Ebola: Are you Prepared?

At the beginning of October, I sat through my fire departments Bloodbourne Pathogens Refresher Class. The yearly class, if taught correctly, is designed to make you think about the procedures that are in place to keep you safe from disease when you respond on your ambulance. Oh, you don't respond on the ambulance? How about the motor vehicle accident that you have to extricate a seriously injured occupant? Keep in mind that at any moment, you can find yourself in the middle of chaos.

Has your department addressed the protocol that will be used for the latest disease — Ebola? I am sure the people of the city of Frisco, Texas, didn’t expect to find themselves in the middle of a firestorm of media coverage that questioned every aspect of how the call was handled. The call resulted in a deputy being hospitalized as a precaution, the CareNow facility was closed and its employees were checked for symptoms of the disease.

Hopefully your department has reviewed procedures to handle unknown diseases and has reminded everyone of your protocols.

Is the glass half empty or half full? I have listened to numerous press conferences on Ebola. Truthfully, I will make sure I follow what I was taught in all of my classes. Follow procedures like not raising your hands above your shoulders to avoid touching your face with a gloved hand. Take time to properly decon the ambulance and yourself before you go back into service.

Emergency Medical Services (EMS) Checklist for Ebola Preparedness. Download the checklist at www.cdc.gov/ vhf/ebola/pdf/ems-checklist-ebola-preparedness.pdf. The CDC website also has a comprehensive article on the Interim Guidance for Emergency Medical Services (EMS) Systems and 9-1-1 Public Safety Answering Points (PSAPs) for Management of Patients with Known or Suspected Ebola Virus Disease in the United States.

In the end, our health system is well aware of this disease. It is up to you to follow protocols that are designed to keep you safe. According to the Center for Disease Control, EMS personnel who develop sudden onset of fever, intense weakness or muscle pains, vomiting, diarrhea, or any signs of hemorrhage after an unprotected exposure (i.e., not wearing recommended PPE at the time of patient contact or through direct contact to blood or body fluids) to a patient with suspected or confirmed Ebola should: Not report to work or immediately stop working and isolate themselves; Notify your supervisor, who should notify local and state health departments; Contact occupational health/supervisor for assessment and access to post-exposure management services; and Comply with work exclusions until you are deemed no longer infectious to others.

Obituary Harvey Eisner Passes

It is with extreme sadness that Fire News announces that Firehouse Magazine Editorin-Chief Emeritus, Former Tenafly, New Jersey, Fire Chief and Honorary FDNY Assistant Chief Harvey Eisner has passed away from a heart attack. Harvey was a true friend to many of us and worked hard to positively represent the fire service. He will be missed by everyone whose life he touched.

Fire News will cover the funeral in its December issue.

Public Health Sectors Need Teamwork to Address Ebola Concerns

Mangeri On October 8, 2014, Thomas Eric Duncan, the first person ever diagnosed with Ebola in the United States, died at Texas Health Presbyterian Hospital in Dallas where he was being treated. This first case of Ebola Virus Disease (EVD) being diagnosed in the US reinforces the need for a comprehensive approach to community preparedness that includes public health, healthcare and emergency management.

This case illustrates the need to reinforce and strengthen our approach. The hospital initially failed to identify Duncan as a potential Ebola victim, delaying the notice to public health authorities.

Upon confirmation of Ebola, the public health system’s emergency preparedness and response protocols went into effect. Public health agencies implemented long-exercised response strategies to mitigate the threat to the community by tracking down and quarantining (as necessary) the more than 100 people who may have come into contact with Duncan.

As with any emergency operations strategy, flexibility and adaptability are essential for an effective response.

Establish Further Protocols

It is essential that the emergency management and public health preparedness professionals openly discuss the risks and vulnerabilities from health threats. Most hospitals are not public entities, therefore, more needs to be

done to mandate that hospital preparedness systems integrate with community public health and emergency management systems.

For example, protocols need to be put in place requiring public safety answering points (PSAP) telecommunicators (911 operators) to ask additional questions when someone requests response for a medical emergency.

Just like requests for law enforcement or fire response, more information often leads to a safer response for all involved.

The Centers for Disease Control (CDC) recently issued a document, which provides PSAPs with guidance about how to respond to patients with suspected Ebola symptoms as well as how to address community inquiries.

Learn From Other Agencies?

Several agencies have implemented such enhanced protocols. For example, the New York Fire Department has recently changed its dispatch protocols for those seeking EMS for medical emergencies. Callers who complain of flu-like symptoms are being asked about their travel history and if they may have encountered individuals infected with Ebola. This information is transmitted to responders, giving them the opportunity to take additional precautions. Responders don proper personal protective equipment (PPE) and implement respiratory and body-substance isolation precautions to protect themselves and hospital profes-

sionals prior to attending to the patient.

Why Ebola Should Not Cause Panic

Despite the media’s reaction to the Duncan case, neither the public nor healthcare providers should panic about the emergence of Ebola in the US. For one thing, Ebola is not considered highly contagious — the risk of infection from other highly communicable diseases such as measles, norovirus, chicken pox and even influenza are greater.

The challenge of Ebola is identifying potential patients with symptoms. Such symptoms may appear anywhere from two to 21 days after contact with the blood or body fluids of a person who is sick with Ebola, but the average is eight to 10 days. Symptoms include: fever greater than 101.5; severe headache; muscle pain and weakness; diarrhea; and vomiting and/or abdominal pain Patients are not considered contagious until symptoms are present. The CDC has provided patient assessment recommendations for EMS providers. (continued on page 13)

Obituary

LODD: Firefighter Allen Westby On September 22, 2014, following a response to an automatic alarm, Firefighter Allen Westby passed away. Allen, who was with the East Islip Fire Department, was found deceased at his residence the morning after responding. Firefighter Westby was a past-Commissioner, a pastCaptain and a 43-year member of the East Islip Fire Department. He leaves behind a wife and two sons.

Firefighter Allen Westby will be missed by everyone whose life he touched. Donations in Firefighter Westby’s name may be made to St. Jude Children's Research Hospital.

New Mutual Aid System for Selden/Centereach

Recently, the Selden Fire Department responded to a fire at a twostory private dwelling located on Franklin Avenue. Assistant Chief Michael Matteo was the first to arrive on scene and reported fire on both floors and in the attic. Selden firefighters quickly attacked the fire, successfully containing it. Approximately 40 firefighters from Selden, Centereach, Coram and Terryville fought the fire.

This fire was one of the first tests of a new automatic mutual aid agreement between Selden and its western neighbor, Centereach.

“It’s a new policy designed to supplement daytime firefighting coverage in both of our communities,” said Chief Matteo. “It’s proven very effective so far, as evidenced by the response today."

Vacant House Fire in Hempstead

The Hempstead Fire Department was alerted for a house fire on Searing Street on September 6, 2014.

First arriving units encountered fire showing from the 1-4 corner on the first floor. First-due Engine 1 put two lines into operation, knocking down the fire quickly and bringing it under control in about 30 minutes. The house was found to be vacant. Mutual aid was provided to the scene and for standby from Baldwin, Uniondale, West Hempstead, South Hempstead and the Mineola Volunteer Ambulance Corps. Hempstead First Assistant Chief Faulk was in command of the scene.

Kitchen Fire in Jericho

On August 22, 2014, Jericho Fire District Communications received a call from Firecom reporting a kitchen fire at a residence on Maytime Drive. Immediately Dispatch put the call out to Companies 1, 2, 3, and 4. Paramedic unit 9499 also responded, as did the RIT from Syosset. Within 15 minutes of arrival all visible

Holtsville House Fire

On August 12, 2014, the Holtsville Fire Department was called to Boxwood Lane for a reported bedroom fire. Upon arrival a line was quickly stretched and the fire was knocked down in minutes.

Mutual aid came from Medford for an engine to the scene and RIT from Farmingville. The occupants of the home were able to escape without injury.

If PSAP advises the patient is suspected of having Ebola, EMS personnel should put on appropriate PPE before entering the scene; Keep the patient separated from other persons as much as possible; Use caution when approaching a patient with Ebola. Illness can cause delirium and erratic behavior that can place EMS personnel at risk of infection, e.g., flailing or staggering.

If the patient has symptoms of Ebola, ask the patient about risk factors within the past three weeks before the onset of symptoms, including: Have you come into contact with blood or body fluids of a patient known to have or suspected to have Ebola?

Have you resided in — or travelled to — a country where an Ebola outbreak is occurring? (A list of impacted countires can be accessed at www.cdc.gov/vhf/ebola/outbreaks/2014-west-africa/index.html); Have you handled bats or nonhuman primates from disease-endemic areas?

To mitigate the risk, every EMS agency should have an exposure control plan designed to minimize exposure risk and protect both the patient and the responders. The Occupational Safety and Health Administration (OSHA) requires all public safety professionals to have annual training in infection control and risks from blood-borne pathogens, but increasing training opportunities will increase confidence in the protocols that keep everyone safe.

Fire on Old Pilgrim State Grounds

On September 14, 2014, FRES gave the Brentwood Fire Department a call from a passerby reporting smoke from an apparently abandoned building on the grounds of the Pilgrim State Hospital. With Assistant Chief John Boyle in charge, the building was found next to the old firehouse. Mutual aid was requested from Central Islip for the RIT, Commack for a ladder, and East Brentwood for stand by at Brentwood’s HQ. It was reported that

there were two separate fires in the same building. Two lines were stretched and put into operation. Two tower ladders went into operation as well, pulling boards off windows and cutting away window bars. The incident was brought under control shortly. Brentwood Legion Ambulance was on scene and transported one firefighter with minor injuries.

Recently I attended a conference in Arizona sponsored by the Fire Department Safety Officers Association. If you were like me, one of the over 180 attendees, you found numerous ‘take aways.’ If you can get there, the next one is in 2015 will be in Fort Lauderdale, Florida.

My good friend Chief Gary Curmode (GCurmode@cmcmdi.com) of the Copper Mountain Fire Department Colorado, said, “Taking the FDSOA Incident Safety Officers exam led to our firefighters having less injuries, better attendance, more pride in their work, and their situational awareness was increased.”

I totally agree. There were numerous subjects and topics covered for safety officers and non-safety officers. I guess one of the most important was the presentation of the Yarnell Hill Fire which happened in June 2013. What made this fire so important to study is the number of firefighters lost. If you don’t know about the Yarnell Hill Fire, go to www.wildfirelessons.net/YarnellHill. This is the Yarnell Hill Serious Accident Investigation, a report by Arizona Division of Occupational Safety and Health. It is a report along with a video and much detail of the incident. The Yarnell Hill Fire was a ‘brush fire’ which was a half-acre when first spotted and wound up taking the lives of 19 Hotshots, millions of damages to homes and covering over 36-square miles and much more.

There were numerous issues that led up to the death of these 19 bravest of the bravest that is important to all of us. The Hotshots are extremely physically fit, and fight fire with shovels, axes and saws. One of the biggest outcries from their loved ones, as reported at the class at the FDSOA, was the fact that command did not know where the Hotshots were.

As per the report, there are over $34 million in lawsuits. Apparently, the Hotshots did not know where they exactly were either. There were hundreds of firefighters standing by to rescue them, numerous aviation apparatus, and no one could say exactly where they were.

They had a safe zone, which when they were located, was only 600 yards away. I feel we should be doing more in the area of accountability; we must know exactly where our responders are at all times, whatever the cost!

With the technology today, everyone on scene should have a GPS on them. Everyone on scene should be on the computer exactly indicating to the Incident Commander where they are. Why, with all the technology, do we have to search when there is a Mayday.

Shouldn’t we know at all times where everyone is? I was recently speaking with a battalion chief from Arizona and I asked why we don’t have GPS on every person on scene; what do you think the answer was? We don’t have enough money! Isn't that usually the answer?

in my head, on one side of the scale is a first responder, on the other side is the item that could save his or her life and I see which way it tips. If we don’t have enough money to prevent the injury or fatality then we flunked math, because the first responder safety should always tip the scale in their favor.

I have an app that can find my phone anywhere in the world, hunters can track their dogs for over five miles, airlines and boats have Emergency Locator Transmitters (ELTs), etc.

Are we going to start thinking more about our first responders and making sure we do all we can so “Everyone goes home?”

A few fire districts have a safety line in their budget, some take what they need from other budget categories. It may sound silly, but why not start with the entire budget, all the money, providing for the safety of our first responders and whatever other categories may need we take it from what’s leftover!

The cost of a serious injury or fatality is the most expensive item in the budget. Overall we do a decent job in providing for the safety of the first responder, but there is a lot more work to be done.

Compactor Burns at Smith Haven Mall

On September 21, 2014, the Centereach Fire Department responded to a fire in a large compactor at the Smith Haven Mall. Units arrived to find the compactor burning under a ventilation area by Macy’s. Units quickly doused the fire and used a winch to pull the compactor away from the building.

Freeport Vacant House Fire The Freeport Fire Department was alerted for a house fire on September 2, 2014, at the intersection of Raynor and Bedell Streets.

First to arrive was Third Assistant Chief Colgan who encountered a two-story home with heavy fire on the first floor rear. First-due Engine 212 stretched multiple lines, as did second-due Engine 216. Tiller 218 had the front and put its ladder to the second floor as its crew and the crews from Ladder 217 and Heavy Rescue 217-2 laddered, searched and vented the house. The house was found to be vacant. Assistant Chiefs Butler, Vancott and Colgan handled the fire attack. Mutual aid was provided to the scene by the Bellmore- Merrick Ambulance Corps, Baldwin’s FAST unit and North Merrick. Freeport Chief of Department Walsh was in charge of the scene.

Vacant House Fire in Islip Terrace

On August 11, 2014, the Islip Terrace Fire Department activated for a structure fire in the vicinity of Andrew Avenue and Kunigunda Place. Under the direction of Frank Cuoco, 3-6-30, arriving units found a boarded and apparently vacant structure. Mutual aid to

Wyandanch House Fire On August 31, 2014, the Wyandanch Fire Company was alerted for a house fire on Doe Street. First arriving units encountered heavy smoke coming from a single-story home with fire located in a bedroom on exposure 3. The fire vented out the window and a door on exposure 4. Engine 1-103 was first due and stretched a line into the house and had the fire knocked down and under control in about 30 minutes. The crews from Engine 1-1-0, 1-10-4 and Heavy Rescue 1-10-8 searched and vented the house with all searches negative. First Assistant Chief Brown was in charge of the scene.

2 Days, 2 Fires The Manhasset-Lakeville Fire Department responded to its second working fire — a basement fire on Rose Lane — in two days on the morning of June 8, 2014. Handlines were stretched into the ranch-style house while truck companies opened up. New Hyde Park responded as the FAST unit.

Garden City House Fire The Garden City Fire Department responded to a house fire on September 27, 2014, on Terrace Park.

The fire was believed to have started in the kitchen area and then spread into the attic area. Mutual aid companies from surrounding departments assisted.

House Fire in Lakeland In the early morning of September 29, 2014, the Lakeland Fire Department was alerted for a house fire on Express Drive North. First arriving units encountered a one-story home with heavy fire showing from the 1-2 exposure that went through the roof. First-due Engine 3-13-5 stretched multiple handlines as Ladder 3-13-3 took the front of the house. Crews searched and vented the house with all searches negative. It took about an hour to bring the fire under control with the house suffering heavy damage. Mutual aid was provided to the scene by Hauppauge, Ronkonkoma, Holbrook and Nesconset.

Commack Store Fire The Commack Fire Department responded to a fire at the Ralph’s Italian Ice, Nathans and Lorenzo’s Pizza stores located on Commack Road on October 8, 2014. The store was open and it appeared a fire broke out in the kitchen and quickly spread through the structure. No injuries were reported and it took firefighters about 30 minutes to bring the blaze under control.

Fire at Scrap Metal Facility

The Westbury Fire Department responded to a fire in a commercial scrap metal facility on Kinkel Street in New Cassel on October 13, 2014. The fire appeared to have started from debris being recycled. Massapequa Blaze

On October 6, 2014, the Massapequa Fire Department was alerted for a house fire on Brewster Road. First arriving units had smoke coming from the home and a fire located in the attic above the kitchen on the 2-3 exposure. First-due Engine 6311 stretched two lines, while Ladder 632 took the front of the house and Ladder 636 took the rear. The fire was contained to the kitchen and attic area and under control in about 20 minutes. Seaford was requested for a FAST unit. Chief of Department Keuchler was in charge of the operation.

A house fire on Willow Avenue in Hempstead caused substantial damage on September 19, 2014. Hempstead firefighters arrived to heavy smoke pouring from the house. No one was home at the time of the blaze.

Kings Park Blaze

The Kings Park Fire Department responded to a working house fire on Carlson Avenue in Kings Park on September 21, 2014. Upon arrival, a heavy fire condition was present on the first floor extending to the second floor. PSEG was requested for live wires down in the street. Mutual aid RIT was requested from Commack, while an engine from Smithtown and ambulance from Commack stood by at Kings Park HQ. It took 30 minutes to bring the blaze under control. The Smithtown Fire Marshal along with Suffolk Police Arson Squad was called to investigate the cause which appeared to be suspicious in nature due to the large amount of fire present upon arrival of firefighters.

House Fire in Islip Terrace

On September 8, 2014, Firecom notified the Islip Terrace Fire Department of a residential structure fire on Juniper Street. Chief Frank Cuoco arrived on scene and saw smoke showing and requested mutual aid from Islip for the RIT, East Islip for a ladder, and Central Islip for an engine. Great River stood by at Islip Terrace’s HQ. Extensive overhaul was performed and, while searching, found a dog hiding under the deck.

Cupsogue Beach Hut Destroyed

On September 13, 2014, firefighters responded to the report of a fire at the Cupsogue Beach Pavillion in Westhampton. Some 20 different departments eventually responded, but the building was a total loss.

Empty House Burns The Manhasset-Lakeville Fire Department battled a house fire that gutted a Plandome Manor home on Gristmill Lane on June 7, 2014. Heavy smoke was evident at the unoccupied house on arrival and was quickly followed by a heavy fire condition. The roof of the home eventually collapsed but all firefighters had taken exterior positions. Several firefighters were treated for heat exhaustion but there were no serious injuries.

Once Again at Middle Island Apt. Fire

In the early morning of July 8, 2014, the Middle Island Fire Department was activated for a structure fire at a apartment complex on Tudor Lane. Upon arrival command saw heavy smoke conditions pushing from the front of the building and fire blowing out the rear of the first floor. Middle Island’s tower ladder quickly stretched a line to the rear with a aggressive attack containing the fire to one unit. Mutual aid was requested from Coram, Ridge, Yaphank and Gordon Heights. Middle Island had a fire in the same complex five days prior.

The Uniondale Fire Department responded to a reported house fire on July 8, 2014. Dispatchers advised there were multiple calls coming in with possible occupants trapped in the basement. 18 Seniors Displaced in Hempstead A fire broke out on June 6, 2014, at the Town of Hempstead Senior Citizen Housing Complex on Jerusalem Avenue in Uniondale. Firefighters were on the scene and several surrounding departments were summoned to assist. An investigation was done by County fire marshals and police. The Red Cross was called to the scene to assist some of the 18 occupants who were displaced.

Equipment Destroyed in Bay Shore Fire The Bay Shore Fire Department responded to a Redington Street business on September 25, 2014, for a reported structure fire. Upon the arrival of Engine 3-1-3 and First Assistant Chief Ippolito, two vehicles were found burning in an outside mechanic’s bay. Chief of Department Butler arrived shortly after and took command, followed by Engine 3-1-1 and Ladders 3-14, 3-17. One line was put into operation to extinguish the fire that destroyed a bobcat and the cab of a tractor-trailer.

SUNY Stony Brook Tower Fire On September 24, 2014 the Setauket Fire Department and SUNY Stony Brook Fire Marshals responded to a commercial structure fire in the Math Tower of Stony Brook University. According to a spokesman for Stony Brook University, the fire was electrical and started on the third floor of the Math Tower. One Stony Brook University staff member and two fire marshals were transported to Stony Brook University Hospital with smoke inhalation. They were both released. According to officials the fire was the result of a problem in an air conditioning unit. Setauket, Port Jefferson, Selden, Centereach, St. James, Stony Brook, Nesconset, Port Jefferson Volunteer Ambulance and Stony Brook Volunteer Ambulance responded as mutual aid.

Power Surge Fire in Hauppauge

The Hauppauge Fire Department responded to a house fire on Swallow Lane on September 25, 2014. Upon arrival, firefighters were confronted with an electrical fire at the panel extending to the contents of a room. A primary wire on Old Willets Path apparently was down causing a power surge in the area and subsequent fire

occurred at the residence. Engine 384 quickly stretched a 1-3/4 inch handline, extinguishing the fire, while the crew of Rescue 389 opened up and overhauled. Operations were under the command of 38-30.

Lakeland Stops Vehicle Fire

In the early morning hours of August 15, 2014, the Lakeland Fire Department was activated for a vehicle fire on Rosevale Avenue.

Upon arrival, commanding units were met with a working fire in the driveway of an occupied residence. The vehicle was close enough to the structure to melt the home’s vinyl siding. The fire was quickly knocked down and controlled without further incident. No injuries were reported.

EMS ACROSS THE ISLAND Two Teens Injured Water Rescue in Greenlawn Crash Off Smithtown

The Greenlawn Fire Department responded to an MVA on July 9, 2014, after a car struck a tree on Cuba Hill Road near Elbormar Drive. Two teenagers suffered minor injuries and were transported to Huntington Hospital by the Greenlawn Rescue Squad. About 20 Fire/EMS personnel were on the scene with two ambulances and a rescue truck, under the command of Assistant Chiefs Kurt Allen and Mike Zeis. Crews also applied an absorbent for a resulting fuel spill.

The Smithtown Fire Department was toned out for a \water rescue on September 7, 2014, in the vicinity of Oakside Drive on the Nissequogue River. A solo kayaker bogged down in low tide and needed assistance to exit the river. Smithtown set up command from its side of the river and observed a second kayaker at the scene, who was able to secure the kayak and rider who needed assistance and guided her towards shore. Due to the low tide, and difficulty accessing the shore from the River, Rescue 4-2-9 opened an extension ladder and lowered it towards the river so the two kayakers could make their way onto shore. SFD accessed their rescue boat. Suffolk PD Aviation dispatched a helicopter to the scene.

On scene were Chiefs 4-2-30 (Sisino) and 4-2-33 (Fitzpatrick), Rescue 4-2-9, Engine 4-2-4, Fire Police 10A and Ambulance 4-2-62.

Osprey Rescue in Wantagh On September 6, 2014, the Wantagh Fire Department was called to Wantagh Park to assist in the saving of an osprey. Tower Ladder 1 was dispatched to the east side of the park where a young osprey was entangled in wires atop a 100-foot light tower. The wire was wrapped around the leg of the youngster allowing it to fly only two feet from his nest. The bucket was set up below the tower and a firefighter along with a Nassau County ESU officer and an SPCA agent ascended. The agent was able to calm the bird who was flailing about, untangle the wire and pressed the bird upon her chest as they descended to the ground and took the bird to a vet for a checkup and later release.

Construction Accident in Holtsville On July 27, 2014, the Holtsville Fire Department was activated for a motor vehicle accident at the intersection of Express Drive North and Waverly Avenue.

Upon arrival Paramedic Nick Morrano realized it was actually a construction related accident in the parking lot of the Waverly Plaza shopping center, where construction workers backed up over one of the men with a bobcat. The patient was transported to Stony Brook Hospital via a Holtsville ambulance.

Bicyclist Injured in W. Babylon On September 25, 2014, the West Babylon Fire Department responded to Arnold Avenue and Great East Neck Road for a bicyclist struck by a van. The cyclist was seriously injured and was treated at the scene by the crew of Ambulance 1-9-9. The crews from Engine 1-9-3 and Heavy Rescue 1-9-15 secured a landing zone at West Babylon High School for a Suffolk County Police helicopter that transported the cyclist to Southside Hospital in Bay Shore. Chief of Department McArdle was in charge of units on scene.

Mastic Heavy Rescue On September 27, 2014, the Mastic Fire Department was requested to the scene of an MVA at Mastic Road and Market Street. Upon arrival, the Mastic Ambulance Company was treating the driver of each vehicle and requested that the door be taken off one vehicle. The crew of Mastic Heavy Rescue 5-12-10 made quick work of removing the driver’s door and assisted the ambulance company in packaging that driver for transport. Mastic Ambulance responded with 5-37-19 and a mutual aid ambulance from Mastic Beach 5-39-19 also responded and transported the driver of a taxi involved. Both drivers were transported to Brookhaven Medical Center.

Standing Fast in Wantagh Recently, Wantagh firefighters had to “stand-fast” as an examination was made of a Neptune Avenue home in Seaford Harbor, after a truck struck wires and tore the service from the home. The accident caused a minor fire which was extinguished by the homeowner.

FAA Drill at LI MacArthur Long Island MacArthur Airport conducted its Triennial FAA Part 139 Exercise on September 28, 2014. The full-scale MCI drill consisted of a simulated aircraft accident with over 40 victims, extrication, fire suppression, triage, transport and traffic control.

Numerous area fire departments and ambulance squads participated in the exercise, which also included agencies from the Town of Islip MacArthur CFR, HazMat and Public Safety; New York State Homeland Security and Emergency Management; Suffolk County FRES, EMS, and Police; and the American Red Cross.

Nine Suffolk County hospitals also took part in the drill and received patients for evaluation. Several school buses supplied by Suffolk Transportation Service were used to simulate the aircraft fuselage.

MVA with Extrication

On August 9, 2014, Manhasset-Lakeville Fire Department Companies 3, 4, 5 and the Ambulance Unit were dispatched to Great Neck Road for an overturned automobile with entrapment and possible fire. Deputy Chief Candan (8704) was the first unit to arrive and advised that he had one vehicle on its side with entrap-

ment and no fire. Nassau County PD Emergency Service Unit 2424 arrived along with Engine 8740 and Ambulance 8767 and began extricating the victim. The extrication took less than 10 minutes and the victim was transported to the hospital by Ambulance 8767.

Dix Hills Responds to Car into Pole The Dix Hills Fire Department responded to a crash on Carlls Straight Path and the North Service Roads on July 12, 2014. The driver suffered non-life threatening injuries after the car struck a utility pole. The driver was aided by Dix Hills Rescue Squad personnel and transported to Huntington Hospital. An ambulance, heavy rescue truck, first responder and paramedic units were on the scene, under the direction of Third Assistant Chief Alan Berkowitz.

Hempstead Nassau County police took the driver of a truck into custody for a medical evaluation after he slammed his vehicle into the front wall of his West Hempstead home on Woodlawn Road on August 22, 2014. East Williston MVA Two people were injured early on August 30, 2014, when their SUV left the roadway, struck a tree, and overturned on Roslyn Road just north of Hillside Avenue in East Williston. East Williston firefighters and police ESU used hydraulic tools to remove the roof of the vehicle to reach the trapped driver.

MVA, Leaving Scene in Deer Park On August 30, 2014, the Deer Park Fire Department responded to an MVA at the corner of Deer Park Avenue and Old Country Road. Upon arriving, Chief Phil Scarfi and the responding ambulances found an SUV had hit a telephone pole with such force that the traffic light came crashing down on the opposite side of the road. The driver had exited the vehicle before Deer Park was on the scene. A Suffolk Police K-9 unit located the driver at a house down the street. He required medical attention and was transported to Good Samaritan Hospital in West Islip.

Fire, Then Crash in Huntington While returning from the scene of a building fire on August 16, 2014, firefighters came across an accident on Main and Wall Streets in Huntington Village. An engine from the Halesite Fire Department was first on the scene and crews immediately began patient care. The Huntington rescue truck arrived with an engine from Cold Spring Harbor, and their crews worked together to extricate the driver who was involved in a crash with a truck. An ambulance from the Huntington Community First Aid Squad transported the patient to Huntington Hospital. About 20 firefighters were at the scene under the command of Chief Robert Berry and Third Assistant Chief Brian Keane.

Pole Down in Wantagh MVA Wantagh firefighters spread a drying agent after a car struck a pole on North Jerusalem Road near Loring Road, on September 25, 2014. The pole caused the closing of the street after primary wires went down. The female driver of the car was taken to NUMC with non-life threatening injuries.

Port Jeff MVA Recently, the Suffolk County Police Department and Port Jefferson Fire Department were notified of a motor vehicle accident with a vehicle overturned.

Upon arrival of Suffolk Police, radio transmissions indicated that officers had pulled two people from the vehicle, which had landed on the passenger side after striking a lamp post. Port Jefferson Fire Department responded to secure and stabilize the vehicle. Suffolk County Police Emergency Service Unit (ESU-5) arrived shortly after fire department and uprighted the vehicle.

NFPA Seminar On September 3, 2014, the Selden Fire Department hosted a NFPA 1851 seminar by Hi-Tech Fire and Safety. The seminar was a great source of information about the protective clothing firefighters use daily. The seminar had 29 departments represented; Bayport, Bohemia, Brookhaven, Centereach, Central Islip, Cherry Grove, Coram, Davis Park, Farmingville, Halesite, Islip, Islip Fire Marshall, Kings Park, Mastic, Mastic Beach, Miller Place, Nesconset, North Patchogue, Port Jefferson, Riverhead, Ronkonkoma, Sayville, Setauket, Smithtown, Terryville, West Sayville, Wyandanch and Yaphank. 9/11 Essay Contest in Deer Park The Deer Park Fire Department held an essay writing contest within the Deer Park School system based on the question, “Why Is It Important For Us To Remember What Happen On 9-11-01?” On September 6, 2014, at Deer Park Fire Departments Remembrance Ceremony, the winners of the contest were presented with a certificate from the Town of Babylon, represented by Councilman Tom Donnelly, and a gift card from the Deer Park Fire Department, presented by Chief Larry Bradbury and ex-Chief Thomas Richardson. The winners were Matthew Heinen, a seventh grader from Robert Frost Middle School and Joe Thomas an eleventh grader from Deer Park High School (Joe was unable to attend and his dad, Brian Thomas, accepted the award for him).

6th Battalion Drill and Parade

The Sixth Battalion Drill and Parade, hosted by the Wantagh Fire Department, was held the weekend of September 12 and 13, 2014. Friday evening saw teams competing in an “Old Fashion Drill” at the Four Towns Training Center in Merrick. The parade was held on Saturday evening between raindrops and all went off well.

Winners in the Old Fashion were 1st Place - Merrick/North Merrick, 2nd Place North Bellmore, 3rd Place - Bellmore, 4th Place - East Meadow and 5th Place - Seaford.

Results in the parade were Bellmore in 1st Place with over 150 in line, North Massapequa in 1st Place with 150 and under in line. North Merrick’ s Color Guard took 1st Place while the Nassau County Emerald Society Pipe and Drums, marching with East Meadow took 1st Place. The East Meadow Ladies Auxiliary placed 1st and Bellmore's Explorers placed 1st. Trophies were awarded at the conclusion of the festivities.

Northport Fire Prevention On September 27, 2014, the Northport Volunteer Fire Department held its 19th annual open house for children six-years old and younger, "Meet Your Friend the Firefighter," under the direction of Rescue Squad ex-Captain James Mahoney. Stations were set up for car seat safety, bicycle helmet fitting, experiencing simulated smoke in a house fire, how to escape a house fire, learning stop, drop and roll, and seeing a fireman in protective gear.

Kids were able to tour the advanced life support ambulance and climb on the fire truck. Over 300 people came to the event.

The Firehouse Kitchen As I arrived at the Dix Hills Fire Department, I was greeted by Chief Bill Steo and Firefighter Chloe Dubin. “There are not too many female firefighters,” I said to Chloe, “and you are the first one to be cooking on Firehouse Kitchen.” With that said, Chief Steo said, “Not too many female firefighters? We have six here at Dix Hills.” In Bayport, there is only one female firefighter and she has just joined. In the New York City fire department, out of 12,000 firemen, maybe 50 are women. Therefore, this ratio at the Dix Hills was phenomenal.

Onto the cooking! Firefighter Dubin has been cooking for Dix Hills since she joined. This day, she made a beer braised, stuffed chicken breast, which was mouth-watering. I never had chicken breast with beer and brown sugar in the recipe, but the flavor was out of this world. It had a little kick in the end from the mustard seeds (see recipe). For something with such an explosive taste, it was fairly easy to prepare. Basically stir fry up vegetables, add brown sugar to carmelize, stuff it in chicken with some cheese, bake for 45 minutes and voila! You have a new take on baked chicken!

Another interesting bit in this episode of Firehouse Kitchen, involved my Fire Fact. We spoke about and reenacted the bail-out system. At the end of the reenactment, I had the firefighter remove helmet and mask. To the audience’s surprise, it was Chief Steo’s daughter performing a perfect bail-out!

My day with the Dix Hills Fire Department came to a close and left me mulling back over all the great “firsts” of the show. One, the first female firefighter guest cook; two, the first I ever had

Stir fry mushrooms and onions, add brown sugar to caramelize. When carmelized, add mustard seeds. Lay chicken out — season with salt and pepper. Place cheese on chicken and add stir-fry vegetables on top. Roll chicken. Heat olive oil and butter in frying pan. Sear chicken in pan, add beer, chicken broth and rest of vegetables/ingredients. Bring to boil.

Place chicken and contents of frying pan into cooking pan. Bake on 350 degrees for 45 minutes. When plating, remove bay leaves. Use extra juice as gravy and enjoy!

Explorer Post 590 Installation

The Third Annual Installation of Officers of Explorer Post 690 of the Wantagh Fire Department was held on October 5, 2014, at Fire Headquarters. The ceremonies began with the swearing in of the new Explorer officers, Captain Dan Masi, Lieutenant Emily Caledron and Lieutenant Brian Newins. Following the swearing in of Explorers and fire department personal involved in the program, the presentation of awards were made. The Explorers were honored with Three Year Tenure Awards, 90 percent or better Attendance Awards, Achieving 60 Hours of Training in Fire and Emergency Services and Fire Prevention consisting of eight hours of instruction along with assisting in two Fire Prevention Activities.

Ex-Captain Dave Goetz of Fire Police was honored for his contributions and service to the Explorer Program and ex-Captain Greg Sablic of Rescue 2 was honored for his 50-years of service to the Wantagh Fire Department, the community as well as the Explorer Program. Nassau Fire Riders Xmas in June The Nassau County Fire Riders would like to thank all the supporting clubs and riders that showed for its Annual Xmas in June Run to St. Chris. There is nothing more important than seeing a smile on a child’s face when Santa comes rolling up with a gift for them. Applebee’s supports this event every year and does a great job at the startinng point. There were 385 bikes in this year’s event which ended up at Tappin Beach for a BBQ and great music by Chicken Head (Thanks, also, to Chicken Head for donating their time to the cause).

Centereach FD 9/11 Memorial Legislator Tom Muratore (R-Ronkonkoma) joined the Centereach Fire Department at their September 11 Memorial to honor the fallen heroes from that tragic day in American history. Nassau County Juniors in MDA Fair The Electrical Welfare Club of the IBEW held their 36th Annual Muscular Dystrophy Association of Nassau, Suffolk and Queens Family Day at Belmont Racetrack.

They had a nice day of fun and games provided by the organization. Elmont Juniors took the kids for fire truck rides and helped the kids shoot some water. Each year the juniors are asked to help spread some happiness with these kids. The juniors look forward each year to help out.

Supervisor Ed Romaine and the Town Council lead a Moment of Silence as they paid respects to those who lost their lives in the terrorist attacks in New York City, the Pentagon and Shanksville, Pennsylvania, on September 11, 2001. During the ceremony, which was held at the Town Hall 9-11 Memorial, Reverend Beresford Adams from the Faith Baptist Church offered a special prayer in memory of all the lives that were lost and a bell was struck five times to signal the traditional “back to base” in honor of the firefighters, police and emergency service personnel who died at the World Trade Center. The 9-11 Memorial is located behind Town Hall near the fitness path.

Remembering 9/11

Richard Hulse of Fort Lawn will always remember September 11, 2001. He lost three friends and 343 brothers that day.

Hulse is a former Chief of the Greenport Fire Department. He knew three of the firemen killed when the Twin Towers fell that day.

“Two of them were instructors for the Suffolk County Fire Academy that I attended. September 11 happened, and ever since then I decided to hold this memorial, because I’m not going to forget it, and I hope other people don’t,” he said.

For the past few years, Hulse has spearheaded the 9-11 remembrances in Fort Lawn, South Carolina.

Hulse remembers that on the day it happened, he and his wife were in Gatlinburg, Tennessee, and they spent the day clustered around the television in their hotel. Then the reports of brother firefighters that he knew were missing and killed came in.

Hulse and sculptor Bob Doster designed and got the materials (from the steel of the Twin Towers) for the 9-11 monument in front of the Fort Lawn Community Center.

“It took about two-and-a-half years of letter writing and phone calls.

I finally got the materials delivered. I talked to Bob Doster and he said ‘sounds good. We’ll work on it,'’and he and I designed the monument.

We drew sketches and figured out what we wanted to do. We called it Rising to Heaven,” Hulse said.

It was in front of this memorial that Hulse, in full Greenport Fire Department dress uniform, led this year’s memorial. Members of the Fort Lawn Fire Department also turned out in dress uniforms and took their place, honoring their brother firefighters.

Remembering is important to Hulse, and he believes, to the community.

“I don’t want people to forget what happened that day. The sacrifices these people made — not only the firemen, but the police, the Port Authority officers and the civilians, they all sacrificed an awful lot and I don’t think it should be forgotten,” he said. “It’s something the entirecountry has got to remember.”

Fort Lawn firefighter Jared Terry was 10 years old on September 11, 2001. He has been a firefighter for six years. Terry said there is a connection between himself and the firefighters who lost their lives that day.

“In the fire service, you hear about the word brotherhood a lot.

Brotherhood is hard to explain, it’s something that’s just there. And it doesn’t matter if you know them or not, or they’re half a world away, they’re your brothers,” he said.

Ask Hulse what he would say to the three guys he knew from FDNY (and all the firefighters from FDNY) and he responds with, “Job well done. You were a hero everyday, not just on 9-11.”

NYC to Montauk Bicycle Fundraiser

On September 14 and 15, 2014, the FDNY members of Engine 50, Ladder 19, and Battalion 26, with more than 100 cyclists rode their bikes from Ground Zero in New York City to Montauk Point Long Island to honor and remember the 343 firefightters who perished in the World Trade Center on September 11, 2001.

The riders departed from WTC Memorial Site at 0800, for the 90-mile ride to Riverhead on day one, making a stop at the Mastic Fire Department. Mastic’s Captain Joe Tufano and 343 rider and member Mike Buckhiet organized the rest stop. While taking a rest break there were plenty of energy snacks and drinks and even some time to catch the end of a football game.

The riders left with a send off from local residents and the Flag of Honor held over the street by Brookhaven Fire Department. Also honoring their send off was members of the Mastic Ambulance Company. They continued day two, leaving Riverhead at 0800 for the 45 mile ride to Montauk Point Lighthouse.

The money raised is donated to individual soldiers coming home from Iraq and Afghanistan who have sustained life-altering injuries in the line of battle to assist them in recovering and rejoining society, as we know it. Donations of all sizes and amounts to assist in this process to help these returning veterans are greatly appreciated. All donations are tax deductible. Greenlawn FD Dedicates Truck to Ex-Chief Dan Baudo

The Greenlawn Fire Department recently dedicated their new Quint to ex-Chief Dan Baudo, who served as Chief of the Department from 1985 to 86. Dan’s son Steve Baudo, an ex-Captain of the Hook and Ladder Company, nephew Junior Firefighter Jeff Klein, and other family members, friends, and fellow firefighters were on hand to dedicate the truck. The apparatus is a 2013 Inferno

by Ferrara with a 75-foot ladder and a full complement of heavy rescue tools. It is Greenlawn’s first-due piece of apparatus to fires and MVAs. Chief Scott Waryold welcomed the guests and spoke about Dan and the contributions he made to the department.

Terry Farrell Firefighters Fund

The Terry Farrell Firefighters Fund recently received a $5000 check from the LI 9/11 memorial Foundation. The check was presented in front of the WTC steel and plaque located at the LI Ducks Stadium. Accepting the check on behalf of the Terry Farrell Fund was Phil Tepe of Dix Hills, Brian Farrell and Mike Milner FDNY/R4 (ret.).The check was presented by Ken Dolan of the LI 9/11 Charity. The funds are being used to support the Terry Fund’s medical emergency program to assist firefighters and their families dealing with illnesses such as cancer. Badge of Courage Dinner Honors Island Park F.D.

The Nassau County Firefighters Museum & Education Center hosted its Annual Badge of Courage Dinner on October 10, 2014, on Museum Row in Uniondale. the museum honored Chief Anthony P. D’Esposito with the Firefighters Humanitarian Award.

Hurricane Sandy left a vast physical and emotional devastation in her wake. Flooding caused by Sandy destroyed the Island Park Fire Department’s trucks and ambulance, and heavily damaged the fire station facility. Despite nearly four feet of water in the firehouse, over 100 rescue personnel battled numerous house fires and conducted search-and-rescue efforts following the storm.

The Fire Department of Island Park — the small island-village with a motto of “The Little Town That Can” — was presented with the Firefighters Humanitarian Award, as will their Chief of Department, Anthony P. D’Esposito at the dinner.

“We are thrilled to honor the Island Park Fire Department and Chief D’Esposito with the Firefighters Humanitarian Award as they exemplify the type of heroic service that Nassau County relies upon in times of disaster,” said Alana Petrocelli, Executive Director of the Nassau County Firefighters Museum.

Telephone Thinking back to when I was a kid I remember the game “telephone,” in which you told one person in a line to repeat a sentence and see how much of the story changed by the time it reached the last person in the group. Funny how we revisit things in life. But understanding repair write ups sometimes is not a game.

When looking into repairing fire apparatus it’s important for technicians to get the facts. Today’s rigs are extremely complex with multiple systems running simultaneously, and when mechanics are faced with complaints about something not working properly, it is always key that the person experiencing the problem is actually writing the work order. Small details on what was going on when a problem arises will help in diagnosing a problem more quickly. Contacting a technician to look at a problem at the time you are experiencing trouble, if possible, is also a big help. Too many times members pass a message on to another member to explain a break down and the misunderstandings begin. There is nothing more frustrating then spending time on a problem that doesn’t exist, and as our rigs grow with technology the misunderstandings of how things work become a reality. As a technician in this industry, whether we outsource our repair work or provide inhouse service, we all look to keep the apparatus we work on in service and its down time to a minimum. It is never a good feeling for any mechanic to place a piece of equipment back in service and miss the complaint because of a poor write up. Ultimately it is a team effort to provide all the facts to safeguard our fleet, clear communication is key.

Centerport FD Hosts Huntington Town MCI Drill

Over 200 firefighters, emergency medical personnel and others participated in a Town of Huntington MCI Disaster Drill in Centerport on October 5, 2014. The scenario was hosted by the Centerport Fire Department and involved a collision between a speed boat and fishing boat in Northport Bay. This was a multi-agency response involving fire and EMS squads from Centerport, Northport, Halesite, Huntington, Huntington Manor, Dix Hills, Cold Spring Harbor, East Northport, Eaton’s Neck, Greenlawn, Melville and Commack. Also participating were Suffolk County FRES, Police, U.S. Coast Guard, Huntington Harbor Master and Huntington Hospital. Boats from various agencies rescued 30 victims portrayed by juniors from Northport, Greenlawn and Huntington. The drill was held under the command of Centerport Chief Nick Feeley, with logistics led by Suffolk Water Rescue Coordinator Jim Feeley.

Commack VAC Holds MCI Shooter Drill at School

The Commack Volunteer Ambulance Corps (CVAC) recently conducted a surprise MCI drill involving numerous patients with gunshot wounds at the North Ridge School on Town Line Road. The first arriving unit was met by crowds of distraught parents demanding help for their children. After a quick scene size-up, EMT-P Emily Bender established Incident Command, and requested additional units to respond.

The triage sector determined that there were 40 patients requiring medical aid, as well as 14 deceased. In addition to four ambulances from CVAC, ambulances were requested from Huntington Community First Aid Squad, Greenlawn, Dix Hills, East Northport, Northport, Smithtown and Kings Park FD's; Sayville Community, CI Hauppauge, and Brentwood Legion VACs. The Commack FD provided a bus to

transport patients, and assisted with the safety of responding departments. Suffolk Police 2nd and 4th Precinct units were also on scene.

Stony Brook VAC provided ambulance coverage to the CVAC District during the drill. The drill was observed by CVAC Medical Director Dr. Michael Guttenberg, Suffolk County Director of EMS and Public Health Robert Delagi, and Suffolk County FRES Coordinators Larry Schneckenburger and C.W. Schwalbe. The CVAC Youth Squad, under the direction of the CVAC officers, were responsible for setting up the drill. Youth Squad members were patients, along with East Northport FD Juniors, and friends and family members. Sixty CVAC members participated, as well as 65 volunteers from other departments.

Hendrickson Hosts Successful Open House

On Friday September 19, 2014, Hendrickson held a wet down and open house gala at their new facility in Islandia.

The event started in the afternoon with a lunch and mini-trade show, which featured over 25 of the industries largest suppliers. Over 20 new Spartan apparatus were on-site, as well as antique apparatus that have been restored by Hendrickson. The event was attended by over 300 officials as well as rank-and-file firefighters from throughout Long Island, Westchester and Rockland.

Father Kevin Smith dedicated the new state-of-the-art building which features 16 service bays, a 55-foot paint spray booth, large fire equipment show room, parts department and conference space to host truck committee meetings. The evening gala featured a nice dinner, giveaways and a live band.

Memorial Services at Seaford FD

The Seaford Fire Department held its Annual Memorial Service, at its headquarters on October 4, 2014, to honor and eulogize the members of the Seaford Hook Ladder and Engine Company No. 1 who have answered their last call since the department’s inception.

Ex-Chief Wes Weeks was the master of ceremonies. Department Chaplain Monsignor Steve Camp gave the Invocation and Benediction and Company President Robert O’Keefe and Chief Paul Lochner thanked all those who made the service possible. The

ceremony includes the reading of the name of each departed member and the striking of the department’s fire bell as each name was read. The service concluded by the placing of a wreath at the departments “Old Fire Bell.” Pipe and drum music during the wreath placing ceremony was provided by Roland Davidson and John Urrutin of American Legion Post 1015.

Huntington Manor Remembers Peter Nelson on 9/11

The Huntington Manor Fire Department held a 9/11 Candlelight Memorial Service for Chief Peter Nelson, also a firefighter with FDNY Rescue Company 4, who was killed in the attack on the World Trade Center on September 11. Firefighters, family, friends and residents of the community gathered for the nighttime service at Peter Nelson Park on Oakwood Road in Huntington Station. First Assistant Chief Frank McQuade welcomed everyone, followed by a prayer from Department Chaplain Deacon Ed Billia. Candles were passed around and lit and Chief Fred Steenson, Jr., spoke about 9/11 and the loss of a good friend and dedicated firefighter. Chaplain Tom Petriano offered prayer and the service concluded with the singing of “Amazing Grace,� by Firefighter Jim Fawcett.

Edward Ceglia, 70, of Greenlawn, Answers Last Alarm

The Greenlawn Fire Department mourned the loss of Firefighter Edward Ceglia, 70, who answered his last alarm of August 5, 2014. Ceglia had over 30 years of service as a member of Greenlawn’s Hose Company. Ed was a car enthusiast who served on the Antique Truck Committee for the department’s 1930 Hahn pumper. He owned two classic cars, a 1957 Ford Thunderbird and a 1966 GMC pickup truck which he enjoyed taking to local car shows. Ed was a fixture at the annual Greenlawn Fireman’s Fair, where he worked the plants-and-vegetables booth for many years, then later handled security at the rear entrance to the firehouse. Ed was a landscaper by trade and owned Green Fields Landscaping. He is survived by his wife, Leona. Visitation and Firematic Services were held at Nolan Funeral Home in Northport, with Funeral Mass at Our Lady Queen of Martyrs Church in Centerport. Burial followed at St. Patrick’s Cemetery in Huntington. In Ed’s memory, donations to the Greenlawn Fire Department Rescue Squad, 23 Boulevard Avenue, Greenlawn, NY 11740, would be appreciated.

Huntington Ex-Chief Howard ‘Skip’ Riggs Mourned

The Huntington Fire Department held a memorial service on August 10, 2014 for exChief Howard “Skip” Riggs, 77, who passed away on July 16, 2014, in Fort Myers, Florida.

Riggs joined the Hook and Ladder Company in 1963. He was elected to Second Lieutenant in 1968, First Lieutenant in 1971, and Captain in 1972. Skip then worked his way up the Deputy Chief ranks, and was elected Chief of Department in 1980-1982.

He served on committees for fire prevention, training, and the department’s 1922 American LaFrance antique engine. He later went on the

inactive roles in 1984.

Chief Riggs was also known by many in the villages throughout Huntington where he served as a seasonal police officer for many years.

Riggs is survived by his wife Dorothy, daughter Jane, sons Brian and Steve, and four grandchildren. Brian Riggs is a Huntington firefighter who also went on to serve as Chief from 20102011, and Steve Riggs is an Honorary Member of Huntington FD. Son Brian, 22, is in the U.S. Air Force, and son Connor, 19, is following in the family tradition as a Huntington firefighter.
