Limit Your Chances of Cancer Firefighters have always been proud of their toasted and dirty helmet. This holds true today, too. Years ago, I remember when my father was promoted to lieutenant in the FDNY and proudly placed his burnt and soot covered helmet shield from Engine 233 in the shadow box of our living room. He was proud of his first shield until mom, who didn’t know better, took a steel wool pad and cleaned the shield, restoring it to a pristine condition. Yes, dad was quite mad when he came home from work and the bright numbers on the shield drew his attention. Let me ask our seasoned veteran firefighters — would you be mad if this happened to you?

It is no secret that I have cancer. Did it come from my 20-plus years in the fire service? If it did, I would be upset if I could have prevented a disease that has changed my life. Yes, I too was one of those firefighters who took pride in my dirty helmet and turnout coat.

If you stay current and read about the causes of cancer, you will find articles that link what we do on a daily basis to various strains of the disease. Recently, there has been concern that our hoods, ear flaps, coat wristlets, and turnout coats could be a link to cancer. Do a search for “firefighters hoods - cancer” you will be shocked on how many articles that come up on the subject. Honeywell First Responder Products have a great article on their website about this. The IAFF has another article written by NIOSH linking cancer to our gear.

What should you and your department do? Look to organizations like the Firefighter Cancer Support Network. They have suggestions that might help you prevent the dreaded disease of cancer. The types of cancer we are getting are way too many to mention in this editorial.

The suspected causes of cancer are many and you, the firefighter, are susceptible to them all. This is no joke and it is not a ‘maybe’ issue.

Cancer is reaching our firefighters through what we do and it can be limited by keeping your PPE clean.

As you read through Delaware Fire Service News, pay particular attention to our advertisements. A few of our advertisers are offering programs to help keep your gear in a condition that will protect you during a fire and after the fire. If your department does not have a program in place to keep your gear clean, it is time to put one in place.

I am sure many of you are proud of your ‘salty’ gear. It is time to change that attitude to one where you are proud that you survived your career without getting cancer.

Vanishing Volunteers

by Steve Austin “People come and go but this place will always be here,” is an old adage about the local volunteer firehouse. Until recently, I never questioned that conventional wisdom. Maybe I’ve been acting like an ostrich that buries his head in the sand when he senses trouble.

When the ostrich can’t see, it assumes no one else can either.

Events brewing over the last few years have caused me to check my vision. The firehouse on the corner might not be as secure as I once thought.

As I travel around the country the story line is the same. There are fewer people willing to do what we do. The ostriches among us pretend that nothing has changed and there is an unlimited supply of new talent that is willing to join under the same conditions that have been in place for a century or more in the volunteer fire service.

Maybe your company gets out on every run. But is the apparatus properly staffed? How many responders on the rig are “combat firefighters”? Are all the riding positions filled? What is the age of the firefighters? Are they too old, or maybe too young with little or no experience? Are there enough folks to handle the administrative duties? Are the same bunch of old guys and the same ladies working all of the fund raisers? There are association meetings where hardly anyone under 50 is taking an active role. What is going to happen when those guys are gone? Have we asked these questions openly?

Are we afraid of the answers?

In his new book, Fire Call, author George DeVault, a fire service veteran, sounds the alarm to save the vanishing volunteer members. He volunteers in Emmaus, Pennsylvania, in the Lehigh Valley. DeVault, an active volunteer for almost 40 years, has chronicled the demise of the volunteerism in his hometown and across the nation. For example, he writes that Pennsylvania had some 300,000 volunteers in 1977. By 2014 the number had shrunk to around 50,000.

Delaware fire companies mirror what is happening to our north.

Some stations are so short staffed that they have hired firefighters in addition to EMTs to get on the street. Daytime response, especially early in the morning, is problematic.

Consolidation of stations in the Commonwealth is long overdue.

There are simply too many Pennsylvania fire companies. But even after successful mergers there is no guarantee that response times and personnel numbers will improve all that much. De Vault quotes a 2004 report from the United States Fire Administration that, “the volunteer emergency services … is a tradition in danger of weakening and possibly even dying out.” That report was 11 years ago. During the period the number of volunteers continued to shrink while run volume has nearly tripled.

For many members, the volunteer fire service is a way of life, driving a core belief system and governing the way we lead our lives. The volunteer fire service is part of the fabric of our communities.

If we value the contribution the fire service makes to the quality of life in our nation we must explore new solutions to preserve and protect this institution we love. No longer can we live like an ostrich pretending all is well. We need realistic and workable solutions to prevent us from vanishing. We still can control our destiny if we have the will to do so, but we are running out of time.

STATE FAIR: Again the Recruitment Committee will be working all 10 days of the State

This has been a very busy couple of months since the last edition of the Delaware Fire Service News. The Seitz Report, contracted by the DVFA, for EMS billing methodology, has been completed and submitted to the Controller General’s Office. The Congressional Fire Services Institute held its annual dinner at the Washington Hilton and was attended by a strong contingent from Delaware. Vice President Biden was the keynote speaker and visited with the Delaware delegation prior to the dinner. I want to thank Ron Marvel and Warren Jones who coordinated with the Secret Service to get all of the Delaware attendees through security and down to

the area to meet with the Vice President. I, especially, thank all of you who attended the event.

Around the first part of April the Insurance Commissioner decided to adjust our insurance premium money by $953K. That adjustment started three weeks of legal, political and personal involvements to rectify the issue. The DVFA Office, Officers and our attorneys spent many hours on this issue to a partial resolution which may not be totally resolved as of this printing. I wish to thank everyone who worked on this issue. Our attorney will be at the June Executive Meeting to update you on the issue. Please make sure an officer of your company is in attendance.

At the end of April, we attended the FDIC in Indianapolis, IN. I want to salute everyone from Delaware who took the time to go to Indianapolis to attend the training classes and exhibits for the betterment of their fire companies. It was a pleasure to see you all during the event and at the Provident reception on Friday night. On April 28,

we held our 2nd Annual Firefighter’s Day at Legislative Hall. I wish to thank all of you who attended.

On the political scene at legislative hall, HB133- the sprinkler legislation, SB89- the food certification exemption legislation and HB41- the ladies surf fishing legislation, have been introduced and are in the legislative process. We need your support of these pieces of legislation.

We lost three DVFA icons in the last several months. Our prayers go out to the families of DVFA past-Presidents Joe Hojnicki, and John Bare and LADVFA past-President Peg Scarpitti.

My wife, Jackie, and I are grateful for your hospitality and invitations to your events and thank you for the chance to meet you all. A special thank you goes out to DVFA Chaplain, Pastor Bob Hudson, for his great work as President of the Delmarva Firemen’s Association. Have a great summer and be safe!

The weather is finally heating up and it is my favorite time of the year!

My husband David and I have continued traveling up and down the state on the banquet circuit and we could like to thank all of the fire companies for their invitations and gracious hospitality.

Congratulations to all of the auxiliaries for their hard work this year and for their donations.

I attended the Ladies Seminar at the Delaware State Fire School on April 12. Division of Public Health put on an excellent and very informative class with 150 auxiliary members present.

Following the seminar I was honored to attend the

Hobb Ryan dinner at Cheswald. A big congratulations to all of those that were honored for their years of dedicated service.

I was honored to attend the CFSI dinner in Washington, DC, on behalf of the LADVFA with David. While in Washington, I was able to exchange challenge coins with Vice President Joe Biden.

On April 28 I traveled down to Dover to take part in Firefighters Day at Legislative Hall. Thank you to all the legislators that were in attendance, it is nice to know that we have all of your support.

Senator Ennis has been hard at work with the Department of Public Health regarding the food code. He has introduced SB 89, this bill would exempt charitable and fraternal organizations from the current food code. I would like to thank Senator Ennis for all of his hard work and support.

The LADVFA Executive Meeting was held on

May 4 at Cheswald Fire Company. A big thank you to the Good Will Ladies Auxiliary and Fire Company for all of your help.

Past-President Stevens and the committee have been hard at work creating a state wide cook book and it is going to print soon. Keep an eye out for order forms that will be available shortly.

On May 14, I attended Governor Markell’s prayer breakfast. It was a beautiful service with a delicious meal.

Lastly, I would like to remind New Castle and Kent County Ladies that the position of Secretary and Assistant Secretary are going to be vacant as of September 2015. If you are interested, contact your auxiliary present and then county president.

On behalf of myself and my entire family I hope everyone has a very enjoyable summer and don’t forget to relax and enjoy the sun!

Cover Story

Old Mill 2-Alarmer

On May 2, 2015, Wilmington Fire Department units responded to Bancroft Mills Road for a reported building fire. First arriving units had heavy fire showing from the three-story Old Mill facility.

The fire reached a second alarm. Due to the location, a Tanker Task Force was requested bringing units from the 166th Delaware Air

National Guard, New Castle, and Chester and Delaware Counties (PA) to the scene. The incident commander was Deputy Chief Michael Donohue. The following units responded: Squad 1, Skyboom 2, Squad 3, Squrt 4, Engine 5, Engine 6, Ladder 1, Tower Ladder 2, Battalion 1, Battalion 2, Battalion 10, Battalion12, F17(Safety Officer) NCC Medic, PA-1, PA-100, Pa-200 New Castle Tanker Task Force, Delaware and Chester Counties (PA).

House Fire on Savannah Drive

On April 14, 2015, units responded to a house fire on Savannah Drive. Units found smoke and fire showing from the C side roof area. Crews went inside and found an active fire in the attic and an upstairs bathroom. Assistance was provided by Station 45 (Ladder and Rescue), and Station 26 for Tanker. Ambulance 64, KM-6, and FMO also responded.

1 Dead in Millsboro Apartment Fire

On April 10, 2015, the Indian River (80), Millsboro (83), and Lewes (82) departments were alerted for a working structure fire with possible entrapment on Delaware Avenue in the multi-residential Oak Orchard Apartment. Ancillary units from Dagsboro (73), Frankford (76), and Georgetown (77) were utilized as cover ups. Emergency response units included Tanker 80, Rescue 80 and Engine 80-1 from the Oak Orchard facility as well as Engine #803 and Engine #80-5 from Long Neck. Additional resources from the Office of the State Fire Marshall, the electric supply provider, and the American Red Cross were requested. It was reported that all residential occupants were displaced and one was deceased. The local EMS provider and the Sussex County Paramedics were utilized for occupant evaluation and firefighter rehab assignments.

1 FF Injured in Wilmington Blaze On May 4, 2015, Wilmington City firefighters of the C-Platoon were dispatched to Bedford Court for a reported house fire. Units arrived to find heavy fire coming from the first floor of a three-story middle-of-the-road home. The fire was quickly suppressed by firefighters, however one family pet perished. One Wilmington firefighter was injured during the fire and was transported to Wilmington hospital for evaluation. The home sustained heavy fire and smoke damage and the adjoining properties also sustained damage. Approximately 34 fire and EMS personnel responded to the fire. The following units responded: Squad-1, Engine 6, Engine-5, Tower 2, Battalion-1, Battalion-2, Battalion 9, Battalion 10, FM-15, PA Unit-100, Pa-200 New Castle County Medic 1 and 8, Wilmington Licenses & Inspections and Delmarva Power.

Busy Day for Laurel

Brush Fire in Millville

On March the 19, 2015, Laurel Fire/EMS answered a call for a brush fire. While units were clearing a medical assist, they were alerted for a third alarm. Dispatch advised of a structure fire on West 7th Street, bringing 74 (Delmar) and 14 (Sharptown) to the scene. Engine 81-4 with Deputy Chief Sheridan cleared the medical assist and responded and arrived to find a detached garage with heavy smoke showing. Engine 4 laid in at the hydrant and made their attack. E/T 81-5 arrived and crew assisted with fire suppression. Tower 81 and E/T 74-2, E-1404 and Rescue 74 arrived and assisted with ventilation and overhaul. Firefighters made quick work of the fire and incident was placed under control. Despite the efforts of firefighters, the garage sustained heavy fire and smoke damage. Laurel units would respond to two additional fires before the day was over. Deputy Chief Sheridan had command of the incident. Units responding were: E 81-4, E/T 81-5, E 81-2, Tower 81, A81, E/T 74-2, Rescue 74, E 1404, E 71-9 (Blades) for stand-by in Laurel.

On April 29, 2015, the Millville Volunteer Fire Company was dispatched to a smoke investigation on Dukes Drive in the vicinity of the fire station. Unit 84 Command responded immediately to the call and was followed by Engine 1, Brush Truck 84-0, Engine 6 and Ambulance B-84. Units arrived to two open burn piles in a field, which were quickly extinguished.

Federalsburg Barn Fire

On April 12, 2015, the Federalsburg Fire Department along with Denton and Bridgeville Fire Companies were alerted for a barn fire on Noble Road, east of Federalsburg, Maryland. While en route, crews were advised that the barn was used to house horses. The property owner tried to help several horses escape.

When fire crews arrived they found a 100 x 200 foot barn fully involved with several horses still trapped inside. Due to the size of building and amount of fire, command requested a second alarm bringing crews from Seaford, Preston and Greenwood. Due to a partial building collapse crews had to perform an exterior attack. Crews worked for nearly an hour to bring the fire under control. Unfortunately several horses perished in the fire. One person was treated on scene for smoke inhalation. The Caroline Company Fire Marshals Office is investigating the cause of the fire.

Dover Takes on Trailer Fire

Recently, Dover volunteers were dispatched to a working trailer fire on N. Little Creek Road. Units arrived to find four mobile homes on fire. Assistant Chief Glenn Whitt had command. Units on scene were assisted by mutual aid from the Little Creek and Cheswold VFCs. Cover ups were provided at both stations by the Smyrna and Magnolia VFCs. - DFSN photo courtesy of Michael J. Gas Leak in Bethany Beach On March 29, 2015, Quint 70-5, Tower 70, 70-8 and Engine 841 (Millville) operated at a gas leak at Walgreens on Coastal Highway in Bethany Beach. Crews were on the scene for about 45 minutes.

Fire on West Big Woods Road On March 2, 2015, units responded to trailer fire on W. Big Woods Road. Crews found heavy fire from a single-wide trailer with an attached porch area with extension into the house. Crews deployed multiple handlines supplied by Tanker 44. Crews searched the residence and rescued six puppies which were taken to R44 for treatment with Animal O2 masks by Ambulance 64 and KM-6 and then turned over to the SPCA. Fire Chief Tate Coulbourne had command. Assistance was provided by Ambulance 64, KM-6, Kent County SPCA, DSP, and FMO. - Submitted by CHC

Bethany Beach Blaze

On May 1, 2015, Station 70 was alerted by Sussex EOC of a working structure fire on Wellington Parkway in Bethany Beach. Stations 84, 90, 76, 86 and SCEMS was also alerted to fill the working fire assignment. Asstistant Chief Tom Moore in 708 arrived on scene and found a 1-1/2 story, single-family home with smoke evident. Quint 70-5 established a water supply and stretched an attack line. Crews found a fire extending from a chimney into the surrounding structure. Tower 70 crew arrived and performed vertical ventilation. The fire was under investigation by the Delaware State Fire Marshal’s office.

Houston Beats Structure Fire

On April 28, 2015, the Houston Volunteer Fire Company was alerted for a structure fire. Command arrived on scene and found a fully involved structure. All of Houston's apparatus (52-2, 52-4, 525, 52-7, A52) along with Station 50's (50-5, 50-2, Rescue 50) responded. Crews worked for three hours to extinguish the blaze.

Rollover MVC Citizen Hose Company units responded to a single vehicle MVC with a rollover on April 19, 2015, at N. DuPont Highway and Smyrna-Leipsic Road. Crews utilized hydraulic tools and struts to remove the trapped driver. The driver was flown to CER. Assistance was provided by Ambulance 64, KM-5 and 6, and T-4.

MVC in Milllville

On April 10, 2015, the Millville Volunteer Fire Company was dispatched to an MVC in the vicinity of Vines Creek Road and Atlantic Avenue. Firefighters and ambulance personnel arrived to a single-vehicle accident in which the operator of a van, traveling east on Vines Creek Road, ran off the right side of the road and hit a tree. The impact was toward the passenger side of the vehicle, which was fortunate for the operator. Millville’s EMT-Bs checked the driver, who refused to be transported. Fire Captain Ty Webb declared the situation under control and turned the accident scene over to the Delaware State Police for investigation.

Laurel MVC On March 21, 2015, the Laurel Fire Department along with SCEMS was alerted for a MVC with entrapment on East Trap Pond Road. SCEMS arrived on scene and rapidly extricated a person from the vehicle.

One was transported by EMS to the hospital.

The road was closed for several hours due to a large pole and wires down.

Vehicle Rescue Competition

Georgetown Fire Company sponsored a Vehicle Rescue minute. Fire Companies from Georgetown, Hartly, Smyrna, Competition on the grounds of the 16 Mile Brewery in Georgetown Millsboro and Ellendale participated in the competition, which on May 9, 2015, to allow local fire companies to hold a friendly bat- drew a large crowd.

Clayton and Citizens’ High-Rise Training

On May 2, 2015, the Wilmington Fire Department conducted its annual training at the DuPont Experimental Station in Wilmington. Members of the WFD Special Operations Command participated in confined space entry training. The DuPont Industrial Emergency Response Team (Fire Station 358) set up the on-site training to give the WFD an opportunity to train and test their abilities in an industrial research environment. This is the second time the WFD has conducted training at the DuPont Experimental Station. Safety is a core value at DuPont, and the company has a longstanding history of supporting the Wilmington community.

On March 23, 2015, at the Delaware State Fire School, the Clayton Fire Company and the Citizens’ Hose Company of Smyrna trained together on highrise fire fighting tactics. The members of both companies practiced search and rescue techniques, locating and extinguishing a fire, ladder operations, and how to deal with the issues of fighting a fire in a high rise facility. Chief Robert Davis of the Clayton Fire Company stated, “both companies respond together on many fires through the year, so training together just makes sense.” This class is just one of four classes that will take place over the next several weeks.

Clayton Training

On April 6, 2015, the Clayton Fire Company conducted two training scenarios on how to rescue firefighters that may become trapped, disabled or encounter other problems while fighting a structure fire. Using a house donated by Habitat for Humanity, the fire company ran two different scenarios. The first was how to breech a wall to get into a structure, and the second was how to res-

cue firefighters from a window. The training also covered items such as how to properly raise a ladder, how to stretch a line, and how to use hand tools. Past Chief and current Assistant Chief Jeff Hurlock stated, “if you train like you work at a fire you become better because it becomes a natural action.�

High Rise Firefighting Drill in Bethany Beach

On March 23, 2015, firefighters from Bethany Beach, Millville, Roxana, Rehoboth Beach and Frankford participated in a high rise firefighting drill at the Sea Colony complex in Bethany Beach. A fire was simulated on the seventh floor of the Annapolis House using simulated smoke, and crews drilled command and control, search and rescue, and fire attack procedures, including charging the

standpipe system and deploying hose packs. Multiple evolutions were run to allow as many firefighters as possible to drill with these infrequently used tactics. The officers and members of the Bethany Beach VFC would like to thank our mutual aid companies and Sea Colony security and staff for making this a very successful drill.

Basic Brigade Course Takes Place at DSFS

On March 24, 2015, the Basic Fire Brigade Course began. Forty-two students were present at the course, which features a wide range of skills including hazardous materials, interior firefighting, basic incident management, basic skills and chemistry of fire.

DSFS Holds Spring Basic Skills Class

On March 15, 2015, the Delaware State Fire School began it’s Spring Basic Firefighting Skills Class. Some 144 students were registered for the class to begin the fire service careers. We wish all good luck with their future in the Fire Service.

DSFS Hosts DSP 88th Academy Class and 80th Municipal Recruit Class

On April 21 and 22, 2015, the Delaware State Police 88th Academy and 80th Municipal Recruit Class attended the Delaware State Fire School for the Law Enforcement Fire Survival Section of their training. Thirty-nine students were in attendance as they studied fire behavior, sprinklers, fire extinguishers and obtained the Hazardous Materials Awareness 472 certification.

DSFS Host Haz-Mat Workshop The Delaware State Fire School hosted the 8th annual Delaware Hazmat Workshop on April 10 and 11, 2015. The workshop drew 150 students and consisted of four day-long sessions on Friday, and four day-long and five half-day sessions on Saturday.

The workshop included speakers such as Ron Gore who taught classes on both days as well as being the keynote speaker for the Team Building Dinner on Friday night. Other speakers included Frank Docimo from Wisconsin, Greg Noll from Pennsylvania, Sgt. Mike Puglisi and Lt. Tom Chenworth from the Washington D.C. Fire Department as well as Dave Schoendorfer, Joe Taylor and John Casey from the Norfolk Southern railroad. The Fire School even had its own Joe Leonetti, John Clawson, Bruce Galloway and Bill Kelly teaching classes on Decon, Ebola and Hazmat Safety Officer.

The students were from various public safety agencies in Maryland, Delaware and Pennsylvania. The Delaware State Fire School is honored to have been involved in this event for the past eight years and looks forward to participating in the future workshops.

Spring Structural Firefighting Class Begins with Large Enrollment

On April 25, 2015, the Spring Structural Firefighting Skills Class began at the Delaware State Fire School with 164 students in attendance. The students learned and practiced skills regarding structural firefighting, ventilation, salvage, sprinklers and methods of attack.

Clayton Member of the Month The Clayton Fire Company Member of the Month for March was JJ Burnett. President Faulkner presented JJ with his certificate of service during the April company meeting. JJ attended 11 alarms, five miscellaneous functions, three drills, and a company meeting, and has amassed 141 point for the year. First State F.O.O.L.S. Annual 343 Miles Memorial The First State F.O.O.L.S. will hold their annual September 11 memorial walk/run on September 6, 2015. The walk/run begins at 1700 at the Delcastle Recreation Center on McKennans Church Road in New Castle County, Delaware.

Starting in 2011, the 10th anniversary of the attacks, a new tradition started when firefighters and companies walked in full gear and carrying tools.

This event benefits the National Fallen Firefighters Foundation (NFFF) and in the past has also benefited the Sons of the Flag Burn Foundation and the Wounded Warrior Project.

The Bell of Remembrance is carried on a trailer with bronze plaques with 346 names of the fallen FDNY. A new addition are two plaques with the names of all NYPD and PAPD police officers killed on September 11, 2001.

Construction of Lewes Fire Department Station 2 Completed The Lewes Fire Department Station 82 is pleased to announce the completion of Station 2 located at 32198 Janice Road in Lewes.

Planning for Station 2 began in January 2011 with a 12-person committee charged with overseeing the project. The committee goal was to design a building that would promote efficiency and functionality to the current operation of the Lewes Fire Department Inc. The building was designed and constructed to last for the next 100 years.

Moonlight Architecture. Inc., was selected to design the building with construction done by Harkins Contracting, Inc. The new building replaces the pole building that was completed in 1990 with the majority of the construction completed by members of the department. The building was 9965-square feet and was designed to last 10 years and served the department much longer than planned.

Prior to the construction of the new facility the old building was razed and the pole barn moved to the adjacent property owned by Brad Ritter. The pole barn was utilized during the construction period as the temporary firehouse.

Construction began in October 2013 with final completion and occupancy taking place in April 2015. The length of the project completion date was later than forecasted due to excessive snow and rain during the winter.

The building totaling 24,500-square feet is two stories with a partial

basement with elevator service to all floors. The first floor hosts bunk rooms, offices, laundry room, tool room, radio room and compressor room. There is also a kitchen and members lounge.

The second floor includes 2100-plus-square feet of meeting area, large breakout training room, kitchen for the meeting area, offices, and storage.

Basement area includes four mechanical type rooms, a large fitness room, two locker rooms and two large flexible storage rooms.

Station 2 is located central to the Lewes Fire Department fire district and central to our personnel. The 7000square-foot engine bay currently houses an engine, tanker, rescue, brush and utility truck. There is a small boat for inland water and surf rescue as well as an ambulance. There is also a 230 kW Kohler diesel generator on site which serves as backup power for the facility. Additional space is also available to house additional equipment and resources in the event of a large scale or long term incidents. The station is currently operational to serve the needs of our growing district. There will be an open house and official housing in the near future.

Sussex County Firefighters Hold Annual Memorial Service At the February 2015 meeting of the Sussex County Volunteer Firefighters Association, Chaplain Charles Arnold organized its annual Memorial Service. After the reading of a scripture lesson, the Fallen Firefighter Ceremony took place along with the "Table of One" lesson. The bell was tolled for each fallen member that was recorded through November 30, 2014. These members included: Chuck Quillen (Millville), Fred O. Obituary

Lewes Fire Department Life Member William ‘Bill’ Reynolds, Jr. The Lewes Fire Department lost 57-year Life Member Bill Reynolds on May 6, 2015. Bill served the town of Lewes in one capacity or another for the majority of his life. He enjoyed a long career with the Board of Public Works in Lewes and served as Engineer and Chief Engineer for many years and left his imprint on many engineers and members in the department.

Bill’s legacy will continue within the department as he has two sons, a grandson and granddaughter who are extremely active in the fire service.

His upbeat personality, smile and story-telling will be greatly missed by his family, friends, the Lewes Fire Department and the community that he served throughout his many years of public service.

Joseph W. Hojnicki, Sr. March 19, 1926 - March 14, 2015

On behalf of the Hojnicki family, the Minquadale Fire Company announced the passing of past-Chief Joseph W. Hojnicki, Sr. Chief Emeritus Hojnicki started his career with public service when he enlisted in the Navy on March 16, 1944. He served his country well and was honorably discharged after two years, two months and 22 days of service. Joe then began to serve his community by joining the Minquadale Fire Company in 1947.

Through his years with the fire company he served on numerous committees and offices. He was an officer of the company for a total of 56 years and was awarded the titles of Chief Emeritus as well as President Emeritus. He took his dedication even further and served the fire service by becoming the President of the DVFA in 1996. Joe’s dedication to the fire service was unquestionable, even installing a fire siren in his back yard so the members that lived farther away would be able to hear when they had an alarm.

During his time with Minquadale, Chief Emeritus Hojnicki was instrumental in designing the new fire apparatus that has been purchased over the years. As a self-taught draftsman who designed the planetarium’s flight simulator, Imax projection screens and even a “Back to the Future” ride for Universal Studios, Joe’s knowledge was greatly appreciated when helping design and configure the new apparatus. He would then make sure to teach all the drivers and firefighters about the new apparatus. For most of his 56 years of service he was a driver and operator, helping to get firefighters safely to and from emergency calls. Chief Emeritus Hojnicki was committed to education and training for firefighters and was a member of the committee that established the Delaware State Fire School. Joe served as an instructor with the fire school for many years and was well known in its halls.

Chief Emeritus Hojnicki was the first recipient of the New Castle County Volunteer Firefighters Association Sonny Wilkins Longevity Award in 1990, New Castle County Firefighters Association Firefighter of the Year in 1980, Delaware Volunteer Firefighters Association Firefighter of the year in 1994, and was appointed to the Delaware Volunteer Firefighters Association Hall of Fame in 1985.

He was also an honorary member of both Holloway Terrace and Wilmington Manor Fire Company.

Joe’s wisdom and knowledge will live on in those whom he had mentored over the years. The company members are greatly appreciative of his dedication and love for the fire service. Joe’s leadership and guidance will be dearly missed by the Minquadale Fire Company.

Pioneers of the Delaware Fire Service

This article is about two very active members of the Delaware Fire Service whom we all know, Debbie and Jim Watson (aka Little Shorty). They are currently active with the Delaware City Fire Company, but Jim’s fire service also includes memberships in the Castanea Fire Company in Pennsylvania,: the Wilmington Manor Fire Company and the Holloway Terrace Fire Company. Jimmy, joined the WMFC as a Junior member in 1974. I asked Jimmy why he joined the fire service and his response was, “to give back to the community through my service to them and the fact that my mom and dad were involved in the fire service.”

Jimmy understands all too well what the fire service is all about since his dad, Vaughan ‘Shorty’ Watson served the WMFC as President and Chief, and his mom, Freda, was a pastPresident of the Ladies Auxiliary of the WMFC. Jimmy received most of his fire service training at the DSFS, starting as a gofer and going on to be a Field Instructor. He also has taken classes at many conferences and at the National Fire Academy and is a certified instructor in BCLS. They are both members of the New Castle County CISM team.

As you can imagine, Jim is very passionate about safety and education. One of his greatest rewards is being able to teach and share his knowledge, skills and experiences with the younger generation.

In addition to his extensive fire service training, Jim attended DTCC and received an Applied Science Degree in Automotive Mechanics and is a certified diesel mechanic. He began working at the old Anchor Motor Freight at GM (Shorty also worked there). He left after 15 years and accepted a job with the DRBA as a Senior Maintenance Journeyman and has been there for 22 years.

During his career with the fire service, Jim has held many positions both in the departments that he has belonged to and also with New Castle County, the State of Delaware, other fire service organizations outside of Delaware and national organizations. Jim is a Life Member of the WMFC and past-President and Deputy Chief of WMFC; member of the Holloway Terrace FC and is currently an active Life Member of the DCFC. He has served as Safety Officer, Chief Engineer and currently serves on the Board of the DCFC and is the Building Chairman.

Jimmy has also been very active in many other fire service organizations in the county to include, past-President of the NCCFCA; Trustee for NCCVFA, Chair and co-Chair of the NCCVFA Muster Committee back in the 80s; past-President of the DSFCA; and District Representative for the NCCFAAB. He is currently serving as 2nd VP of the Delaware Valley Fire Chiefs Association.

All of his experience in the Delaware fire service organizations enabled him to move on to become President of the Eastern Division of the IAFC. Jim’s dad, Vaughan, also served as President of this association and, therefore, this was the first father and son to serve as presidents of the Eastern Division, IAFC. In 2014, Jimmy assumed another role in the fire service as President of the Cumberland Valley Volunteer Firemen’s Association, a regional organization of members from VA; WV; MD; PA and DE. To honor this accomplishment the DCFC is proud to host the 114th Annual Convention to be held in Delaware City, July 29 thru August 1, 2015. Please come

on down to historic Delaware City and enjoy the festivities, especially the parade on August 1, which starts at noon.

I asked Jim what was the most memorable fire or event he could recall and he said the AMOCO plant explosion/fire out outside of New Castle on River Road in 1980. WMFC was on the box and responded with L28 (ALF TDA) with Shorty driving and Jimmy on the tiller. He said it will be something that he will always remember - seeing the carnage and damage done and lives lost on that evening. He said that L28 was there until around 3pm the next day. Oh yeah, a lot of us missed the World Series playoffs that night, which had the Phillies winning!

I think I can sum up Jimmy’s fire service career to date with a quote he made as the outgoing President of the CVVFA last year. “A special thanks goes out to the officers and members of the DCFC for all their support and

friendships over the years. I proudly represent Delaware and look forward to continuing to do so for a long time. I want to thank my parents for starting me in the fire service and giving me the sense of community service. I appreciate the support of my family and a special thanks to my wife Deb for the last 32 years. You come from a fire service family also and it has been great no matter where I go, no matter what I need, you are always there for me”.

If you think that all of these fire service activities have kept Jimmy busy, let me tell you what other organizations he has been active in or is a member of. The New Castle United MC; several Masonic organizations including Washington Lodge; St John’s Lodge; Nur Temple; the Consistory; and JOBS Daughters.

He is a past-Associate Jurisdictional Guardian of Jobs Daughters of Delaware and pastAssociate Guardian of Bethel #8, New Castle.

In addition to all of the above that he does, or did do, he still has time for hunting, fishing boating traveling and taking care of his Labs (his four legged kids) and his family, consist-

ing of his lovely and wonderful wife, Deb, and two daughters, Tori and Jamie. Oh, and he just gained a son-in-law, Donnie!

I can’t leave out Debbie and the girls as they are just as active as Jimmy. Deb’s parents, Al and Eleanor Guthrie were active members of the Odessa Fire Company, and Ladies Auxiliary so it was in her blood to keep up the tradition. Deb joined the LA of the Odessa FC in 1977. She also served with the WMFC LA and is a past-President and HTFC LA. She has been with the DCFC since 1987. She attributes her service to following in her mom and dad’s footsteps, just like Jim. Deb is currently serving as Secretary and Boardmember of the DCFC and has also achieved Life Member status with them. She served for many years as Treasurer for the NCCAA. She is currently the Secretary of the NCCVFA. Debbie was an important player on the NCCVFA Muster Committee along with Jimmy. She was our flapjack champion and handled the LA events along with the pajama parties they had.

Debbie said that a very low point for both her and Jim was the LODD of Michelle Smith. Michelle was just an awesome hard working person and is so dearly missed. It was heartwarming to experience the outpouring support from the fire service. It was unmatched in their eyes.

On the other side of the coin, she says she has always enjoyed traveling with Jim to functions like the IAFC, Eastern Chiefs; CVVFA; DVFA Conventions/Conferences; trips to the NYSFA Firemen’s home and the trips with Five Points FC to the racing competitions in Long Island (ask Deb about her shoestring problem whenever she went on the trips to NY), and all the other activities that her and Jim are involved in with their fire service family.

In addition to all of her fire service activities, Deb had time to earn a Bachelors Degree in Nursing from Wilmington College (my alma mater) in 1999 and, by the time you read this article, she will have completed her requirements to earn her Masters Degree in Nursing. She is also a member of Sigma Theta Tau, a nursing honors organization. Great job, Deb! And, mind you, she did all of this while working full time as a RN for Christiana Care for the past 34 years. She is also a past-President of the Delaware Emergency Nurses Association and still found time to get her NREMT and DE-EMT ratings. She is also an instructor for ACLS, PALS, BCLS, TNCC (Deb will have to tell you what all those letters stand for). Deb also belongs to a lot of the same fraternal organizations as Jimmy.

I cannot forget Deb’s and Jim’s two bundles of joy, Tori and Jamie. They are both members of WMFC and DCFC. They both work in the medical field. They have made Jim and Deb very proud of all their accomplishments over the years. They have given them four legged, furry grandkids which are spoiled like crazy!

I don’t really know what else that I can say about these two Delaware Pioneers who have a combined total of 79 years in the fire service and continue to show their pride by volunteering in many organizations. Again, “it’s all in the family.” What a great family and legacy they have. I am proud to say that I have known them for some 30-plus years and also have spent many good times with them and their parents.

Clayton Fire Co. Members Visit WTC Memorial On April 25, 2015, about 50 members of the Clayton Fire Company along with a few family members made the threehour trip to New York City to visit the 9/11 Memorial. After arriving, several small groups split up and visited several different area’s like Rescue 1 and The 10 House, Time Square and several other attractions. The group took a tour of the WTC site and took a three-hour tour of the 9/11 Memorial.

Millsboro Hosts Delmarva Firemen’s Association Convention Millsboro Fire Company hosted the 2015 Delmarva Firemen’s Association Convention from April 30 through May 2, 2015. At the banquet (left to right): Lewes’ Walt Reynolds, Jr.; Laurel’s Randy Lee; and Greenwood’s Donald Donovan, were inducted into the Association’s Hall of Fame. This year the association kicked off its

6th Annual EMS on Capitol Hill

On April 29, 2015, several of Delaware’s EMS providers attended the 6th annual NAEMT EMS on Capitol Hill in Washington, DC. The group consisted of: Jill Wix of the Farmington VFC and Sussex County EMS; Steven Wilson of the Sussex County EMS; Liz Bradish of the Aetna HH & L; Matt Gajdos of the Dagsboro VFC, DSFS and DSEMSA VP; and W. Mike McMichael of the Delaware City VFC and DSEMSA Secretary.

Our meetings with our representatives began at the Longsworth House Office Building with Congressman John Carney and Elizabeth Connolly of his staff. Then we met with US Senator Chris Coons, and Michael McGowan of his staff at the Russell Senate Office Building across from the Capitol.

A group picture was taken on the east side steps of the Capitol with other NAEMT members and attendees, followed by a brief lunch while enjoying the sights of Washington.

That afternoon we concluded our visits with a stop at US Senator Tom Carper’s office with Ted Prettyman, as the Senator was unavailable at the Hart Senate Office.

Topics that we discussed on this day were: Improving Field EMS delivery, with focus to improve overall quality, outcomes, coordination and lower costs; Supporting the transition of Military Medics to civilian EMS; Enhancing EMS provider safety if and or when assaulted; Supporting our state’s need of CPR assist devices.

Agencies Participate in Sussex County Emergency Operations Day

Agencies throughout Southern Delaware came together on May 14, 2015, for an open house at the Sussex County Emergency Operations Center. Fifth grade students across the county were invited to the center for tours and interactive educational opportunities throughout the day. About 400 children took part in the program. Delaware City Fire Co. Hosts the 114th Annual CVVFA Convention July 29-August 1, 2015 It is time to make plans for the 114th Annual CVVFA Convention in Delaware City, Delaware.

Hosted for the first time by the Delaware City Fire Company Station 15. Delaware City is the home of past-President Jim Watson. The Delaware City Fire Company has supported a number of video shoots for modules on the ResponderSafety Learning Network.

They have again stepped up to the plate and voted to host the annual convention.

CVVFA Spring Meeting Held Chief Allen Baldwin and the Winchester (VA) Fire Department hosted the Spring Meeting of the CVVFA held at Friendship Fire Company. The meeting culminated the Apple Blossom Festival. Allen and wife Julie rode on their 1947 Buffalo engine that once served the now defunct Sarah Zane Fire Company in the 80th Annual Firefighters Parade that is billed as the world’s largest firefighter’s parade.

Chief Anthony Correia Selected as Fire/Ems Liaison at the Emergency Responder Safety Institute Anthony Correia was appointed as a Fire/EMS Liaison by the Cumberland Valley Volunteer Firemen’s Association Emergency Responder Safety Institute. The Institute operates ResponderSafety.com and the ResponderSafety Learning Network. In his new role, Tony will work to engage more fire and EMS personnel and focus on the state of New Jersey where he resides.

Chief Correia is a 38-year member of the fire and emergency services and has held various emergency service leadership positions. He recently retired as Director of the Burlington Township (NJ) Fire Department. Previous to that he was Fire Chief in Warrensburg, Missouri. He is also an active paramedic in Pennsylvania. Chief Correia led a workgroup of Fire and EMS personnel in New Jersey to develop a collaborative Emergency Incident Rehabilitation guideline for the state. He is a member of the Burlington County Highway Incident Management Working Group. He is active in many local, state and national organizations, which includes being the lead advocate in New Jersey for the National Fallen Firefighter’s Foundation. He is an instructor in various emergency services areas and has completed the Executive Fire Officer Program as well as the Certified Public Manager program.

FDIC 2015 a Success

Members of CVVFA from Delaware, Pennsylvania, Virginia, Michigan, Ohio and Maryland enjoyed a night at the Dallara Indycar factory during FDIC 2015.

FDIC 2015 was a huge success for the ResponderSafety.com Outreach Team. It has been a privilege for members of the Cumberland Valley Volunteer Firemen’s Association (CVVFA) to educate FDIC attendees year after year on how to reduce injury and line of duty deaths while on the roadway. The Outreach Team spoke to hundreds of first responders at the ResponderSaftey.com booth, and Jack Sullivan had another classroom full of FDIC attendees eager to hear the message.

Conferences such as FDIC also provide all in attendance with the opportunity to build relationships with industry experts and likeminded

firefighters. Members of CVVFA had the opportunity to join friends from the National Fallen Firefighters Foundation (NFFF) for a product launch party hosted by Paladin at the Dallara Indycar Factory. Paladin introduced new mobile scene lighting to brighten up accident scenes and announced a portion of sales will benefit the NFFF. CVVFA is grateful to Chief Bobby Halton and the team at Pennwell for the continued opportunity to link our nation’s first responders to the ResponderSafety.com Online Learning Network.

Fire Marshal’s Report One Fatality, Five Injured in Milford Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office investigated a May 10, 2015 ,fire in Milford, that heavily damaged a house. One person was found deceased inside the burning home. The Frederica Fire Company responded to the 1900 block of Reynolds Road around 1030 for a report of a house on fire. Firefighters observed flames shooting from the one story house upon their arrival.

One person was found inside the house deceased and five other occupants were injured. Four of the injured were taken to Milford Memorial Hospital and released after treatment. The other injured person was flown to Kent General Hospital and later transferred to the Crozer Medical Center in Upland, Pennsylvania. The fire caused an estimated $50,000 in damage.

32-Year-Old Male Arrested for Arson Robert L. Fox Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office arrested a 32 year old male for arson. On Wednesday, May 6, 2015, at approximately 1600, The Elsmere Police Department responded to the 100 block of Washington Street in Oak Grove section of Elsmere, for the report of a disturbance.

Upon arrival of the Police Department it was found that the suspect used a Molotov cocktail in an attempt to set the building on fire.

Deputy Fire Marshals were called to the scene and have determined that a Molotov cocktail was thrown into the first floor of the building causing damage to the interior of the structure. A female victim was inside the residence at the time of the incident.

Three Arrested for November 2014 Fire Michael G. Chionchio Assistant State Fire Marshal The Delaware State Fire Marshal’s office has made three arrests in the November 26, 2014, arson in Wilmington, that destroyed a home built in 1871. The Mill Creek Fire Company responded to the 1400 block of Milltown Road near Limestone Road, Milltown shortly after 2200 for 9-1-1 calls reporting a house on fire. Firefighters were confronted with flames consuming a large dwelling.

Deputy fire marshals conducted the criminal investigation and made the arrests. The fire was deliberately started. No injuries were reported. Fire damage was estimated to exceed $200,000. A 15-year-old male, a 16 -earold male and a 19-year-old male were apprehended by Deputy Fire Marshals. Each defendant was charged with felony arson in the 2nd degree, felony burglary in the 2nd degree, and felony conspiracy in the 2nd degree. They were each released on $15,000 unsecured bond. The investigation concluded with the arrest of the final co-conspirator.

Felton Barn Fire Ruled Accidental Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office has ruled that the barn fire near Felton, on April 24, 2015, was accidental. The Felton Community Fire Company responded to the 1200 block of Sandtown Road for a structure on fire shortly after 0130. Firefighters encountered a 40-by-60 foot barn ablaze.

Deputy Fire Marshals were called to the scene.The investigation revealed that there was faulty electrical wiring inside the building which sparked the blaze. Heavy fire damage was estimated at $25,000. There were no reported injuries.
