken in front of the same station, now - finally - updated.

Upper Township Rescue Squad Every year millions of Americans enjoy equestrian sports; as with any sport there are risks of injury. Recently members of the Upper Township Rescue Squad enhanced their ability to respond to a diverse range of medical emergencies by receiving specialized training at the Quilted Meadows Farm in Tuckahoe. With approx 60-plus horses in the township Chief Jay Potter recognized the need to be able to safely work around the 800-plus-pound animals to facilitate safe patient care.

On May 21, 2013, local farm owner Martha Chatten gave Upper Township Emergency Medical Technicians instructions on how to safely work around horses, as well as how to safely move a horse during an emergency.

In addition to the Squad’s new training, members have been provided a list of more experienced handlers as well as an equestrian vet who could provide additional assistance should the need arise.

The City of Vineland Fire Department Company #5, under the command of Chief Donald Fiocchi, Jr., developed a response plan for the Rural Development Corporation building on Mays Landing Road.

The structure is a 50 x 150 foot building that sits approximately a quarter-mile off of Mays Landing Road in a very rural area.

The response plan would entail the following: First Alarm from Vineland Station 5; Engine 53, Water Tender 5, Engine 61.

All Hands: Engine 22, Cumberland County Water Tender 2311, Atlantic County Water Tender 12-22, Engine 12-23; Second Alarm: Vineland Engine 42, Atlantic County Water Tender Task ForceDivision "B", Cumberland County Water Tender 2911.

A total of 77,000 gallons was pumped in 90 minutes, and several other “firsts� were achieved: this was the first exercise the Atlantic County Division B water tender task force utilized a trailer acquired through a Federal grant. The second was that firefighters from the Newtonville Volunteer Fire Company in Atlantic County utilized their recently purchased water tender. This gave them an opportunity to train with this new equipment as they had always utilized a tractor trailer tanker.

Demarest Sees FDNY Fleet Service Ctr.

On May 18, 2013, several members of the Demarest Fire Department made a trip to the FDNY Fleet Service Center in Maspeth, NY. The members received a great guided tour and learned valuable information on the day to day operation of the busiest fire department in the country and its fleet service center. A special thanks to Jerry Fisher, Andy Diamond and the rest of the staff for a terrific day.

Water, Water Everywhere, But‌

Regional fire departments from the City of Estell Manor, Dorothy Fire and Rescue, Mizpah Volunteer Fire Company, and the Cumberland Volunteer Fire Company, held a drill April 9, 2013, at the Estell Manor fire station for the purpose of off-loading water and the transfer of water between portable ponds. The exercise was held under the supervision of Estell Manor Chief John Wagner.

Moorestown UES Students Complete Adopt-A-Fire-Hydrant Program

Every September the Moorestown Fire Department invites all the fourth grade students of the U.E.S. to participate in the annual program of adopting a fire hydrant for the winter. All the students along with the parents must complete a fire department issued application requiring a signed parent’s consent.

When the child adopts the assigned fire

hydrant this means that they have promised, during snow days, to dig out a walk space from the curb line into the front discharge of the hydrant and dig out a firefighter walk space completely around the hydrant.

On May 20, 2013, the children who applied for the 2012/2013 winter program were asked to report to the Fire Headquarters (Station 311)

to receive their special thank you gifts from the Division of Fire Prevention and participate in a group photograph.

Manufacturers’ upgrades included sophisticated PLC controls, touchscreen devices and explosive proof fill enclosures. None of these improvements address the safety issues facing fire departments that fill their own cylinders.

The CAT (Computerized Accountability Tag) affords you complete control of the refill operation. The brainchild of Fred Gandolfo, of Firehouse Systems, Inc., the CAT uses RFID technology to read SCBA cylinder data, record the refilling process, and make fill or no fill decisions based on hydro dates and user authorization.

“Working in the field, I found too many cylinders refilled well passed their lifetime and hydro expiration dates. High pressure air is dangerous, there has to be a better way to protect our firefighters than relying on human interaction or total inaction. Some departments are not checking hydro dates at all, while others are checking some dates but not recording that data when refilling.

There is little consistency or accountability. Safety issues include ‘Hot Filling’, failure to reset the regulator from 4500 PSI to 2216 PSI and over pressurization as a SOP. These ‘oversights’ can account for more cylinder failures than any other reason.” said Fred Gandolfo.

The CAT reads the cylinder data imprinted on the ID tags, filling only those cylinders within current hydro and only to their maximum rated

pressure. The system stops the air flow once the programmed cylinder pressures are met, so over pressurizing is no longer a concern.

When different cylinder pressures are mixed in one cycle, the CAT will not allow the refilling operation to occur. Unauthorized cylinders cannot be filled and unauthorized users cannot fill their own SCBA and SCUBA cylinders with your expensive purified air. Recognizing the occasional mutual aid we built in controlled overrides so your department can fill neighboring departments SCBA cylinders in your CAT equipped system.

The CAT records all refilling evolutions to meet DOT and NFPA Data requirements. Data includes Cylinder S/N, part number, last hydro, maximum life, operators name, pressure, refill date and time. This data is recorded in an easy to manipulate spread sheet accessible wirelessly though your firehouse computer network.

The CAT will work on any compressed air breathing system. No modifications are made to the integrity of your existing fill enclosure. The touchscreen terminal is mounted in an ergonomic position for easy access. Training is a fast and simple, plus there are training programs right on the screen.

Dorothy Tests New Tank The Dorothy Fire and Rescue Company in Weymouth Township unveiled their new 3000-gallon Fol-Da-Tank during a training exercise at their station on April 22, 2013. The tank, when empty, can be rolled up and placed into a special bag and stored in the apparatus' compartment, eliminating the need for a conventional folding tank that rides on the exterior of the apparatus. Dorothy firefighters invited the Mays Landing Volunteer Fire Company to participate in their exercise with their water tender.

Historic Bell Goes Home The historic bell came to the Cardiff Volunteer Fire Company #1 from the Island Heights Fire Company #1.

In 1925, Island Heights purchased a REO Fire Truck, which was delivered to Island Heights on January 8, 1926. In June 1930, the truck was put up for sale. Cardiff purchased the REO, with the bell mounted, for $500. The bell was removed and used on Cardiff's other engines until 1986, when it was placed in storage. In March 2013, contact was made with Jim Stendardo, a past chief of Island Heights and arrangements were made with president and past-Chief Douglas Platt to return the bell, inscribed "Island Heights 1926.� The bell was presented at Cardiff's Station #1 on May 2, 2013.
