Good Luck to our New Leaders In January, many of you in the fire-rescue and emergency services will be leading your company for the first time. Have you given thought to what your responsibilities are?

Whether you are in a paid service or a volunteer service, moving up to lead a group of responders is a serious and challenging position. Let’s face it, you are directly responsible for the training and safe performance of a number of people who will be performing dangerous activities, such as walking into a burning building or a drug den to save lives.

How your company trains, maintains gear and drills directly affects their performance.

Think about this for a minute; did you take things seriously when you were a firefighter? I ask, did you actually remove your personal rope from its bag and check it or did you check it by simply looking at it and saying, “hmm, looks good to me, why bother taking it out to inspect it?” Have you ever heard about leading by example? Let’s face it, you can’t expect your company to respond at three in morning if you never did this yourself.

Taking over a company whether it was successful or unsuccessful is not an easy task. In 1985, I purchased my home. It had a lawn that looked like a golf course. Guess what? At the end of my first summer the lawn

looked horrible. It didn’t take long for me to realize what I thought was an easy task required knowledge, dedication and hard work to maintain the “simple” task of growing grass. How did I correct my mistakes? I read books, talked to people who had great lawns and listened to the senior citizen on my block who had successfully been down the same road I was presently walking on. In our business, you should not be learning by mistakes. You should not be making mistakes that may ultimately take the life of a member.

You, the new officer, must be sure you know what you are doing!

You need to stop and evaluate yourself.

Are you, as a new officer, going to lead by example? Your members are not going to take their jobs seriously unless you are with them. Ask questions, make suggestions, encourage members to step up with new ideas and discuss the ideas with your other officers. Maybe the ideas have value and maybe they don’t. Ernest Hemmingway once said, “When people talk, listen completely.”

(If you don’t know who Ernest Hemmingway is, Google him!) Your team must know that you trust them. How do you do this? You do this by giving your team members responsibilities. It shows that you trust them.

For the company members: FDNY Firefighter Ray Pfeiffer, a hero who passed from 9/11 cancer once said to me, “Do the right thing, even when no one is looking.” In the fire service you must live by this rule. A new officer has a lot to worry about. He needs the support and trust of the company and should not have to guess whether or not you are doing the right thing. Good luck to all new officers as you lead your company in 2019.

Announcement THE 17TH WALLINGTON HOLIDAY PARADE The Wallington Fire Department is presenting its 17th Annual Holiday Parade on Saturday, November 24, 2018 at 1800. This twomile parade is America's oldest nighttime firefighter’s holiday parade.

Lighted and decorated fire trucks and floats, featuring 2,500 participants and over 250 fire trucks from the Tri-State area, weave through the streets of Wallington where many residents kickoff the Holiday Season with front yard tailgate parties with family and friends.

The parade begins on Mt. Pleasant Avenue and concludes at Centennial Field. Any organization, business, or community member who wishes to participate in the parade is encouraged to register, but they must decorate their floats with themes that celebrate the holiday season.

Parade awards will be presented to participants in various categories.

Cover Story

Massive 7 Alarm Fire Disrupts Downtown Dover Business District A fire, reported around 1529 on October 22, 2018, as a smoke condition in the basement of Barry’s Luncheonette on North Warren Street near Blackwell Street, eventually burned intensely for more than five hours. The fast-moving blaze ripped through the downtown business district, destroying multiple businesses and causing the partial collapse of at least four buildings. When the fire was finally brought under control around 2100, six businesses and 14 apartments were destroyed, leaving 40 people permanently displaced, and 40 others living in nearby units temporarily without homes.

Numerous mutual aid departments responded throughout the night and into the following day. Firefighters remained on scene as heavy equipment was used to clear the debris. The Dover Fire Department building was used to temporarily shelter those displaced.

Vacant House Fire in Rutherford On the evening of September 3, 2018, Rutherford firefighters were dispatched to Barrows Avenue for a house fire. Command reported fire in what appeared to be a vacant 2-1/2 story dwelling with the fire located in the attic and visible from the gable vent on the bravo side. A second alarm was requested for manpower as the main body of fire was knocked down and companies began overhaul.

Black Horse Pike Car Fire The volunteer fire companies of Farmington and Cardiff responded to Black Horse Pike on September 16, 2018, for a report of a vehicle fire. Both companies arrived to find a fully involved vehicle on the highway.

Firefighters made quick work of the fire.

Dinner’s Ready The volunteer fire companies of Cologne, Mays Landing, and Laureldale responded to Red Bank Avenue in the Victoria Crossing Development on September 3, 2018, for a report of a stove on fire. Cologne Chief Shawn Vallauri established command and reported a two-story, middle-ofthe-row with smoke showing from the C side. Command had Mays Landing stretch a line off of Tender 1819 into the A side and stood by at the front door while other firefighters removed the stove and ventilated the structure. After removing the stove, firefighters discovered food in the bottom tray.

Winnipeg Avenue House Fire

Abandoned House Goes in Fairfield

The volunteer fire companies of Cardiff and Bargaintown responded to Winnepeg Avenue at 0133 on September 3, 2018, for a structure fire.

EHT Police arrived and reported smoke showing. Cardiff Chief Gil Zonge established command. The fire was located in the basement of a single-story, wood frame, single-family home. Command had the first arriving Cardiff Engine 1512 take a wrap off the hydrant and lay in with an LDH supplied by Cardiff Engine 1516 to the front of the structure and stretch a line to the D side and proceed into the basement. A second line was pulled into the A side and that crew went into the bedroom over the fire. Bargaintown firefighters assisted with overhaul and ventilation. The fire was brought under control quickly with mostly smoke damage to the structure. The cause of the fire was under investigation.

Early on September 25, 2018, the Fairfield Fire Department was dispatched to Pier Lane for a reported odor of smoke in the area.

Five minutes after dispatch, Fairfield Police arrived to a fully involved, abandoned, 1-1/2 story, wood frame residence. A defensive attack was commenced on arrival as mutual aid from West Caldwell, North Caldwell and Verona responded. West Essex First Aid Squad provided rehab as crews remained on scene late into the evening conducting overhaul and fire investigation.

Montclair Commercial Structure Fire

On October 9, 2018, the Montclair Fire Department was dispatched for a fire in an abandoned commercial structure on Valley Road. Engine 2 and Truck 2 arrived to smoke showing. A FAST was dispatched from West Orange and companies were also sent to headquarters to backfill. A fire was located in the

basement of the former bank and was knocked down within 20 minutes. An additional truck was requested and East Orange Truck 2 responded. This was also the first fire for the new Battalion Chief’s Car 4.

Hackensack 4-Alarmer

On October 24, 2018, the Hackensack Fire Department was dispatched to a furniture store on Main Street for a fire. Crews arrived to heavy fire conditions with the first floor well involved and full of furniture and mattresses. Officials reported the sprinklers in the basement did not activate. Firefighters kept being pushed back by worsening conditions. A second and third alarm were transmitted for manpower as a strong wind added to the fire’s growth. Crews were finally forced out of the building and the fire engulfed the structure. A fourth alarm was struck as crews went defensive and multiple master streams were put into operation. The heavy fire conditions resulted in a collapse of the second and third floors of the structure, but the fire was kept to the original fire building.

Marina Fire in Somers Point

Rollover MVA in Clifton

The City of Somers Point Fire Department responded on October 17, 2018, to Goll Drive and the Waterfront Marina, for a report of heavy black smoke showing from the rear of the building. The building stored numerous boats. Somers Point Chief Mike Sweeney arrived followed by 2 Truck who was ordered to stretch a 2-1/2 inch line into the side door and try to find the seat of the fire.

Chief Sweeney requested a second alarm, bringing City of Northfield, Scullville and Bargaintown. Mutual aid was added from Marmora, Ocean City, Linwood, Pleasantville, and Cardiff (coverage). Somers Point companies pulled a second line to the rear and firefighters began cutting through a metal roll-up door for access and ventilation. Firefighters discovered a forklift on fire against a storage rack of boats and also a large amount of diesel fuel leaking and mixing with the water from the hoses. Command requested the Atlantic County HazMat Team, which diked the site to prevent runoff into the Great Egg Harbor Bay. Also responding were Tricare EMS, Somers Point Police and the Atlantic County Fire Marshal.

On October 10, 2018, Clifton Ladder 3 and EMS 2 were dispatched to Route 46 east and Howd Avenue for a two-car MVA with rollover. Upon arrival, all occupants were self-extricated and uninjured, but the highway was completely blocked. Ladder 3 provided traffic assistance along with a minor clean up while they awaited a tow truck.

Westmont House Fire

On October 21, 2018, a fire of unknown cause heavily damaged a 11/2 story house on Carlton Avenue just off Haddon Avenue in the Westmont section of Haddon Township. The Westmont Fire Company was met with heavy fire at Division A, and the Haddon Fire Company from Haddonfield was dispatched to assist. The house had been for sale at the time of the fire and was believed to be

unoccupied, however a male at the scene was questioned by Haddon Police and the Camden County Fire Marshall. It took companies 25 minutes to extinguish the blaze. Rehab 13 from the Deer Park Fire Company in neighboring Cherry Hill was also called to the scene.

The 21st Annual NJEPA Conference Registration Opens January 2019 What Is the NJEPA Conference?

It’s almost time for the 21st Annual New Jersey Emergency Preparedness Association (NJEPA) Conference. We are a non-profit 501c3 organization, whose sole purpose and responsibility is to provide affordable emergency preparedness training to local, regional and state emergency managers and first responders. The annual conference serves as a forum for public and private sector emergency managers to meet and discuss emergency planning issues affecting them and their regions. The conference also provides an opportunity for attendees to learn the latest trends in planning and technology in emergency preparedness and homeland security. The conference brings together experts in a wide variety of disciplines that are applicable to the emergency management field to deliver certified training courses and informative breakout sessions. The objective is to prepare the attendees to deal with disasters that may occur in their community. CEUs are offered for the majority of the training and breakout sessions.

Our History Last year we celebrated 20 years of growing this conference to what it is today. As we embark on the next 20 years, we don’t want to lose sight of where we started in 1999 as the Hurricane Preparedness Seminar — a single day event to promote local issues to coastal area emergency managers. It later expanded to two days until the events of 9/11 changed the focus of emergency preparedness and the conference was renamed the New Jersey Emergency Preparedness Conference. This enabled the NJEPA to present topics of a broader range to the first responder community as well as private partners in emergency preparedness. The first program hosted approximately 200 people. Last year nearly 1300 people were registered for the conference.

Orange 2-Alarm House Fire Just before 2200 on October 26, 2018, Orange firefighters responded to a fire on Elm Street. Crews arrived and stretched lines into the second floor as the fire ran the walls and entered the attic pushing heavy smoke from the top floor. A second alarm was struck as heavy fire began to show from the peak of the attic.

Firefighters had a tough time accessing the fire in the attic due to knee walls but held the fire from the outside until the inside crews could access it.

MVA Rollover in New Milford

A contractor’s van and a sedan crashed at the intersetction of Graphic and Boulevard in New Milford, causing the van to roll on its side. Injured parties were transported to an area hospital with non-life-threatening injuries.

Lines Down Starts Car Fire in Maywood

On the morning of September 30, 2018, Maywood Police headquarters received calls of power lines down and arcing in front of a Lenox Avenue home. The Maywood Fire Department was dispatched and the utility company requested. Chief Chris Tuttle reported high tension power lines down and arcing with two cars and a home in close proximity and requested the utility company expedite. As companies arrived, one of the autos ignited and became heavily involved. Firefighters were able to remain a safe distance from the car and knock down the heavy fire with a handline, protecting the other auto and the home. Once the power was cut, crews completed overhaul and extinguishment of the auto and also checked the home. Rochelle Park and Hackensack assisted at the scene and additional mutual aid provided station coverage.

Glen Ridge Rollover On October 10, 2018, during a heavy downpour, Montclair Engines 1 and 2, Truck 1 and Car 4 responded for a singlevehicle MVA rollover into a tree and a gas lamp on Ridgewood Avenue in Glen Ridge.

The occupants of the vehicle were able to self-extricate and refused medical attention. The fire department remained on scene for some time as there was heavy gas odor in the air after the elevated gas lamp was struck.

7 Injured in 3-Car MVA The Cardiff Volunteer Fire Company along with EHT Police and EHT Ambulance responded to the intersection of Fernwood and West Jersey Avenues on September 22, 2018, for an MVA. The scene has been the site of numerous crashes and fatalities. Cardiff Rescue 1517 was advised by dispatch the crash involved one vehicle atop another but there appeared to be no entrapment. The crash involved three vehicles with a total of seven injuries; five adults and two children, requiring a large EMS response with assistance coming from the Township of Hamilton EMS. - Fire News photo by Ken Badger

Gloucester Foam TF Trains The Gloucester County Foam Task Force trained on October 21, 2018, at the county training center on familiarization, decision making and preparation. The foam task force is made up of various fire companies from throughout Gloucester and Salem Counties and is equipped with various apparatus designed for the application of foams.

LEGACY a Hit for the Burn Foundation at Wildwood Burn Foundation Administrator John McCann was elated that the forecasted storm for Wildwood Fireman’s Convention did not occur. Unexpected crowds occupied the tent areas and donated just under $19,000 to take a chance at one of 24 of the signed and numbered “Legacy” prints by artist Joseph M. Getsinger or a framed signed number one Giclee canvas print of the image. David Russell, President of Fire & Safety Services, who sponsored the prints and raffle tickets, helped John pick out the winners on Saturday afternoon.

Ticket sales went well and there was an overwhelming sale of the collector pins, sponsored by South Jersey Credit Union through Senior VicePresident Kenneth Barnshaw, who was present at the Burn Foundation booth with the artist.

Many thanks go out to the Burn Foundation volunteers who stood at the gates collecting donation, handing out raffle tickets and selling collector pins. Other sponsors that contributed to the Burn Foundation fundraiser were: Ed Munin of The Frame Shop (Sewell, NJ) who donated the framing of the Grand Prize Giclee canvas number 1; John Cortese of VanGoghAgain Galleries, who donated the Giclee canvas for the Grand Prize; Chip Lillie of CHOICE Custom cards, who donated all the “Legacy” Collector cards given out during the convention; and President Bill Eachus, Jr., of B.C.& B Graphics (Pennsauken, NJ) who printed the full color raffle tickets and the full sized “Legacy” prints for the raffle.

On October 13, 2018, Amy Hardick, Grand Prize winner and Joe Lynch, a member of Upper Black Eddy Fire Department drove down to Woodbury Heights and met with the artist to receive the Grand Prize. Joe Lynch was kind enough to photograph the presentation. Joe Getsinger treated them to lunch at Hollywood Diner for driving the 70 miles to pick up the framed Giclee canvas.

Fire & Hazmat Training For a High Pressure Ammonia Leak As a follow up to a tabletop drill with the Emergency Response Team of Nestle Beverage and the Freehold mutual aid fire companies, a live drill was conducted to simulate an active high pressure ammonia leak. The drill involved fire department ladder towers spraying water to dilute the ammonia, Hazmat Teams for SAR, Firefighter RITs to accompany SAR personnel and an engine company for decon operations for responders and victims.

Following the drill an afteraction review took place with the chiefs of the mutual aid companies and Nestle Beverage’s Emergency Response Team. Thanks from St. Jude’s to NJ FFs Once again, we are so very grateful for the generous nature of New Jersey's firefighters. We were so happy to meet you, learn your stories and share more about the good works of St. Jude Children's Research Hospital.

We are happy to announce that we received a donation of $3,000 from the 28th Annual Ralph J. Porch Memorial Golf Tournament and raised over $6,000 at the 2018 Firemen’s Convention! Over $9,000 from these two events will go directly to helping the children of St. Jude Children’s Research Hospital.

September is Childhood Cancer Awareness Month. Being able to make such a sizable donation on behalf of the NJ firefighting commu-

nity this month is such an honor. Families never receive a bill from St. Jude for treatment, travel, housing or food because all a family should worry about is helping their child live. More than 75 percent of operating costs must come from generous donors. It will cost approximately $1 billion to operate St. Jude this year. Because more than 75 percent comes from generous donors, St. Jude has the freedom to focus on what matters most — saving kids regardless of their financial situation.

Sussex Academy Host Fall Muster

On October 14, 2018, the Sussex County Fire Academy hosted their annual Fall Foliage Fire Muster. Approximately 20 pieces of fire apparatus were on display ranging from hand-drawn to modern, department and privately owned. A special treat was one of the New Jersey State Forest Fire Service helicopters, D6, a Bell UH-1H, which landed and was available for observation and then the crew conducted a Bambi bucket demonstration making several water drops. Hackensack University Medical Center Air 1 then arrived but their stay was cut short as they were dispatched to a serious MVA not far from the academy. Smoky the Bear even made an appearance, thanks to the members of the forest fire service.

Classic Car Show in Northfield

On October 7, 2018, the Northfield Volunteer Fire Company and Ladies Auxiliary hosted its third annual Classic Car show. There were 121 baskets auctioned off in the Silent Auction that were donated by local businesses and members. Each basket was put together by the Ladies Auxiliary and no two baskets were alike. Mark your calendar for the 4th Annual Classic Car Show, which will be held on Sunday, October 6, 2019.

CHIEF JOHN M. BUCKMAN III HAS JOINED THE IAMRESPONDING TEAM AS ITS NEW DIRECTOR OF GOVERNMENT AND REGIONAL OUTREACH IamResponding.com is pleased to announce that Chief John M. He is a past-President of the International Association of Fire Chiefs (2001-2001), he co-founded and served as Chair of the Volunteer and Combination Officers Section of the IAFC from 1988 to 1996, and he was the first ever recipient of Fire Chief Magazine’s Fire Chief of the Year Award in 1996.

Chief Buckman is a co-founder of the National Fire Academy Alumni Association, where he served as Secretary-Treasurer from 1998 through 2014, and he was also the Director of a Fire and Public Safety Academy Training System for 15 years. He has authored over 150 articles in various fire service journals, co-authored the 3rd Edition of Recruiting, Training and Maintaining Volunteer Fire Fighters, Lessons Learned from Fire

Service Leaders, and is the Editor of the Chief Officers Desk Reference.

EMSCNJ Receives $7,000 AT&T Contribution AT&T has contributed $7,000 to support the EMS Council of New Jersey’s (EMSCNJ) cadet scholarship program. Althea Yancy, Regional Director of AT&T, presented EMSCNJ President Joseph G. Walsh, Jr., with the check, which will be used to expand the organization’s cadet scholarship program.

So far this year, the EMSCNJ has awarded eight $1,000 cadet scholarships to high school seniors who were active volunteers on their Councilaffiliated squads and planned to attend college this fall. Fifty-one cadets applied. A selection committee at Raritan Valley Community College reviewed the applications and selected the recipients.

Breast Cancer Awareness Apparatus Shoot at the George Washington Bridge

Held by a few New Jersey photographers, this annual event gives departments a chance to have their apparatus shot at the base of the George Washington Bridge. The bridge is lit up pink for Breast Cancer Awareness and departments use these photos for fundraising and support.
