Well Done, Responders!

With the recent fatal fires in the Tremont section of the Bronx and a major fire in Philadelphi’s Fairmount section, I feel compelled to share my thoughts with you about these terrible fires. As with all fires, the flames were extinguished, but not without severe fatal consequences. At the Bronx and Philadelphia fires, authorities reported that many children perished in these blazes. The loss of a child amplifies the sad feelings towards this job.

When I heard about the possible cause of why the fire spread, along with the thick acrid smoke, in my mind, I heard the voice of former reporter Frank Field saying, “Close the door, close the door!” Frank Field, who was a fire buff, made an excellent video on fire prevention called, "”lan to Get Out Alive.” I used to show this video every year to the students I taught in Lynbrook (NY) and followed up with a hands-on exercise demonstrating how to remain safe during a fire. I retired feeling proud of the job I did, and only hoped that my work would continue.

As I watched the news coverage of the Bronx fire, so many thoughts ran through my mind. My thoughts focused on the 200 heroic firefighters who worked feverishly to save as many lives as they could. Every responder who

worked this blaze is a hero in my eyes. Having served in the volunteer fire service for 29 years and being the son of a 32-year veteran on the FDNY, I know what it was probably like when our heroes returned to the firehouse.

One of the worst memories that any responder or combat veteran must endure is the loss of life, especially the life of a child. I can remember situations from years ago that changed the demeanor of responders who returned to their firehouses and homes, wanting to be left alone. My dad had several fatal fires in his career. When he returned home, my mom could immediately tell that something was wrong. I remember my dad sitting on the couch and staring into space. Sooner or later, he shared his horrific experience with my mom and later in life with me. The scares and scars of battle never seemed to go away.

Looking at the future, it is important to remember that when little things start to bother you for no apparent reason, there may be a serious reason why your personality has changed.

Today we call it Post Traumatic Stress Disorder (PTSD). Post-traumatic stress disorder is a condition that develops in some people who have suffered or experienced a shocking, scary, or dangerous event. It is natural to feel afraid

during and after a traumatic situation. Fear triggers many split-second changes in the body to help defend against danger or to avoid it. The FDNY and the volunteer fire-rescue service have experienced teams to help you deal with PTSD and other problems that develop in the life of responders. Don’t be afraid to reach out to your Counseling Service Unit and sit down to talk with one of your peers.

To all the heroes that responded to Bronx Box 3162 and Philadelphia's Fairmount fire, stand tall and be proud of the job that you did.

You gave your all and performed well.

DVFA Office New Officers: It is coming to the time of the year when fire companies hold their annual elections. When officers change it is important that you pass the information of those changes to the DVFA office so we can add the new officers to our emailing lists.

Surf Fishing and State Park Licenses: Because of the passage of SB92 you can select either a Surf Fishing license or a State Parks pass. You cannot receive both. It will be one or the other. The new forms for 2022 are on the DVFA Website.

FDIC Rooms: The DVFA has again acquired a block of rooms at FDIC in Indianapolis. If you are planning on attending, do this as soon as possible, the rooms will be

going fast.

Station Inventory: Each fire station is required by statute to submit an annual equipment inventory to the Insurance Office. The DVFA office compiles this information and forwards it to the Insurance office. Go to the DVFA Website: dvfassn.com. On the left side, click on “Documents and Forms,” then click on Documents and Forms. When the page comes up, in the third block under “Various Documents,” is “Station Apparatus Inventory.”

Download the forms (one for each station), fill out and fax or email to the DVFA office.

Staffing: We have been asked from a member of the General Assembly to compile a list of how many full time and part time employees

we have. If you have not sent the list in please do so at your earliest convenience.

Conference 2022: The dates for Conference 2022 are tentatively earmarked for September 13-17, 2022. The location will again be at the Chase Center.

by Dan Carrier, President, DVFA Well, here we are, still dealing with Covid. I would like to thank the Delaware Fire Service for dealing with all the Covid problems and still giving the citizens of Delaware the best fire and EMS service possible. As we all know it has been a challenging time for all of us to keep the fire service operating during Covid, whether dealing with low volunteer numbers or low

career staff or with many of our own people testing positive. But, once again, the Delaware Fire Service steps up and provides the best service available to the citizens of the State of Delaware.

I would like to thank the Delaware State Fire Chief’s Association for all their hard work in offering the best training possible for our fire service personnel. Training is our key to success in the fire service. And, I also cannot forget the LADVFA for all the work they are doing thinking outside the box to keep raising money for their fire companies.

As you will be hearing, the conference will

be at the Chase Center again this year. I hope everyone makes plans to attend as we are working on lining up some good seminars. So, please stay tuned.

The DVFA is also working hard on the new Recruit and Retention plan which was approved by the State of Delaware legislators.

We are also working on some steady funding issues.

Once again, if you have any ideas on what you would like the DVFA to work on for the fire service, please contact the DVFA office or one of the Presidents or Directors.

by Pam Ingle., President LADVFA Well, 2022 has arrived with yet a continuation of the Covid pandemic and all the issues that come with it. Life with the auxiliaries across the state right now is like a groundhog popping its head out of the ground trying to determine if there is a shadow or not.

We must continue to keep our guard up as well as being creative in learning new ways to

remain healthy and safe in performing our duties.

The auxiliaries have been moving forward, cautiously, to continue their work supporting their fire companies and communities. As I travel up and down the state, I notice different procedures and guidelines the auxiliaries are utilizing in making adjustments to their operations to safely protect their members and those they may come into contact with while performing at various activities or functions.

Sharing of this information can help make all

of us work in the best protective environment we know. Remember that teamwork divides the task and multiplies the success.

I think we can all agree that we are looking at how we proceed to function today, as well as in the future, with how we maintain our auxiliary responsibilities. This is not something that is temporary or will go away next week, next month or after summer break.

I look forward to seeing everyone sometime in the near future. Wishing everyone a happy, healthy and fire safe New Year!

Structure Fire on New Jersey Drive

In November, the Camden-Wyoming Fire Company, along with mutual aid from Magnolia Volunteer Fire Company, Dover Fire Department, Dover AFB Fire and Emergency Services, and Kent County Department of Public Safety, were dispatched to a structure fire in the 4500 block of New Jersey Drive. Assistant Chief M. Moriarty arrived to find a single-story duplex with fire showing from the Alpha/Bravo corner. Chief J. Brown arrived and assumed command. Engine 41 placed two handlines in service. Crews were able to knock much of the fire but found that it had extended into the attic. QT 58 arrived and conducted a primary search with no results. The scene was placed under control soon after.

Structure Fire with Entrapment in Wilmington At 1556 on November 11, 2021, the Wilmington Fire Department was alerted to a structure fire with occupants trapped on East 30th Street. Engine 3 arrived to smoke showing from the front of the two-story, middle-of-the-row, single-family residence. Battalion Chief of District 1 assumed command and requested additional ambulances and New Castle County Medics to the scene. Squad 4 and Ladder 1 crews worked to quickly find a resident on the second floor and removed the person through the window using ground ladders.

Two occupants were transported to the hospital, one in serious condition. An additional citizen was transported to the hospital with smoke inhalation from trying to assist in the rescue. The fire was extinguished and command placed the situation under control shortly before 1700. Four residents were displaced.

2nd Floor Fire on Joseph Lane

On November 22, 2021, at 1949, Stations 15 and 29 were alerted for a fire alarm on Joseph Lane in Hypoint at St. Georges. Quint 15, and Squads 15 and 296 responded. During the filling of the box alarm assignment, additional calls reported smoke from the second floor. Quint 15 (Career Staff Sam Boots) arrived on scene to fire showing from the C side. Chief Emeritus Jamie Rosseel arrived and assumed Delaware City Command. Crews encountered heavy fire conditions on the second floor and attic area. An emergency evacu-

ation was ordered by Command due to several holes in the floors of the second floor. Primary and secondary searches were negative after a report of a possible elderly subject still on the second floor.

Companies assisting: Port Penn, Christiana, Odessa, New Castle, Wilmington Manor, Newark, NCC EMS, and DSFMO. Cover companies were Newport at Station 15, Townsend at Station 4, Middletown at Station 12.

Millsboro Chicken House Fire Millsboro crews responded to a chicken house fire on Conaway Road on December 14, 2021. Assisted by Gumboro, Dagsboro and Laurel the structure was fully involved on arrival. Lines were put in service to protect the adjoining structure.

Harrington Assists Pleasant Hills Blaze Houston

On December 22, 2021, at approximately 1314, the Harrington Fire Company was dispatched to the Houston Fire Company for a residential structure fire on Old Airport Road. Units arrived to find a single-story residence with smoke showing. Firefighters placed one handline in service and quickly extinguished the fire.

Crews also performed primary and secondary searches, ventilation and overhaul. Harrington assisted with Tower 50, Engine 504 and Ambulance B-50. Incident Commander was Houston Fire Captain Lance Mast.

Ladder 16 Assists at 2-Alarmer On November 16, 2021, Ladder 16 responded to assist the Hockessin Fire Company on a building fire on Loveville Road.

Ladder 16 was the third special service assuming the RIT duties, and was placed in service as a ladder company shortly thereafter by command. Ladder 16 assisted with searches and opening up for fire extension and roof operations. This incident was eventually upgraded to a secondalarm assignment.

2 Injured at Colonial Heights Blaze On November 27, 2021, at about 1700, Station 16, along with mutual aid units, was dispatched for a house fire in the unit block of Atkins Avenue in Colonial Heights. Fire Chief Facciolo arrived just after dispatch and reported a 2-1/2 story dwelling with fire showing from the Alpha side. Engine 16 arrived and quickly deployed a handline and began to extinguish the fire, while Wilmington Fire Ladder 2 began primary searches. Engine 14 and Wilmington Engine 6 deployed lines to assist with extinguishment, while other units began to open up and check for extension. Two patients were transported to the hospital for evaluation.

Elsmere and 22 other units operated at a house fire on Tennessee Avenue in Pleasant Hills on January 4, 2022.

Long Fight in Elsmere Blaze Around 0930 in early January 2022, Station 16 along with mutual aid units were dispatched to the 1400 block of Kirkwood Highway for a structure fire. Engine 16 arrived as the incident was being dispatched and reported a two-story structure with fire showing.

Engine 16 stretched a line to the first floor where they were met with heavy fire conditions. Squad 14 arrived and deployed a second handline. Engine 23 deployed a third line and advanced to the second floor fire extension location. Additional crews from Tower 12 and 21-6, Wilmington Fire Ladder 2, and Rescue/Engines 28 and 19 were used to open the roof of the structure and also preform extensive overhaul. Units operated for just about three hours.

Harrington House Fire

On January 6, 2022, at 2113, the Harrington Fire Company was dispatched, along with the Farmington Fire Company and Kent County EMS, to assist the Houston Fire Company with a residential structure fire in the 1100 Block of Deep Grass Lane. Crews arrived on scene to find a single-story residence with fire showing.

Harrington responded with Command 50, Tower 50 and Engine 50-1.

Seashore Hwy. Single-Wide Fire

On December 27, 2021, at approximately 0452, the Harrington Fire Company was alerted to assist Sussex County Station 78 (Greenwood) with a residential fire in the unit block of Seashore Highway. Units arrived to find a single-wide mobile home with fire showing. Crews deployed multiple lines and began knocking the fire

down, as well as searching the residence and ventilating. Once the bulk of the fire was extinguished, command placed the incident under control. The OIC was Assistant Chief Derrick Brode.

Looking Back Dover - 2015

On October 18, 2015, crews responded for an unknown type of fire coming from underneath a tarp in front of the Best Western Galaxy Inn on East Lebanon Road. Within a few minutes, multiple calls were taken reporting supplies and other equipment onfire. Units arrived to find paint supplies, boxes, pallets, traps, propane tanks and a forklift on fire with extension to two personal vehicles. - Submitted by Sean Byron

Camden-Wyoming 2015

On October 20, 2015, the Camden-Wyoming Fire Company responded for an MVA with two subjects trapped in two vehicles.

Both were transported with serious injuries.

Christiana 2015 On September 10, 2015, the Five Points Fire Company was alerted for a cover assignment at Christiana Fire Company Station 12 for a bedroom fire.

Fast Stop in Camden Wyoming Handles Harbor Estates Single-Wide Fire

On November 28, 2021, at 0856, Station 15 and mutual aid companies were alerted for a residential structure fire on Warfel Drive in Harbor Estates. Firefighter Shawn Wagner who lives in Harbor Estates called in by phone to the Fireboard for fire showing at the front door. Deputy Mike Edwards who lives close by arrived to fire showing from the alpha side. Command placed the scene under control at 0911.

Ladder 16 Assists Cranston Hts.

On November 9, 2021, Ladder 16 assisted the Cranston Heights Fire Company on a house fire in the Brookmeade development.

Squad 14 reported smoke showing and located the fire in the kitchen wall. Ladder 16 operated as the first special handling searches and assisted with opening up the walls to check for extension.

On November 13, 2021, just after 1425, the Camden-Wyoming Fire Company along with Felton Fire Ambulance B-48 and the Magnolia Fire Company, made a response for a trailer fire in the 8000 block of Willow Grove Road. Command 41 arrived to find a single-wide trailer with fire showing, and reports of two animals inside. First arriving units deployed two handlines through the front door of the trailer. The Little Creek Fire Co. (54) provided coverage while crews operated for approximately 90 minutes before placing the scene under control. Two firefighters and the homeowner were treated for minor burns.

S. Dupont Highway Rollover

Rescue 47 and Rescue 50 operated at an MVA with rollover and subject trapped under the vehicle on South Dupont Highway on New Year’s Day 2022. Additional units responded including Command 47, Engines 47-4, 47-5, 50-1, Traffic Control 47-7, BLS 50 and KM8.

Christmas Eve Crash On Christmas Eve 2021, just after 2035, Five Points Fire Company units were alerted to an MVA with entrapment and multiple injuries on Boxwood Road at Overland Avenue. A-17 and Squad 17 arrived and confirmed one victim trapped.

Ambulances from Mill Creek Fire Company, St. Francis EMS, Wilmington Manor Fire Company and New Castle County Paramedics also responded. Cranston Heights and Minquas also responded.

I-95 MVA with Entrapment On November 8, 2021, at approximately 0613, the New Castle County Paramedics, Christiana Fire Company and Minquas Fire Company of Newport were dispatched to Interstate 95 northbound and the Route 7 off ramp for the report of an MVA with entrapment. Fire and rescue crews arrived to find a pickup which had collided with the back of a tractor trailer, heavily trapping the driver of the pickup. Personnel worked for over an hour to free the 49-year-old man, while he was being treated by the paramedics for possible internal injuries and abrasions. The man was transported to the Christiana Hospital, in Stanton, in stable condition.

Gravel Hill Rd. MVA

Station 83 Millsboro Fire, Rescue and EMS working on a vehicle rescue at an MVA on Gravel Hill Road.

Bridgeville 3-Vehicle MVA The Bridgeville Fire Company responded to a three-vehicle accident on December 27, 2021. The crash was located at the intersection of Route 13 and Redden Road. State police and EMS personnel were also on the scene.

RMAs at Raceway Blvd.

2-Car MVA On January 10, 2022 at 1613, the Harrington Fire Company, Kent County EMS (KM-8B, KM-10, KM-5), Houston Fire Company EMS and Delaware State Police Aviation Trooper 2 were alerted for an MVA on Raceway Boulevard in the area of William M. Chambers Jr. Road on the Delaware State Fairgrounds. Crews arrived to find a two-vehicle accident with one vehicle on its side

and second vehicle with one subject still inside. EMS crews began assessing the two injured subjects and confirmed that crews would need to perform a door removal on one of the vehicles. The injured subject was then removed and both were evaluated by EMS and refused transport to the hospital.

NCC Paramedics Respond to Aetna Entrapment On December 26, 2021, at 1932, New Castle County Paramedics and Christiana Fire Company were dispatched to assist Aetna Hose, Hook and Ladder Company for an MVA with entrapment and multiple patients on East Chestnut Hill Road at Gender Road. One patient was trapped for 15 minutes in the wreckage while crews

worked to extricate the person. One patient was transported by paramedics to Christiana Hospital in serious condition while a second patient was transported by Christiana Fire Company Ambulance in stable condition.

Rollover MVA on New Year’s Eve On December 31, 2021, at 2331, the Rehoboth Beach Volunteer Fire Company and the Lewes Fire Department were dispatched for a rollover MVA on John J. Williams Highway. Upon arrival, a car was found on its side just off the roadway. Firefighters from Rehoboth and Lewes stabilized the car and extricated the lone victim, who was transported to Beebe Hospital by Rehoboth Beach Fire Company Ambulance. Sussex County EMS was on scene assisting with patient care.

Fatal MVA North of Laurel On December 9, 2021, the Laurel Fire Department, Blades Volunteer Fire Company and Sussex County EMS were alerted for an MVA on Seaford Highway in front of the Mount Zion Church. Laurel EMS units were first on scene and encountered a serious, head-on crash, with multiple people trapped. Tower 81 responded from Laurel with Captain Zac Lecates as officer.

Upon arriving, Lecates requested an additional engine be sent to the scene bringing Seaford Volunteer Fire Department, as well.

Multiple Calls for Five Points Recently, Five Points Fire Company Squad 17 was alerted to assist Cranston Heights Fire Company on a leaking propane tank on Old Hill Road in the Sedgley Farms development. Squad 17 dropped a supply line and advanced 300 feet of handline as a precaution. Crews were on scene for about four hours before the propane company secured the leak. Just after returning to the station around 1910, Ladder 17 was en route to handle a medical emergency when they came upon a serious crash in the 600 block of South Maryland Avenue. Squad 17 also responded. There were four patients transported to the hospital. At 2220, Ladder 17 was alerted to assist Wilmington Manor on a residential structure fire on Talbot Drive in the Chelsea Estates neighborhood. Crews arrived to fire showing from the rear of the house. Ladder 17 completed primary searches, which proved negative, laddered the house and opened up for ventilation.

Driver Injured in Middletown MVA Rollover

Man Extricated in Woods Road MVA

On November 26, 2021, at approximately 2215, the New Castle County Paramedics, along with the Port Penn Fire, Odessa Fire and Delaware City Fire, were dispatched to the area of Route 1 at the Lorewood Grove Road off ramp, in Middletown, for an MVA with rollover. Units found a tractor trailer overturned, trapping the driver. The driver was extricated in just under 15 minutes. The man was treated on scene by the New Castle County Paramedics for head, extremity and possible internal injuries. He was transported to the Christiana Hospital, in Stanton, aboard Delaware State Police Trooper 4, in critical condition.

On the evening of December 26, 2021, New Castle County Paramedics, Christiana Fire, Aetna Hose, Hook and Ladder, and Delaware State Police Aviation were dispatched to the 900 block of Woods Road for an MVA with entrapment.

Paramedics found one patient trapped in the vehicle, in care of Christiana Fire Company EMTs. The patient was trapped for approximately 40 minutes and suffered multiple injuries to his extremities, with suspected internal injuries. The patient was treated on scene and transported to Christiana Hospital by DSP Trooper 4 in critical condition.

On December 15, 2021, at 1801, New Castle County Paramedics responded to assist Wilmington Manor Fire Company for a pedestrian struck by a vehicle in the 100 block of DuPont Highway in New Castle in front of the New Castle County Airport. The patient was transported by paramedics on board a Christiana Fire Company ambulance to Christiana Hospital in critical condition.

At 1730 on December 15, 2021, New Castle County Paramedics assisted Minquadale and Minuqas with an MVA rollover and entrapment on I-95 at I- 495. One patient was trapped for approximately 15 minutes before being freed by fire department personnel. The patient was transported to Saint Francis Hospital in Wilmington by a Minquas ambulance with New Castle County Paramedics on board.

On November 6, 2021, at 2110, New Castle County Paramedics, in addition to ambulances from Odessa Fire, Volunteer Hose and Delaware State Police Aviation Trooper 4, were dispatched to assist Townsend Fire with an MVA with entrapment on DuPont Parkway at Blackbird Landing Road. One patient was airlifted to Christiana Hospital by State Police aircraft in critical condition. A second patient was transported in stable condition.

On December 7, 2021, New Castle County Paramedics, the New Castle County Swift Water Rescue Team and Delaware State Police Aviation Trooper 4 were dispatched to assist Cranston Heights with an MVA with rollover on Hercules Road at Lancaster Pike. Units arrived to find a single vehicle down a steep embankment on its roof and into a creek. The patient was out of the vehicle and was assisted up the embankment and transported by ground to a local hospital.

Surprise Visit New Castle County Paramedic S/Corporal Katie Watts and Delaware State Police Trooper Paramedic Sergeant Ted Stipa had the opportunity to reunite with Cole, a patient they treated in November. After suffering a medical emergency, Cole was treated by both paramedics and airlifted to Nemours Children’s Hospital in Rockland. Opportunities like this are few and far between but are greatly appreciated by any first responder who has the chance to visit with a patient.

NCC Paramedics Participate in Cooke Elementary School Hero Day Cooke Elementary School (in Pike Creek) hosted a Hero Day, giving students a chance to meet first responders who serve their local community and say “Thank You.” Five years ago, Courtney Cicchini, a second-grade teacher started Hero Day to honor the Wilmington firefighters who tragically lost their lives at the Lakeview Road Fire. Today, the event encourages students to dress as their favorite hero and present thank you letters to local first responders. This year’s participating agencies included New Castle County Paramedics, Mill Creek Fire Company, Cranston Heights Fire Company, New Castle County Police, Delaware State Police and New Castle County 911.

2 New NCC Paramedics Achieve Delaware Paramedic Licensure

Paramedic Madison M. Hartman and Paramedic Jake T. Martin successfully completed the Delaware Paramedic Field Certification process receiving their badge and paramedic insignia from Chief Logemann at EMS Headquarters on December 8, 2021. Madison is a 2021 graduate of the Good Fellowship Ambulance and EMS Training Institute Paramedic Program in West Chester, Pennsylvania, and comes to New Castle County EMS from Saint

Francis EMS where she worked as an EMT. Jake is a 2019 graduate of Virginia Tech where he earned a Bachelor of Science degree in Human Nutrition, Foods and Exercise. Jake was also Chief of the Virginia Tech Rescue Squad during his time in school. Madison will be assigned to EMS Platoon 2 and Jake will be assigned to EMS Platoon 3 both in field operations. NCC*EMS congratulates both Paramedics Hartman and Martin!

State of DE EMS Medical Director “Walk-Out” after 22 years Dr. Ross Megargel, State of Delaware’s EMS Medical Director for 22 years, retired from his post and was given a hero’s send off at Christiana Hospital. New Castle County Paramedics joined paramedics from Kent County Department of Public Safety, Sussex County EMS and the Delaware State Police Aviation Section as well as BLS providers, firefighters, medical directors, emergency physicians, Del Tech staff, Office of EMS Staff, friends, family and colleagues, on December 14, 2021, to wish him well. Following his shift as an emergency physician at Christiana E.D., he was presented with several gifts and words of thanks from all present.

Worker Falls from Roof in Wilmington On December 20, 2021, at 0838, New Castle County Paramedics, Saint Francis EMS and Delaware State Police Aviation Trooper 4 were dispatched to assist Wilmington Fire Department for a worker to fell from a roof in the unit block of Rockford Road. Due to the location in North Wilmington, time of day and distance from the level-one trauma center, aviation was used for transport. The patient was transported in Trooper 4 to Christiana Hospital in serious condition.

New Rescue Tools On November 14, 2021, Pat Grubb of ESI Equipment, demonstrated Holmatro Rescue tools at the Five Points Fire Company. He discussed the history behind Holmatro, showed the various tool models available and explained the options available. Fitness Assessments for the Fire Service For several years, the leadership of the Delaware State Fire Chiefs Association has been promoting CardioKinetics, a company that specializes in fitness assessments.

Through the efforts of past-Presidents Kevin Wilson, Mike Rush and Andy Hall, the State Chiefs Association has funded fitness assessments to Delaware firefighters at no cost to the firefighters or their respective fire company. This program is near and dear to many within the Delaware Fire Service.

The State Chiefs Association is committed to promoting and continuously making efforts to fund this program. We are proud to say, members of all ages have participated in the program and have benefited from the knowledge they receive. Governor Carney has been quoted, saying about CardioKinetics, “Responding to emergencies is incredibly stressful, both physically and mentally. It is critical for first responders to understand these risks, and take every precaution to care for their own health. Regular physical activity and cardiac assessments, by Cardiokinetics, are vital to staying prepared and protecting all of us who depend on their brave service. Public safety professionals take on some of the most demanding and stressful jobs. Because of them, our streets, homes, and communities are safer. Historically, approximately half of all firefighter line-of-duty deaths have been caused by heart attacks and cardiovascular disease. We want to work together to reduce these numbers. New Chapter of SPAAMFAA Forming for Delaware My good friend, past-Chief Phil Pennington of the Bowers Fire Company, has begun organizing this chapter. The DelMar Antique Fire Apparatus Association had their first meeting at the end of October. They had about 18 people attend to select the name of their chapter. The physical area to be covered is Delaware and Maryland from the Chesapeake to the Atlantic Ocean. They will meet once a month until they get the groundwork down as to when and where they will be located. They will be meeting on the last Sunday of odd months. They are working on the bylaws and application to SPAAMFAA. There are a lot of antiques in the DelawareMaryland vicinity. Good luck folks, and I hope to see some of you at one of the national SPAAMFAA conventions.

Kent County Department of Public Safety Announces Two Promotions The Kent County Department of Public Safety is pleased to announce the recent promotions in the EMS Division of Captain Justin Conrad and Deputy Chief John A. Tinger, both who assumed their new roles January 1, 2022.

Captain Justin Conrad began his career with Kent County in 2014 as a Paramedic I. During his tenure, Justin was promoted through the ranks to a Paramedic Corporal, Paramedic Field Training Officer, and Paramedic Sergeant. He also served as the Power Unit Workgroup Supervisor. Justin is now the Operations Captain for the EMS Division. In his new role, Justin will manage and coordinate all operations for the division.

Deputy Chief John A. Tinger began his career with Kent County in 2006 as a Paramedic II who served as a Paramedic Field Training Officer before he was promoted to Administrative Captain in 2010. His new role as the Assistant Director of Public Safety - EMS Division, is to perform responsible management, technical, and administrative work and to supervise the overall operation and direction of the highly technical and advanced life support service of the Emergency Medical Services Division.

Sussex County EMS Trains with Partner Agencies for Water Rescues Sussex County EMS, in conjunction with the Bethany Beach Fire Company, hosted joint trainings focused on various types of water rescues that are presented in the area.

Agencies participating were Sussex County EMS, Bethany Beach, Millville, Lewes, Roxana fire departments, Delaware State Parks Beach Patrol, Delaware State Police, and the Department of Natural Resources and PWCs (personal water craft), and rescue buoys. Scenarios included a surf rescue with cardiac arrest at the Delaware Seashore State Park, multiple trauma patients from a boating accident that were treated and transported from a sandbar near the Indian River Inlet, and a pediatric resuscitation station held at Bethany Beach Fire Company’s main station. The training allowed participants to become more familiar with each agencies capabilities and resources improving future rescue efforts.

DELAWARE STATE FIRE SCHOOL

Fire School Director Robert Newnam Announces His Retirement Director Robert ‘Biff’ Newnam has announced his retirement, effective the end of January 2022. After serving as a field instructor, Director Newnam has been a full-time employee of the school since 1991, beginning as a Training Administrator where he oversaw many of the courses still in use today.

In 2007, he was appointed by the Fire Prevention Commission as the fourth Director of the Delaware State Fire School. As Director, he has seen the staff expand to 11 training administrators, three maintenance personnel, and five office staff, many whom he hired and all of whom had started since he began working there.

In his tenure, the buildings have had major renovations and additions along with the addition of two divisions. The most recent addition was a computer lab that is used for Blue Card simulations, officer programs, and NREMT testing. Another technological improvement included conferencing equipment to supplement online learning programs, which was uti-

lized in the pandemic to help continue delivery of programs to students.

He also promoted getting youths involved in the fire service with the Junior Fire Camp program and getting more young women involved supporting the Camp Fury Delaware.

Director Newnam has been involved in many changes, be it technological, political, or social. He has overseen many capital projects, adapted the school in the practices and equipment of the fire service, and has progressed with the changes in the emergency medical services of the state as they continue to evolve.

He has continued to work to keep up with current methods and was willing to take chances if it meant improving the school and its programs. He encouraged staff to keep up on current safety measures and work to be in the forefront of health issues such as firefighter cancer, developing policies for the use of wipes in training, and other cancer reducing efforts like the elimination of the use of AFFF products.

The director leaves a legacy of change for

the better at the Deleware State Fire School.

His continued diligence to maintain the motto of “Excellence Through Training” will always be remembered and hopefully be carried on.

DSFS Completes Re-Accreditation On November 17 and 18, 2021, Delaware State Fire School staff, working with representatives from the International Fire Service Accreditation Congress, saw the Fire School complete its five-year re-accreditation. This review assures the school meets all requirements for testing delivery and that tests meet NFPA standards. We thank IFSAC and the representatives from Connecticut and British Columbia for their professionalism and for helping validate our programs.

Tips on Ice Rescue and Safety The Delaware State Fire School and the Delaware State Fire Chiefs Association along with your local fire departments would like to remind citizens that the best way to avoid an ice emergency is to always be careful around the water during icing conditions. The basic rule is NO ICE IS SAFE ICE. Any type of ice formation is subject to failure. Ice rarely forms in a unified thickness. Ice may be 12 inches thick in one area and a couple of inches thick only 10 feet away. Extreme cold may not mean that the ice has strength. Ice formed quickly may have cracks that can cause it to weaken.

Temperatures rising may take several days to warm the ice sufficiently. Being a skilled swimmer may not ensure your safety in the event you fall through the ice. Someone who has fallen through the ice can be aided by equipment such as ice awls, ice staff, car keys, pens or some other sharp instrument as these will be needed to help with grip.

Another interesting fact is that if a person falls through ice and goes under the surface they will see light and dark above them. They will want to rise towards the light. This may be a fatal mistake since the ice reflects the light. The hole will be in the dark area.

Use a strong kicking action alternate with jabbing a gripping device to ease out of the hole in the ice. Once out of the ice do not stand right away, rather roll away from the hole until a firm surface is reached.

Someone who falls through the ice is ain life-threatening situation.

Therefore, always use caution around the water in winter and prevent accidents from happening.

DVFA Honors 2020 Poster & Essay Award Winners Even with the challenges presented by Covid 19 the Delaware Volunteer Firefighters Associations Fire and Life Safety Committee moved forward with its Poster and Essay Contest. Children who competed in 2020 were honored at an awards ceremony on December 5, 2021 hosted by the Carlisle Fire Company of Milford.

Delaware State Police Recruits Complete Fire Survival Training The fall Delaware State Police Recruit Class (98/91) completed its Fire Survival Training at the Delaware State Fire School on November 17 and 18, 2021. Students completed Chemistry of Fire Training. They worked to complete their NFPA HazMat Awareness Training as well as completed evolutions with ladders, sprinklers, fire extinguishers and escape training. There were 25 students in the class.

Santa Visits Holloway Terrace While maintaining his busy schedule at the North Pole preparing for Christmas, Santa was still able to visit the Holloway Terrace Fire Company district. While the current pandemic climate prevented handing out candy canes, Santa made sure to wave to all the boys and girls who were eagerly waiting his arrival.

Holloway Terrace Holiday 2022 Five Points Officers Get-Together

Holloway Terrace Fire Company membership shared an evening of fellowship and friendship, with some good food and beverages to celebrate the holiday season. The evening’s gathering was organized by committee who served a delicious buffet of hot and cold hors d’oeuvres. It was a much-needed assembly to gather with friends and family after another successful year (our 100th) of service to the community.

Honoring Rev. Richard Walton On December 18, 2021, while at the annual awards banquet of the Clayton Fire Company, Rev. Richard Walton, an active firefighter for the Harrington Fire Company was recognized with the achievement of Life Member of their company. Rev. Walton was a career firefighter with the City of Wilmington Fire Department retiring with 20 years of service, as well as volunteering within the fire service in Delaware. Upon retiring, Rev. Walton became an ordained minister and has served many years in multiple churches.

Most recently, Rev. Walton served as the pastor of Ewell Saint Paul’s United Methodist Church in Clayton for several years, before being assigned to Woodside United Methodist Church in 2021. When Rev. Walton is not providing service to his congregation, he can be found assisting around the station in any capacity he can, as well as helping on incidents responded to by the company. He is currently serving as a Chaplain for the Harrington Fire Company, as well as multiple Kent County associations. We would like to congratulate Rev. Walton on the accomplishment of Life Member of the Clayton Fire Company. We would also like to thank him for his continued dedicated service to our company and community. Thank you Rev. Walton and congratulations!

Past-Chief Jeff Hurlock Named November Member of the Month On December 14, 2021, during the December company meeting, the Clayton Fire Company awarded past-Chief Jeff Hurlock the November Member of the Month.

Roland Timmons Named Clayton’s December Member of the Month At the January 11, 2022, monthly meeting Clayton Fire Company honored a member who, during the previous month, did an outstanding job. During the January company meeting Life Member Roland Timmons was awarded a certificate and $50 gift card for his outstanding December. Rehoboth Beach Christmas Parade

Rehoboth Beach Volunteer Fire Company sponsored their Hometown Christmas Parade on December 6, 2021. Santa and Mrs. Claus rode in town on “Big Red” with past-Chief Leonard Tylecki driving. Floats, bands, decorated cars, trucks, and much more filled Rehoboth Avenue with almost 90 units marching. Santa greeted the

kids at the fire station after the parade where they were treated to hot chocolate and cookies. A huge crowd was on hand to watch as the pandemic cancelled last year’s parade. Thanks to all who participated to make this a great parade.

Obituaries Holloway Terrace’s William Stevenson The Holloway Terrace Fire Company mourned the loss of active Life Member, William ‘Bill’ Stevenson, who passed away on November 24, 2021.

Bill was a 1965 graduate of William Penn High School and Delaware Technical and Community College. Bill enlisted and served honorably in the United States Air Force. Bill retired from Acme Markets after 25 years, also retiring from New Castle County as Treasury Supervisor after 25 years. He was serving as Treasurer of the Holloway Terrace Fire Company, a position he held with honor and distinc-

Farmington’s Carl Roork The Farmington Fire Company mourns the loss of Chief Engineer and Life Member Carl Roork who answered his last alarm on December 4, 2021.

Carl joined the Department in 1958, and was an active member for 59 years.

He was Chief Engineer for approximately 45 years and was still actively serving in that position up until his passing. He was named Firefighter of the Year five times and received the Fireman of the Year twice. He served on numerous truck committees through the years including Engine 47-5 (1979 and 2013), Rescue 47 (1983 and 2017) and Tanker 47 (1984 and 1995). Carl’s pride and joy however was the company’s 1927 GMC antique fire truck, which he was always eager to take to any parades or demonstrations that he could.

His knowledge, expertise, and dedication cannot be replaced and will be sorely missed.

Laurel Students Learn About Kitchen Fire Safety Under the direction of Culinary Arts teacher, Meagan Bunting, Laurel High School students in the Culinary Arts program received training from the Delaware State Fire School on kitchen fire safety. Approximately 180 students took place in the two-day training, which included home and kitchen safety as well as fire extinguisher usage. Junior Reaghan King Awarded Member of the Month Award

On December 14, 2021, the Clayton Fire Company honored a member for their previous month’s activity at the company meeting. In August, Junior Member Reaghan King was named the member of the month and would have received her award in September, however Reaghan, who attends Smyrna High School, has her own candle business, and plays rugby and was not able to attend the meetings in September, October, or November.

Clayton Fire Company Dedicates its Little Library On December 14, 2021, prior to the start of the regular December fire company meeting, the members and officers took time to dedicate a Little Library. The idea of having a Little Library was brought to the board of directors several months ago by then-Explorer member Reaghan King. She proposed the idea and educated the board on the Little Library program. She stated she would keep it stocked with books and fire prevention materials. The Little Library is located in the entrance way of the fire company off East Street in Clayton. The Little Library program has thousands of these across the county and the one in Clayton is registered with littlefreelibrary.org. Reaghan and her father made and installed the little library, and it has been used many times. A great thank you goes out to Reaghan and her family.

Felton Presents 2020 Awards

The Felton Community Fire Company is proud to announce its 2020 award recipients.

These awards normally would be presented earlier in the year at a banquet but were delayed due to Covid.

The 2020 Joseph H. Griffith, Jr., Firefighter of the Year is Ben Bishop. Ben follows in the footsteps of his father and grandfather as a Firefighter with Felton Com-munity Fire Company. In a short time, Ben has completed all his core fire training and obtained his EMT

certification. Ben is hard working and willing to go above and beyond the call of duty. Ben is pictured with his Father Mike Bishop, grandfather Oscar Bishop and girlfriend Oliva.

The 2020 Walter H. Moore Fireman of the Year is Ryan Deputy. Ryan’s time as an “official” member of the company may be short, but the maturity and growth he has shown in that time is immeasurable. Ryan takes care of his fire company family in any way that he can and without hesitation. Ryan’s late father, Donald,

was the first recipient of this award back in 1995. Ryan’s mother Robin and grandmother Cindy are active life members of the Felton Fire Company Auxiliary. Fire Marshal’s Report Fatal Fire in Newark Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office investigated a January 19, 2022, fire in Newark (Delaware) that heavily damaged a townhouse.

One person was found deceased inside the burning home.

The Christiana Fire Company was dispatched to a house on fire around 2200 in the 100 block of Council Circle in the Village of Tahoe neighborhood off Salem Church Road. Firefighters arrived on scene with flames shooting out of the middle-of-the-row townhouse. One person was found inside the home deceased. Heavy fire damage was estimated at $200,000. There were no other reported injuries.

Fatal Fire in Odessa Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office investigated a January 17, 2022, fire that heavily damaged an Odessa,home.

The blaze, reported shortly after 0930, occurred in the 200 block of Oak Drive in the Airmont development just south of the Chesapeake and Delaware Canal. The Odessa Fire Company arrived on the scene with the house engulfed in flames. Firefighters discovered one person inside the home. Heavy fire damage was estimated at $200,000.

Malfunctioning Furnace Fuels Farmington Fire Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal determined that a January 14, 2022, fire that heavily damaged a Farmington house was accidental.

The blaze, reported shortly after 2100, occurred in the 19000 block of South DuPont Highway near Williamsville Road. The Farmington Volunteer Fire Company arrived on the scene with smoke pouring from the home. Nearby mutual aid fire companies assisted.

State fire investigators were called to the scene. The origin and cause of the fire was determined. The fire erupted inside a malfunctioning oil fueled furnace and spread inside the home. The fire caused an estimated $100,000 in damage. There were no reported injuries.

Carlisle FC Responds to 2 Fires in 6 Hours Chief Deputy B. Scott Bullock Delaware State Fire Marshal The Delaware State Fire Marshal’s Office has determined two house fires that occurred on January 12, 2022 in Milford, DE were accidental.Carlisle Fire of Milford was alerted shortly before 1700 to respond to the unlit block of Elizabeth Street in Milford, for a house fire. Carlisle arrived to heavy smoke coming from the 1-½ story single-family dwelling. Assistance was requested from neighboring fire companies with the fire placed under control just after 1800. Deputy State Fire Marshals conducted an investigation and determined the fire originated in the kitchen/dining area and was caused by improperly discarded smoking materials. The occupants were not home at the time the fire was reported. Damages were estimated at $50,000 with no injuries reported.

Carlisle Fire was then alerted at 2245 to respond to the 6000 block of Old Shawnee Road in Milford. Crews arrived to fire in a recreational camper in the driveway. Assistance was requested from neighboring companies with the blaze brought under control just after midnight.

Deputy State Fire Marshals determined the fire originated on the exterior of the dwelling and spread to the camper. The cause of the fire was a failure with an electrical extension cord used to provide power to the camper. No injuries were reported, and damages were estimated at $125,000.

Delmar Home Heavily Damaged by Fire John M. Galaska, Chief Deputy State Fire Marshal The Delaware Office of the State Fire Marshal investigated a fire that heavily damaged a structure in Delmar on January 12, 2022.

The incident, reported shortly after 0800, occurred in the 14000 block of Line Road. The Delmar Fire Department arrived to smoke and flames coming from a single-family dwelling. The home was occupied at the time and the occupant was able to escape without injury. Mutual aid fire companies assisted at the scene.

State fire investigators were called to the scene and performed an investigation The fire was determined to have originated in the garage area of the home. There were no reported injuries. Damage was estimated at $150,000.
