Winter Woes Winter creates problems for first responders. You’re expected to perform flawlessly. I followed a few departments this month and was amazed how well departments performed flawlessly throughout the frigid Northeast. Firefighters encrusted in ice as they battle and contain flames is nothing new. Do a search on Google Images for “Ice Covered Firefighters,” and you will see that battling fires under adverse conditions is nothing new to us. Despite horrendous weather conditions, responders throughout the country never let the weather stand in their way of doing a spectacular job to save John Q. Public.

Firefighters in Brooklyn recently battled a seven alarm wind driven, below-freezing, blaze. The blaze was brought under control, but not before firefighters, equipment and the community was encrusted in ice. Rather than complaining, a firefighter stated that the fire could have been worse; “At least the wind was at our backs.” It is this type of attitude that makes all first responders special.

EMTs have the same problem. As soon as the first snowflake falls, they are faced with the dangers of traveling down unplowed roads, carrying patients over snow banks and down icy walkways. You do what you do because you care about the people whose lives you are saving. A few months ago, Buffalo, New York, was pounded by lakeeffect snow. Responders from all over the state left their homes to help their brothers and sisters get through the storm. Snowmobiles, trucks and, in the end brute strength, was used to carry people to safety. Thank you for your dedication and commitment to excellence in the emergency services.

I am amazed as I drive through my community and see fire hydrants covered with ice and snow, many not even visible. It is an impossible task for firefighters to travel through a community to dig out fire hydrants, especially during the time of an alarm. The community must be made aware that we need their help to make sure we can help them in time of need. Many junior firefighters go out and work hard to clear hydrants, but they cannot be expected to maintain and keep the snow away. Since most schools are closed during storms, fire departments should encourage schools to give community service credit to students who clear away the snow around the fire hydrants on the streets where the students live. They must look after the hydrant as plows clear away the snow on the street and push in back on the hydrants. Winter creates many problems for first responders.

Overcoming these problems is a task that the community must participate in.

Fire Service Women of New York State, Inc. is now accepting applications for its 14th Annual Training Weekend to be held at the NYS Fire Academy from September 18-20, 2015. In addition, FSWNYS is accepting applications for the 2015 Phoenix Firecamp.

Phoenix is a one week live-in camp for teenage girls held at the Utica Fire Academy from July 19 to 24, 2015. The camp offers both classroom and hands-on training. 2015 56TH ANNUAL FIREFIGHTERS BOWLING TOURNAMENT

The 2015 56th Annual Firefighters Bowling Tournament will be held on April 11 and 12, 2015, Saturday, 1900 and Sunday 1300cand 1600 at The South Levittown Lanes, Tanners Lane and Bowling Lane, Levittown. The tournament is open to any volunteer fire department. The two major changes this year are: There are only four-man teams and the ladies auxiliaries may now enter their own teams.

NAVY SEAL COMING TO LONG ISLAND

Hook and Ladder Company 2 of the Floral Park Fire Department has announced that former US Navy Seal Robert O’Neill, who was part of the famous Seal Team VI that killed Osama Bin Laden, will present a teamwork and leadership seminar at Hofstra University on Thursday, May 14, 2015 at 2000. Tickets are $50 in advance or $60 at the door. Active military personnel in uniform are only $25.

According to Hook and Ladder Company 2, this is a fundraiser and donations will be made to Nassau County Firefighters Operation Wounded Warrior, and O’Neill’s own charity, Your Grateful Nation, which supports Special Operations heroes and their families. ST. JAMES FD 5 MILE RUN

The St. James Fire Department will be holding their 33rd 5 Mile Run and 3.5 Mile Striding Event and First Responders Team Race, on Saturday, April 18, 2015, at 0900. Dog Saved at Central Islip Fire

On January 24 2015, the Central Islip Fire Department was activated for a reported structure fire on Casement Avenue.

Commanding units arrived on the scene and confirmed a working fire in a bedroom on the second floor. Mutual aid was requested from Hauppauge. One firefighter rescued a dog and the fire was quickly knocked down. Command requested a fire marshal to the scene to investigate. No other injuries were reported.

LODD: Hampton Bays Paramedic Ralph E. Oswald On February 9, 2015, Paramedic Ralph Oswald responded to a call for an unresponsive male. While providing emergency assessment on the patient, Oswald stated to his crew he was experiencing distress, whereupon he immediately collapsed in cardiac arrest. Hampton Bays Volunteer Ambulance along with Southampton Village Volunteer Ambuilance Corps responded and transported Paramedica Oswald to Southampton Hospital, where he was pronounced after failed pre-hospital and in-hopsital resuscitative efforts.

Quick Knockdown in Ronkonkoma On January 22, 2015, the Ronkonkoma Fire Department was activated for a reported structure fire on Henry Avenue. Upon arrival, Chief 5-24-30 was met with fire on the exterior of the home’s garage with extension to a fence. The crew of Engine 10 was the first to arrive and made a quick knock down of the fire. Automatic mutual aid was provided by Nesconset. One resident of the home was transported to Stony Brook University Hospital for smoke inhalation via a Ronkonkoma Ambulance.

Plainview House Fire On December 24, 2014, the Plainview Fire Department responded to a report of a house fire on Parkview Street. Deputy Chief Adelman was first on the scene and reported smoke showing and was able to knock down the fire with an extinguisher. Engine 9522 was first due and secured a water supply as crews stretched one line. The fire was extinguished and crews overhauled the area. One person from the home was transported to a local hospital for evaluation.

Blue Point House Goes

On January 8, 2015, the Blue Point Fire Department was activated Bayport and multiple lines were put in operation. The fire was for a residential structure fire on Maple Avenue. Upon arrival com- quickly knocked down and the alarm placed under control.

House Fire in Plainview

On January 10, 2015, the Plainview Fire Department received a 911 call reporting a house fire on Vernon Street. Unit 9501 was first due and reported smoke on the second floor. Engines 9511, 9522, 9544 and 954, tower ladder 9533, ambulances 959, 9529, and 9549, fire police units 955, 9525, 9545, rehab 9530, and chiefs 9501 and 9503 responded. Mutual aid came from Syosset, Bethpage, Farmingdale, Hicksville, Melville, Westbury and South Farmingdale. The fire was contained to a second floor bedroom.

Commercial Structure Fire in Islip Terr.

On January 10, 2015, the Islip Terrace Fire Department was activated for a commercial structure fire in the vicinity of Connetquot Avenue and the Sunrise Highway North Service Road. With 3-6-30, Tom Quagliara, in charge, the fire was found at the Magic Taco Corporation. With heavy fire showing on the exposure one side upon arrival, multiple handlines were put into use as was the department’s tower ladder. Mutual aid was requested from East Islip and Exchange Ambulance of the Islips. The Islip Town Fire Marshal and Suffolk County Police Arson Squad also responded. NYS DOT was requested to respond due to icing conditions on Sunrise Highway.

Rekindle in Patchogue On January 18, 2015, the Patchogue Fire Department was activated for a residential structure fire on Jennings Avenue, located next to their headquarters. Upon arrival commanding units were met with heavy smoke pushing from the home along with an aggressive fire on the first and second floor of the structure. Mutual aid was requested from North Patchogue, Hagerman and Blue Point.

Multiple attack lines were put in operation with crews fighting the stubborn fire for well over an hour. A cat perished in the fire, but no injuries were reported. Hours later Patchogue was dispatched to the same location for a re-kindle.

On January 12, 2015, the Jericho Fire Department was alerted for showing. Good Stop at Dix Hills Attic Fire

The Dix Hills Fire Department responded to reports of fire from the roof of a house on Carls Straight Path near Patri Court, on January 10, 2015. Upon arrival, firefighters located the fire in the one-story house at the end of a long snow-covered driveway. Firefighters began an aggressive interior attack on the attic fire, and quickly had the blaze under control. Forty firefighters and rescue personnel

were on the scene under the command of Chief Robert Fling.

Operations were handled by Assistant Chiefs Tom Napolitano, Alan Berkowitz and Joe Williamson. Deer Park, Greenlawn and Commack Ambulance Corps were mutual aided.

Quick Job in Elmont The Elmont Fire Department was called to the scene of a working house fire on January 20, 2015. The fire, in the unoccupied house, apparently started in the basement and a heavy smoke condition was reported on arrival. The incident was under control within 20 minutes.

Nursery School Fire in Levittown Wantagh firefighters responded to a basement fire in a nursery school in the First Presbyterian Church on Wantagh Avenue in Levittown on January 21, 2015. The fire occurred in the ceiling of the basement when an electrical fan ignited. Twelve children were safely evacuated by school personnel when the alarm sounded and the school began to fill with smoke. An additional 75 who were arriving were kept outside with guardians. The fire was confined to the immediate area and there were no injuries.

SCPD Save at Farmingville Fire

On January 22, 2015, the Farmingville Fire Department was activated for a residential structure fire on Arden Lane, with dispatch getting reports of possible occupants trapped. Suffolk County Police were the first units on scene, extinguishing the exterior-only fire upon arrival. Multiple SCPD officers entered the home and removed a 72-year-old woman from her bed, into a wheelchair and then out. She was transported to a nearby medical facility as a precaution via a Farmingville ambulance.

Blaze in East Farmingdale

On January 25, 2015, the East Farmingdale Fire Company responded to a fire on Lamar Street. Second Assistant Chief Iuzzini arrived first and had smoke showing from a one-story multiple occupancy building. First Assistant Chief Joseph arrived and he and Chief Iuzzini handled the fire attack. Engine 1-5-1 was first due and its crew along with additional engine crews stretched two 2-1/2 inch lines while Ladders 1-5-5 and 1-5-15 went to the roof to vent it and also cut open the roll-up doors with the crew of Heavy Rescue 1-5-4. The fire was located about 30 feet inside the building, knocked down and brought under control in about an hour with no reported injuries. Mutual aid was provided by North Lindenhurst and West Babylon.

Bay Shore House Fire On January 19, 2015, the Bay Shore Fire Department was activated for a reported house fire on Gunther Avenue at the corner of Monroe Avenue. The first unit was First Assistant Chief Kunz who arrived to heavy fire showing from the exposure 1-4 corner on the first and second floor. Engine 3-1-2 was followed by Ladder 3-14 and Engine 3-1-1. Crews stretched and operated three handlines to extinguish the fire and bring it under control in about 40 minutes. At least one person was transported to Southside Hospital by Bay Shore-Brightwaters Ambulance Corps with smoke inhalation. Mutual aid was provided by Brentwood and Islip. The cause of the fire was under investigation.

1 Injured in West Islip Blaze

Recently, the West Islip Fire Department responded to a fire on Fire and attempted to enter the home to save a dog. The dog died and the Island Avenue. The house was fully involved on arrival. Mutual aid son was taken to a local hospital with unknown injuries.

Heavy Damage in Port Washington Fire A Port Washington home sustained heavy damage on January 16, 2015, after a fire broke out at the Sandy Court address. Port firefighters arrived and found the rear of the home engulfed in flames.

Kings Park House Fire

The Kings Park Fire Department responded to a house fire on Landview Drive on February 8, 2015. Upon arrival of crews a heavy fire condition was present throughout the home along with a car burning in the driveway. Assisting Kings Park at the scene were Smithtown and Commack while East Northport stood by. The home was not occupied at the time of the fire and no injuries were reported. Arson Job in Cedarhurst

Two people were injured in an apartment fire in Cedarhurst on floor. The fire was later deemed to be arson after an investigation by January 16, 2015. Lawrence-Cedarhurst firefighters were called to the county fire marshal.

House Fire in Central Islip

On January 15, 2015, the Central Islip Fire Department responded to the report of a residential structure fire on East Beech Street. With 37-30, Kevin McAteer, in charge, units arriving found a working fire in the basement. Two lines were stretched and put to immediate use. Both primary and secondary searches were negative with all visible fire knocked down shortly afterward. Assistance came from Hauppauge, Islip Terrace and Central Islip-Hauppauge Volunteer Ambulance. The Arson Squad and PSE&G also responded. A family dog died in the blaze.

Cape Goes in Roosevelt

On November 12, 2014, a raging fire broke out at a home on Stevens Street in Roosevelt. Flames engulfed the Cape Codstyle home while firefighters battled to bring it under control. Engine companies made an initial interior attack but were temporarily pushed back by the heavy volume of fire on the second floor. Mutual aid companies were called to the scene to assist.

Firehouse Kitchen

By Ray Cooney While going through my e-mails, one in particular jumped out at me. It was from Firefighter Scott Belguard from the Hightstown Fire Department in New Jersey. The e-mail spoke of Scott being a chef and how Hightstown Fire Department would love to host Firehouse Kitchen. As soon as I read it, I gave Scott a call.

Scott was surprised at my immediate reply because he had just sent the e-mail two hours prior. I told him that I try to answer all my e-mails, but it wasn't everyday I get received one from a bonafide fireman chef (Scott went to the famed Johnson and Wales Culinary School).

We scheduled our shoot for January 24, 2015, but had to reschedule because it was the first of two snowstorms that would hit the Tristate Area.

We almost had to cancel or rescheduled February 3, show due to more snow, but after a four-hour drive - that should have taken two - I was greeted with a huge marquee sign that read, “Welcome Ray Cooney and Firehouse Kitchen,” as well as a group of Hightstown firefighters. This made the four-hour drive worth it! We filmed two shows this day. The first was with Firefighters Bill Havens and Carl Dye, two salty firemen with over 40 years on the department. They made a delicious pork loin that I called ‘Pork, on pork, on pork’ because it was pork loin stuffed with pork sausage and then wrapped in bacon. It was to-die-for. During this episode, I interviewed their chief, Scott Jenkens.

He was nervous about coming on, but went right into action once the camera rolled. He informed us on the background of Hightstown Fire Department, as well as telling us about their operations and procedures.

A little side note: Hightstown has on of the largest aerial ladders on the East Coast with a height of 135 feet.

In the second episode, we filmed with Chef Scott, the main reason I came to Hightstown. He made these unbelievable ‘Beef Shank Tacos with Homemade Guacamole,’ The homemade guacamole, or what I should call guacamole salad, really brought out the flavor.

Being a small town in New Jersey, the Hightstown Fire Department had that ‘real fire department’ feel. STUFFED PORK LOIN WITH SAUSAGE & PISTACHIOS 1 Center cut boneless pork loin 2 lbs. fresh ground Italian sweet sausage out of casing.

1 cup unsalted toasted pistachios.

1 Tbsp. Orange zest.

3 Tbsp. chopped (preferably) fresh sage, rosemary, and thyme. ½ cup chopped parsley. ½ pound sliced bacon.

Butchers twine.

Butterfly and pound the pork loin thin and then lightly season with salt and pepper. Set fat side down. In a bowl mix the sausage, pistachios, orange zest and 2/3 of the chopped herbs. Spread the stuffing evenly over the pounded pork loin. Firmly roll into a long log. Truss tie the roast and sprinkle remaining mixed herbs. Wrap the stuffed pork loin with bacon and roast at 375 until 165 degrees internal temperature.

ROASTED POTATOES 5 lbs. red potatoes boiled in salty water.

1 pack Lipton's onion soup mix.

3 Tbsp. olive oil.

Let the potatoes cool then quarter and place in a mixing bowl. Add the soup mix and olive oil. Mix lightly and place on a sheet tray. Roast until golden brown.

Hicksville Retail Fire On January 19, 2015, the Hicksville Fire Department was alerted for a fire in the John Deere store on West Old Country Road. Arriving units found a heavy smoke condition pushing out of the store and a fire in the garage area in the rear. The fire was extinguished and all employees were accounted for.

Fully Involved in Mt. Sinai

The Mt. Sinai Fire Department battled a fully involved structure fire on Mt. Sinai Avenue on January 22, 2015. A plume of smoke could be seen as firefighters were responding. The fire was brought under control with help from Miller Place, Port Jefferson, Sound Beach, Terryville and Port Jefferson Ambulance.

Collapse in Garden City Commercial Blaze

A roaring fire broke out in a Garden City Park warehouse on Atlantic Avenue on November 13, 2014. Garden City Park firefighters, with the help of several neighboring companies, battled the blaze at the commercial building. One of the building’s walls collapsed early in the operation raising concerns about the stability of the remaining structure. Service on the LIRR main line had to be shut down in both directions as a result of the fire.

10 Injured in Hempstead Blaze At least 10 people were injured when a fire broke out at a Hempstead apartment house on Terrace Avenue. Hempstead fire units were quickly on the scene to contain the blaze to the kitchen of the first-floor apartment but heavy smoke filled the hallways.

Most of the injured suffered minor smoke inhalation while trying to escape their apartments. The blaze was brought under control in about 20 minutes.

3 Injured in Hicksville House Fire

The Hicksville Fire Department responded to a house fire on Chestnut Street, on February 3, 2015. Upon arrival a fire was visible in a first-floor bedroom with occupants still inside. An aggressive search was conducted by firefighters prior to a line being stretched and three occupants — one, a 15year-old female who suffered serious burns — were successfully removed and transported to area hospitals. The blaze was quickly brought under control after an aggressive interior attack. Assisting Hicksville at the scene were Syosset and Jericho, while Bethpage and Plainview stood by. The Nassau County Police and Fire Marshals were investigating the cause.

Abandoned Building Fire in Smithtown The Smithtown Fire Department responded to a fire in an abandoned sewage treatment plant on the grounds of the old Smithtown General Hospital at the intersection of Routes 111 and 347 on February 7, 2015. Access was hampered by security fencing and a lack of egress roads. Units were deployed on Haven Place off Tanglewood Road where lines were stretched through deep snow to reach the building. The fire was quickly extinguished and a search proved negative.

Assisting Smithtown at the scene were Hauppague and Nesconset while Saint James stood by. The operation was under the command of Chief Steve Sisino.

Pedestrian Hit in Sayville

On January 6, 2015, Sayville Community EMS stabilized a patient who was seriously injured after being struck by a van on Lincoln Avenue, and then transferred the patient to an awaiting Suffolk Police helicopter manned by Flight Medic Jason Schmidt, who is also a member of Selden Fire Department’s Ambulance Company.

The victim was flown to Stony Brook University Hospital for treatment.

Propane Burn-Off in Levittown

On February 8, 2015, Wantagh and Hicksville firefighters burned off a 100-pound leaking propane cylinder at a Crescent Lane home.

Chief Jackowitz was the first to arrive and discovered three 100pound propane tanks attached, with one leaking. He requested a general alarm and mutual aid from the Hicksville Fire Department Haz-Mat Team and their burn-off kit. Arriving Wantagh units picked up hydrants and two lines were stretched to set up a water curtain. An additional engine from Seaford was requested to the scene along with a Levittown ladder. Nassau Police shut down all traffic in the area as firefighters evacuated homes in the immediate area. Hicksville soon arrived and the two burn-off kits were put to use. Fire units from Massapequa, Bellmore and North Bellmore covered Wantagh’s Station 1.

Child Hit in Ronkonkoma MVA On the night of February 2, 2015, the Ronkonkoma Fire Department was activated for an MVA with a reported vehicle-versus-pedestrian at the intersection of Portion Road and Ronkonkoma Avenue.

Upon arrival commanding units found a child that was struck by a car while riding a bicycle in the road.

The child was taken to Stony Brook Hospital via a Ronkonkoma Ambulance for his injuries.

The Importance of Accountability of Personnel When most people hear the word “accountability,” they immediately become uncomfortable. The thought of making themselves totally open, honest and vulnerable with another person doesn’t sound appealing to most of us.

Regardless of how we feel, however, supervisors need to know where their firefighters and EMS personnel are at all times. Accountability is a very important part of the incident scene, even more so than in any other profession.

The Personnel Accountability Report (PAR) must become part of the Incident Command Systems (ICS). A Standard Operating Procedure (SOP) or Standard Operating Guideline (SOG) must cover all the working parts of the ICS. So if you don’t have an ICS in your department, it’s a good place to start. Once you have a solid ICS, you can than provide a Personnel Accountability System (PAS) According to Michel G. Bertrand, Chief of the Beaumont (TX) Fire/Rescue in his paper Planning for a Personnel Accountability System, (November 1998), “Fire service managers must always consider safety for its firefighters and one progressive direction would be to adopt an effective PAS. The development of such a system may begin by reviewing NFPA guidelines. These guidelines recommend that departments work within the Incident Command system. It is necessary, and the PAS will not work without it. Whether your department is volunteer, combination, or career, the framework to build the system is

there. Modifications to the guidelines may be reviewed by researching the many systems that currently exist and adapting a system, or parts of systems, to fit your specific needs.”

The PAR is an organized reporting activity designed to account for all personnel on scene no matter what their function. To be truly effective, the PAR should include assignment, location, and manpower in a particular assignment. PARs should be modified to each incident but should have this as a basic. A PAR can be different for a simple MVA or a four- or five-department mutual aid to a large building fire. The Incident Safety Officer (ISO) should consult with the accountability manager. Many think it is the job of the safety officer but, to the contrary, the ISO is looking at many other things for the incident commander. Dodson says, “The ISO should evaluate whether [the PAS] is tracking firefighters effectively and is in harmony with the Incident Action Plan (IAP). If not, the ISO may consider requesting the IC to call for the PAR.” The National Fire Protection Association (NFPA) 1500 should be reviewed and the authority having jurisdiction should adopt NFPA 1500 to add to the safety of the first responders at the incident scene. NFPA 1500, 8.4.2 states, “the fire department shall consider local conditions and characteristics in establishing the requirements of the personnel accountability system.” In NFPA 1500, 8.4.3: “it shall be the responsibility of all members

operating at the incident scene to actively participate in the personnel accountability system,” and lastly NFPA 1500, 8.4.9: “the personnel accountability system shall be used at all incidents.”

Some of the times when a PAR should be used · When a Mayday is called (but it shouldn’t interfere with the communications). · When the IC feels it is necessary. · Upon completion of a primary search. · Changing from interior to exterior attack. · Building evacuation. · Point of entry control (high rise, etc.). · Collapse. · Every 15 minutes.

The intent of this system is to track and account for personnel at an incident. In the event that something happens to a first responder, they can be located in a quick and definitive manner. Do you think we should also know and track how many law enforcers are on scene, EMS personnel, media, political personnel and coordinators? I feel in some situations the IC should be aware of everyone on scene.

The Immediate Dangerous to Life and Health zone should be established and once anyone enters it, they should be included in your accountability system.

Jamesport Responds to MVA On December 15, 2014, the Jamesport Fire Department responded to a call of a single-car crash on Main Road, west of Tuthills Lane in Jamesport.

Upon arrival firefighters found the vehicle off the roadway, heavily damaged and leaking fluids after striking a telephone pole and concrete pillar on the eastbound side of the roadway. Jamesport responded with one engine, a heavy rescue truck, and Rescue Squad EMTs, while Jamesport Fire Police and Riverhead Town Police controlled traffic. The sole occupant was treated at the scene and transported to Peconic Bay Medical Center by Riverhead Town Volunteer Ambulance.

Fatality at Farmingville MVA On January 23, 2015, the Farmingville Fire Department was activated for an MVA, vehicle into tree, on Croyden Avenue. Updates were coming into dispatch that the victim was in a traumatic arrest. The first commanding chief (5-18-31) advised incoming units the driver was heavily pinned inside a work van. The crew from Rescue 8 worked quickly to extricate the patient, who was rushed to Stony Brook University Hospital via a Farmingville Ambulance. The man succumbed to his injuries.

Icy Roads, Numerous Crashes

Black ice caused by freezing rain created havoc on area roads and surfaces early on January 18, 2015, causing numerous auto accidents, and slips and falls, which brought the response of fire departments and ambulance squads throughout the Town of Huntington. During the height of the weather event, over a dozen ambulances were lined up in a log jam outside of the Huntington Hospital emergency room as patients were admitted and processed.

In one incident, a Melville Fire Department Rescue Squad ambu-

lance returning from the hospital was requested to handle a call by the Huntington Community First Aid Squad for a slip and fall patient on Merriwind Drive in Huntington. Melville’s crew arrived and called the Huntington Manor Fire Department for an assist to safely get the patient down the steep icy driveway. Firefighters applied an absorbent to the driveway and used a rope to stabilize the stretcher as it was brought down the driveway.

Make a Difference: Improve the Safety of Firefighters and the Pubic in the Built Environment In July of 2014, the ICC Board of Directors decided to sunset the activities of the Code Technology Committee (CTC). Items assigned to the Fire-CAC included IBC Chapter 7 issues such as labeling of firerated glazing; unenclosed stairways; and qualification for fire inspectors and frequency of building inspections for fire code compliance.

The International Code Council (ICC) Fire Code Action Committee (Fire-CAC) www.iccsafe.org/cs/FCAC/Pages/default.aspx, was appointed by the ICC Board of Directors to review the 2015 I-Codes and develop code change proposals for the next edition (2018 I-Codes) for any matters of concern to the fire service; with specific responsibility to review the fire safety chapters in the International Building Code (IBC), the entire International Fire Code (IFC), the International Wildland-Urban Interface Code (IWUIC) and International Performance Code.

The Fire-CAC roster includes ICC members from the International Association of Fire Chiefs (IAFC) — Fire and Life Safety Section Executive Board, the National Association of State Fire Marshals (NASFM), National Volunteer Fire Council (NVFC) and other fire services, building officials and industry code experts. The Fire-CAC generated 15 code change proposals for the 2018 International Building Code (IBC) and several other changes to the IBC and International Property Maintenance Code in cooperation with the Building Code Action Committee. These changes address: • Cooking safety requirements in Institutional Occupancies.

• Timing of stair installation in buildings under construction.

• Construction requirements for fire-pump rooms.

• Maintenance requirements for smoke alarms and carbon monoxide detectors.

The FCAC was assisted by four Regional Work Groups (RWGs) that worked by conference call during 2014. The RWGs are charged with submitting recommended code changes to the Fire-CAC based on regional issues of concern and also address specific topics as assigned by the FCAC. The FCAC held three meetings in 2014 to complete its work and will meet three more times in 2015 to see their Group A code development cycle proposals all the way through the code development

process and develop Group B cycle proposals for the International Fire Code. Issues that the Fire-CAC plans to address with code change proposals in 2015 include: • Potential conflicts with security lockdown plans and evacuations.

• College labs and haz-mat requirements.

• Requirements related to High-rise Combustible (wood) Structures and Cross-Laminated Timber (CLT).

• OSHA Haz-Com requirements; classification of flammable liquids.

• Cooking in I-2 - cook-top safety technology.

• Requirements for smoke alarms and carbon monoxide detection.

• Fire Inspector qualifications and inspection frequency.

• Combustible dust (recommendation from CSB) and reference to various NFPA standards.

• Retroactive requirements for fire sprinkler systems.

• Fire Sprinkler requirements in S-1Self-storage facilities.

• Fire protection in vacant and historic buildings.

• Safety for roof-top Assembly Occupancies.

• Re-write of IFC Chapter 32 (High-piled Combustible Storage).

• Fireworks requirements and reference to NFPA 1124.

• Requirements for liquid carbon dioxide soda systems.

• Requirements for outdoor stages and other temporary structures.

• Requirements for tents, trade shows and special events.

• Requirements for outdoor idle pallet storage.

Massapequa MVA The Massapequa Fire Department responded to a twocar MVA on Hicksville Road on January 24, 2015.

Chiefs 6301, 6302 and 6303, Ladder 632 and Ambulance 6310 responded. The crew of 632 quickly removed the driver’s door of one vehicle so the driver could be extracted. The driver was then transported to the hospital by 6310.

Trailer Overturn on SOB/LIE On January 19, 2015, the Syosset Fire Department responded to a report of an overturned tractor trailer on the Seaford Oyster Bay Expressway at the Long Island Expressway. The accident was found at Jericho Turnpike and the Seaford Oyster Bay expressway. A car carrier overturned on the ramp dumping two cars off its trailer. Pedestrian Hit in Selden On December 21, 2014, the Selden Fire Department was called to Route 25 just west of Adirondack Drive after a pedestrian was stuck by a pick-up truck traveling eastbound. The victim was taken to Stony Brook University Hospital with a possible broken leg, but luckily, was not seriously injured.

Double Pin in Plainview On January 19, 2015, the Plainview Fire Department was alerted for an MVA with both drivers pinned on Plainview Road in Woodbury. Crews were hampered with black ice conditions while operating at the scene. Plainview Heavy Rescue 957 put hydraulic tools to work on both cars and additional crews assisted. Both drivers were extricated and transported to NUMC. Bethpage assisted with a truck.

Ped Killed in Jamesport On January 13, 2015, the Riverhead Fire Department and EMS, and Jamesport Fire Department were called to Main Road near Herricks Lane in Jamesport after an elderly man was struck by a drunk driver. Although the victim was pronounced dead at the scene, fire units remained on scene for hours to assist the New York State Troopers as they conducted their accident investigation.

2-Car MVA in Ronkonkoma On January 30, 2015, the Ronkonkoma Fire Department was activated for an MVA at the intersection of Patchogue Holbrook Road and Larch Street. Upon arrival, commanding units found a twocar MVA with a pin and one vehicle in a snow bank.

The crew from Rescue 8 worked quickly to extricate the driver, and he was taken to Stony Brook University Hospital for his injuries via a Ronkonkoma Ambulance.

Just When You Think It’s Over ‌

On February 1, 2015, the North Amityville Fire Company was alerted for a three-car MVA with a reported fire at Albany Avenue and Sunrise Highway. Two cars collided, sending one off the road and injuring both drivers. A third car drove into the accident scene and struck one for a second time, sending both into a parking lot and causing the third-in vehicle to burst into flames. Chief of Department Harley, Second Assistant Chief Benloss, Engine 1-7-1 and Ambulance 1-7-8 responded. All three drivers suffered minor injuries and two additional ambulances were requested to the scene to take them to St. Joseph and Good Samaritan Hospitals in 17-8, Amityville 1-1-11 and Copiague 1-3-2.

FDs Honor Army Major Victor J. Gronenthal On February 8, 2015, members of eight fire departments and the Patriot Guard Riders, came out for a very cold flag detail in Setauket.

Four arches were established on Old Town Road to honor fallen Army Major Victor J. Gronenthal, 31, as he was brought to the Bryant Funeral Home. Major Gronenthal is survived by his two sons, Kai and Finn, his wife Erika, mother Collete, father Bruce and brother, James.

Dix Hills FD Rescue Squad Crew Receives Lifesaving Award On December 11, 2014, the Dix Hills Fire Department was activated for an unconscious male at a residence. District Paramedic Ralph Oswald arrived to find a 60-year-old male in cardiac arrest. With the assistance of the crew from 2-8-25 (Jessica Mattes, Tyler Mielko and John Marshall) they began CPR. Shortly thereafter the crew of 2-8-5 (EMTs Matthew Stio and Richard Sorrentino, Captain/Paramedic Scott DiPino, Michael Englander, Assistant Chief Tom Napolitano and EMT Megan Pereira), arrived to assist. After a few minutes the man regained a good pulse and blood pressure and he was transported to Huntington Hospital, from where he was discharged after several days. The crew was recognized for their lifesaving actions and received a Pre-Hospital Save Award from the Suffolk Regional Emergency Medical Services Council.

Team Effort Saves Bayport Man’s Life Being in the right place at the right time played a key role in saving the life of a 55-year-old Bayport resident on Tuesday, January 27, 2015. (Left, from left): Tom Knapp, Captain Jerry Dietz, Assistant Chief Paul Dolce, Janine Jaeger, Scott McKendrick. All were instrumental in the fortuitous discovery of a man who suffered a cardiac arrest while snow-blowing his driveway.

After confirming the victim was indeed in cardiac arrest, Chief Dolce prepared the AED and rapidly applied it, restoring his pulse while other members continued CPR. In less than three minutes, the rest of the Bayport FD, Community Ambulance Company and SCPD arrived on scene, and patient care was turned over to Community Ambulance Chief and paramedic Chris Gonzales, who initiated advanced life saving measures and rapidly transported the victim to Southside Hospital. The man was expected to make a full recovery.

New Ride-Along Program in Ronkonkoma Recently the Ronkonkoma Fire Department introduced a new EMS ride-along program for the junior members. The chiefs and commissioners approved the program if the junior member is already actively enrolled in EMT class. The junior members can ride along on certain EMS runs and act as an aide to the ambulance crew. Junior firefighters Charles Scales and Travis Brady were the first junior members to take part in this program. Bohemia Fundraiser for Chief Michael Stankunis On January 24, 2015, the Bohemia Fire Department held a fundraiser for Chief Michael Stankunis, who is battling Stage 4 Renal Cell Kidney cancer. Though the weather presented a challenge, neighboring departments provided buses to shuttle attendees from Sycamore Avenue Elementary School to the event as the field was flooded due to rain. The department readied both buildings to accommodate the estimated 800 people who were expected to attend the event. When it was done and over, it was estimated that 1100 people were served in a three-hour time period! The outpouring of support from our neighboring departments as well as departments and organizations was tremendous.

Local businesses provided donations for our Chinese Auction, which had over 110 items.

Tommy O’Grady from Tuscany Gourmet Foods provided the spaghetti and meatballs, as well as his cooking staff. Panera Bread, provided bread and salad.

Glenn Wayne Bakery in Bohemia, supplied dessert.

Russ Cantone from Locust Ave Deli provided his assistance as well in this event. Cylinder Express provided the propane for the heated tents. Simple Tent Rental provided tents, tables and chairs. Firematic Supply provided our “No One Fights Alone” bracelets. The East Islip Ladies Auxiliary provided us with enough baked goods for 600 people! Those ladies baked their hearts out for Mike.

The following departments provided equipment and manpower for this event: East Islip, Hauppauge, Holbrook, Sayville, West Sayville, West Babylon, and Deer Park. Community Ambulance Company assisted in gathering donations from businesses in our shared response zone. They also provided EMS crews as well as additional members and their youth squad to help serve and clean up.

This is the largest event the Bohemia Fire Department has ever hosted. Without the support of those involved, the event would not have been such a success. With so many people donating their time, money, equipment and goods, it is impossible to thank each and every one of you personally, but know Chief Stankunis and his daughters, as well as the officers and members of the Bohemia Fire Department, appreciate the outpouring that was shown.

Huntington Town Fire Chiefs Council Installation The Town of Huntington Fire Chiefs’ Council recently held their annual installation dinner at the Huntington Crescent Club.

U.S. Congressman Steve Israel administered the oath of office to the Executive Board members who are: President John McKenna of Northport Fire Department, First Vice President John McDonough of Northport, Second Vice President Dan McConnell of Halesite, Secretary David Mohr of Huntington Community First Aid Squad, and Treasurer Gary Hontz of Eatons Neck.

Outgoing President Scott Waryold of Greenlawn was acknowledged for his dedicated service and leadership as President for the last two years, and received a plaque from the council.

The Chief of the Year award was presented to Chiefs William Stio and Alan Berkowitz of Dix Hills. They were recognized for their quick and lifesaving actions at the Elwood Cinemas on July 5, 2014. Chief Berkowitz arrived on the scene within seconds of dispatch and found a man in cardiac arrest. He immediately began CPR and emergency medical treatment, and was assisted by Chief Stio and the rescue crew in successfully reviving the patient.

The Chief Todd Sammis Memorial Firefighter of the Year award was presented to Firefighter Matthew Monahan of Commack, and Firefighter Ryan Sammis of Halesite.

On March 8, 2014, Firefighter Monahan came upon the scene of a motor vehicle accident with an overturned car on fire, and a victim trapped within. Without the benefit of protective gear or extrication, Monahan was able

to extricate the young woman just moments before the vehicle became fully involved in fire. The patient spent three weeks in the hospital recovering from multiple injuries, and was able to be present at the dinner with her parents.

On May 19, 2014, Firefighter Sammis responded to a report of a motor vehicle accident where a vehicle came to rest in the tidal waters of Huntington.

He observed the vehicle rapidly sinking and the driver clinging to the harbor bulkhead. Without the benefit of personal protective equipment, Sammis entered the water and was able to restrain the victim and hold his head above water until other responders arrived. Sammis then made several dives down to the vehicle to be sure no one else was within.

The Chief Todd Sammis Award is named after Chief Todd Sammis of the Halesite Fire Department. In March of 1987, Chief Sammis and Chief Frank Grasso rescued a person from

the icy waters of Huntington Bay. Both men were recognized by the Huntington Chiefs’ Council for their heroic efforts. Chief Sammis died in office following a tragic accident shortly after being elected. In 1988, the Chiefs’ Council established the valor award in his name. Award recipient Ryan Sammis is the son of Chief Todd Sammis.

Suffolk County Fire Chiefs’ Council Installation The Suffolk County Fire Chiefs’ Council held their Annual Brunch and Installation of Officers at Majestic Gardens on January 11, 2015. New York State Senator John Flanagan attended and administered the oath of office to the new officers. They are, President Joseph D’Alessandro of Dix Hills, First Vice President Scott Thebold of Yaphank, Second Vice President John ‘Chip’ Bancroft of Westhampton Beach, Sergeant-at-Arms Tom Kriklava of Hauppauge, Corresponding Secretary Jay Egan of Selden, Recording Secretary Nick Luparella of Riverhead, and Treasurer Ed Walsh of Yaphank. Outgoing President John Carney of Brentwood was presented with an award for his dedicated service to the Council. The Chief of the Year Award was presented posthumously to Bobby Knight of Sayville and accepted by his children, Mark, Meghan, Rory and Sean. A large contingent from the Sayville Fire Department was on hand to honor Bobby Knight and his family. Bobby was an integral part of the Suffolk County Fire Chiefs’ Council and was well known for his dedicated and outstanding work with fire service legislation and education.

Obituary Cold Spring Harbor’s Ex-Chief Robert DeMoustes, Sr. The Cold Spring Harbor Fire Department mourned the loss of exChief and ex-Commissioner Robert DeMoustes, Sr., who passed away on November 7, 2014, at the age of 89. DeMoustes was a proud World War II veteran who served as a paratrooper with the 101st Airborne Division. He jumped behind the enemy lines before the invasion of Normandy, and jumped in the invasion of Holland and Belgium. He received the Purple Heart at the Battle of the Bulge.

While living in Halesite, DeMoustes became a member of the Halesite Fire Department at the age of 16. He later joined the Cold Spring Harbor Fire Department in 1954. DeMoustes held all officer ranks and served as Chief of the Department from 1968 to 1969. He later was elected Commissioner and held that post from 1974 to 1993.

DeMoustes remained active and held the position of Lieutenant and Captain of the Fire Police. He was their Lieutenant at the time of his death.

DeMoustes was honored for 60 years of dedicated service at the department’s installation dinner held in June 2014. He was active in several organizations including the Huntington Fire Police Association and the Huntington Town Exempts. He was employed by LILCO for 39 years, where he became an electrical construction supervisor.

DeMoustes was predeceased by his loving wife Anne. He is survived by his son Bob (wife Patti), who is an ex-Chief of the St. James Fire Department. He was also the loving grandfather of Alison and Gregory.

He was interred at the Memorial Cemetery of St. John’s Church in Cold Spring Harbor.

Obituary

Huntington FD’s Ex-Captain Frank Berleth Frank Berleth, 87, of Huntington, passed away December 18, 2014, at Huntington Hospital after a short battle with cardiac and thoracic complications.

His last days were made comfortable by palliative treatment and by having his family by his side.

Berleth had a long career in the Huntington Fire Department, having joined the Hook and Ladder Company on June 12, 1961. Frank served as Lieutenant from 1966 to 1967, and Captain from 1968 to 1970. A fellow firefighter said, “Frank has always been an asset to the company and the department in his duties and has also been known to cook a good meal. He was always available to give a hand to his fellow firefighters.” Frank served his community with pride and he served on various committees.

Frank, along with his father Jack and brother Henry (also a member of the department), started Jack Berleth and Sons Plumbing and Heating business in 1947.

Throughout the years, Jack Berleth and Sons served many customers in Huntington. Frank worked hard at his business serving the community’s plumbing needs until retirement in 1994. He also loved to go deer hunting at his place in the Catskills with his sons and friends.

Frank was a member of the Huntington Elks Lodge and the Huntington Baptist Church.

Berleth is survived by his loving wife Liesel, their four children, Jeffery Berleth married to Barbara; Darryl Berleth, Lydia Simpson married to Steve Simpson; and Monika Brown married to Jim Brown. He is also survived by seven grandchildren, Christopher Berleth, Katie Berleth, Matthew Simpson, Zackary Berleth, Maya Simpson, McKenzie Berleth and Maggie Berleth.

Services were held December 21. The funeral service was on December 22, followed by a burial at Pinelawn Cemetery in Farmingdale.

In lieu of flowers, the family requested donations to the Huntington Fire Department or the Huntington Baptist Church.

Terryville ex-Chief Robert Baust

It is with deep regret that the Terryville Fire Department announced the passing of Lifetime Member of Company Two, ex-Chief Robert Baust. Ex-Chief Robert Baust was an active member of the department from 1960 to 1979 and served as Chief of Department from 19721973.

He was waked at the Bryant Funeral Home on January 22, 2015. A Firematic service was held to honor Chief Baust.

Our prayers go out to his family and to the Terryville Fire Department.

Hagerman’s John Stephani The members of the Hagerman Fire Department had the honor to serve with John for the past 63 years. John was not only a great colleague, but also a passionate hunter, a baseball enthusiast and a loving friend and family man.

John made the firehouse a better place for everybody. He made it a family. All the members past and present greatly mourn his loss. He was a caring friend and a great mentor.

We have all known or heard of people of whom it is said, “They are dedicated to a cause.” If ever that could be said of anyone, it can certainly be said of John. He was dedicated to making the world a better place and did it through his commitment to the Hagerman community and by providing with the best of his ability for his family and our department, which he joined on August 1, 1951. He then continued to provide for the taxpayers by serving as a commissioner in 1997.

Former Mayor of Bellport Village and Fire News Publisher Frank C. Trotta stated, “John’s love of his community and family was always evident whenever you would speak with him.

John worked for Bellport at the docks and while his title was dockmaster it should have been ‘Ambassador’ Stephani. His welcoming personality and warm respect for people will be missed.”

Upon his return from the war — he served as a front line rifleman during the Korean War — he continued to serve the community as a firefighter and was an all-star softball player. ‘Johnny Potatoes’ went on to be the league leading hitter for years to come, earning his ickname by playing so shallow in the outfield, the opposing team hit the ball into the potato field over his head and, as he searched for the ball, the other team rounded the bases and his nickname was born.

He was passionate about the team, and beamed over the team’s recent return to its glory years.

John married his wife, Marge, on October 7, 1956, at the Hagerman Fire Department. He and his best man, John Bosco, were life-long friends, having joined the department together and hunted together for 40 years; they once bagged an 800-pound bear in Maine.

John and Marge were blessed with two children, John and Maryann. John loved his home and his family, which also included his dog, Teddy, and his bird, Paco.

A man of great dedication and strong convictions, John was either all for it, or all against it.

In it up to the hilt, or not in it at all! There were seldom any half measures with John. That showed every month at the department meetings where he served as Sergeant-at-Arms for many years, and further as a member of the Fire Police. His support will be truly missed.

Commack Mourns Honorary Chief and Commissioner Jeremiah O’Sullivan

The Commack Fire Department was saddened by the loss of longtime Commissioner and Honorary Chief Jeremiah ‘Jerry’ O’Sullivan, 84, on November 20, 2014. Jerry’s passing came nine days after he was honored at a special ceremony at the firehouse where he was recognized for his 50-years of dedicated service and elevated to the rank of Honorary Chief with friends and family present for the honors.

Jerry was a well-respected member of the department and community, and proudly served his country in the United States Navy from 1948 to 1952. After leaving the Navy, he joined the New York City Fire Department where he served for 30 years and retired as a Captain.

In 1959, Jerry and his wife Dorothy moved to Commack, and six years later he joined the Commack Fire Department where he served in Company 2, became Captain and then served with Company 1.

O’Sullivan was elected as a commissioner for the Commack Fire District in 1978 and served in that position until his passing. He also served on the NYS Fire Districts Association, was Fire Police Captain, and was a FASNY delegate for Commack.

Jerry is survived by his children Maureen, Brian and Pam. He was the loving grandfather of Jeremiah (Stephanie), and Kaitlin. He was also the dear friend of Gladys Duffy. A Mass of Christian Burial was held at Christ the King R.C. Church in Commack, with interment at Calverton National Cemetery.

Greenlawn FD Mourns Herbert S. Tilden

The Greenlawn Fire Department mourned the loss of veteran member Herbert S. Tilden, 92, a native of Greenlawn and well respected member of the community who passed away on November 8, 2014.

Tilden was a 68-year member who served as Lieutanant of the Columbia Hook and Ladder Co. #1, many years as Department Trustee, and four terms as a Commissioner of the Greenlawn Fire District. He was most proud of his charter membership in the Greenlawn Rescue Squad and was instrumental in the creation of the ambulance service in 1961.

Herb was a fifth generation farmer who owned the Tilden Lane Farm, recognized in 1976 as a Bicentennial Family Farm. With his late wife Mable who was a 50-year member of the Ladies Auxiliary, their sons, and grandchildren, he raised strawberries, had one of the first pick-your-own operations in Suffolk County, ran a well-known summer farm stand, and later raised nursery stock and Christmas trees.

Herb proudly served in the department with his sons, ex-Chief Bruce Tilden, Lee Tilden, and daughter-in-law Diane Lee. The Tilden’s raised five sons — the late Jeffrey (Ann), Bruce (Jeanne), Lee (Diane and Jesse), Donald (Cyndy), and John (Christine). He was also the loving grandfather of Abigail, Rebecca (Michael), Andrew, Emily (Jonathan), Daniel, and David, and great-grandfather of Logan.

Tilden was interred at Huntington Rural Cemetery. In lieu of flowers, donations to the GFD Rescue Squad would be appreciated.
