When Does Training End?

I recently overheard a conversation between two firefighters who were talking about all of the experience they had in their department. I looked up and asked, “how many years have you been in the department?” I actually chuckled when I was told by one of the members that he had six years of experience in the fire service. I am willing to bet that as you read my last sentence, you too have a smile on your face. Truthfully, being a first responder is a job that requires constant training and practice from your first day on the job until your last.

Years of service does not necessarily qualify you to say that you are an experienced responder. This time of the year, I get nervous because we are entering brush fire season. Let’s face it, many firefighters have very little experience fighting brush fires.

I am sure if you have been in the fire service for a few years, you have encountered a brush fire that might appear large to you upon arrival, but in reality it was a small fire that was quickly knocked down by two or three members who were lucky enough to be part of the crew on the brush truck. The fire that I worry about is the wind-driven brush fire that manages to take advantage of the strong winds of spring and runs through an area like a freight train. The next time you sit in your ready room, share stories of brush fires of the past that have challenged your department.

Training never ends. All responders need to know every aspect of their job. Are you able to perform your job when the conditions get rough? Ask yourself if you are truly physically fit to perform under challenging conditions. Kudos to those members that go to the gym regularly to maintain their fitness and cardio performance.

Are you a student of your craft? Do you read articles that talk about recent fires or new products? When was the last time you came down to the firehouse and took a short rope and performed some of the basic knots with which you’re supposed to be proficient? Do you know how to use that knot to quickly hoist a line or a tool to a roof? If you think you can, challenge yourself and do it! Talking about forcing a door is not the same as doing it. Don’t wait for the yearly drill on a specific tool. You must remain proficient in the techniques and operations that you use every day.

Regardless of your years of experience, your current rank or your rank from the past, lead by example. Remain dedicated to your job. Study, practice, try new things, and ask questions! A story of the past that is shared with one another means nothing if it does not end with a lesson being shared and learned by others.

When the alarm sounds, respond to the call with enthusiasm. If you miss the truck, stay at the firehouse until the truck returns.

Offer to fill bottles, wash tools, and hear the story about the call.

When does training end? I say never!

DVFA Office CFSI: The Annual Congressional Fire Services Institute Event and Dinner is April 24 and 25, 2019. The dinner is Thursday, April 25.

This event supports the CFSI yearly operations. The work they do in supporting the fire service in Washington is fantastic. They are our voice in DC. Delaware has always been one of the largest supporters. Let’s show our support again and join the others from Delaware at this year's dinner. The forms are on the website.

Radio Inventory: We intend to approach the Bond Bill Committee about funding for your 800 radios that will no longer be compatible when the state changes to the P25 system

in 2024. We need your radio inventory in order to do this. We have a very simple form to fill out. Those forms have been sent out to every company. If you need another copy, contact the DVFA Office.

Station Inventory: Each fire station is required by statute to submit an annual equipment inventory to the Insurance Office. The DVFA Office can serve as the delivery vehicle for this inventory. If you go to the DVFA Website: dvfassn.com. On the left side click on “Documents and Forms,” click on Documents and Forms. When the page comes up, in the third block under “Various Documents” is

“Station Apparatus Inventory.” Download the forms (one for each station), fill out and fax or e-mail to the DVFA Office as listed below.

by Bill Betts, President, DVFA As I enter the halfway point of my term as President of the DVFA, I am trying to figure out where the time went. First, I can’t wait to get out of the monsoon season, and I am impatiently waiting for spring time and warm weather.

We have been very busy in the winter months with Executive Manager Warren Jones and 1st Vice-President Jay Jones leading the charge to meet all the 15 new members of the legislature. I had the privilege of attending a meeting with the Hockessin legislators (both county and state), and I felt that the meetings were beneficial in letting all the legislators know our needs and what we provide for the

citizens of our fire districts. We also had a very successful meeting in February with the Joint Finance Committee, and our requests for adding $1 million to the Revolving Loan Fund, and the $75,000 to the Fire Prevention Commission for the matching Fire Prevention funds were in the Governor’s budget proposals. There are also some bills that will be introduced to increase our State Tax refund and some looking into increasing the Insurance Tax percentage. Both these pieces of legislation will need a lot of support from our members.

Treasurer Terry Whitham and Assistant Treasurer Ray Steve have done a fantastic job in revamping our treasury to make it much more transparent to the membership, and Ray has recently compiled the 2019 Conference Budget that was approved by the finance committee. This committee was chaired by Danny Burris who has done a fabulous job working with the two treasurers.

I would like to thank everyone for the invitations to you banquets and appreciation dinners. You made my husband and I feel welcome and we definitely enjoyed each one and got to meet many nice people. It was nice to see how everyone joked with each other and some of the gag gifts were really good! Thank you to Karen and Pam for attending in my place when more than one

invitation was received for the same date.

February 23 was the Kent County Volunteer Firefighter’s Association Annual Night at the Felton Fire House. The meal was delicious as always and I would like to congratulate Sharon Litano on being named the Kent County Auxiliary Member of the year. Congratulations on a well-deserved award. Also congratulations to Alvin Schmick who was honored as the Kent County Firefighter of the Year.

Preparations for the 2019 Conference are underway and our first meeting will be held this month. Things will sure pick up after that.

It is a fundraiser for the Fire Service Legislative Caucus that supports us by working with the national senators and representatives to lobby for our grant funding, and other issues important to the Fire Service. As the second smallest state in the nation, we have set the bar for attendance since its inception in 1989.

Finally, once again, I would like to thank all for the invitations to my wife and I to all the banquets since the first of the year. I am sorry to have missed some due to more than one invitation on the same night, but filled in with some of the other officers. I have especially enjoyed the companies that I had not had the chance to visit before this year. Every event was special, and we were treated like royalty.

LADVFA Corner souvenirs, walking around and giving back rubs and being Lorraine. Well her health these past few months has not been very good, so her attendance at the conference is questionable.

So just keep her in your thoughts and prayers for her health to improve so she might be able to make an appearance just to say hi.

The next Executive Meeting of the LADVFA will be held Monday, May 6, 2019, at the Little Creek Fire House. Mark your calendars and look for more information to follow.

1 Critical at Oakfield Drive House Fire

On January 27, 2019, Aetna Hose, Hook and Ladder Company, along with mutual aid from Christiana Fire, Mill Creek Fire Company Stations 2 and 21, and Cranston Heights Fire Company, were dispatched to the 200 block of Oakfield Drive in the Scottfield Development of Newark for a residential fire. The incident was upgraded to a working alarm adding New Castle County Paramedics, a BLS unit from Cranston Heights, Minquas Fire Company 1, as well as utility companies, a fire marshal, and regional coverups. Simultaneously, Special Ops 201 arrived on scene

reporting a two-story, single-family dwelling with heavy smoke showing from the top floor and a priority patient in the front yard.

Additional ALS and BLS were dispatched and the patient was rapidly transported to the hospital in critical condition. Arriving crews deployed lines while searches were conducted. A dog perished in the fire. Crews operated for several hours performing overhaul. The Delaware State Fire Marshal’s Office is handling the investigation and Deputy Chief Schall had Newark Command.

Defensive Attack at New Construction

Fully Involved on Jarrells Road

Recently, VHC units arrived to find a home under construction fully involved. A defensive attack was made to keep the fire under control.

On March 10, 2019, at 0315, the Harrington, Felton, Houston, Frederica and Carlisle (Milford) fire companies were dispatched to a house fire in the 500 Block of Jarrells Road. Units arrived to find a single-story house fully involved. Firefighters placed three handlines in service and brought the fire under control in approximately 40 minutes. All units then remained on scene performing overhaul. Units on scene were: 50-4, 50-2, 50-5, Tower 50, B-50, 48-5, 48-4, 52-5, A-52, Ladder 49, Tanker 49, Tanker 42, 42-5, DEC and Fire Police. Farmington provided standby for Harrington.

The Officer in Charge was Deputy Chief Kenny Brode.

CFSI and DVFA: We’re Both About Building Relationships Approximately four years ago, my wife and I attended a Sunday evening church service with our children in Georgetown — the other Georgetown in Washington, DC. Heads were spinning in the back of church where we were seated due to the Vice President and Dr. Biden being in attendance. Following communion, the Vice President gave me a big hand shake and whispered a few words into my ear. After the service, a few folks asked me how I knew the vice president. They probably expected that I was a high falutin’ lobbyist or member of the Obama Administration. Nope. I told them it was through the Delaware Fire Service that I got to know the Vice President. And it’s been through my work with the Delaware Fire Service that I’ve developed working relationships with so many of your federal and state leaders throughout the years.

Our mission at CFSI is to build relationships in the fire service and on Capitol Hill to address the needs and challenges of all firefighters. It hasn’t always been easy, especially during my early years. While I have always known my way around Capitol Hill, I needed some extra time and a lot of tutelage in the early years to educate me on the fire service at the local, state and national levels. The State of Delaware became

Of the many things I have learned from my friends in Delaware, the most important one is building and maintaining relationships. While I seldomly look forward to business travel, I always look forward to my journeys across the Bay Bridge and into the First State. I enjoy witnessing the interaction between DVFA and DVFALA members and being a part of that interaction at your quarterly meetings and annual conference. I enjoy watching your elected leaders working their way around the annual DVFA/DVFALA lunches, shaking hands and chatting with folks on a first-name basis. It’s retail politics and it underscores the importance of building and maintaining relationships to get things accomplished — whether in Dover or in DC. In my 24 years as Executive Director, I have tried to follow your lead in Washington, as have the staff I have been proud to oversee. By building relationships and gaining the trust of members of Congress from both sides of the political aisle, CFSI has established a list of legislative achievements that has benefited our nation’s firefighters and emergency service personnel.

The last two years alone, we convinced

Congress to reauthorize the United States Fire Administration and the Assistance to Firefighters (AFG) and State for Adequate Fire and Emergency Response (SAFER) Grant programs. We were able to get a provision in the tax bill of 2017 that gives small businesses an incentive to install automatic fire sprinklers in their properties. We also were instrumental in the passage of legislation that will create a national firefighter cancer registry and another measure that will create incentives for states to adopt model codes to reduce the costs of natural disasters.

We value our friendship with the Delaware Volunteer Fire Service and appreciate the lessons you have taught us throughout the years about building and maintaining relationships.

As an honorary DVFA members and Executive Director of CFSI, I pledge to you the continued support of our organization in order to help you preserve your rich heritage of service to others.

I would ask you in return to circle your calendars for April 24 and 25 so you can join us at the 31st Annual National Fire and Emergency Services Symposium and Dinner. House Fire in Laurel On February 9, 2019, the Laurel Fire Department, along with Sharptown, Delmar and SCEMS, were alerted for a house fire in the 800 block of West Street. Assistant Chief Mike Lowe reported a 2-1/2 story balloon construction residence with fire showing from side B. Lowe completed an assessment of the house and met with the owner who confirmed no one was inside. As this was occurring simultaneously with Laurel’s annual banquet, Sharptown was providing coverage at LFD Station 1. Engine Tanker 14 was on scene within three minutes with Captain Dana Walker assigned Operations. His crew made entry from the front. Tower 81 with Captain Zac Lecates set up on the A-D corner and his crew assisted Sharptown in determining extension. Engine 74-2 arrived with Assistant Chief Marty Skarson and was assigned to assess the C side. Truck 14 with Chief Billy White were RIT. FM 11 Galaska began an investigation. Blades provided a standby crew at Laurel. The fire was brought under control in about 40 minutes. There were no working smoke alarms present.

Collapse at Residential Fire On January 28, 2019, Stations 1 and 27, 4 and 24, 29 and Cecil County Engine 2 were alerted for a residential fire with a report of smoke coming from a garage. Squad 1 arrived and reported heavy fire showing. Units 3, 6 and 12, 7, 8, 9 and 10, 15, and Kent County DE 44 were then also dispatched to the scene. Handlines were placed in service and cover up assignments were made. Part of the second floor of the home collapsed.

Marydel Handles Car Fire On February 20, 2019, Marydel Fire was dispatched by Caroline County DES for a vehicle fire on Henderson Road. Engine 56-1 and Tanker 56 responded. Crews arrived to a single vehicle off the road way with fire showing from the engine compartment. The engine crew deployed the front bumper line and extinguished the fire.

Ammo in Garage Fire On January 26, 2019, Stations 1 and 27, 4 and 24, 29, Ladder 18 and Cecil County Station 2 were alerted for a building fire on Choptank Road. Initial reports stated it was a detached garage fire. Units arrived to heavy fire showing. Lt. 27 was officer on 275 and assumed command. It was determined that there was ammunition in the garage, and a defensive attack was called.

Firefighters battled the blaze for about 45 minutes until the situation was placed under control.

Elsmere Assist at 2-Alarmer On January 15, 2019, the Elsmere Fire Company was dispatched for an engine and ladder to assist Stations 2 and 21 (MillCreek) as part of a second-alarm assignment for a commercial building fire on Stanton Christiana Road. Squirt 16 and Ladder 16 responded. Once on scene they set up master stream operations for a defensive operation. Station 16 units operated on scene for a couple hours before being released.

Garage Fire in Harrington On February 10, 2019, at 2212, the Harrington Fire Company was dispatched for a building fire in the 200 Block of Corn Crib Road. Firefighters arrived to find a 30x 30-foot garage fully involved with exposure to several other small sheds. Two handlines were put in service and brought the fire under control in about 20 minutes.

Units on scene were Command 50, 50-4, 50-2, 50-8, B-50, FM-28 and Fire Police.

The OIC was Deputy Chief Kenny Brode.

Delaware City Refinery Fire On February 3, 2019, Ladder 17 was alerted to cover Christiana Fire Station 12 while they were assisting Delaware City Fire on a large fire at the Delaware City Refinery. The ladder responded with a crew of seven. Just after arriving at Station 12, the ladder was sent to two reports of gas odors in residences. Units on scene determined the odors were from the fire at the refinery. After clearing the second odor response, Ladder 17 was sent to staging at the refinery. The ladder remained in staging for about four hours before being released.

Dover House Fire On February 17, 2019, the Dover Fire Department was alerted for a building fire in the Chatham Cove development. Assistant Chief Ben Smetana arrived to find a middle-of-the-row townhouse with a smoke condition on the second floor. E5 secured a water source and advanced a 1-3/4 inch line to the second floor.

Crews encountered a fire in the bedroom and bathroom area with extension into the loft. As additional crews arrived, the building was laddered, the roof was opened and the adjacent structures were searched for extension. Crews remained on scene for more than two hours overhauling. One person was displaced.

The scene was turned over to the Dover Fire Marshal for investigation. Mutual aid came from Little Creek and CamdenWyoming VFC. EMS standby was provided by the Kent County Paramedics and PrimeCare. Cheswold and Little Creek provided a station coverage.

Elsmere Assists at Talleyville House Fire On January 20, 2019, Station 16 was alerted for an automatic fire alarm in the Rosemont neighborhood. After clearing that incident, while returning to quarters, Engine 16 responded for an automatic fire alarm in the Talleyville fire district. Engine officer Capt Vincent Games made the decision to respond. While en route, units were advised that the homeowner was reporting their living room on fire.

Engine 16 and Elsmere Fire Chief Mark Facciolo, arrived to a twostory single-family home with smoke showing from the alpha and delta sides. Due to a lack of water sources and a long driveway, Engine 16 split laid a supply line from the driveway entrance.

Tanker 19 (Hockessin) provided the water source for the incident while other responding tankers began to set up. Engine 16’s crew deployed a 1-3/4 inch attack line to the seat of the fire, which was

contained to a small area in the living room. Other units performed searches and checked for fire extension. Chief Mark Facciolo established command until Talleyville’s officer assumed command. Units operated on scene for approximately an hour.

N. Spruce Street Fire Displaces 7 At 0630 on February 17, 2019, New Castle County mutual aid fire companies covering the city were alerted to a residential fire on North Spruce Street. Firefighters arrived to smoke showing from a two-story, middle-of-the-row dwelling. Crews stretched lines and quickly extinguished the fire in a middle bedroom on the second floor. All occupants had exited prior to fire department arrival. The fire was contained to the area of origin and was investigated by the Wilmington Fire Marshal’s Office. The Incident Commander was Deputy Chief Jerome McCaffery. The Red Cross was contacted to assist four adults and three children who were displaced.

Wilmington Mixed-Use Fire

Wilmington firefighters on the C Platoon were alerted for a smoke investigation in the area of Lancaster Avenue and N. Union Street.

Engine 6 found heavy smoke showing from the two-story vacant commercial structure with apartments on the second level.

Lieutenant Timothy Taggart, requested a full alarm assignment be dispatched to combat the fire. Incident Commander Battalion Chief Michael Schaal arrived and requested additional resources. Once

the additional companies arrived, crews stretched lines and began extinguishing the fire on the first and second floors. Crews searched all levels of the structure, finding no one inside. New Castle County fire companies were requested to provide coverage for the city due to all city units being committed to the incident.

Five Points Responds to Vehicle Fire At 0020 on January 19, 2019, Five Points along with duty Engine 21 (Mill Creek), were alerted for an automobile fire on Maryland Avenue just South of Broom Street. Engine 17 arrived to find the vehicle involved. Crews deployed a handline to extinguish the fire. Units were on scene for about 45 minutes.

Penn Acres Blaze On January 31, 2019, around 0650, Ladder 17 was alerted to respond as the second-alarm ladder on a house fire on Bunker Hill Road in the Penn Acres South development. The ladder responded immediately with a crew of five. During their response, there was a Mayday called for firefighters who became disoriented in the basement. Crews on the scene located and removed two firefighters to the outside. Upon arrival of Ladder 17, the crew went to work pulling siding and soffits to gain access to hidden fire. The incident is under investigation by the state fire marshal’s office. Temperatures were in the single digits with wind chills below zero during this alarm.

Hogtown Road MVC Station 47 along with Ambulances A and B-50, KM8, KM5 and Trooper 2 responded to an MVC with entrapment on Hogtown Road. Station 57 and DNREC were special requested for a large diesel fuel leak due to the vehicle hitting the tank along with an irrigation pump.

Summit Ridge Road MVC Stations 1 and 27 were alerted to an MVC on Summit Bridge Road in the area of Red Lion Road. Units arrived to find a two-vehicle accident with one vehicle off the roadway into a line of trees. Patients were assessed and transported to local hospitals. Hazards were secured and the situation was placed under control and turned over to local police.

Paradise Alley Road MVA On January 29, 2019, the Harrington Fire Company was dispatched for an MVA on South DuPont Highway, south of Paradise Alley Road. Firefighters arrived to find a van had left the roadway and struck a utility police and then a tree. The driver of the vehicle was able to get out on his own with only minor injuries and was transported to Milford Memorial Hospital for treatment. The scene was turned over to the Delaware State Police for investigation. All fire units then cleared the scene. Units on scene were A-50, Rescue 50, 50-1, Fire Police, Harrington Police, Felton Police and Delaware State Police. The OIC was Deputy Chief Kenny Brode.

Marlpit Road MVC On February 3, 2019, Stations 1 and 27 were alerted for an MVC on Marlpit Road. Upon arrival, units found a single vehicle versus a utility pole. The patient was removed from the vehicle, evaluated by EMS and New Castle County Paramedics and then transported to the local hospital. The situation was then turned over to the Delaware State Police.

Laurel MVC Shortly after 0200, on March 1, 2019, EOC alerted crews for an MVC with rollover and possible entrapment. With a duty crew in house, Tower 81 and A81 both were on the street in less than two minutes. While en route, Sussex alerted Blades for their rescue due to the possible entrapment. A81 arrived to find a single-vehicle rollover in the middle of the roadway with one person trapped. Tower 81 arrived with Captain Lecates (OIC) and started extrication which was completed in under seven minutes.

Vehicle Into Building February 12, 2019, units responded to an MVC with injuries on the corner next to Station 17. Crews reported that a vehicle was into the structure. EMS transported the injured to Christiana Hospital while members secured the utilities in the building and checked for stability. Delaware State Police are investigating the cause.

Cover Story

Difficult Extrication on I-95

Aetna Hose, Hook and Ladder Company was recently dispatched to assist Singerly Fire Company on an MVC with rollover and entrapment on I-95 at mile marker 108.5. Chief 9-8, Squad 9, and Rescue 8 all responded. Crews were faced with a challenging heavy entrapment requiring an extended operation. Further requests were made for Christiana Fire Rescue Engine 12, Claymont Fire Company

USAR 13, and Wilmington Fire Squad 4. Numerous Maryland companies also responded including the GO-TEAM from the R. Adams Crowley Shock Trauma Center at University of Maryland Medical Center. Crews worked for over 90 minutes to free the trapped driver who was subsequently flown to Shock Trauma by Maryland State Police Aviation.

Heavy Entrapment in Truck-Car MVC

On March 5, 2019, at 0547, Station 54 was alerted for an MVC in the area of Bergold Lane and Bayside Drive. Engine 54-5 arrived with Chief Scott Bundek and reported a tractor trailer jackknifed in the field adjacent to Bayside Drive. He then reported a car with the driver trapped further up the roadway. Engine 54-5 and Ladder 54 crews found heavy entrapment, and began extrication. Station 57

was requested for its spill trailer. Station 58 was requested for a rescue assist. Those extricated were transferred to Trooper 4 for transport to the hospital. The driver of the truck reported no injuries. A55, KM7, DNREC and DelDOT were also on scene.

Pinned on Summit Bridge Road

On December 8, 2018, Stations 1 and 27 responded to an MVC with from their vehicles, one of which was partially pinned beneath the entrapment on Summit Bridge Road in front of the Summit vehicle. Once freed, they were transported to local hospitals - Submitted by Amy Murray Airport. Units arrived to a car and a pick-up truck which had collided with heavy impact. Crews worked diligently to free the victims

Harrington Handles Gas Leak On January 30, 2019, the Harrington Fire Company was dispatched to the Taco Bell located on South DuPont Highway for a gas leak. Firefighters arrived to find an active leak from a natural gas line that was stuck by a worker. Assistance was requested from Felton and Houston. Firefighters placed a line in service and waited until the arrival of Chesapeake Utilities, who were able to secure the leak. Units on scene were Command 50, 50-4, 50-2, A-50, 48-4, Rescue 52, Fire Police, Chesapeake Utilities and Harrington PD. The OIC was 3rd Asstistant Chief Dean Helsel.

Stuck in an Elevator On February 7, 2019, the Elsmere Fire Company was dispatched to the DuPont Chestnut Run business complex for a reported elevator malfunction. Both Ladder 16, under command of Firefighter Tyler Giles, and Rescue/Engine 16, under command of Lieutenant Josh Rosa, responded. While en route crews were notified that one person was trapped inside the freight elevator between floors three and four. Crews determined the elevator was stuck just short of the third floor, with one female inside, awake, alert and oriented. After a short time, crews were able to free the lady, who was in good health and only complaining of boredom. DuPont maintenance personnel assisted. After the incident was placed under control, units remained on scene with maintenance to review the operating systems of the elevator and familiarize them with the tools carried on their fire apparatus.

Propane Leak in Newark Aetna Hose, Hook and Ladder Company of Newark was dispatched for a propane odor at a construction site on the evening of February 15, 2019. Newark Police reported the odor. Fire apparatus arrived to find a 1500-gallon propane tank leaking at a four-story, block-long, residential-over-mercantile structure under construction in the southwest business district of Newark on South Main Street. Assistant Chief Dave Bailey of Aetna and Chief Jamie Bethard of the Prevention and Response section of the Department of Natural Resources and Environmental Control worked as Newark Command. Firefighters advanced hose lines and additional resources came from Christiana.

The State of Delaware Hazardous Response Unit and the HazMat Unit from Belvedere also responded. The leak was thought to come from a malfunctioning relief valve. Twenty-five firefighters, EMTs, and Hazmat Techs worked from 2200 to 0230 to control the incident. There were no injuries.

TRAINING

Training for the Real Thing

Little Creek, Leipsic Joint Training

In November 2018, 1st Assistant Chief Mike Edwards of the Elsmere Fire Company along with Assistant Chief George Lamborn of the Hockessin Fire Company and Assistant Chief Brian Warrick of the Cranston Heights Fire Company got together to plan a multi-company training program. In January 2019, they held the first training class at Elsmere. Since then Five Points, Mill Creek, Belvedere and Minquas have joined in on this training.

Each month a certain company hosts a main training topic, then each week they have an alternate training topic. These training opportunities rotate between each of the seven area companies.

This has helped on the fire grounds because with all the companies training together the officers and members get to know each other a lot more and it has created a better and safer working environment on the fire grounds.

Vehicle Rescue Training

On February 16, 2019, the company took advantage of a rare rainless weekend to get in some vehicle rescue training. Members went over the use of hydraulic tools and some non-conventional tools that can be used during stabilization and extrication. About 20 members took part in the three-hour training. The officers would like to thank those

members that attended and would especially like to thank Don Moorhead for passing along a few ‘tricks of the trade.’ The company would like to again send out a huge thanks to Todd Tush of Wreckers Towing of Smyrna for allowing the use of several cars and their lot for the training.

Pioneers of the Delaware Fire Service In this issue we are going to Kent County and featuring a very well-known Fire Service member, the Honorable Marvin C. Sharp of the Carlisle Fire Company, Station 42 in Milford, Delaware.

Marvin’s parents were Walter H. Sharp, a 45-year member of the Carlisle Fire Company at the time he was born, and Mary Jane Sharp, a Charter member and past-President of the Carlisle Fire Company Ladies Auxiliary.

Marvin graduated from Milford High School and Kent County Vo-Tech school.

Marvin joined the Carlisle Fire Company in November 1971 as a junior member at the age of 13. His inspiration for joining was encouragement from Chief Marvin B. Hitch who walked up to him at a fire scene and asked why he was not helping to roll the hose. Marvin explained to him that he was only 13! Chief Hitch said to him, “Well you are fat enough, ugly enough and dumb enough to roll hose, so go tell your old man to get you an application.”

Marvin had it done within a week’s time!

Marvin must have done a great job rolling that hose, because in the spring of 1972, Chief Hitch appointed him as Junior Chief, with 26 younger guys under his command. That’s moving up the ladder fast!

In 1977, Marvin applied for apprenticeship in the department and after one year of probation was made a voting member of the company. Marvin moved up through the ranks at a fast pace. Within 18 months, he was elected Secretary, a position he held for four years.

During his tenure as Secretary, Ambulance

By Bob Romig Captain Glenn Gillespie appointed Marvin as Ambulance Lieutenant. Marvin really liked putting bandaids on all of his patients, so he thought it would be great to be Ambulance Captain, a position he held for six years. While in that position, he established the Ambulance Club Members Fund that is still in existence

today. He also established the Ambulance Rider membership for those members who did not want to ride the fire apparatus, but wanted to serve the residents of their community.

Marvin reported that he also had 60 some members go through the Emergency Care classes to enable them to ride the ambulance.

Looking to the future also enabled him to see the need to purchase their first diesel powered ambulance.

Marvin you sure did make an impression on the other members and your community in all you did for the ambulance service in Milford.

Several Injured in Route 1 MVC

On February 23, 2019, the Kent County 911 Center dispatched fire and EMS units to State Route 1 at Duck Creek for an MVC with multiple subjects trapped. An offduty New Castle County Paramedic Sergeant had just started his commute to work and arrived at the incident within a minute of the dispatch and found a two-vehicle crash with four patients trapped in one vehicle. He was unable to access two of the patients due to the extensive damage. Additional units were dispatched, including the New Castle County Paramedics and Delaware State Police Aviation. Kent County and New Castle County fire and EMS personnel treated and transported several seriously injured patients. The Delaware State Police were investigating the incident.

Santora NCCEMS Paramedic of the Quarter On February 12, 2019, Paramedic First Class Julie Santora was recognized by NCCEMS Platoon 4 as their Paramedic of the Quarter for the fourth quarter of 2018. The designation as Platoon 4 Paramedic of the Quarter is determined by a paramedic’s peers. Paramedic 1/C Santora was cited for being a patient advocate for patients and their families — in particular their children. She is a mentor for the St. Georges Technical High School EMS students, and has been seen spending extra time with students that have been scheduled to ride with the New Castle County Paramedics.

She also organized a community service project with the Delaware Humane Association that included a donation drive from county para-

medics, St. Francis Hospital EMS personnel and the Wilmington Police Department. She later organized a day of service with the platoon and Wilmington Police K-9 Unit to deliver the items to the Delaware Humane Association while spending some time volunteering at the animal shelter.

I-95 MVC with Entrapment On February 25, 2019, at 0552, the New Castle County Paramedics were dispatched to an MVC with a report of a subject trapped on I-95 southbound at the Welcome Center. Fire department rescue personnel and county paramedics arrived to find a three-vehicle collision which included a large truck.

One patient was trapped in a vehicle, requiring a 20-minute rescue effort by fire department personnel. Three patients were transported to the Christiana Hospital Emergency Department, with a fourth refusing medical services and transport.

5 Injured in Concord Pike MVC On February 7, 2019, the New Castle County Paramedics were dispatched to the entrance of Widener University School of Law on Concord Pike for an MVC with subjects trapped and multiple victims. Five ambulances, two New Castle County paramedic units, the duty NCCEMS lieutenant and a paramedic sergeant responded to care for five patients — four of whom required activation of hospital trauma teams. All five patients were transported to the Christiana Hospital.

A Climb to Remember and a Way to Never Forget 343 Firefighters Register Now for the 2nd Annual Knicks 9/11 Memorial Stair Climb at Madison Square Garden Take the steps of Madison Square Garden to honor the memories of the 343 members of FDNY who bravely gave their lives trying to save others on September 11, 2001.

Join the National Fallen Firefighters Foundation (NFFF) for the New York Knicks 9/11 Memorial Stair Climb sponsored by Chase at Madison Square Garden on Sunday, April 7, 2019. Participants will climb the stairs multiple times for a total of 110 stories, representing the number of floors in the Twin Towers.

Registration is $50. Everyone will receive a photo ID of one of the fallen heroes of September 11. Check-in begins at 1100 at Madison Square Garden and the climb starts at 1200.

4 Injured at I-95 MVC

On February 19, 2019 at 0825, the New Castle County Paramedics were dispatched to an MVC with a report of an unconscious person on I-95 southbound at Churchmans Marsh.

Initial calls to the 911 center also reported a vehicle on fire following a multi-vehicle crash. Four patients were transported to the Christiana Hospital Emergency Department, each accompanied by a New Castle County paramedic. A fifth person refused medical services or transport. I-95 was closed during the incident until the vehicles could be removed from the highway.

Moerman Recognized

Breakfast Reunion On February 21, 2019, some current New Castle County EMS personnel joined some retired members of the service for breakfast with an opportunity to reconnect. Expressing Their Thanks On March 8, 2019, Dr. Rob Penna and Ms. Melanie Penna visited with the New Castle County Paramedics to express their thanks and convey the life-changing impact from split-second decisions made at a scene. Their son, Anthony, and his sister Gabrielle, were involved in a head-on collision with another vehicle on September 29, 2017. Anthony ultimately passed away as a result of his injuries. According to his wishes, all viable organs, bones and tissues were donated to the Gift of Life Donor Program. Three local families now celebrate life today as a result of Anthony’s gift — a man in his 50s who received his liver, a man in his 40s who received one kidney and a woman in her 20s who received the other kidney. At the conclusion of their presentation, Dr. and Ms. Penna had an opportunity to meet several of the paramedics who responded to the crash.

Delaware Delaware State Fire School Receives Residential ProBoard Sprinkler Coalition Reaccreditation to Host Educational Event

On March 28, 2019, the Delaware Residential Sprinkler Coalition will hold its quarterly meeting at the Delaware State Fire School.

The meeting will take place at 1000. There will also be side-by-side demonstrations utilizing the trailer provided by the Maryland State Firefighters Association. We encourage local firefighters to support this event and persuade decision makers in your communities to attend.

At the annual meeting of the ProBoard, held January 17 through 29, 2019, the Delaware State Fire School received full re-accreditation in all of the topics offered. Training administrators constantly review their programs for updates and changes in standards through the National Fire Protection Association. ProBoard certification is available regarding Hazardous Materials, Firefighter I and II, Pumper, Aerial, Rope, Confined Space, Vehicle Rescue, Fire Officer, Fire Instructor, Industrial Brigade and Fire Inspector.

The CVVFA and National Safety Council have completed a survey on drivers’ attitude and behavior as they motor by roadway emergency scenes. A national press conference is scheduled for Wednesday April 3, 2019, at 1100 at the City of Miami Fire-Rescue Fire Station 12 at 1455 NW 46th Street, Miami, FL, to review the results. The CVVFA Emergency Responder Safety Institute is currently training Miami firefighters via the ResponderSafety Learning Network on highway incident scene safety. A community risk reduction pilot is also underway on the dangers of distracted driving. April is Distracted Driving Month.

On February 17, 2019, at 0610, Station 16 was alerted for an engine cover assignment to Wilmington Fire Station 1 while city units were operating at a working structure fire. Squrt 16, under command of Captain Vince Games responded with a crew of five. As Squrt 16 was backing into Station 1, Wilmington Fire dispatch was sounding the alarm for a residential structure fire in an upstairs middle bedroom. While en route, units were advised that everyone was out of the house. Talleyville Engine 25-5, WFD Deputy 2 (McCaffrey) and Squirt 16 arrived to the front of a two-story, middle-ofthe-row, single-family dwelling with smoke showing. Engine 25 deployed a handline to the seat of the fire and contained it to that room.

A Tour of the NEW Milford Memorial

On February 15, 2019, Milford Memorial Hospital conducted firefighters on a brief tour of the NEW Milford Memorial Hospital.

Special thanks to Doctors Dobbert and Wysocki for arranging and conducting the tour. Focused mostly on the ER, which has 38 spacious rooms and a nearby CCU, the CT, Ultrasound and OR are less than a minute away. The helicopter pad is located on the roof and there is a decon room for both equipment and patients. Staff work-

ing areas are secured and all patients are tracked and monitored.

There is a roomy ambulance entrance with four spots for backing in. Above all is easy access from Route 1. The people who designed this new facility did their homework and one can tell that the staff were involved in contributing to the layout. It remains a Level 3 Trauma Hospital, but perhaps that may change in the future.

Aetna Hosts Fundraiser A fundraiser was held on February 10, 2019, at the Aetna Hose, Hook and Ladder Company in Newark. It was a “Coach Bag Bingo� event that was coordinated by Shirley Pennington and Christina Divila of the Frederica Fire Company. They, along with the members of Aetna, did a great job in organizing and operating this event in which we had a full house in attendance. Per DSEMSA President Jason Capps, the purpose of being involved with this event was to generate funds to attract well-known national EMS speakers to the annual DVFA Conference in Dover in September.

These national speakers are not cheap, but the quality and education they provide has been outstanding over the years. For this upcoming September, we were able to contact and contract Ken Bouvier of the New Orleans, LA EMS and a past NAEMT President as our main guest speaker. We are very fortunate to have him return to our conference again in Delaware.

On November 12, 2019, we held our annual fire prevention awards ceremony for the winners and their families. Our very own Andrew Bailey went on to win first place in the Appoquinomink School District, first place in New Castle County and eventually won first place in the entire state of Delaware.

OCEAN CITY, MD: Delmarva Safety Training Conference

April 8 and 9, 2019 The Delmarva Safety Association will be presenting the Delmarva Safety Training Conference on Monday, April 8, 2019, starting at 0800 and Tuesday April 9, 2019, at the Clarion Hotel and Conference Center at 10100 Coastal Highway.

The two days of safety training are open to the public and all employers, and is Delmarva’s largest safety training event. Classes will be on opioid epidemic safety, active shooter safety, gas explosion-lessons learned, spill response dangers, electrical safety overview, OSHA/MOSH best practices and updates, storm response and preparation, fall protection, concepts of risk management, underground utility safety and incident care for the active shooter and violence incidents.

The tuition for the two-day conference is $150, which does include food and training aids. Discounted hotel rooms are available at the Clarion Hotel under code DSA. Mill Creek Donates Ambulance to Tennessee FD

The Englewood Rural Fire Department in Englewood, Tennessee, has been trying to start basic life support (BLS) services in their community for years. Waiting sometimes up to an hour for an ambulance from a neighboring community was just too long for the dedicated members of this fire department. The town of Englewood has a population of 1,600, but the department also serves an area surrounding the town and provides mutual aide to other county fire districts.

With EMTs already trained and ready to go, the only thing stopping the fire department was finding the right ambulance at the right price.

Arrangements were made by Mill Creek Fire Company to donate its ambulance to Englewood and, on February 16, 2019, the unit was driven back to Tennessee by their members. Currently the unit is being inspected and is in the process of being certified by the State and will be placed in service.

Mill Creek began a relationship with Englewood in March 2018 when they sold them a 1996 E-One Cyclone HP-75 2000-gpm Quint aerial ladder following Englewood’s receipt of a grant.

In March 2019, Englewood will be taking delivery of a 2006 E-One Cyclone II 2000-gpm Rescue/Pumper which is also coming from Mill Creek.

Emergency Responders Honored by Local Church On March 3, 2019, the Peninsula Community Church of Selbyville, honored local emergency responders at their weekly Sunday morning service. Members of the congregation, along with Pastor Bob Odom, spoke expressing their appreciation to the local emergency services personnel. Pastor Odom is an active member of the Selbyville Volunteer Fire Company and is a Chaplain for the Sussex County Paramedics.

Approximately 35 guests were in attendance representing Selbyville, Bishopville, Gumboro, Frankford, Roxana and Millville fire companies, as well as Sussex County EMS and the Delaware State Fire School.

Dover AFB’s Krass Completes Professional Designation Process Assistant Chief for Operations Thomas Krass has successfully completed the process that awards the professional designation of Chief Fire Officer (CFO). The Commission on Professional Credentialing met on December 11, 2018, to confer the designation. Chief Krass is one of only 1,345 CFOs worldwide. Tom has been a member of Dover AFB FES since 2002 and was promoted to his current position in September 2016. The members of Dover AFB FES would like to congratulate Chief Krass on achieving this milestone in his career.

On December 28, 2018, Dover AFB Fire Emergency Services honored 911 Dispatcher Patricia Bunch as she retired with 25 years of dedicated service to the United States Air Force.

Patti began her career serving in the Air Force for 14 years as an interior electrician and in production control. In 2005 she was hired into a temporary position as a 911 dispatcher with the fire department and in 2008 she was hired into a permanent position where she has served since. Patti was instrumental in planning, fundraising and coordinating contractors for the 9/11 Memorial that was built at the AMC Museum. Kent County Auxilliary Snowperson Hat Contest

During the November 2018 Kent County Auxiliary meeting, hosted

by Station 56-Marydel, South Bowers Auxiliary President Janice Walls and Treasurer Dianne Burk invited all members attending to get out of their comfy-cozy zone and create a snowperson hat… then wear it to the next Kent County Auxiliary meeting. The possibilities and amount of creativity were endless.

The Kent County Firefighters Association Auxiliary held its regular meeting on January 22, 2019. The evening was clear and bitter cold but inside the Jack French Memorial Social Hall the excitement was red hot.

The friendly Auxiliary of Station 57- South Bowers hosted the Winter Wonderland/Snowperson themed event with style. The social hall was decorated with ceiling balloons in different hues of blue and white and silver snowflakes. Adorable snow people, trees that looked like snow people occupied the building corners and the tables were decorated with themed centerpieces.

The evening was advertised to be interesting with lots of fun, fellowship and excitement. The first excitement occurred when the outside doors to the Social Hall were frozen shut. Whoops! With that problem quickly fixed and the entrance changed to the engine room… The Auxiliary did not disappoint from going forward.

Creativity oozed and the excitement increased as guests arrived.

Hats, Hats everywhere ... the joint was jumping. Let the festivities

begin! The most creative looking hat, the largest, the smallest, the prettiest, the ugliest, the funniest and most unusual hats were on parade throughout the evening. Thank you to everyone that participated in the snowperson hat contest. Lookin’ Good !

A buffet dinner of thick sliced but tender roast beef; mashed potatoes and gravy; sweets carrots, peas and dumplings; baked pineapple; tossed salad with all the fixin’s; snowflake rolls and butter; coffee, iced tea and bottled water were served. For dessert guests were served large pieces of homemade cake, cookies and/or diabetic specialties. Yummm!

County President Sandra Roberson (Citizens Hose) opened the meeting on time and with a bit of humor. Committees gave reports and regular business was conducted quickly and efficiently. New business was a little more thorough since new by-laws and constitutional changes were adopted.

Pre-Adjournment and adjournment and activities revealed the winners of the the county basket giveaway, the popular 50/50 drawing and the exciting snowperson hat contest.

Melinda Jackson, Second Vice President of Kent County Auxiliary Association and the Auxiliary President of Bowers (Station 40), extended an invitation to Bowers for the next Kent County Auxiliary Meeting in March.

Firehouse Kitchen Goes Live With Ray Cooney, Host of Firehouse Kitchen Oh yes! Oh yes! It's time for Firehouse Kitchen Live!

Beginning April 2019, every Tuesday at 0930, Firehouse Kitchen will air live from the Bayport Fire Department. We will be cooking with firefighters from all over the country.

Every week, two firefighters will demonstrate their amazing cooking skills, while re-telling some heroic tales of firefighter life. Did I mention while they are cooking and talking, we will be streaming LIVE on YouTube and Facebook? Be sure to tune-in!

Preparing to start this adventure required a couple of test shoots. The first one I did involved me cooking alone. I felt like a fish out of water!

If you know anything about my show, then you know the firefighters that are on are the real chefs and I am the comic relief always asking about the recipe and chiming in about firefighter life.

So what recipe did I decide to make? The ultimate Fire House Omelette. I know, so difficult! With the camera rolling and me cooking, it showed that I can’t do two things at one time! I was bumbling words, losing train of thought ... and I burned my eggs! Thank goodness it was only a test! I am definitely more comfortable being the chef’s helper than being the chef. So, I will stick to what works!

The Ultimate Firehouse Omelette 3 Eggs 1/4 cup of milk Tomato Onion Green Peppers 3 slices of American cheese 3 slices of boars head ham Salt Pepper Directions: Dice up tomato, onion, and green peppers.
